PREFACE

In a bid to efficiently address the various problems plaguing the organization of national
examinations in Cameroon, The Department of University Accreditations and Quality
(DAUQ), considering its duties as provided for in Decree No. 2012/433 of 1 October 2012 to
organize the Ministry of Higher Education (MINESUP), under the leadership of the Minister
of Higher Education, has embarkedon a series of reforms to substantially improve the
organization of these examinations through the National Commission for the Organisation of
National Examinations (CNOENC).

In this respect, the registration process has been computerized, with amongst other
advantages, the possibility for external candidates to pay national examination fees across the
national territory thanks to the partnership with a company offering services in this sector.
Moreover, evaluation meetings with other internal and external stakeholders have been
instituted.

It is therefore in this light that to help the organization make a qualitative leap necessary to
give more credibility to national examinations, the CNOENC has launched the project to
harmonise the evaluation tools of candidates for various national examinations with the
ultimate goal of mastering the quality and contents of papers.

The following pages are the outcome of the work carried out in collaboration with all these
experts and teachers if Private Institutions of Higher Education (PIHEs) authorized to present
candidates for these various examinations.

Case Study should be divided into five Sections namely;
1. Contemporary issues in Banking and Finance
2. Element of Banking
3. International trade and Finance
4. Law related to Banking.
5. Investment Analysis (with light calculations)

b. The objectives of paper

i. General Objectives

This course is designed to examine what has happened, what is happening and what might
happen in the Banking and Finance arena. It is geared towards blending Banking theories
to practice.

ii. Specific Objectives

 To enable students to appreciate contemporary issues in Banking and Finance


 To enable students understand the basic practical aspects for Banking transactions
 To enable students to understand key elements involved in the Import and Export
transaction and their financial mechanism
 To enable students to be exposed to those aspects of law and ethics that are relevant to
every day Banking practices in Cameroon and the CEMAC region and the world at
large.
 To enable students to understand and analyse Concepts, theories and practical
applications of Investment Management.

DELIBERATIONS PROPER

The deliberations were chaired by Mr. Dohfon Bobga who welcomed everyone and after the
introductions, the deliberation began. The courses were examined in the following order:

PAPER : CASE STUDY
After the deliberations, the following points were decided:

 It is a written paper as it involves more of application


 It will have two parts; section A and section B. However, it will have just one case
(which could be fictitious, real or modified) that must be locally based, section A
will have ‘out of case’ questions and section B will have ‘in case’ questions.
 The duration is 6 hours
 The total marks are 100. Section A has 40 marks (8 questions or short cases for 5
marks each), section B will have 60 marks (4 questions for 15 marks each). The
teacher has the discretion to set questions with multiple parts in Section B,
however each question must have only 15 marks.
 It is a coefficient 5 paper
 Course title: Case Study in Marketing
 The student will be evaluated on the basis of analysis and application

PAPER: PRACTICE OF MARKETING
It was accepted that this particular paper has experienced a lot of mix up in the past especially
as it is a paper comprising 5 other courses; Legal Aspects of Marketing, International
Marketing, Marketing Management, Purchasing and Supplies and Mathematics and Statistics.
There was a lot of argument on whether Consumer Behavior should be part of the paper and
was resolved that it cannot be part because it is taught in many subjects including principles
of marketing

However, after the deliberations, the following was decided:

 That the paper is a practical paper


 The course will have five equal parts. Lecturers were urged to set questions which the
students can answer in an hour or at least 45minutes for each part. Each section should
have two questions, 10 marks per question, and the lecturer can decide if a question
has sub sections, however a section must have only two questions. Purchasing and
Supplies section must have a question requiring quantitative analysis for at least 5
marks
 The duration is 5 hours.
 The total marks for the paper is 100, i.e 20 marks per section
 It is a coefficient 5 paper
 Title: Practice of Marketing
 The Bloom’s Taxonomy will be used as assessment criteria.
 Concerning whether or not Consumer Behaviour should be added to the course, it was
decided that, since it was not a syllabus changing exercise, the syllabus provided by
the Ministry will be maintained and however Consumer Behaviour is a course which
cuts across all other courses, so it is definitely tested in one way or the other.

The aim of this paper is to measure the ability of the candidate to:
 Understand and explain the role and the functioning of the different components,
functions or equipments used in telecommunication system;
 Understand and explain the working principle, the applications, the advantages and
disadvantages of the different techniques and technologies used in the design and
implementation of telecommunication systems;
 Build a basic telecommunication function or system
 Troubleshoot or carry out tests and measurements on a telecommunication system
(module) in order to identify a failure and correct it.

III- General Structure of the paper


The different questions of this paper should come from the syllabus of the six (6)
following courses: Access Network, Antennas and Propagation, Modulation Techniques,
Radio telecommunication, Switching Networks, and Transmission Systems. In order to
avoid disorder during the examination, the paper Practice of telecommunication should be
organised into three different papers (paper 1, paper 2 and paper 3) as follows:
 PRACTICE OF TELECOMMUNICATION (Paper 1) this paper is the written part
that comprises three different parts or sections notably part 1 (MCQ), part 2
(structural questions) and part 3 (Exercises). It does not need a workshop to be
conducted. Time = 2H30min; Weight =50% of global marks
 PRACTICE OF TELECOMMUNICATION (Paper 2): this 2nd paper also consists
of three notably part1 (preparation), part 2 (manipulation in lab) and part 3
(technical report writing). It should be given to the candidates in the laboratory after
they have completed the paper 1. Time = 2H30min; Weight =50% of global marks
 PRACTICE OF TELECOMMUNICATION (Paper 3) CUTTING LIST: this 3rd
paper is not destined to be given to students. It is the list of workshop material and
equipments needed per candidate to carry out the lab. It should also incorporate the
cost estimate of the lab per candidate. It should not have any diagram or information
about the theme of the lab and should be given to the chief of center at least 48H
before the beginning of the practical so that they can use it to supply their workshops.

the coefficient method or three moment method of analysis, Area of reinforcement steel for
ribbed beams, one way or two ways spanning slabs and stairs; columns (symmetrical or near
symmetrical loaded columns, and columns with a moments on one face), foundations(pad,
strip)
Part II: Pre-stressed Concrete
Approximate duration: 45minutes weighting: 25%; Marks: 5mks
This part is based on the study of:
Pre-stressing methods and Technology, determination of minimum pre-stressing force for
zero tension at the bottom of the beam at mid-span, sizing of rectangular pre-stressed concrete
beams (breath and dept), determination of pre-stressed stress diagrams at mid-span and at
edges for straight tendons, determination of tendons zone in curved tendons, pre-stressed
loses.
Part III: Steel and Timber Design

6) STRUCTURE OF THE PAPER:

The Practice of Journalism paper shall be structured in two parts.


 Part 1: Demonstration Practicals: this part will test ability of students to use
basic journalism work tools in practical realistic work situations in the
media. It will allow students to respond directly to questions and/or to
present prepared statements. The Demonstration Practical part shall have
two questions lasting 1 hr 30 mins and shall constitute 30 % of the paper.
Each question carries 15 marks, giving a total of 30 marks.

 Part 2: Written Practicals: this part will test student’s ability to synthesize a
range of concepts, knowledge and skills relating to the media. It will have
four (4) questions (with sub questions if need be) and will last for 1 hr 30
mins. It shall constitute 70 marks weighted at 70 percent of the paper.
Question one and two will carry 20 marks each while question three and
four will carry 15 marks each.

(All this gives a total of 100 marks with a total weighting of 100%)

a. Nature of paper:
Psycho sociology is a written paper. It comprises elements of Psychology and
Sociology. This paper covers aspects of basic knowledge on psychological and
sociological concepts which are of value to human culture. It deals with human
behavior and social interactions. Candidates will be required to demonstrate an
understanding of the basic concepts involved in the two merged disciplines.

b. Structure of paper:
There shall be only one written paper. The paper shall have equal representation of
material covered in the discipline involved. It shall consist of three sections.

Section one: This shall consist of ten Multiple Choice questions which shall base on
the understanding of key concepts.The total mark allocation shall be 5 marks. (0.5
mark per question.)

Section Two: This shall consist of the definitions /explanations of some key Concepts/
Notions. Ten Concepts/Notions shall be defined or explain or (both). The mark
allocation for this section shall total 5 marks ( 0.5 mark per question.) The total mark
for this section shall be 5 marks. The questions shall cover a wider range of issues.
Candidates shall be expected to define or explain key notions to show mastery of the
subject matter covered.

Section Three: This section shall consist of short answer questions. A total of four
questions shall be set for candidates to answer any two questions of their choice. Each
question shall carry 0.5 marks (the total mark shall be 10 for the section.

c. Objectives of the Paper:

General Objectives for the multiple choice Questions:

As for the structural or Multiple choice questions that shall be set in paper One, the
stem which is the introductory question or incomplete statement at the beginning of each
item followed by the options shall be clear, parsimonious and unequivocal with distracters
that shall be plausible competitors of the answer for the students to choose. The stem will
not test more than one item and shall either be an incomplete statement or a direct
question. 50% of the questions under this section shall be testing knowledge of key
