SCOPE

This document includes the technical and commercial requirements for filter
seperators within the scope of Reconstruction Of The International Airport
Astana.

1. DEFINITIONS

Project: Reconstruction Of The International Airport Astana

Employer: Ministry Of Transportation And Communication

Engineer: Pacific Consultant Engineering

Contractor: Alsim Alarko Sanayi Tesisleri ve Ticaret A.S acting as the


partner in charge of Siemens-Marubeni-Laing-Alarko Consortium (SMLA)

Bidder: Manufacturer, supplier, dealer or subcontractor who is invited by the


Contractor to bid for a certain procurement package, by receiving a formal
invitation letter and a material requisition (MR) document.

Supplier: The Bidder becomes the Supplier when his Bid is accepted and a
Purchase Order or a Supply Agreement is made between the Bidder and the
Contractor.

Third Party Inspector: Parties which will be nominated by the employer or


by the contractor to test, inspect, witness or expedite manufacturing process.

Bid: Technical and commercial proposal presented by the bidder including all
the requirements of this document.

Contract: The main Contract between the Employer and the Contractor.

2. TECHNICAL REQUIREMENTS

Appliable technical contract documents and specifications are included in


Appendix I.

The supplier is responsible to supply a copy of the latest revision of the


international standards referred in their engineering design documents.

The supplier shall deliver the digital (electronic) files of all engineering
documents (including installation operation and maintenance manuals, where
applicable) in all transmissions (i.e. from the initial “for approval” versions until
“as-built” stage.

3. COMMERCIAL REQUIREMENTS
Applicable commercial contract documents are presented in Appendix II.

APPENDIX – I

1. GENERAL REQUIREMENTS AND SPECIFICATIONS

All filter-seperators within the scope of this requisition shall be designed, built,
tested and shipped according to the provisions of API 1581.

General requirements related with the manufacture and supply of the filter
seperators include the following:

1.1. Operating Conditions:

All filter-seperators (body, sump, cover, davit arm, coalescer, filters, etc.)
shall in all respects be suitable for reliable and continuous operation in the
service conditions at the Astana Airport.

Design temperature range for valves shall be:

Low: -40°C
High: +50°C

All components of the filter-seperators that are subject to structural loads,


such as but not limited to body, base plates, suction and discharge flanges,
bolting, david arm, supporting legs shall be suitable for the stated
temperature range.

1.2. Medium:

Medium for each filter seperator is indicated in the Appendix II.

1.3. Materials:

Housing, cover, cover flanges and


supporting structure : Welded carbon steel (ASTM A 516 Gr.55 or 60).
Pipes : ASTM A 516 Gr.55 or 60 or ASTM A 333 Gr.6
Flanges : ASTM A 350 LF-2 or ASTM A 420 WPL-6
Valves : ASTM A 352 LCB (Body)
ASTM A 350 LF-2 or ASTM A 420 WPL-6 (Rest)
Instrumentation
Connections : Stainless Steel (SS 304 or SS 316)

1.4. Construction:

Filter-seperators supplied within the scope of this specification shall be of


vertical design with automatic water discharge at the bottom.

Connections of the filter seperators shall be flanged as per ANSI B16.5 class
150#.

The cover plate shall be supported by a davit arm assembly that shall be
capable of moving the cover plate clear from the elements for maintenance.

The filter and coalescer elements supplied with filter-seperators shall be


provided with coalescers and separators that have been qualified to the
performance requirements of API Publication 1581, Group II, Class B.
Separators shall be 200 mesh stainless steel coated on both sides with
teflon. Coalescers shall have a minimum capacity of 5.7 mL/s per mm of
length, and separators shall have a minimum capacity of 20.7 mL/s per mm
of length.

Furthermore, each filter-seperator shall be equipped with manually operated


vent and drain valves.

1.5. Performance Criteria for Internals:

Unit shall be provided with coalescers and separators that have been
qualified to the performance requirements of API Publication 1581, Group II,
Class B. Separators shall be 200 mesh stainless steel coated on both sides
with teflon. Coalescers shall have a minimum capacity of 5.7 mL/s per mm of
length, and separators shall have a minimum capacity of 20.7 mL/s per mm
of length.

Acceptance Criteria for fuel exiting the filter separator after the flushing
procedure is completed shall be as follows:

a. All fuel samples must be clear and bright. Other visual clues must be
observed and acted upon accordingly, i.e.; feel, color, odor, etc. This
test shall be performed with a minimum of 3 gallons of jet fuel.

b. A membrane test per ASTM D3830 shall be performed. A minimum of


3 gallons of jet fuel shall be used for this test. The membrane shall
visually be assessed and compared with a color rating booklet. The
color shall be a maximum of A2, B2, or G2 when dry with a particulate
contamination not exceeding the B scale. Flushing shall continue and
the membrane test repeated, until a sample is obtained which meets
these requirements.

Note: If color rating exceeds the above limits or is in dispute, a


matched weight gravimetric rating in accordance with D2276 not to
exceed 0.5 mg/gal shall govern.

c. Water - 5 ppm maximum.

d. Water Separation (Microsep) Rating - 85 WSIM minimum.

1.6. Ancillaries:

- Automatic air eliminator:

Each filter-seperator shall be equipped with automatic air eliminator (vent).


The outlet of the vent shall be threaded or flanged for easy connection to
drain lines.

- Pressure Relief Valve:

Each filter-seperator shall have a pressure relief valve that complies with
the provisions of the specification attached hereto. Pressure relief valve
setting shall be continuously adjustable up to 12 barg, however shall be
delivered factory set to 8 barg. The outlet of the relief valves shall be
threaded or flanged for easy connection to drain lines.

- Differential Pressure Indicator:

Each filter-seperator shall have an indicator for displaying the pressure drop
between the inlet and outlet of the elements. The indicator shall clearly
indicate the safe operation range of the elements at maximum flow values
and shall be provided with vents to atmosphere to check free travel of the
indicator in both directions during operation. Furthermore, the indicator
assembly shall provide a hydraulic signal to the slug valve to shut it off
when the difference in pressure increases above the preset value.

- Sampling Connections:

Two sampling connections (one at the inlet and one at the outlet of the filter-
seperator) shall be provided on the equipment. The connections shall be
made of stainless steel and inlet line shall be trimmed to 60 deg. With the
opening facing to the flow direction and extending approximately to the
centerline of the pipe it is mounted on.

Sampling connections shall be provided with screw-on metal dust covers.

- Automatic water discharge:

Each filter seperator shall be equipped with a sump at the bottom. Water
collected in this sump shall automatically monitored by a float and be
discharged after a certain limit is reached. The sump shall be insulated and
heated electrically via an external resistance.

- Slug Valve:

Each filter seperator shall be equipped with a slug valve. The valve shall
continuously monitor the signal inputs from the pressure difference indicator
and the automatic water discharge float. If any of the signals rises above

the preset values, the valve shall automatically shut the flow off and should
not re-open without operator interference.

The valves shall be flanged. Flanges shall be raised face as per ANSI
B16.5 class 150#.

1.7. Internal Lining:

1.7.1. Surface preparation:

Internal surface of the body and cover in contact with the fuel shall be
blast cleaned to SA 2.5 (near white metal). The surface, then shall be
cleaned of any rust, scale, dust, traces of water, grease and oil prior to
application of coating.

1.7.2. Lining:

The surface shall be coated with white or off-white colored fuel


resistant epoxy paint according to attached specification (Att. 2).

The dry film thickness of the finished lining shall be 350 microns
minimum.

1.8. External Coating:

1.8.1. Surface preparation:

External surface of the body and cover in contact with the fuel shall be
blast cleaned to SA 2.5 (near white metal). The surface, then shall be
cleaned of any rust, scale, dust, traces of water, grease and oil prior to
application of coating.

1.8.2. Painting:

The surface shall be coated with two coats of anticorrosive paint, each
25 microns thick and 2 coats of enamel paint in white color according
to Attachment 2.

The dry film thickness of the finished system shall be 100 microns
minimum.

1.9. Inspection and Tests:

1.9.1 General:

The Employer, Employer’s representative, the Engineer and the Contractor


shall have the right and shall be free to carry out inspections on the filter-
seperators and material used for the filter-seperators when and wherever

they will. The supllier shall furnish a production and inspection plan for the
manufacturing of the filter-seperators before the commencement of the works
and clearly indicate the inspection points and dates. Such inspections may
be performed in the absence of the Employer’s representative if the
Employer agrees so. The Employer may assign a third party inspection body
to represent himself for observation or performance of the inspections and
approve the results. Absence of the Employer or his representative shall not
free the Supplier to carry out the inspections and record and present the
results.

1.9.2. Inspection and Tests To Be Performed:

Check analysis shall be carried out for materails used for the body, flanges,
cover, sump, etc. Furthermore, magnetic particle inspection shall be carried
out for all castings in accordance with ASTM Standards, or equivalent,
relevant to the material used.

Assembled filter-seperator body, excluding all unsuitable parts shall be


hydrostatically tested.

1.10. Marking:

Each filter-seperator shall be supplied with a stainless steel name plate


presenting the below mentioned information as a minimum:

1. Supplier
2. Model
3. Serial Number
4. Max. Flow Capacity (m3/h)
5. Maximum Pressure (Barg)
6. Pressure Design Standard
7. Design Standard (API 1581)

Each filter-seperator shall be equipped with a stainless steel tag plate of


150mm x 100mm dimensions. The tag number of the unit shall be inscribed
on the plate.

1.11. Documentation:

The Bidder shall furnish to the Contractor the documents specified below for
evaluation.

 Equipment Data Sheet

 Detailed drawings including instrumentation, vent and drain connections.

 Electric power consumption for heating.

The Supplier, as a minimum, shall provide the following documentation:

 Allowable loads and moments on the flanges.

 Sectional drawings of the filter-seperators incl. part lists.

 Operating Instructions containing at least:

 Index
 Description of machinery and accessories
 Maintenance instructions
 Safety instructions
 List of enclosures (diagram, drawings, pamphlets)
 List of all parts of each filter-seperator, including filtration elements
and coalescer, together with catalogue number for eventual orders
 Purchasing specification
 Identification number
 Instructions for repairs and replacement with details of mounting
clearances for the slug valve.

 Test and analysis results:

 Test protocols, material certificates, evaluation of test measurements


including calculations.
 Paint and lining thickness reports.

2. TRAINING AND SPARE PARTS:

2.1. Special Tools:

As described in attachment 1.

2.2. Training:

As described in attachment 1.

2.3. Spare Parts:

As described in attachment 1.

The filter-seperators shall be supplied ready to run complete with all the
elements required. In addition the Supplier shall provide the following spare
parts:

a. Complete set of filter elements 2 sets


b. Coalescer 2 sets
c. Sealing elements (Gaskets, O-rings, etc.) 2 sets

One of the sets will be used during the flushing operation and the other set
will be left with the Owner for routine replacement.

2.4. Availability of Spare Parts:

As described in attachment 1.

3. STORING AND PACKING:

3.1. General

Filter seperator and its ancillaries shall be shipped seperately.

3.2. Packing and Shipping

Inlet and outlet flanges of the slug valve and the filter-seperator shall be
carefully closed by shock-proof plugs or plates.

Drain, vent and instrument connection holes shall be closed by solid,


threaded steel plugs.

Dessicant chemical bags shall be provided inside the packing.

APPENDIX-II

COMMERCIAL DOCUMENTS

1. BID BASIS

The Bidder will propose their best prices, best possible delivery, transport and
payment.

2. SCOPE OF SUPPLIES AND PRICES

Data Sheets for the below listed pumps are attached to this Material Requisition.

3. COMPLIANCE STATEMENT

marked in this bid is that proposed to be incorporated with Astana Airport
Reconstruction Project, is in compliance with the attached specification and is
submitted for the SMLA approval”.

Bidder must sign and stamp all the pages of specification and its attachments and
provide with the compliance statement.

Bids submitted without compliance statement and signed and stamped specification
