King Ferdinand VII (1808-1833) - beginning of political mayhem in Spain.

1834-1862 – Spain had adopted four constitutions, elected 28 parliaments, and installed not less
than 529 minsters; followed in subsequent years after by strifes, revolutions, and other political
upheavals.

Sources of Abuses in the Administrative System:


1. There was an appointment of officials with inferior qualifications, without dedication of
duty and moral strength to resist corruption for material advancement.

2. There were too complicated functions to the unions of the church and the state.
3. Manner of obtaining the position.
4. Term of office
5. Distance of the colony
6. Personal interest over the welfare of the State

Corrupt officials:

1. Carlos María de la Torre - was a Spanish soldier and politician.


He served as Governor-General of the Philippines from 1869 to
1871, and is considered to be the most beloved of the Spanish
Governors-General ever assigned in the Philippines.

2. Rafael Izquierdo – (1871-1873) was marked by its conservative


character and the repressive measures taken against the priests
accused of insurrection of 1872, a crucial event in the birth of a
filipino nationalist movement face.

3. José Malcampo y Monge- (1874-1877) was a good Moro fighter,


but was an inept and weak administrator

4. Fernando Primo de Rivera y Sobremente – (1881-1891)


A cruel and corrupt governor general of Hispanic-German ancestry, arrived in
Manila a poor man and returned to Spain millionaire.

5. General Valeriano Weyler- (1888-1891)


A cruel and corrupt governor general of Hispanic-German ancestry, arrived in
Manila a poor man and returned to Spain millionaire.

6. General Camilo de Polavieja (1896-1897)- An able militarist but


heartless governor general, was widely detested by the Filipino
people for executing Dr. Rizal.
