1. GENERAL

1.1 PURPOSE
The purpose of this Method Statement is to define the works specifically
for the Construction of Access Roads, (Asphalt and Rough Roads) as
described in the scope of works for Abdul Mohsen AH Al Tamimi
Partners Company under contract no. 6600045093.

1.2 SCOPE
This Method Statement covers the activities, from Survey, Cut and Fill up
to material disposal and inspections and is intended for South Ghawar UR
Early Works and TVF only.

2. DUTIES AND RESPONSIBILITIES

2.1 Project Manager


The Project Manager shall be responsible for the over-all direction,
coordination and control of all the Earthworks (cut/fill and Compaction)
as included in the first stage of work as per scope accordingly.

2.2 Construction Manager (CM):


He is responsible primarily in planning the job, directing, overseeing and
ensuring the satisfactory progress of on-site construction activities with
agreed deadlines and project specifications as well as handle any issues
that would arise during the execution of the job. The CM will liaise with
and report directly to the Site Project Manager for controlling site
activities.
2.3 QA/QC Manager
The QA/QC Manager shall be responsible for overall quality assurance
direction, coordination to Construction team to ensure that all execution
on the project shall be according to Quality Standard, Project specification
as per scope of works respectively. All materials shall conform to Aramco
Standard procedure, tested and passed and approved by Saudi Aramco
Representative’s Inspection Personnel assigned.

The QA/QC Supervisor shall be responsible for the necessary inspections


and tests to be carried out for all the activities involved in the Earthworks
(cut/fill and Compaction).

2.4 QC - Civil Inspector


The Civil Inspector shall be directly involved in the planning and monitor
surveillance on all quality of execution on activities involve in the
Earthworks (cut/fill and Compaction) in particular. He shall likewise
ensure the implementation of quality workmanship. He shall prepare
prior to the start of work, Safety Action Plan that must be implemented
and observed during the Earthworks (cut/fill and backfilling). He is also
responsible for the usage of proper tools / equipment, PPE, and
housekeeping.

2.5 Site Engineer


Project Site Engineer shall be the responsible for construction’s execution
and coordinate to his superior Lead Civil Engineer as well as to Quality
Personnel for internal advance information on a particular item of work.
He shall motivate site workers, site Surveyor and follow execution as per
approved IFC Drawing. Any discrepancy found on actual site work and
IFC drawing shall raise concern to Construction team and Quality
Personnel to resolve the issue immediately.

2.6 Safety Supervisor / Safety Officer


The Safety Officer, must be shall responsible for safety implementation on
site. Safety Action Plan that must be implemented and observed during
the Earthworks (cut/fill and backfilling). He is also responsible for the
usage of proper tools / equipment, PPE, and housekeeping.

3. QUALITY ASSURANCE

All borrow materials will be subject for test to determine the soil characteristic in
accordance approved specification. Testing and inspection will be conducted
during all stages shall be implemented and to make sure that there will no
deviation. The QC manager will audit all records required in compliance with the
aforementioned.

4. SURVEY and LAYOUT CONTROL POINTS

 Level grid survey of the existing ground level


 Level grid survey of formation level
 Records of joint visual inspection by Client’s representatives

5. EXECUTION

5.1 Setting – out


Setting out shall be done by the Al Tamimi surveyor in accordance to IFC
drawings provided by the client respectively.

5.2 Pre- Excavations


Excavation shall commence upon completion of the setting-out and
determination of existing ground level. Surveyor shall check the actual
condition of site following statement notes on IFC drawings and project
specification respectively.
Note: Survey data shall be officially submitted to Aramco through document
control for SAPMT concurrence. Inspections shall be done with reference to
applicable SATIP and SAIC. The concurred survey data shall serve as an
attachment in the Request For Inspection (RFI)
5.3 Excavations
5.3.1 Excavations, rock excavations, trench excavation should conform to
latest SAES -A-114.

5.3.2 Minimal excavation shall be carried out using Light Excavator or


Heavy Excavator if hard rock found on particular portion subject
for development. The jackhammer shall be used (if any) to loosen up
the rock to considerable limit where the bucket of the same
equipment can reach and operate in such manner that it could
effectively put the loosen material in safe stock pile area prior to
haul out in a designated location approved by the Client.

5.3.3 Hand digging using hand tools shall be use for soft part of
particular small excavation. However if excavation is more than
three (3) meters deep, construction team together with Safety

Responsible shall ensure the Safety Requirements and raise concern


to Client’s Representative inquiry regarding existing buried utilities
in the area.

5.3.4 The suitable materials will be stockpiled at the designated area far
enough not to cause disruption in the excavation zone. The
unsuitable materials shall be disposed off through pay loader and
dump truck to Saudi Aramco approved Areas.

5.3.5 Dust shall be controlled by means of watering by water truck as


required to eliminate spreading around the area.

5.3.6 The depth of excavation shall be daily checked by engineer to


avoid over excavation. The bank of excavated area shall be sloped
20 degrees and shall be maintained to avoid a collapse of the bank
into the excavated area. A required distance of two (2) feet away
from excavation shall maintain within the area and safety
precautions signage barricades, warning tapes shall put to avoid
any untoward incidents.

5.4 Elevation Checking and Finished Level


6.4.1 Final formation level shall be taken and approved by Saudi Aramco
joint visual inspection will carried out on the final formation level
before backfilling.

5.5 Stockpile and disposal


5.5.1 Quality Manager will monitor excavations works as they proceed
and determine the suitability of the excavated materials for future
use of backfilling materials.

5.5.2 Laboratory test will be conducted on excavated material in


accordance SAES-A-114 SEC. 6.4. executed by approved Third
Party Testing Agency. Result of the soil test shall inform the SA

Inspection Department Inspector prior to officially close the


specific RFI in the system (QMIS)

5.5.3 Surface preparation, establish the survey works base on approved


drawing, excavation of particular meters deep from upper level,
clearing and grubbing of the bottom surface after reach the
required level. Backfilling of approved fill materials if reach about
150 mm thick is subject for compaction and Field Density Testing
(FDT) as determined by ASTM D248 as per SAES-A-114 latest
edition respectively (from Aramco Standard)
5.5.4 Sub-grade and Fill material shall be compacted to about 85%
percent relative density for cohesionless soil or 95% of the
maximum density at determined by ASTM D1557 for cohesive
material.

5.5.5 Compaction testing (Third Party) shall be conducted with the


presence of Client Representative and the Company Site
Responsible together with QC Engineer to document every works
milestone and keep the record for future reference.

5.5.6 After reaching the final elevation of the bottom level of particular
point of inspection, the project site Lead Engineer together with QC
Engineer shall have a joint inspection to check the smoothness of
surface. Any protruding materials, stones or any hard pointed
objects shall be immediately removed and re-compacted to make it
sure that the area is smooth and ready to accept foreign materials
in backfilling.

5.6 Satisfactory Materials


5.6.1 Satisfactory materials or approved fill materials shall be used in
bringing fills to the lines and grades indicated and or replacing
unsatisfactory materials. Satisfactory materials shall be free from
roots and other organic matter, trash, gypsum, salts, debris and
stones and follow SA standard SAES-A-114 accordingly.
5.6.2 Where satisfactory materials are not available in sufficient quantity
from required excavation, approved materials shall be obtained
from designated specified sources of approved offsite sources. The

necessary clearing and grubbing of borrow areas, disposal and


where permitted.

5.7 Excavated Materials


Satisfactory excavated materials required for fill or backfill shall be place in
the proper section of the permanent work required under this statement
shall be separately stockpiled in the approved areas.

7. INSPECTIONS
7.1 Inspections shall be carried pout with reference to the applicable SATIP
 SATIP-A-114-01 Earthwork - Site Preparation, Excavation and Backfill During
Construction
 SAIC-A-1001 Soil Sampling, Testing and Review of Test Reports
 SAIC-A-1002 Fill, Select Fill and Marl Cap Materials Receiving Inspection
 SAIC-A-1003 Soil Protection and Control, Drainage and De-watering
Inspection
 SAIC-A-1004 Fill Placement and Compaction Inspection
 SAIC-A-1005 Compaction Testing
 SAIC-A-1006 Final Fill Inspection

3.2 Inter Coordination of execution of Work/s

3.2.1 Construction shall obtain IFC or approved shop drawing prior to start
execution per item of particular work.

3.2.2 Construction site Engineer shall coordinate to Al Tamimi Quality


Engineer for internal joint inspection of particular item.

3.2.3 After internal joint inspection of Construction and Quality Engineer, QC


Engineer shall raise RFI and shall inform Client’s representative’s
Inspection Personnel twenty-four hours (24) before actual physical joint
inspection with PID Personnel & QC Engineer as well as construction

responsible for a possible small rectification if found on the particular item.

3.2.4 If concreting works on the particular scope, Quality Engineer must be


present at all time during concrete pouring. He is responsible for checking
all aspect including the delivery of concrete from approved batching plant.
All relevant and mandatory inspection shall be carried out until finished
concreting on a particular phase item of work.

4. LIMITATIONS

The discrepancies between this document and project specification will be


governed by the project specs recommended for Client Representative
Approval.

5.0 Equipment
Lists of Equipments to use in the execution of Civil Earthworks
Excavator Heavy Equipment (for hard rock)
Back hoe or Loader for lifting of excavated materials
Dump truck haulers
Water truck
Compactor Vibrator Roller (for wider area)
JCB for trench excavation
Other equipments may add in expediting the task.

6.0 HEALTH, SAFETY & ENVIRONMENT


7.1Safety Officer shall carry out the safety site inspections to ensure that
safety requirements laid out in safety work plan are followed during the
Survey work. Safety Supervisor shall review Safe Work Plan and Safety
Action Plan and secure Work Permit if necessary prior to start of the

work. Personal protection shall be provided to all personnel involved in


.the job

Barricades shall be set up around the sites. Warning signs shall be 6.1
posted to caution other personnel on site of the ongoing work. The
Material Safety Data Sheet (MSDS) of a hazardous material shall be
.available whenever in use at site
