Would you agree that there are gray areas in terms of our Government
Policy Implementation in the present?

Okay! Are you aware that according to R.A 9211 it seeks to regulate the use of tobacco products by
minors with according to National Youth Commission, 3 out of 5 Filipino teenagers are still used
cigarette?

My question is….but would you agree that that is a great area in policy implementation?

Yes or no Ms. Speaker……..And do you not see that this is a black door for abuse?

Yes or no Ms. Speaker…………..This would not open doors for illegal trade?

Are you aware that there is strict prohibition of marijuana at present?

And yet despite of this strict prohibition there are still the illegal uses of marijuana?

Yes or no Ms. Speaker………………..Do you not see this evil ones the policy of legalization of marijuana will
be implemented?

So you would say that it is impossible to the evils of illegal trade ones the implementation of legalization
of marijuana?

Yes or no Ms. Speaker…………………..No, so Ms. Speaker, the government is reasonable, it would not
prohibit something only because it once due? Is it correct?

And this would be back by sufficient study? Is it correct?

So thank you Ms. Speaker. There is a reason why marijuana is prohibited? Correct?

And when a drug is prohibited, it has a different level of impact to society? Correct?

And when a drug is proved to be harmful, thus prohibition, it is not only appropriate that there must be
a conclusive research of its benefits first before proving that it is absolute in terms of medical
treatment? Correct?

Closing

There is the power to abuse because power is given. Ladies and gentlemen, we the negative side
firmly stand against the legalization of medical marijuana in the Philippines. We believe that it is too
detrimental that it would out way the benefits. For that, it is not practicable. We now post one
significant questions. Is the government ready for this? There are too much grey areas in the policy
implementation at present that no matter how noble the objective of the law is, and no matter how
flawless its features are, it would all go to waste because of the corrupt implementation of the laws.
Section 9 of R.A. 9211 seeks to regulate the use of tobacco products by minors. But according to
National Youth Commission 3 out of 5 Filipino teenagers took up smoking in 2011. The same goes with
the restriction of minors in alcohol drinking. According to National Center of Biotechnology
Information, their study indicates a high prevalence of current alcohol used among teenagers
particularly 23.2% which is a relatively high percentage they say. What I am driving at? Clearly this
country has a problem with strict and faithful implementation of government policies and regulations.
The risk of medical marijuana legalization is then very clear. What guarantee do we have that a seriously
addictive drug could be regulated when simple regulation on tobacco and alcohol products proved to be
impossible to impose? More, there is rampant on prescribe distribution of sleeping pills and wide access
of prescription. Drug take all this into consideration and there only one message, once marijuana would
be legalized there is no possibility of regulating it. Presently, research and study are still conflicting and
equally divided in terms of legitimate medical treatment marijuana could give. In fact one of the
county`s most vocal supporters in the legalization of marijuana Dr. Jaime Garves Tan with 40 years of
research on medical plans was quoted “ Marijuana are not cures, there are not enough study on that,
but their protective. “ thus the conclusive link of marijuana and its curing ability is missed. The
hallucinated idea that the only cured left is marijuana. This policy is a ticking bomb and once this is
pursued we will only have to wait until the last count comes. With all the conflicting studies of the
medical treatment of marijuana having no conclusive link of its curing ability and its propensity of
abused the Bicol University College of Education together with my team is proud to oppose. Thank you.s
