DRAMATIC DECREASES REPORTED IN MAJOR CRIMES
MEMPHIS, TN – Michelle Fowlkes, executive director of the Memphis Shelby Crime
Commission, and Shelby County District Attorney Bill Gibbons, the chairperson of
Operation: Safe Community (OSC), today announced a significant reduction in reported
crimes since the 2006 start of the strategybased action plan to make Memphis and
Shelby County one of the safest cities in the country.
The monthly crime trend report shows a 24.1 percent decrease in the number of
reported major violent crimes in the city of Memphis from January 1November 30,
2010 compared to the same time period in 2006. The report, compiled by the
University of Memphis Department of Criminology and Criminal Justice, also shows a
oneyear 16.1 percent decline in that number from 2009 to 2010.
Reported major property crimes in Memphis have also dramatically decreased
since the onset of the OSC action plan. The report shows 28.2 percent fewer property
crimes reported from January 1November 30, 2010 compared to the same time
period in 2006 and a oneyear 13.1 percent drop from 2009 to 2010.
The reductions in both major violent crimes and major property crimes apply
across Shelby County with all jurisdictions combined as well. The report shows a 23.4
percent reduction in major violent crimes in Shelby County from January 1
November 30, 2010 compared to the same time period in 2006 and a 15.8 percent
decrease from 2009 to 2010. Major property crimes plummeted 27.4 percent in
Shelby County from January 1November 30, 2010 compared to the same time
period in 2006 and dropped 12.9 percent from 2009 to 2010.

“This is significant progress. The Operation: Safe Community plan is working,”
stated District Attorney Gibbons. “One violent crime against a victim is one too many,
and we must continue to work together to further the reduction in crime. But, we can all
take pride in saying our community is safer than it was four years ago,” Gibbons said.
“We are extremely encouraged by the continued decline in major violent crime
and property crime,” added Fowlkes. “The collaborative nature of the Operation: Safe
Community plan, including a focus on prevention, intervention and enforcement
initiatives, really demonstrates our commitment to a holistic approach to addressing
crime,” she explained..
Domestic violence, however, continues to be a concern as reported incidents
continue to increase. In both the city of Memphis and Shelby County, there is a rise in
reported simple assaults, which are primarily domestic violence assaults. In Memphis,
there is a 9.5 percent increase in the number of reported simple assaults from January 1
November 30, 2010 compared to the same time period in 2006 and a 2.4 percent increase
from 2009 to 2010. In all of Shelby County, the report shows a 6.2 percent rise in the
number of reported simple assaults from January 1November 30, 2010 compared to
2006, and a 1.4 percent increase from 2009 to 2010.
The major violent crimes included in this report are murder, forcible rape,
aggravated assault, and robbery. The major property crimes are burglary, theft offenses,
and motor vehicle theft.
The complete Operation: Safe Community monthly crime report will be sent as a
separate document and is also available at www.operationsafecommunity.org. Starting
this month, it will be released on a monthly basis.
Operation: Safe Community is spearheaded by the Memphis Shelby Crime
Commission. Founded in 1997, the Memphis Shelby Crime Commission is an
independent, nonprofit organization that has engaged more than 60 public and private
agencies to implement Operation: Safe Community’s 15 researchbased strategies which
began in 2006. Crime trend analyses and updates are systematically compared to 2006 as
a benchmark for success towards full implementation of the 5year plan.
