Narrative Report on Project CBR Launching in Quezon II District

The flagship intervention in the Department of Education is to make every Filipino

child a reader and to have him/her master the literacy skills at his/her level. In

connection with this, all schools in the Division of Bukidnon have undertaken reading

interventions to address the needs to improve the reading ability of the school

children that would lead to a favourable results on Phil-IRI and NAT. One of the

reading programs is the Project CBR (Care for Bukidnon Readers). Its objective is to

make every elementary and secondary learner a reader.

Last January 9, 2020, Quezon II District under the supervision of Dr. Evelyn C.

Caballes had its Project CBR Launching held at Salawagan Central Elementary

School covered court at 8 o’ clock in the morning. The Public Schools District

Supervisor was serious and had a full support of the Project CBR. In fact she already

had a reading intervention proposal which is to create a District Reading Kiosk which

later be implemented in all schools of Quezon II.

The School administrators, stakeholders, barangay officials and reading coordinators

were present during the activity. Its purpose was making sure that everyone in the

community, not just the DepEd, would be aware of the reading program of DepEd

Bukidnon. As what stated to a famous quote that, “It takes a whole village to raise a

child.”
The rationale of the project CBR was explained by Mrs. Dewany J. Villarta,

Salawagan National High School reading coordinator. Salawagan Central

Elementary School Principal Mrs. Jocelyn B. Paradiang challenged every teacher

especially elementary teacher to make reading program one of the priorities.

Barangay Chairwoman Hon. Rosalinda Lopez was also gave her inspirational

message and was very much eager to support the said reading program. She

encouraged everyone especially the parents to help the teachers in teaching their

children how to read.

Right after the launching was the seminar-workshop on Effective Strategies in

Teaching Reading. The school heads especially the school reading coordinators

were required to join the seminar-workshop. Its objective was to equip the teachers

with effective strategies in teaching reading so that all the learners could read. The

delegates were required to bring tools/materials to be used during the workshop.

The resource speakers of the seminar-workshop were also language teachers who

were sent different seminars either in the Division or Regional seminars. They were

mMs. Dewany J. Villarta, Mrs. Renelyn B. Rapal, Mrs. Cristin D. Tingson and Mrs.

Ronelyn A. Tanginan. The topics were; Project CBR Care for Bukidnon Readers,

Phil-IRI, EGRA ARATA/Marungko Approach, Reading Strategy: Phonological and

Phonemic Awareness, and Reading Strategy: Fuller Approach.

The Project CBR launching and seminar-workshop was a successful event. It

motivated everyone to make every Filipino child a reader. It also gave another

opportunity/venue for teachers to apply new knowledge on how to effectively teach


reading to every learner. As stated by one of the teachers in the seminar, she said, “I

am happy that I learned another effective way in teaching my children how to read.”

Making every Filipino child a reader is a challenge to every teacher. Illiteracy is an

enemy that nobody wanted to lose. It takes competence, compassion and

commitment to win the battle. Save a child, Defeat illiteracy!
