Dear Ms. Pico:

Warmest Greetings!

Executive Order No 181 or the Implementation of the Provisions of the FY 2015 General
Appropriations Act (GAA) on the Grant of the FY 2015 Productivity Enhancement Incentive
(PEI) to Government Employees was signed by H.E. President Aquino last May 15, 2015. This
was announced by Deputy Presidential Spokesperson Abigial Valte as published widely by
various competent print media

The said Executive Order provided further details for the grant of the PEI of up to one-
month employee salary to agencies, including Government Financial Institutions such as
LANDBANK. Provided, that an agency has exceeded its financial and operational
performance targets and has complied with the following requirements, among others;

 Achievement of at least 90% of their fiscal year 2014 target under at least two
performance indicators for at least one major final output under ‘operations.'
 Compliance to maintaining a Transparency Seal

 Compliance in posting or publication of the Citizen’s Charter

Fortunately, these were basically the same requirements required by GCG for the grant of
this year’s MIP 2&3, which according to the management has already been fully complied as
early as 1st quarter of 2015.

In the same vein, we humbly come to you in voicing the clamor of fellow Landbank
employees for the release of both the PEI and MIP 2 & 3, in time for the class opening, to
cover our children’s enrolment fees, uniform, books and other school needs. The favorable
grant of our request would surely provide great relief and aid to our colleagues who usually
resort to interest-charging money lenders to cover school needs.
We beseech your compassionate heart and kindest intervention for the possible release of
our PEI as well as MIP 2 & 3 on or before 1st week of June 2015.
