I am delighted to present the Annual Report of SLDC, Gujarat for the financial year 2018-19.
The gross generation capacity addition was just 0.42% (114 MW) during the year 2018-19. The energy
supplied had increased by 10.13% as compared to last year. The ever-highest maximum demand
catered was 18221 MW without load shedding. The energy received from renewable sources (Wind and
Solar only) is 13602 MUs (11.15% of total energy). The ever-highest wind injection integrated was 4262
MW & solar was 1425 MW without any curtailment.
On 25.09.18 at 01:09 PM, there was major grid disturbance took place. Total twenty substations faced
black out. There was 900 MW load loss. SLDC’s efforts in handling these situations were indeed
remarkable for quick restoration of the system. Another major grid disturbance occurred on 30 Oct
2018 at 07:22 PM. There was 2250 MW generation loss at CGPL, Mundra. At that time, many proactive
actions were taken by SLDC-Gujarat in order to maintain Gujarat power system.
The ± 500 KV HVDC Mundra Mohindergadh bipole tested for 1000 MW reverse power flow in both pole
each. SLDC informed WRLDC to establish at least 500 MW reverse power flow on HVDC Mundra -
Mohindergadh line on regular basis or in day hours to enhance ATC of Gujarat and to facilitate the State
to procure more power from the market.
SLDC has taken up matter with WRPC for raising the AULFS slab and slab wise quantum of load
shedding. SLDC informed that there is need to introduce quantum of load relief at frequency 49.60 Hz
using under frequency relay. The 40% of proposed load (to be connected to 49.40 Hz) has to be
connected to 49.60 Hz for under frequency load relief so that there shall be improvement in system the
frequency of @ 0.2 Hz.
The real time grid operation was conducted from backup SLDC of Gujarat at Gandhinagar in Aug’18 for
continuous twenty-four hours. It was successful. SLDC takes necessary actions to keep backup SLDC
ready all the time.
SLDC Gujarat has taken keen interest for evolving islanding scheme of Kakarapara Atomic Power Station
Stage – 2 KAPP 3 & 4. SLDC has suggested two options (one with GETCO load and another with DNH
load)
SLDC had taken proactive steps to inform the field offices and other related agencies to avail the
outages of important elements as and when there were opportunities in the system.
In addition, SLDC had made fabulous efforts to facilitate outages for construction of new EHV lines and
for R & M work of EHV lines timely to accommodate new elements in the grid at the right time.
The following important outages were facilitated:
a. The continuous outage of 400 KV D/C Jhanor - Dehgam line (from 20.04.17 to 02.05.17), 220 KV
Kasor - Dhuvaran & 220 KV Dhuvaran - Vartej line (from 05.04.17 to 13.04.17) for rerouting of lines
due to DFCC corridor crossing.
b. The eleven days continuous outage of 400 KV D/C Vadavi - Kansari line for LILO of circuit No. 1 at
new 400 KV Veloda S/S.
c. In Dec – 17 & Jan – 18, the eight days continuous outage of 220 KV Jhanor - Haldarva line No. 2 and
seven days continuous outage of 220 KV Jhanor - Haldarva line No. 1 for isolators replacement work
at Haldarva S/S with split bus arrangement at Jhanor PS.
d. In Jan – 18, the eight days continuous outage of 400 KV D/C EPGL - Hadala line for LILO of both
circuit at 400 KV Kalawad S/S.
e. The fifteen days continuous outage of 400 KV S/C Soja - Kansari line for Line height raising under
DFCC railway corridor.
f. The three months continuous outage of 220 KV S/C WTPS - Godhra line for conductor replacement
work.
g. The simultaneous outage of 400 KV Jhanor - Navsari (PG) and 400 KV Ukai - Navsari (PG) line for
crossing of 400 KV LILO of 400 KV Ukai - Kosamba line at Vav S/S.
SLDC has taken keen interest to relieve congestion in the network by proposing worthwhile changes in
network topology. SLDC had proposed LILO of one circuit of 220 KV Vyankatpura - Achhalia line (under
construction) at Waghodia S/S at crossing point of existing 220 KV Asoj - Waghodia and 220 KV
Waghodia - Jambuva line to have 2nd circuit of 220 KV Asoj - Jambuva line. GETCO has implemented the
same. Now, the system have two 220 kV circuit from Asoj to Jambuva.
A constructive dialogues and coordinated efforts with power producers, grid companies, industry, the
authorities and others plays vital role.
GETCO hosted the 36th TCC of WRPC and WRPC board meeting in June’18. SLDC team actively
participated in hosting. Many important issues of western regional power system discussed during the
meeting.
The third meeting of Sub group on LDCs institution building and strengthening was held on 06.08.18 at
SLDC, Gotri, Vadodara. Shri S. K. Soonie (Advisor to POSOCO) chaired the meeting.
SLDC organized 11th State Operation Coordination Committee meeting at WTPS on 25.09.18 with all
State generating stations, GETCO and Discoms representative to have discussions on all grid operation
related matters and for carrying out operation analysis, improving grid performance and resolving
various issues pertaining to all the stakeholders.
The State is shifting slowly from fossil fuels to renewable energy sources such as wind and solar. This
radical change demands a fundamentally redesigned energy system. SLDC has done remarkable work
accessing reliable data of renewable energy generation in real time to recognize trend of RE generation
and its variation. SLDC is continuously analysing trend of wind energy generation forecast provided by
FSP and provided by in house module. SLDC is continuously monitoring real time trend with forecasted
generation. It is being regularly utilised for system analysis and better forecasting purpose. In addition, a
keen initiative has been taken for hiring load-forecasting service. SLDC has finalized the service provider.
Crisis Management:
SLDC - Gujarat regularly holds crisis drills simulating risk situations with the various stakeholders as
preparation for managing real problems on the grid. These drills serve to test and improve the tools and
processes in place and to ensure optimal communication between the various internal departments and
the external units involved in the crises.
In the event of a total blackout, there is needs to restore the power supply gradually in predefined
stages. If neighbouring electricity transmission grids are not available, SLDC can rely on various
generating units that are capable of performing a black start. These units can start without an external
electricity supply, allowing the gradual restoration of power to the grid. In 2018-19, SLDC conducted
series of tests in power stations having black start resources to ensure that this service was operating
correctly. All were successful.
The Joint black start mock drill of Kawas PS with Ichhapore S/S load, Jhanor PS with Haldarwa S/S load
& CLPI PS with Karamsad S/S load was carried out in Dec’18 simultaneously. It was one of the unique
exercise ever carried out in Indian Power system where in three different Gas based Generators were
involved in exercise. The whole exercise was meticulously planned and executed successfully within two
months. The black start mock drills for Kadana & Ukai Hydro PS were carried out simultaneously twice
during year 18-19.
Our SCADA & IT team had done outstanding work on cyber security front for security of computer
network and the electricity management system, data visualization, maintaining RTUs, PMUs and
communication link with control centre.
Capacity building:
SLDC - Gujarat is committed to being a trusted and respected organisation. To achieve this, we support
and develop our staff with training opportunities.
The residential Capacity-building workshop on “Power System Operation, RE Integration and Regulatory
framework” was arranged April 2018. The workshop aimed to familiarize participants regarding Strength
and weakness of Gujarat Power System, Generator roles for secure and reliable grid operation,
Perspective of transmission planning, Renewable energy integration challenges, Smart grid Technology
in Distribution. SLDC invited participants from all generators, Transmission and distributions. SLDC called
renowned faculties for presenting their vision, views on various power system related issues.
A workshop on “Reactive capability testing and improving primary frequency response of
Generators” was arranged in May’18.
A workshop on “Grid Recovery procedure ” was arranged in Mar’19.
SLDC officers presented three papers in conference on "Renewable Energy Technologies and its
Integration with Grid” at Vadodara in December 2018 arranged by CBIP in association with SPE
Vadodara chapter and GETCO.
Awards and Recognition:
Many institutions during financial year 2018-19 for its projects and innovative ideas have awarded SLDC
Gujarat. It shows noteworthy contributions made by all the employees of SLDC for their sincere
commitment and efforts.
1. Independent Power Producer Association of India, New Delhi bestowed SLDC, Gujarat for
Innovation in Techno-commercial - Implementation of various advanced technologies in Power
Awards 2018.
2. Independent Power Producer Association of India, New Delhi bestowed SLDC, Gujarat with
Runner up award in category of best State Load Despatch Centre in Power Awards 2018 event
held on 24.11.18.
3. The India Smart grid Forum has awarded “GOLD WINNER 2019” trophy under the category of
Best Smart Grid Project in India by Utility to SLDC – Gujarat for Wind energy generation
forecasting in State of Gujarat.
4. The four Nos projects (Real time data capturing of RE generation, Automatic demand
management scheme, Energy accounting and scheduling software, WAMS) of SLDC - Gujarat
have been awarded in Top - 20 Energy projects in India by SKOCH order of merit, New Delhi on
05.12.18.
5. The SKOCH AWARD conferred ENERGY BRONZE to SLDC, Gujarat for energy accounting and
scheduling software in Dec’18.

1. INTRODUCTION
1.1 Formation
As per Energy & Petrochemical Department, Government of Gujarat, Order No. GHU-04-32GEB-1104-2946-K
of 29th May 2004, established the load despatch centre, Jambuva as State Load Despatch Centre, for purposes
of exercising the power and discharging functions under section 31 of IEA-2003.
1.2 Functions
In accordance with section 32 of Electricity Act, 2003, the State Load Despatch Centre (SLDC) has to carry
out following functions:

13:09 Hrs Substations Savarkundla - Sagapara line were made off for load control of

Botad 132 kV Limdi-Dhuvaran line No. 2 was under shutdown from 8:45
Vallabhipur hours. At 11:05 hours, 132 kV Vikram - Padavla line was made
Vartej off for load control of 132 kV Nyara - Vajadi & 132 kV Nyara -
Sagapara Vikram line.

GPPC At 12:45 hrs, the loading on 220 kV D/C Amreli -Savarkundla line
BECL reached to 212 MW on each line. Therefore, the instruction was
Sintex given to switch off 220 kV Savarkundla – GPPC line No. 1 to
Dhokadava restrict loading and to avoid SPS operation at 220 kV Savarkundla
S/S.
132 kV
Substations At 12:48:20 hours, 220 kV Kasor - Dhuvaran line tripped. As a
Paliyad result, there was increase in load on 220 kV Kasor -Botad & 220
Padavala kV D/C Amreli - Savarkundla line and other 132 kV lines feeding
Jasdan in areas.
Dhandhuka
Barwala At 12:53:20 hours, generation at 132 kV Dhuvaran tripped. It led
Vatva to further increase in loading on 132 kV Ranasan - Vatva line 1 &
Mahemdavad 2 & 132 kV Karamsad - Nadiad line.
Nadiad
Undel At 12:53:30 hours, 220 kV Savarkundla - GPPC line No. 1 was
hand tripped. At 12:55 Hrs, 132kV Gondal - Jasdan tripped (@
110 MW and hence, load of 132 kV Jasdan, 132kV Paliyad and
132kV Padavala S/S was diverted on 220 kV and 132 kV systems.

15:15 Hrs S/S While permitting line clear on said line, the local earthling rod
came in induction zone of live part of bus isolator inadvertently
at 132 kV Paliyad S/S.
It led to bus fault 132 kV Paliyad S/S. All other 132 kV lines
connected to Paliyad S/S tripped from opposite end.
43 28.09.18 GSEG Just prior to disturbance, there was 400 MW generation at GSEG 25 400
11:45 Hrs Stage – 1 & 2 Hazira (50 MW from GSEG Stage 1 GT - 1 & 350 MW from GSEG
Stage - 2). The loading on 220 kV GSEG - Sachin line was @ 210
MW.
At 11:12 Hrs, 220 kV GSEG - Sachin line tripped. Just after few
minutes, 220 kV Mora - Kim line and 220 kV GSEG - Kosamba line
tripped.
At that time, 220 kV GSEG - Kim line tripped from GSEG end. It
led to black out at GSEG Stage 1 & 2 and 220 kV Mora S/S.
44 04.10.18 132 kV At 15:05 Hrs, 132/66 kV, 50 MVA Trf No. 2 & 3 were in service. 95 0
15:05 Hrs Jasdan S/S 132/66 kV, 100 MVA Trf No. 1 was out due to dissolved gases in
oil found on higher side. The 132/66 kV, 50 MVA Trf No. 2 & 3
tripped on over current at 15:05 Hrs due to sudden rise in
agriculture load.

only. At that time, DGB Stage - 3 survived on house load, but not
for longer time.
48 12.10.18 220 kV Ranasan At 05:05 Hrs, there was transient fault on 132 kV Ranasan - Vatva 0 0

50 24.10.18 220 kV Chikhli At 18:00 Hrs, all 220/66 kV transformers at Chikhli S/S tripped on 100 0
18:00 Hrs S/S O/C R Y B due to reflected fault on 66 kV Chikhli - Rankuwa line
(the conductor of 11 kV Bamanvel feeder of 66 kV Chikhli S/S
broken and stroke on 66 kV line conductor between loc No. 2 &
3).
51 30.10.18 CGPL, Mundra There are one and half breaker busbar scheme at CGPL. 400 kV 0 2250
19:22 Hrs Bus - 1 was under planned shutdown. All Units except CGPL - 20
(which was under planned shutdown) were in service through tie
breakers. The commissioning activities for addition of new bays
were going on. As a part of the commissioning activities, Alarm
checking and busbar stability was to be conducted for new dia
(410 & 411).
While testing at 19:22 Hrs, the main breakers for Unit # 30, 40 &
50 operated and the respective bay units initiated an inter trip
command leading to tripping of units. As a result, CGPL Unit No.
3, 4 & 5 tripped

electrocuted on 66 kV bus (in 66 kV Audhav feeder bay). It led to
tripping of 132/66 kV, 40MVA Trf No. 1, 100 MVA Trf No. 2 & 50
MVA Trf No. 4. As a result, the blackout occurred at Vatva S/S.

A significant portion of SLDC cost arises because of the grid operations activities, which are to be carried
out round-the-clock requiring adequate redundancy in resources to tide over contingencies. There is a
heavy reliance on information technology with components having high obsolescence rate. A few of the
applications (such as SCADA/EMS) are offered by a limited number of vendors and cost high.
In view of revised role of State Load Despatch Centre after enactment of Electricity Act 2003, it is necessary
to strengthen SLDC to meet forthcoming challenges for the coming years. Accordingly, Capital Expenditure
(CAPEX) is planned for modernization of SLDC to strengthen and develop to meet all forthcoming
challenges.
CAPEX plan includes, projects mainly focused on system expansion, real time data requirements,
installation & development of telemeter infrastructure, technological innovations and obsolescence &
replacement of existing infrastructure, strengthening of existing data communication channels, billing &
commercial centre development, system study and IT related infrastructure. SLDC CAPEX plan submitted
to Hon’ble GERC for the FY 2018-19 is as follows :

Presently, the load of the Capital city of Gujarat is catered through 132 kV D/C Sabarmati (TPL) - IT
Park - Gandhinagar line.
TPL has planned 220 kV substation Gandhinagar substation with LILO of one circuit of 220 kV D/C
Gandhinagar TPS - Soja line at Gandhinagar (TPL) substation for enhance reliability of power supply
to capital city of Gujarat.
At TPL Sugen, there are three Nos. 400/220 KV, 315 MVA ICT in service to cater the load of Surat City
which remains around 675 MW during peak hour in summer season. The present transformation
capacity is not complying CEA reliability criteria (N-1-1). So, there is a need of 4th ICT at Sugen S/S.
At all 400 kV nodes, the system voltage remains on higher side especially in night hours. The
switchable bus reactor plays vital role to curb overvoltage especially in monsoon season. Therefore,
at least one 125 MVAR switchable shut reactors shall require to be provided in all 400 nodes whether
it is substations node, RE pooling station node or generating station node.
Moreover, the bus reactors having capacity less than 80 MVAR, shall be replaced by 125 MVAR in a
phased manner.
In all 220 kV RE Pooling sub-station irrespective of ownership, at least one 25 MVAR switchable bus
reactor shall be provided.
The installed capacity of Renewable sources has increased significantly in Gujarat, Madhya Pradesh
and Maharashtra.
The Government of India, Ministry of New and Renewable Energy (MNRE) has set an ambitious target
of 175 MW Green Power by 2022. This is with respect to clean environment concern by all nation and
to make our future carbon free.
With the rise of renewable energy in States / Regions, it shall be really challenging to operate and
manage electrical grid within the stipulated parameters. In other words, wide variation of renewable
(which is a natural phenomenon) calls for indispensable need of large size balancing mechanism.
It is no doubt that the establishment of pump mode operation at SSP is principal and long-term
requirement of secure, reliable, flexible and economical Power System operation. This has been also

endorsed in various forum of MoP / CEA / POSOCO / RPC. The Sardar Sarovar Project on Narmada
River has been designed to operate in a generation as well as pump mode.
The tailrace dam to store water for pump mode is already under construction by Government of
Gujarat and likely to be completed by near future.
For pumping mode operation of 6 x 200 MW RBPH Units, the supply, installation and commissioning
of isolated phase bus ducts, Static Frequency converter and phase reversal switch along with all
require accessories will be required.
It is high time that the issue of CAPEX for establishing pump mode operation at SSP shall be resolved
cordially by all the beneficiaries.
The reestablishment of pump mode operation at KHPS is emerging need of Gujarat power system as
it is having sizable portfolio of renewables. It will extend flexibility of picking generation as well as
providing load within few minutes to the system.
GSECL has carried out many activities for reestablishing pump mode operation in Unit No. 3. The trial
run operation of Unit No. 3 under reversible pump mode operation was taken on 20.12.18. The
vibrations at seven locations were measured by CWPRS team.
Now, it’s high time to expedite all activities for reestablishing pump mode operation at KHPS in all
four units at KHPS. GSECL may apply for funding from PSDF for the said work.
H. Flexible Operation of Thermal and gas generators for integration of Renewable Energy:
The Government of India, Ministry of New and Renewable Energy (MNRE) has set an ambitious target
of 175 MW Green Power by 2022. The RE installation in the Gujarat State would be around 17000
MW by 2022. There will be around 9000 MW (6000 MW from Solar and 3000 MW wind) capacity
addition would take place by March 2022. The must run mandate for the renewables will require
extensive support from conventional generators for balancing and managing variation of
Renewables. The responsibility of maximum flexible generation certainly remains on the thermal
sector.
The Minimum Thermal load (MTL) is the ratio of actual minimum load on the prime mover of a
thermal power station and its rated capacity. E.g. if a 200 MW plant runs at minimum load of 120
MW during a day, then the MTL for that plant is 120/200 i.e. 60%.
In India, the coal fired thermal plants have traditionally been operated as base load plants.
As per CERC notification, under section 79(1) h of the Indian Electricity Act,2003, technical minimum
load of thermal unit is 55%. Therefore, maximum flexible power available from thermal plant in any
day is equal to about 45% of grid connected thermal capacity on that day. This is not the present
situation of Indian grid as most of the state generating companies are not maintaining 55% minimum

thermal load. It is therefore proposed that the similar provision of 55% technical minimum load of
thermal units shall be adopted by SERC under the section 86 of the Electricity Act 2003.
More than 3000 MW generation variation in renewable and 5000 MW demand variation in a day
would be quite common. It is utmost necessary that the conventional generators having more
flexibility should be on bar.
To avoid frequent stat / stop, it is necessary that old coal based units shall be made capable to run
at 55% Minimum Thermal Load and new thermal sets shall be made capable to run at 40% Minimum
Thermal Load. The gas based units shall have to be made capable to run from 30% to 100% range.
The New Alstom (now GE system) SCADA system has been installed and working satisfactorily. It has
more advance features and enhanced EMS package. SLDC has planned to provide fire wall at all Sub
SLDCs against probable cyber-attack.
Presently, the servers of EASS software are installed at SLDC. It’s backup disaster recovery servers is
planned at Back up SLDC, Gandhinagar. Also for AMR project, additional 500 modems having dual
SIM functionality has procured for data redundancy.
Also, SLDC has planned ADMS (Automatic Demand Management Scheme) phase - 2. It will cover
hundred more substations. It will help to restrict drawl during low frequency condition from central
grid.
The back-up SLDC at Sub – SLDC Gandhinagar has been established and operationalized. The mock
drill for power system operation from back up SLDC is being arranged regularly to take over real time
system operation in case of any contingency arising with main SLDC.

J. WAMS phase – II and development of Analytics Software for PMU data for System
operation:
Synchronized phasor measurements is one of the promising technologies for developing Smart Grid
applications. In recent year’s power utilities all over the world emphasis their attention to
deployment of Phasor Measurement Units (PMUs) and development of Wide Area Monitoring,
Protection and Control systems.
In 2014, SLDC-Gujarat has taken pioneer step for implementation of WAMS technology for Gujarat
grid by installing 118 PMUs at 25-location having 1500 phasors’ data from 500 feeder bays. Also, 39
PMUs are added under URTDS scheme in 2018.

In 2018 – 19, the communication links of 13 Nos. of WAMS phase I project are transfer on GETCO
OPGW network from BSNL MPLS lease line network. All PMUs data are integrated with SCADA
systems as back up data availability & drawl calculation so as to enhance reliability.
All locations PMUs data are interfacing with existing IIT Bombay analytics of Oscillation stability for
better grid visualization. It became very useful tool for identifying angle relationship between
electrical area of important substations, to access the system strength and various other features as
df/dt, voltage magnitude etc. also prove very useful tool for post event analysis.
SLDC - GETCO has made tie-up with IIT Bombay to develop three analytics.
Online Oscillation mode identification analytic is installed successfully, State estimator & Dynamic
Security Assessment is installed & under tuning stage.
Looking to complexity of Gujarat grid and capacity growth of renewables, to improve situational
awareness SLDC has planned WAMS – II project to obtain real time complete observability of the
Gujarat Power system, by installing Phasor Measurement Units (PMUs) at about 62 locations, with
an estimated cost of around 24 cr.
Gujarat is established as one of RE rich State of India. As on 31.03.19, the wind farms installed capacity
is 5784 MW. Whereas, the installed capacity Solar is 2113 MW. Also, it has emerged as highest
potential for development renewable energy generation because of 1600 Km long costal line.
At present, SLDC is getting day ahead, real time and weekly wind generation forecast for State as a
whole through online web based application from service provider. For the said service, SLDC has
provided various static and variable data to forecasting service provider (FSP) through FTP access. In
turn, FSP provides forecast in 96 blocks on online web based application, e-mail & FTP access. SLDC
is also fetching real time data from each RE pooling stations.
SLDC is continuously monitoring real time trend with forecasted generation. It is being regularly
utilised for system analysis and better forecasting purpose.
Further under guideline of Ministry of Power, Government of India, PGCIL has initiated development
of establishment of full fledge REMC on behalf of seven Nos. RE rich State. Gujarat is one of the State
participating in the development.
The REMC site is already identified. The construction work of REMC building is already awarded. The
necessary IT infrastructure for REMC have been received. It is planned to commence the commercial
operation of REMC by Mar - 20.

Hon’ble GERC has published regulation on Forecasting, scheduling, deviation settlement and related
matters of Solar and Wind generation sources Regulation 2019. The objective of these regulations is
to facilitate large scale grid integration of solar and wind generating stations while maintaining grid
stability and security.
These Regulations shall apply to all wind and solar generators having combined installed capacity
above I MW connected to the State grid/substation, including those connected via pooling stations,
and selling generated power within or outside the State or consuming power generated for self-
consumption.
As per the regulations, the QCA may be one of the generators or any other mutually agreed agency
for the following purposes:
1. Provide schedules with periodic revisions on behalf of all the Wind /Solar Generators.
2. Responsible for co-ordination with authorized agency DISCOM / STU / SLDC and other agencies
in coordination with Generator /Developers for metering, data collection and its transmission
and communication.
3. Undertake commercial settlement of deviation charges arising on account of forecasting /
scheduling on behalf of the individual generators including payments to the State Pool account
through SLDC.
4. Undertake de-pooling of payments received / payable on behalf of the individual generator /
generators of the pooling station from the State Pool account and settling them with the
individual generators.
5. Undertake commercial settlement of any other charges on behalf of the generators as may be
mandated from time to time.
QCA shall be treated as a Forecasting and Scheduling Entity and will be the single point of contact
with SLDC. QCA shall get registered with the SLDC.
The regulator has defined stringent Qualifying criteria for QCA like experience of minimum I year in
the field of Wind / Solar Power forecasting and scheduling, should be in a position to handle the risk
of penalties on account of deviation by the generator, capable to provide real time monitoring
systems or equivalent systems for seamless flow of information to and from SLDC and RLDC in order
to facilitate scheduling, revision of schedule, intimation of outages / grid constraints etc.
In days to come, the OCA will play vital role for stable and reliable grid operation.
M. LVRT protection for Wind & Solar generators in Western Region - Compliance to order of
the Hon’ble CERC in petition No. 420/MP/2014
The LVRT-term is capturing the ability of a wind turbine to stay connected to the grid throughout a
short mains voltage drop. It is essential that a wind park stay online in order to prevent major
blackouts whenever there is a sudden dip in voltage.
Hon’ble CERC in its order in petition No. 420/MP/2014 dated 05.01.16 directed that:

1. LVRT should be implemented for all wind turbines commissioned before 15.04.14 and connected
to voltage level of 66 KV and above except for stall type WEGs and having installed capacity equal
to or more than 500 KW.
2. The Solar generators whose bidding process has not yet commenced i.e. NIT has not yet been
issued on date of CERC order shall take necessary steps to implement LVRT in their generating
stations.
With regard to monitoring of the installation and performance of LVRT installed in existing WTGs,
Hon’ble CERC directed SLDCs to prepare quarterly reports and submit to RPCs. RPCs are directed to
validate the report and deficiency and non-compliance to the Commission in accordance with the
Law.
SLDC - Gujarat has taken up the matter with all RE developers and pursuing vigorously.
N. Phasing out thermal capacity which are noncompliant to New Environmental Norms
(issued by MoEF & CC) to be implemented w.e.f. 7th December 2017
A committee was constituted by Ministry of Power; Govt. of India on 21.09.16 for preparing a phasing
plan for implementation of new environmental norms issued by MoEF & CC in December 2015.
The first meeting of committee was held on 21.10.16. It was decided that the concern RPC shall
prepare phasing of implementation plan in consultation with concerned power utilities at regional
level and POSOCO considering the power supply position.
It was opined that units in which ESP retrofitting / upgrade is implemented should be allowed to run
at least 5 years from the date of completion of work.
The 2nd meeting of committee was held on 13.12.16. It was informed that ESP upgradation is require
to meet new environmental norms regarding SPM. It is necessary that FGD (Flue Gas
Desulphurization) to be installed to comply with new SOx emission norms. The thermal units which
have space for FGD installation does not require ESP upgradation as effective SPM reduction would
be possible by FGD apart from control of SOx emissions.

For provision of FGD, generators shall have to invest capital expenditure as well as their auxiliary
consumption would also increase. Therefore, it needs principal approval of regulator as well as
procurer as there may be hike in fixed as well as variable cost. The plant load factor may also adversely
affected due to high variable cost.
The Gujarat State is usually dependent on thermal capacity to meet the demand and to integrate
renewable energy generation and its variation. There is a 1000 MW on an average demand rise every
year. The rate of increase in thermal / gas capacity is very slow compared to demand rise. The power
procurement by the Discoms and development and strengthening of transmission network against
capacity to be phased out shall take considerable time horizon.
The issue of FGD installation and ESP upgradation are being taken up with all State Power Plants. The
State owned Generating Company (GSECL) has planned FGD’s in their all units before March’2022.

To arrest sharp rise or drop of frequency, quick response from the generators through RGMO is an
inevitable requirement for safeguarding the grid.
As per the 5th amendment of IEGC (effective from 01.05.17), all Coal / lignite based thermal
generating units of 200 MW and above, Open Cycle Gas Turbine/Combined Cycle generating stations
having gas turbines of capacity more than 50 MW each and all hydro units of 25 MW and above,
which are synchronized with the grid, irrespective of their ownership, shall have their governors in
operation at all times. Ideally, governor should respond within 30-40 seconds and the increased
generation should sustain for few minutes 3-5 minutes.
SLDC has taken up the matter with all State Generators to take necessary actions regarding provision
and operation of governors in their units.
Many workshops have been organized for solving technical doubts of generators. SLDC - Gujarat
computes FRC of each eligible generators for each events involving more than 1000 MW load /
generation loss and circulates to all for taking corrective measures to improve FRC. It is envisaged
that the FRC of Gujarat Control Area will improve.
