FOREWORD

PT. SENDANG TIRTA KENCANA, known as SENTANA Cargo Service is a project


cargo specialist, international sea and air freight forwarder.

To perform her duty in an open space or any different location with different
environment, moving from one place to another using all kinds of mechanical tools and
equipment, the workers need specific skills with a healthy body condition.

By then the company do realize the substance in creating a system / guidance and
human resources training to carry out their duty to reach a zero defect performance to avoid
any mistake which may effects a fatal accident that will cause the lost of material or any
human life. The company expects that the system refers the worker to the safety rules /
regulation that may anticipate the unexpected events above.

Chapter I
OBJECTIVES

The essence of creating the safety and health program is to manifestate a contented
environment and working behaviour on the job to reach the company’s goal performance.

The program is expected able to;


¾ Define safety, health and environment and elucidate the essence of the program in the
company.
¾ Illuminate the workers compensation regulation and children workers law in connection
with the safety and health.
¾ Recognize the basic law within the safety and health regulation act 1970 (Ocupational
and Health Act of 1970).
¾ Depict the safety administration and health (OSHA-Occupational Safety and Health
Administration).
¾ Identify and discuss briefly by three different methods for safety in accordance to the
effective safety management.
¾ Discuss three different health problems and how the employee responds in the discussion.
¾ Discuss the dissordeliness regarding work safety at work and describe components of
effective work safety program.

IMPLEMENTATION

Work safety management


The effective work safety management consists of:
¾ Corporate commitment and responsibilities
¾ Policy and discipline of work safety
¾ Work safety training and coordination
¾ Work safety commitee
¾ Inspection, work accident investigation and research
¾ Evaluation of work safety endeavor.

Structure
The safety leader in PT. Sendang Tirta Kencana is handled by a special team to manage the
SHE program.

Duties and responsibilities of this team are:


¾ Implementing and informing the workers concerning the company regulation at work
to the employees.
¾ Be concerned to the healthy of the workers.
¾ Be responsible for all cases happened and take all the necessary action.
¾ Performing a good coordination with the warehouse chief, clients and all the workers
involved.

Corporate commitment and responsibilities


The fundamental nature of work safety management with endeavors of
comprehensive work safety is the corporate commitment. The endeavors should be well
managed and coordinated from the highest management level to get all the employees
involvement.
When the commitment has been made, then the task / duty given should be well
planned and coordinated among the managers, work safety specialist and human resources
specialist.

Work safety training and coordination


Motivating the workers behaviour to work safety is by getting them involved at any
opportunity during the training session and on regular committee meetings. Coordination is
communication. Persisting communication is important to develop the consciousness of the
work safety among workers.

Work safety commitee
The work safety committee usually have a regular meeting schedule, particular
responsibility to ensure the work safety and making recommendation for necessary changes
to prevent working accident in the future.

Commitment: Evade Hazards at work that may cause illness or serious injuries.
Mission: Encouraging the workers collaboration to solve health and work safety problems in
an open communication.
Responsibilities:
1. To evaluate the result of work safety at work place inspection in order to identify and to
analyze the hazards may arise.
2. To evaluate work accident and injuires (Including all the calls) in order to identify and
analyze the hazards caused.
3. To evaluate and to respond the problems of health and safety and listening the advice
from the workers and what the workers need thru’ the supervisors.
4. To evaluate the hazard measurement.
5. To perform inspection of work safety regularly.
6. To identify and to communicate the specific needs in correlation with the workers health
and safety to the shareholders, managers and employees.
7. To perform the assessment of health and safety program regularly.

The effort of health and safety at work needs the participation and collaboration
among the workers themselves, and between the shareholders and the workers, because the
employees’ health and safety is related to the work productivity and the end result. Therefore
to promote the safety and comfort working environment, the company is making a system as
follow;
¾ To select the tools and equipment will be used.
¾ To inform every working procedures.
¾ To train the workers and perform safety simulation every semester.
¾ To create a work safety policy
¾ To monitor and evaluate the tools and equipment being used.
¾ To supervise and to monitor the workers.
¾ To keep the cleanliness of working environment.
¾ To encourage all the workers not to smoke in a closed place environment, and also at
the loading and unloading area.
¾ The workers must obey the rules applied by the company.
¾ Vehicles and transportation equipments should be monitored and maintain regulary
and also must pass the requirement test.
¾ The company must make the working hours procedure to maintain the workers health.
¾ The company must be fully held responsible for the medical expenses to any working
accident.

General responsibilities to the work health, safety and security are;

• To organize the work safety reporting systems.
• To provide the expertise in working accident investigation.
• To organize the limited access procedures and employee identification systems.
• To train the managers recognizing and handling a difficult situation of the workers.

• To monitor workers health and to supervise the work safety of the employees daily.
• To train and encourage workers in order to make them understand the substance of
work safety.
• To investigate the working accident.
• To observe the employee’s work health and safety behaviour.
• To monitor the work place for security purposes.
• To communicate with the employees in order to identify a “difficult” worker.
• To follow the security procedures and to recommend any necessary changes.

SAFETY MEETING PROGRAM


The program is to evaluate every single job been done. Safety meeting is performed
by weekly with different topics and to be discussed by everyone presents in the meeting. The
meeting is also attended by the chief of the company and speaker from outsider.

HEALTH MANAGEMENT

The employer pays more attention to the healthy of the employees and not just narrow
endow with a healthy working environment, but also conduct diversely to the employees
health and benefit as follow ;
1. Health fitness program
To boost the productivity, decrease the employees work absence and to control the
health care cost the company associate those by providing health fitness program, which
is designed to maintain or boosting the employees’ health. The health fitness program will
self motivate the employees to change their life behaviour. The basic reason of health
fitness program is to reduce the employee medicare and risk of illness. The Health fitness
program generally as follow;
• Health screening
• Fitness and exercise program
• Health consciouness and education program
• First aid and CPR (Cardiopulmonary resuscitation) training. CPR is an emergency
medical procedure for a victim of cardiac arrest or, in some circumstances respiratory
arrest.
2. Employee Assitance Program (EAP)
The purpose of EAP is to provide consultation and other assistance materials to help
the employees with emotional problem, physical problem or any other personal problems.
It is very important to have an EAP program in the company to handle:
- Potential aggressive worker
- Miss-usage of addicted items.
- Workers with Treacherous illness

3. Work health program


To boost the productivity, it is compulsory for each department to make first aid
kit available at work place. The purpose is to give the first aid to the worker who
experience illness / injuries.
The supervision of working procedures is performed by safety department by
having a short meeting with the attendance of chief divisions before act upon the duty.

Crime at work

Crime experienced at work place against the employee by ex- employee or by work
colleagues is also the corporate concern. Some expoerts suggested the company to have
discussion and counseling to the aggressive employee and let them to bring out their rage and
anger. The company also must get help from the huma resources expert.

Motives of domestic crime at work place


Many companies do not recognize the domestic crime at work place and its consequences to
the employees. Subsequently when the companies recognize it and take preventive precaution
as follow;
• Endow with a class for precaution
• Recomending the counseling to the victims
• Training program concerning domestic crime at work place
• Follow up the victims to the EAPs

Security audit
The purpose is to provide a comprehensive analyses against the failure of security at
work. Other function of security audit is to scrutinize the program in case of force majeur
situation, fire, Anarchy of civilian. program audit keamanan adalah pemeriksaan

seperti, kebakaran, dan gangguan sipil (hura-hura). The general courses of hazards preventive
pre-caution are as follow;
• Training
• Circuit Camera TV (CCTV), Protection / security door, etc.
• Security staffs
• Discipline sanction or discharge / dismiss the actor.
• Threat measurement standard.

SHIELD EQUIPMENT

It is a mandatory for the workers to use shield equipment when perfoming their duties
such as;
¾ Safety Shoes
¾ Helmet
¾ Safety gloves
¾ Other tools / equipment needed in accordance with the duties.

Foremost requirment for shield equipment;

¾ Threat measures and select the tools properly.


¾ Enlighten the employees concerning the threat and the shield tools for safeguardian.
¾ Ensure the workers are properly well equiped.
¾ Substantiante threat measurement by certification to depict the work place as evidence
that the threat measure has been performed.
¾ It is a mandatory to replace any damage or any in-effective Personal Protective
Equipment (PPE) and measure the damage of the PPE.
¾ To train the workers to have minimum knowledge of the following; when PPE is
necessarily needed, how to switch on / off, adjusting and using the PPE properly.
¾ To test the workers or to ask workers showing their understanding for the training
material and their ability to use PPE before leeting the workers performing their job. It is
important for the company to define the purpose of the training.
¾ Re-train the workers when there is any doubt concerning their skill / ability and their
understanding of the job and its threat.
¾ Ensure every single worker has obtained and understood the training given by issuing
certificates to each single worker’s name and the training subject.

NOISE STANDARD AT WORK

The company also comply with CIRCULAR LETTER NO : SE.01/MEN/1978 on


The floating limit value for occupational climate and noise issued by MINISTER OF
MANPOWER, TRANSMIGRATION AND COOPERTIVES.
As it has been known the Act No.1 of 1970 on Safety since its promulgation has not
yet been completed by its implementing regulations. Besides, the industrial and technological
fields today are growing very fast in our country, so that the improvement of workers
protection against a dangerous effect to their safety and health becomes a necessity. .
While awaiting the promulgation of the above mentioned implementing regulations
and for protection workers safety health particularly to the dangerous effects and disturbances
caused by occupational climate and noise, we urge the employers to pay attention to the
followings:

I. For the purpose of prevention against dangerous effects and disturbances caused by
occupational climate :
1. a. Occupational Climate means concentration of temperature, damp current
velocity in
the air and radiation exposure against a human body temperature affected by
performing work ;
b. Temperature means temperature read on thermometer using liquid ball;
c. Floating Limit Value herewith abbreviated as F.L.V. means occupational
climate which is acceptable by the worker in performing their work and does
not cause adverse health effects in workers exposed for eight to ten hours a
day and 40 hours per week of continuous works.

2. Occupational climate shall be in between the lowest and the highest level of F.L.V.

3. The lowest F.L.V. for occupational climate is at a temperature of 21o C & 30o C
at the highest within a damp between 65 % and 95 %.

4. Total number, sort of measurement, and periodical assessment is determined


based on the kind and volume of dangerous effects caused by occupational climate
at workplace.

5. Measurement and assessment of occupational climate is done by the Occupational
Safety and Health Inspector and Safety Expert.

6. The results of occupational climate measurement and assessment shall be placed


in the respective workplace and/or field subject to be shown at any time to the
Occupational Safety and Health Officer.

7. In case of occupational climate is beyond the lowest and highest level of F.L.V.,
shall Employer or Committee Officer in charge perform technical action to adjust
a temperature in order not to be lower or higher than the fixed F.L.V.'s level.

8. If technical actions can not meet a fixed F.L.V. levels, shall employers perform
protection to the workers against occupational climate effetcs in accordance with
the determined requirements.

II. Prevention against dangerous effects and disturbances caused by noise :

1. a. Noise means all unexpected sounds or voices caused by production


equipments at workplace.
b. DB (A) means decibe in scale A.
c. Noise F.L.V. at workplace means the highest intensity and average value that
may be still accepted by the workers without impairing capability or hearing,
during continuous working hours of eight to ten hours a day or 40 hours per
week. Noise at workplace shall be lower than F.L.V. as mentioned in sub
paragraph.

3. Noise's F.L.V. at workplace is determined 85 DB (A).

4. Total number, sort of measurement, and periodical assessment shall be determined


based on the kind and volume of dangerous effects caused by noise at workplace;

5. Measurement and assessment of noise intensity at workplace is done by the


Occupational Safety and Health Inspector and Safety Expert.

6. The results of noise measurement and assessment at workplace shall be placed in
the respective workplace and/or field subject to be shown at any time to the
Occupational Safety and Health Officer;

7. If the noise intensity at workplace exceed F.L.V., shall the employer and/or
committee officer perform technical actions in order to reduce the noise intensity
below F.L.V.

8. If there is no possibility to perform such technical actions, shall personal


protective equipments be provided by the employer in accordance with the
determined requirements.

WORKING PROCEDURES
All employees should have full knowledge before and after the performing the work
such as;
¾ Knowing the kind of job would be done and
¾ Knowing the kind, weight, packing and cargo measurement.
¾ Determine kind of transport vehicles and lifting equipment necessary.
¾ Checking and inspection of the transportation fleet with all the accessories
equipments prior sending the goods
¾ Report to warehouse chief and the shipper prior doing the loading of goods to the
transportation vehicles.
¾ Checking the goods condition before and after loading, inspect the validity / realibility
of lifting/transporting equipments.
¾ Documents and the actual physics of the goods should be match.
¾ After everything is proper, make a report to the chief of the warehouse before leaving.

PROCEDURES FOR DRIVERS:
¾ Checking the vehicles before driving is a compulsory.
¾ Consuming alcoholic drinks/ unprescription drugs are strichtly prohibited.
¾ It is a mandatory for drivers to have a rest whenever driving 300 km or 4 hours
driving for every trip and checking the vehicles condition at the same time.

The company must have the vehicles or transporting and lifting equipments to be checked
at least once a week. The inspection report will be documented to see the comparision of
inspection report from week to week.

PROCEDURES FOR ACCIDENT REPORT AT WORK AND ON THE ROAD


¾ Catastrophes at work :
9 Reporting to the chief / coordinator at work / warehouse / place.
9 Performing first aid procedures.
9 Bringing to the nearest hospital / infirmary.
9 Reporting to the nearest police / security station.

¾ Catastrophes on the road :


9 Performing first aid procedures by giving the medicines provided at the first
ait kit box.
9 Bringing to the nearest hospital / infirmary.
9 Reporting to the chief / Safety leader regarding the situation and condition.
9 Reporting to the nearest police station.

ENVIRONMENT PROCEDURES OF WORKS

Environmental Impact Management Agency, further called BAPEDAL means a non


departmental government institution in charge of controlling environmental impact consisting
of prevention and mitigation of pollution and environmental disturbances, and restoration of
environmental quality according to existing laws and regulations.

Task Implementation

(1) Accreditation Committee of BAPEDAL conducts regular or temporary meeting when


necessary of at least once in three months in order to discuss plan, program and/or
implementation of work of Accreditation Committee of BAPEDAL

(2) In the meeting, the member of the Accreditation Committee of BAPEDAL can
provide materials, suggestion and/or proposal regarding accreditation activity;

(3) Decision of the Accreditation Committee of BAPEDAL that made in the meeting as
stated in point (1) is determined based on consensus and legally bound.

(4) The meeting of the Accreditation Committee of BAPEDAL shall be attended by the
member of the Accreditation Committee of BAPEDAL and other relevant parties
when considered necessary. The attendance of the member of the Committee can not
be represented by other people.

(5) The meeting of the Accreditation Committee of BAPEDAL is valid if it is chaired by


the Head or Vice Head or Secretary and is attended by more than half of the total
member of the Accreditation Committee of BAPEDAL

(6) Decision of the meeting of the Accreditation Committee of BAPEDAL is taken by


deliberation and consensus.

(7) Accreditation Committee of BAPEDAL proposes decision regarding accreditation to


KAN. Testing Laboratory means a laboratory accredited by National Accreditation

Committee (KAN) to undertake certification of testing result based upon determined
scope of accreditation.

(8) Invitation to attend the meeting of the Accreditation Committee of BAPEDAL should
have been received by members and other invited parties at the latest of 3 (three) days
prior to the meeting.

Accreditation Committee of BAPEDAL submits annual report to KAN regarding


accreditation and certification activities with carbon copy to the Head. In undertaking it's
main task and function, the Accreditation Committee of BAPEDAL can cooperate with all
concerned parties with refer to SSN guidelines and other guidelines determined by DSN.
The member of the Accreditation Technical Committee and the member of
Environmental Auditor team should keep the confidentiality of document and information
they obtained in conducting their main task related to accreditation and certification.

WRITTEN POLICY FOR SAFETY, HEALTH AND ENVIRONMENT

During the job, the employees are expected to remember and to implement every
policy about SHE program in order to achieve working comfort condition. Bellow are some
policies that all employees must obey;

1. Sanction to the employees who are smoking at work area, especially at office booth.
2. Wearing helmet is a mandatory at the warehouse / work field area.
3. Throw disposal at designated places only.
4. Keeping the working environment conducive is a compulsory.
5. Employees are to pay attention for electrical equipments, computers, electronic, etc.
6. Employees are to wear working shoes at the warehouse / work field area.
7. Employees are to wear working uniform with ID card at the warehouse / workfield
area.
8. Check up for emergency light periodically.
9. Switch on emergency light when there is a fire.
10. Employees are expected to monitor the exhaust fan for air circulation in the room.

The Management is fully held responsibled for the SHE program performance,
because SHE program was designed to care for employees’ health and better working
environment.
The management have to always remind the employees and to communicate about
SHE programs, leeting the employees care and implementing SHE policies/regulations to
avoid unnecessary accident / unexpected events.

WORKERS ORIENTATION PROGRAM

The purpose of the orientation program is to introduce SHE program to the new
comers or to the workers mutated from other depertments / divisions, let them adapt the
programs.
Orientation program is led by Human Resouces Development. Writen instruction is
given to the workers by meaning to let workers keep bear in mind for the SHE policies /
regulations whenever the workers pass the orientation program.

A well planned Orientation always been observed and been evaluated. Orientation programs
consist of:
• Orientation of work safety at sea, such as: swimming, life jackets training, life raft /
life boat training, mugging storm at sea training etc.
• Orientation of work safety in the buidling, such as: fire fighting by using fire
extinguishers. There are three kinds of fire extinguishers which are foam
extinguishers, CO2 extinguishers and powder extinguishers. Employees are expected
to master the kinds of using which is the most suitable fire extinguishers when
perform the fire fighting.
• Orientation of work safety in the open area, such as: training for heavy lift equipment.
• Orientation of keeping green environment, such as: Dispose garbage at designated
area, when using heavy equipment to pay attention for the trees / environment around,
when transporting goods, no oil leakage, which will endanger the vehicles and the
cargo itself. Controlling the contamination of or damage to a coastal environment brought
about by various undertakings of activities

SHE Program is an effort of the company to encourage workers improving the working
performance and protecting the workers from the threat of catastrophes at work.
