WHEN THE CORONA VIRUS EMERGENCY HAS PASSED, WE WILL BE IN THE HANDS
OF SCIENCE AND UNDER THE PROTECTION OF BIOETHICS

Predictions are multiplying in these dramatic days, marked by the COVID 19 emergency: many
forecasts, however, have been formulated to send a message of hope which all of us need.

As in a simulation, sometimes we imagine what we are not yet for now, as the children do: they
play the role of nurses and doctors (this is a classic), merchants, lawyers, engineers, researchers
(it is so fashionable, nowadays), daddies and moms or teachers (surprisingly re - evaluated with
all school institutions).

In the same way, we may simulate how we will be and what would be better for us when the
corona virus emergency has passed. We would like to think that the bioethical challenge will be
relevant in the world, mainly due to its connection to medicine and public health issues. In the
future, for sure, our personal commitment will be highly demanded in order to guarantee the
freedom of scientific research in full respect for fundamental human rights and in order to safe-
guard each person and his/her dignity, in the next political and economic choices.

In the time we are writing, we do not know when the COVID 19 emergency will end and how
many deaths and what destruction it will leave behind: in fact, both the virus and human be-
haviour- capable or incapable of fighting the pandemic- are unpredictable. Anyway, it is likely
that deep consequences - on the emotional level - will stem from this global pathological expe-
rience.

We have to prepare on time and learn the lesson that doctors, researchers and nurses have
taught us in their daily fighting against COVID 19 in this period. Each of them placed the value
of human person at the centre of their actions, even when they put their lives at risk. Thanks
everyone for the passion and competence shown on this occasion. Thanks for being able to re-
launch the role of all health professionals.

We will be able to talk about this with justified pride and infinite gratitude at the next UNESCO
Chair in Bioethics World Conference in Porto (31 August - 3 September 2020), forcibly post-
poned.

The simulation game we started from gives us some positive signs about our future. We are
aware of the fact that it will be a different and sustainable future for everyone. We can get out

of the tunnel which the pandemic forced us to enter, accelerating that transformation process
we have been working for such a long time. Our aim is to put the common good and ethics at
the centre of human behaviour.

A renewed commitment to relaunch Bioethics in the world can ferry us out of the shallows in
which we run aground, out of the contradictions of a selfish and unjust society that often sacri-
fices democracy and the environment to the logic of power and business.

These terrible days could give us a present: the understanding of what is necessary to do in the
general interest and in a medium- long term perspective. Our pedagogical function too, that is
teaching Bioethics, will find new opportunities. The whole world is proving more permeable
than in the past to the promotion of a renewed awareness and an assumption of responsibility.
Let’s start from here.

Therefore, a period full of obstacles and unknown awaits us, but we can play the game with
awareness and determination. None of us, however competent, will be left alone. We can help
and unite each other, we must make our experiences in the world available to all of us. The
Newsletter was also created for this aim and it goes on with these purposes of exchange of ide-
as and debate.

In this issue you will read articles about the activities carried out by the Units of the Chair in the
last year, indications for the World Bioethics Day 2020, contributions concerning Bioethics and
Disability, Youth Bioethical Education and so on...

Since many new Units entered the Chair, it is considered useful to inform them that they can
collaborate both in the Newsletter and in the Global Bioethics Journal.

This issue will be concluded by the message of the Director of the Chair, Prof. Amnon Carmi.

The establishment of the Chair
The Chair was established in 2001 and has been authorized to coordinate and
s%mulate medical ethics training among higher educa%on ins%tutes in devel-
oped and developing countries.

The Interna%onal Network of Units


The various Divisions of the Chair were managed by Prof. Russell D'Souza (Asia
Pacific), Prof. Vojin Rakic (Europe), Prof. Moty Benyakar (La%n America), Prof.
Pierre Effa (Africa), Prof. Chongqi Wu (China) and Prof. Rui Nunes (Portuguese
speaking countries) and Mrs. Shoshana Golinsky, the Administra%ve Manager of
the interna%onal network.

In 2019, many new Units were established around the world. The Interna%onal
Network consists nowadays of 243 Units.

The Units' ac%vi%es


More than 3000 ac%vi%es have been done last year: 1361 Publica%ons - including
books (25), book files (20) book chapters (52) journal ar%cles (1148), and mul%media
materials (128), etc.

The World Conference on Bioethics, Medical Ethics and Health Law


The 14th World Conference on Bioethics, Medical Ethics and Medical Law was
held in November, 2018. The 14th World Conference will be held in Porto,
Portugal, May 11-14, 2020.

The Interna%onal Forum of Teachers (IFT)


Many new members joined the Interna%onal Forum of Teachers (IFT) that
includes about 1030 members in more than 50 countries.

The Chair's Newsle2er and Journal


Dr. Vesinova (Italy) and her team con%nued to publish new issues of the News-
le2er of the Chair. Her team published in 2019 an addi%onal book and held semi-
nars for the Department of Bioethics for Youth and Children. The first Italian book
has been translated into English, French, Albanian, Bulgarian and Hebrew.

The Chair's Journal under the leadership of Prof. D'Souza published another two issues.

The World Bioethics Day (WBD)

The fourth celebra%on of the World Bioethics Day (WBD) has been held by
lot of Units worldwide under the management of the interna%onal com-
mi2ee chaired by Prof. Pravin Arora (India).

The Research Department

The Department con%nued to run four researches under the guidance of its Head,
Prof. Rui Nunes.

The Department of Bioethics in the Holocaust

The Department of Bioethics in the Holocaust was established in 2017 and con%nued
with proac%ve ac%vi%es under the leadership of Dr. T. Chelouche and Dr. S. Gallin.

The Indian Units

Last but not least, the largest number of na%onal units were established in
India by Professor Russell D. Souza

“Bioethical Voices” Newsle2er

“Bioethical Voices” is the UNESCO Chair in Bioethics - Haifa Newsle2er available on the
h2p://www.unesco-chair-bioethics.org/ website. Since September 2014, it represents a
fundamental tool to communicate the news sent by all the Units of the Chair and a pre-
cious instrument to share ideas and projects about Bioethics all over the world.
Under its numerous sec%ons “Bioethical Voices” collects different contribu%ons concern-
ing many ways to spread the message of Bioethics: “Bioethics and Legisla%on”, “Bioethics
& Disabili%es”, “VIP & Ins%tu%ons”, “Bioethics in the World” are only some examples of
the Chair’s Newsle2er sec%ons. “About Units” represents a space dedicated to all kind of
ac%vi%es such as seminars, round tables, workshops, conferences, local, na%onal and in-
terna%onal congresses in the field of Bioethics organized by each Unit of the Chair that
wishes to share them.
“Focus on Units” collects interviews to the Heads of the different Units of the Chair in or-
der to let the readers know more about their main exper%se and their area of interest.
The “Publica%ons” sec%on deals with ar%cles, monographs, books concerning Bioethics
published by members of the Chair’s Units in order to become a fruiwul source at disposal
for all the Newsle2er’s readers. In the “Research” sec%on, we collect all the different on-
going research projects in the field, giving the chance to join them, crea%ng new networks
of collabora%ons. The “Educa%on” sec%on deals with all the contribu%ons and ac%ons re-
alised at different levels to develop Bioethics among children, youngsters, university stu-
dents, and professional experts. The Message of the Chair’s Holder is a space dedicated to
Professor Carmi’s announces.
Through Bioethical Voices, we also share “Past Events” as the World UNESCO Chair in Bio-
ethics Conferences realised almost every year, where we collect not only memories and
interviews of this big event. In fact, it becomes a useful plaworm to learn about the devel-
opment of the Chair in many branches of Bioethics. In the “Past Events” sec%on, we also
share the World Bioethics Day contribu%ons that witness the mul%ple and different ways
of celebra%ng every year a new ar%cle of the 2005 UNESCO Declara%on on Bioethics and
Human Rights. In the “New Events”, we dedicate a space to the upcoming important
events to join, like the aforemen%oned UNESCO World Conference and the World Bioeth-
ics Day.
Aier last issues, the Editorial Board likes to consider the Chair’s Newsle2er s%ll a “work in
progress”, welcoming new ideas and kinds of possible developments. In fact, we would
like that Bioethical Voices will be considered by all the Units of the Chair (already 243), in
par%cular by the new ones, the eligible vehicle to be in touch and inform each other
about their work in the different areas of Bioethics. The Newsle2er’s name BIOETHICAL
VOICES is supposed to summarize the fundamental message and the principal aim of the

HIGH SCHOOLS NATIONAL CONFERENCE ON BIOETHICS 2020 (Italy)

Promoted by the Italian Institute for Bioethics, with the collaboration of the Non- Profit Bioethi-
cal Consult and CNR Committee on the Research Ethics and Bioethics, in agreement and with
the patronage of the Bioethical National Committee, the Schools National Conference on Bio-
ethics is expected to take place at the Studies University of Turin, at its branch office of Savi-
gliano , on 17th and 18th April 2020.

High schools representatives from the Italian regions will participate in the Conference, after
carrying out in-depth analyzes, organizing presentations and after making selections within the
schools in order to allow the best groups to access this extraordinary cultural experience.

This year, the subject of reflection and debate is INFORMED CONSENT; the topic will be declined
according to students’ interests.

In fact, the theme is especially engaging; above all, it is fundamental for the formation of a civic
conscience and the assumption of responsibility on the behalf of the students.

The topic is ideally framed in the doctor-patient relationship: in a shared decision-making pro-
cess, in which patient’s rights to information, care and self-determination are respected , in
which his dignity and freedom are safeguarded, three important tools for their implementation
are to be identified:

1) shared planning of the care: it is an ongoing process in which patients, helped by their doc-
tors, take into consideration the possible evolution of their disease and express their opinion on
the therapeutic treatments they would like to accept or refuse, if those circumstances came
true;

2) the trustee: he is a person designated by the patient, who accompanies him during the time
of illness, supports him in his decision-making process and is authorized to act as his legal rep-
resentative when consensual decisions are needed on the treatment that the patient is no long-
er able to make;

3) advance decisions made by the patient: this document fosters respect for the patient as a
person, affirming the right to equal treatment between those who are currently able to make
decisions and those who are not.

These points are only some reflections the students will develop in their research, recollecting
some examples from the past and present.

Experts in Bioethics will be invited to hold speeches and students will be involved in very stimu-
lating debates and confrontations of ideas.

The Interna%onal Classifica%on of Func%oning, Disability and Health (ICF 2001) “acknowledges
that every human being can experience a decrement in health and thereby experience some dis-
ability. This is not something that happens to only a minority of humanity…”
Over the years, the term disability has acquired different meanings oien in contrast to that of
handicap.
According to the Interna%onal Classifica%on of Impairments, Disabili%es and Handicaps (ICIDH)
of the World Health Organiza%on (WHO 1980):
- Disability: In the context of health experience a disability is any restric%on or lack
(resul%ng from an impairment) of ability to perform an ac%vity in the manner or within the
range considered normal for a human being.
- Handicap: In the context of health experience a handicap is a disadvantage for a given
individual, resul%ng from an impairment or a disability, that limits or prevents the fulfilment of
a role that is normal (depending on age, sex, and social and cultural factors) for that individual.
This conceptual ”revolu%on” focuses on disability not, like in the past, as a lack of health at
different degrees, but as a source of the person’s remaining capaci%es regarded in a func%onal
way; this radical shii considers handicap as the disadvantage coming even from the environ-
ment and the social context where a person lives.
In the subsequent "Interna%onal Classifica%on of Impairments, Personal Ac%vi%es (ex-

, and Social Par%cipa%on (ex handicap or existen%al disadvantage)" (ICIDH-2) of 1999,
WHO modifies the aforemen%oned concepts by expanding and enriching them with the follow-
ing contents:
- replacing the term "disability" with personal ac%vi%es, we consider the limita%ons of nature,
dura%on and quality that a person undergoes in his ac%vi%es, at any level of complexity, due to
a structural or func%onal impairment. Based on this defini%on, each person can be disabled.
- abolishing the term "handicap" with social par%cipa%on we consider the restric%ons of na-
ture, dura%on and quality that a person suffers in all areas or aspects of his life (spheres) due to
the interac%on between impairments, ac%vi%es and contextual factors.
This entails that a person with a disability is not necessarily handicapped if, despite his/her limi-
ta%ons, can have the fulfilment of a respectable possible life, without any kind of physical and
mental barriers.
“Disability is a complex phenomena that is both a problem at the level of a person's body, and a
complex and primarily social phenomena. Disability is always an interac on between features
of the person and features of the overall context in which the person lives...”1
“The objec ve assessment of the degree of a disability in a sense of its social consequences
(handicap) cannot rely solely upon medical criteria, but must take into account the voca onal,
social and personal contexts-especially the a2tude of the non-disabled popula on.”1
Enlightened by these concepts, we would like to introduce the “Bioethics & Dis-abili%es
(Different- Abili%es) Project” that will start realising a booklet based on the UNESCO Cases’
methodology. Its aim will be dual: promo%ng some of the principles set out in the 2005
UNESCO Declara%on on Bioethics and Human Rights, and sharing life experiences to overcome
difficul%es and limits.
Given that everyone can undergo unexpected events that can change his/her own life com-
pletely, and that there are many ways to react to them, we would like to focus ourselves on
real cases where difficul%es have turned into opportuni%es. Resilience as “the ability to be hap-
py, successful, etc. again a3er something difficult or bad has happened”2 and the capability to
develop different abili%es to behave against obstacles and troubles will be the key word of this
work.
Moreover, it will be the right occasion to share the different exper%se of the mul%ple profes-
sionals of the UNESCO Chair in Bioethics Units all over the world. For instance, how to cope
with survivors of mass disasters and a tes%mony of their new life recreated aier their loss is an
exper%se of South - American Units. Speech therapists belonging to the Italian and other Euro-
pean Units will describe the impact of their work on immigrant pa%ents to help their integra-
%on process in a new country or the chance for other pa%ents to learn new ways to communi-
cate improving their quality of life. Sport experts and professionals of other Units will contrib-
ute proving the importance of enhancing health and social skills prac%cing different sport disci-
plines, and so on.
Any kind of human impairment or discomfort as an occasion of crea%ng new abili%es not simply
to survive but to improve the start of a new life represents more than a seman%c revolu%on
replacing the concepts of handicap and disability.
The cultural heritage concerning these topics s%ll cons%tutes a blank wall in people’s mind with
its foreseeable consequences in daily life. Our aim is to sensi%se and bring the reader closer to

a, world that seems too far and strange but in reality is not, offering a new point of view, hope
and opportuni%es.
Each human being deserves a dignified life and is en%tled to be an integral part of the society.
“The treatment given to disabled persons defines the innermost characteris cs of a society and
highlights the cultural values that sustain it …Persons with disabili es are human beings – as
human as, and usually even more human than, the rest. The daily effort to overcome impedi-
ments and discriminatory treatment they regularly receive usually provides them with special
personality features, the most obvious and common are integrity, perseverance, and a deep
spirit of comprehension in the face of a lack of understanding and intolerance. However, this
last feature should not lead us to overlook the fact that as subjects of law they enjoy all the le-
gal a:ributes inherent in human beings and hold specific rights in addi on. In a word, persons
with disabili es, as persons like ourselves, have the right to live with us and as we do”.3

Postponement of the
14th World Conference on Bioethics, Medical Ethics and Health Law

We would like to inform you that the 14th World Conference has been postponed and is now
scheduled to be held from August 31 to September 3, 2020.

The conference will be held at the same venue, Porto Palacio Hotel, under the same condi%ons
and according to the original scien%fic program.

The decision to change the dates was made aier lengthy discussions and examina%on of all rele-
vant factors. The main reason for the postponement is the concern for the well-being and health
of all a2endees of the conference in the face of the increasing Corona pandemic.

We have found it appropriate to forward to you the present message in light of many recent en-
quiries.

We will get back to you in the coming weeks with further informa%on.

Dear readers,

the Corona epidemic has forced us to postpone the date of our World Conference by the end of
August.

The 14th World Conference on Bioethics, Medical Ethics and the Medical Law of the UNESCO
Chair in Bioethics will be held at the Palacio Hotel in Porto, Portugal, from August 31 to 3 Sep-
tember, 2020.

As you probably imagine, the discussions for making this decision were lengthy and %me-
consuming, and the decision-making process was difficult . For a full year, a large team has wor-
ked hard to prepare for this important event: Intensive ac%vi%es included financial investments,
immense marke%ng, engagements with organiza%ons and individuals around the world, extensi-
ve office work, and countless commitments.

The only reason that prompted us to postpone the original date was the concern for your health,
for the preserva%on of your life. The point of departure for the decision was that there would be
no jus%fica%on for holding the conference if even one par%cipant contracted the disease because
of his or her stay at the conference.

We regret that you have to re-plan your calendar, your flights and the other relevant arrange-
ments. On the other hand, we are pleased that we were able to ensure the existence of the con-
ference and the accompanying events in the same venue and under the same condi%ons.

The same is true of the scien%fic program and the validity of your abstracts. I hope to meet you
all in Porto in August when you are all healthy and intact. More detailed informa%on will be sent
to you all soon.
