Introduction

The Asia-Pacific Institute for Broadcasting Development (AIBD) is a unique


regional inter-governmental organisation serving countries of the United
Nations Economic and Social Commission for Asia and the Pacific (UN-
ESCAP) region in the field of electronic media development. AIBD is
headquartered in Kuala Lumpur, Malaysia.

AIBD provides training and conferences to its members with the aim to
enhance their capacity. The training programmes cover a wide range of
specialized fields from production to management of radio and TV
operations, news and current affairs programming, social media and use of
new media, digital transmission and satellite broadcasting, computer
graphics and animation to audience research and programme evaluation and
training methodology.

The 2030 Agenda was adopted by world leaders in September 2015 at a


historic UN Summit. Underpinning this agenda are the seventeen
Sustainable Development Goals (SDGs). Each goal has specific targets to be
achieved over the next 13 years. The SDGs are the result of a negotiation
process that involved all the UN member states and also unprecedented
participation of civil society and other stakeholders. The SDGs provide a
framework for sustainable development across the realms of People,
Prosperity, Planet, Partnerships and Peace. How can the SDG reach to the
man on the street more effectively? The answer of course lies in the use of
media.

To support and promote the 2030 Agenda and the SDGs, AIBD proposes to
organise a series of capacity-building programmes (including in-country
workshops, regional workshops, seminars, etc.) to help create awareness
and understanding of the SDGs among its members.

Role of Media

Media is an important stakeholder with regard to societies aiming towards


the goals of sustainable development. It's about making the SDGs famous,
in an unprecedented effort to reach everyone on the planet. It is evident that
the contribution of media can do a lot in the direction of the SDG objectives
proposed – for example, goals on health or environment. For this reason it
is important that all media actors participate in the current debates about
the relations between media and development, because they have to
underline the relevance of media and the multiple possibilities of contribution
with each SDG. The SDGs also calls for professional journalism where skills
and knowledge in reporting sensitively and accurately become a key factor.

The question that arises is how one can ensure media’s efficacy in reporting
and presenting SDG stories to the public. The answer lies in training and
exposure to SDG-related issues and events, to help broadcast media better
understand the value and relevance of this agenda and to more easily
communicate it to audiences everywhere. A number of key regional events
have been identified, which will provide opportunities for broadcasters to
gain in-depth exposure to the ways in which the SDGs and the 2030 Agenda
are being adopted and implemented in the Asia-Pacific region.

AIBD will invite journalists, programme producers and media experts to


attend these regional events, and facilitate exposure and interaction with the
participants so that broadcasters can better understand how the SDGs are
coming to life in the region. These activities aim to draw attention to the
SDGs and sensitize broadcast organisations to produce programmes that
more effectively communicate the importance and relevance of the 2030
Agenda to the public.

The key regional events that have been identified for 2017 are:

1. The ASEAN-China Symposium on the SDGs (Chiang Rai,


Thailand 21-22 August 2017).

This event brings together policymakers and experts from the ASEAN
Region and China to exchange experience and lessons on sustainable
rural development and the financing of the SDGs. It will draw from
the rural development experience of the communities in Doi Tung, as
well as more recent work being undertaken in other parts of northern
Thailand with the support of the Mae Fah Luang Foundation. Using
these community experiences as a canvas, participants will discuss the
most effective ways to strengthen sustainable development in rural
areas, as well as innovative means to finance sustainable development
more broadly. The long-standing and highly successful rural
development transformation in Doi Tung provides a rich canvas on
which to develop stories about the SDGs that broadcasters can convey
to their audiences.

2. The SDG Regional Knowledge Exchange (Manila, Philippines 2-


4 October 2017).

The SDG Regional Knowledge Exchange is an annual event that brings


together experts and senior officials to share the latest thinking and
progress on SDG implementation from across the Asia-Pacific region.
The Knowledge Exchange will highlight best practices on how
Governments and local communities are integrating the SDGs into
their planning, financing and implementation systems, strengthening
outreach and awareness and contextualizing the 2030 Agenda within
national and local development. The event will showcase lessons and
experience from across the entire region, providing an array of

examples which participating broadcasters can draw from to help


communicate the SDGs to their respective audiences.

3. The Responsible Business Forum, RBF (Singapore, 21-23


November 2017).

The RBF is a platform for leading business actors to share the ways in
which they are making the SDGs relevant to their enterprises, and
how businesses are developing the solutions and channeling the
resources needed to achieve the seventeen SDGs in the region. This
Forum shows how the SDGs are becoming a driving force for
transformation in the private sector. By documenting and
communicating these stories, participating broadcasters will be able to
show their audiences how business leaders at the global, regional and
local levels can help spearhead the change towards the 2030 Agenda.

AIBD will invite selected broadcasters to send reporters and producers to


these events to capture and share the stories and conversations taking place
at these key regional SDG platforms. Participants will have access to a rich
selection of stories to document, as well as access to SDG experts who can
help contextualize these stories in terms of how they are catalyzing action
towards the 2030 Agenda.

The deliverables

AIBD will organize for broadcasters from relevant target markets to attend
the above regional events, to document the stories and lessons being shared
in ways that their audience can relate to. AIBD, while inviting member
organisations to nominate participants to the workshops, will stipulate that
selected participants with the support of their organisations should produce
and broadcast radio or television programmes after the SDG activity and
these programmes shall be reported to AIBD.

AIBD will work closely with the organizers of these events to plan a suitable
agenda of briefings, interviews, field visits and press events to allow the
broadcasters to gather relevant stories. Prior to the event AIBD will work
with the organizers to produce relevant press packs with briefing materials,
background documents and media content for the participating broadcasters.

After the events are concluded, AIBD will follow up with the participants to
document the stories that were aired, and will provide a summary report and
copies of broadcasts to the event organizers to demonstrate the outreach
accomplished. As such there will be a follow-up report submitted to the
sources of the funds to check on the efficacy of the SDG exposure
programme conducted by AIBD and also on how the information has been
disseminated.

With the SDG workshops implemented, AIBD looks forward to a range of


media products to be cultivated and produced to make the SDGs and the
2030 Agenda better understood – the outcomes to be expected include
programmes like Public Service Announcements, radio magazines, television

documentaries, talk shows on radio and television and also launch of media
campaigns in its member countries.

To further motivate broadcast organisations to produce quality programmes


promoting SDGs, AIBD plans to include SDG topics in its annual World
Television Awards and AIBD Radio and Television Awards for Best SDG Radio
and Television Programmes aired.

The Impact of AIBD/SDG Media Plan

History has shown how change can occur globally due to the influence of
Media. Media is the trend setter, the opinion leader and the instrument of
change that all societies crave. In short media is the most powerful agent
of change. If we want to see the desired implementation of SDGs then the
best way possible is via media.

The AIBD aims to create public awareness through engaging its media
partners in the Asia-Pacific Region. Media awareness on the SDGs can bring
about a change in the way people understand and interpret these goals
which in turn can help create a better world.

Proposal for SDG Activities 2017


Activity 1

ASEAN –China Symposium on SDGs 21-22 August 2017 Chiang Rai,


Thailand

Background

This event brings together policymakers and experts from the ASEAN Region
and China to exchange experience and lessons on sustainable rural
development and the financing of the SDGs. It will draw from the rural
development experience of the communities in Doi Tung, as well as more
recent work being undertaken in other parts of northern Thailand with the
support of the Mae Fah Luang Foundation.

Using these community experiences as a canvas, participants will discuss


the most effective ways to strengthen sustainable development in rural
areas, as well as innovative means to finance sustainable development more
broadly. The long-standing and highly successful rural development

stories about the SDGs that broadcasters can convey to their audiences.

Aims

Broadcasters need to be exposed to the realities of rural development and


development works carried out to strengthen sustainable development in
rural areas. AIBD proposes a series of activities to sensitise and create
awareness among programme creators and department heads.

Objectives

 At the end of the workshop, the participants will be able to develop a


better grasp of how the media can work with government institutions
and development organisations to implement policies aimed at rural
development.
 The SDG Symposium will bring regional UN development experts and
policy makers to inform the media practitioners

AIBD Scope

AIBD has in the past collaborated with other actors to deliver targeted
seminars catered to specific development topics. For example, in 2012 we
organised AIBD/UNESCO seminar on “Millennium Development Goals: The
Final Push – Media’s Role” in Bangkok, Thailand.

AIBD has conducted a number of activities on good governance and the


media, including Sub-Regional Workshops on Media and Good Governance in
Dushanbe, Tajikistan and Almaty, Kazakhstan, both in 2011.

Outcome

AIBD will ensure producers employ the various techniques of production on


radio and television to create stories or reports on the Symposium and
activity such as:
 Public Service Announcement (PSA)
 Talk-shows
 Interviews

These messages such as PSA can be repeated several times on air for
maximum efficacy. Besides this the AIBD aims to engage media practitioners
in Seminars and SDG Media Campaigns in their respective country.

Activity 2

The SDG Regional Knowledge Exchange 2-4 October 2017, Manila,


Philippines

Background

The SDG Regional Knowledge Exchange is an annual event that brings


together experts and senior officials to share the latest thinking and progress
on SDG implementation from across the Asia-Pacific region. The Knowledge
Exchange will highlight best practices on how Governments and local

implementation systems, strengthening outreach and awareness and

The AIBD would like to create awareness amongst local broadcasters on

 Better understand common needs and pressing issues in the Asia-


Pacific region.

 Sensitise programme makers about their responsibility through the


experience and lessons highlighted in the event so that they are able
to inform and create awareness through radio and TV programmes.

AIBD Scope

AIBD aims to encourage broadcasters on sustainable development issues


and the Institute is well experienced in organising activities (workshops,

seminars, conferences) on climate change, disaster risk reduction, health


problems and other matters, which are all related to the SDGs. In 2015,
AIBD organised the AIBD Awards for the best TV programme on Creative
Ways to Harness Energy (Winning entry was ‘Future Forward – Powering our
future’ from Channel News Asia, MediaCorp – Singapore)

Outcome

Media Practitioners are encouraged to employ the various techniques of


production on radio and television to highlight the SDG. This will be done via
the following programmes.

 PSA
 Documentaries
 Talk shows
 Interviews

These messages such as PSA can be repeated several times on air for
maximum efficacy. Besides this the AIBD aims to engage media practitioners
in Seminars and SDG Media Campaigns in their respective country.

The aim of the workshop is to create awareness, understanding and


spreading the positive message for a transformed world through Agenda
2030.

Objectives

At the end of the workshop the participants will be able to:

 Influence the decision and policy-making ranks in broadcast


organisations to increase the participation in SDG related events and
programmes.

 Understand the importance of SDGs as a tool for Global


transformation.

AIBD Scope

Media can play a bigger role by spreading message and making society
aware on global transformation. The Asia-Pacific Institute for Broadcasting
Development (AIBD) being an inter-governmental organisation can work
with its member broadcasters in Asia-Pacific towards this end. AIBD has the
relevant experience to help in this cause.
