1. SCOPE

This document covers the technical and commercial requirements for the flow
metering, registering and transmitting instruments to be installed in the fuel
supply system within the scope of Reconstruction Of The International Airport
Astana.

2. DEFINITIONS

Project: Reconstruction Of The International Airport Astana

Employer: Ministry Of Transportation And Communication

Engineer: Pacific Consultant Engineering

Contractor: Alsim Alarko Sanayi Tesisleri ve Ticaret A.S acting as the


partner in charge of Siemens-Marubeni-Laing-Alarko Consortium (SMLA)

Bidder: Manufacturer, supplier, dealer or subcontractor who is invited by the


Contractor to bid for a certain procurement package, by receiving a formal
invitation letter and a material requisition (MR) document.

Supplier: The Bidder becomes the Supplier when his Bid is accepted and a
Purchase Order or a Supply Agreement is made between the Bidder and the
Contractor.

Third Party Inspector: Parties which will be nominated by the employer or


by the contractor to test, inspect, witness or expedite manufacturing process.

Bid: Technical and commercial proposal presented by the bidder including


all the requirements of this document.

Contract: The main Contract between the Employer and the Contractor.

3. TECHNICAL REQUIREMENTS

Applicable technical contract documents and specifications are included in


Appendix I.

The supplier is responsible to supply a copy of the latest revision of the


international standards referred in their engineering design documents.

4. COMMERCIAL REQUIREMENTS

Applicable commercial contract documents are presented in Appendix II.

APPENDIX – I

1. GENERAL REQUIREMENTS AND SPECIFICATIONS

General requirements related with the manufacture and supply of the flow
meter-transmitters shall include:

1.1. Operating Temperature:

The flow metering, registering and transmitting instruments within the


scope of this specification shall in all respects be suitable for reliable
and continuous operation in the service conditions at the Astana
Airport.

Operating and design temperature range for the instruments shall be:

Low: -40°C
High: +50°C

1.2. Operating Pressure:

Operating pressure of the system is 10 barg.

Pressure design of the meter-transmitters and their components shall


be made according to ASME Pressure Vessel Code Sec. VIII Div.1.

1.3. Operating Medium:

The operating medium for each flow metering-transmitting instrument


is given in Appendix II.

1.4. Material:

Material offered by the Bidder shall be suitable for outdoor operation in


the above mentioned temperature range. Some of the materials
referred to in this material requisition may be used along with extra
impact testing specified in ANSI B 31.3 for low temperature utilisation
of steel material.

2. CONSTRUCTION

2.1. Operating Principle:

The flow meter-transmitters within the scope of this specification shall


be positive displacement type with electronic head. The medium being
measured shall move a rotor, placed in a measuring chamber, with vanes
vertically placed with respect to the flow direction. The fluid, while moving
through the measuring chamber, forces the vanes, made of self-lubricating
material, against the internal surface of the measuring chamber, hence
minimises the product leakage and turns the rotor.

The rotor shaft shall protrude from the chamber cover and connect,
through a calibration mechanism to a pulse emitter, which in turn provides the
flow information for the electronic meter. Couplings shall be magnetic driven.

2.2. Materials:

Body : ASTM A 53 Gr.A or B SCH 40 or ASTM A 216 Gr.WCB (along


with low-temperature impact testing) or ASTM A 333 Gr.6
Sch40 or ASTM A 352 LCB or ASTM A 516 Gr.55 or Gr.60

Flange : ASTM A 105 or A 106 Gr.WCB (along with low-temperature


impact testing) or ASTM A 420 WPL-6 or ASTM A 350 LF2

Rotor : Cast Iron Meehanite or approved equivalent

Vanes : Teflon

Gaskets : CAF

2.3. Installation:

Meters shall be installed in-line and horizontally.

2.4. Meter Head:

The meter shall be capable of

- Recording, displaying and transmitting the total quantity of the


medium transferred for each transaction in liters. The display for this
function shall be 6 digits long and shall display the quantity to the
nearest deciliter (1/10 liter) corrected to +15°C. It shall be resetable
through a button suitably located on the head.

- Recording, displaying and transmitting the total quantity of liquid that


has passed through the meter. This display shall be non-resetable.

- Displaying and transmitting the instantaneous flow rate at the meter.

- Displaying and transmitting the temperature of the medium being


metered.

- Two stage valve control through electrical dry-contacts.

- Additive dosing according to the flow rate,


- Accepting a preset amount of fuel entered remotely through built-in
serial data interfaces and operating a valve when it is reached.

- Correcting the measured flow values through calibration coefficients


for different flow rate ranges. The number of such coefficients shall
be minimum 10 and be easily changeable by the calibrating
authority.

The meter shall be supplied with a temperature probe of suitable kind


for temperature compensation. The Bidder shall clearly identify the
type in his quotation.

2.5. Electrical Connections:

2.5.1. Power Supply:

24 VDC ± 10%

2.5.2. Dry Contacts:

Electrical Rating shall be 5A resistive, 3A inductive @ 30 VDC


as per provisions of U.L. and CENELEC/SAA

2.5.3. Data Connections:

Meter-transmitters shall be equipped with an RS-232C and/or


RS-485 (with electrical isolation) data link.

2.6. Protection Class:

Meter-transmitters shall have minimum IP 65 enclosures and glands


and they shall be explosion-proof and suitable for operation in Zone 0
as per CENELEC/IEC and Class I Division 1 as per NEC 505. Marking
shall be EEx ed IIA T3.

3. INSPECTION AND TESTS:

The Employer, Employer’s representative, the Engineer and the Contractor


shall have the right and shall be free to carry out inspections on the meter-
transmitters and material used for the meter-transmitters when and wherever
they will. The supllier shall furnish a production and inspection plan for the
manufacturing of the meter-transmitters before the commencement of the
works and clearly indicate the inspection points and dates. Such inspections
may be performed in the absence of the Employer’s representative if the
Employer agrees so. The Employer may assign a third party inspection body
to represent himself for observation or performance of the inspections and
approve the results. Absence of the Employer or his representative shall not
free the Supplier to carry out the inspections and record and present the
results.

3.2. Inspection and Tests To Be Performed:

Assembled meter-transmitter body, excluding all unsuitable parts shall be


hydrostaticly tested in accordance with ANSI B31.3 and the report shall be
provided with the instrument.

The completed meter-transmitter shall be calibrated against a certified meter


or a proving tank.

4. SIZING AND CONNECTIONS:

The Bidder shall calculate the required size for the flow rates mentioned in
Appendix II hereto. The sizes given are for reference only.

The connecting flanges shall be sized and drilled as per ANSI B16.5.

5. ACCURACY:

The meters shall be accurate to ±0.2 % of the metered value


6. CERTIFICATION:

Materials certificates in accordance with BS EN 10204/DIN 50049 are


required for all components and, as a minimum, shall include:

a. Chemical analysis by heat for metallic parts (material supplier’s reports)


b. Certificate of compliance for all the materials to the operating medium
and conditions

Calibration Certificates approved by an internationally renown board are


required for the meter-transmitters.

7. DOCUMENTS TO BE SUPPLIED WITH THE BID:

Following documents shall be provided by the Bidder for presentation to the


Engineer:

a. Material specifications including compliance certificates for non-metallic


parts.
b. Statement of compliance to this specification.
c. Statement of conformance to minimum temperature limit.
d. Statement of conformance to hazardous zone application.
e. Data Sheet
f. Pressure drop versus flow rate diagram for each type of meter-transmitter
g. Electric power consumption
h. Drawing list

The Supplier, as a minimum, shall provide the following documentation:

 Sectional drawings of the meter-transmitters including part lists.

 Electrical and electronic circuit diagrams

 List of start-up spare parts.

 Operating Instructions containing at least:

 Index
 Description of equipment and accessories
 Maintenance instructions
 Safety instructions
 List of enclosures (diagram, drawings, pamphlets)
 List of all parts of each meter-transmitter together with catalogue
number for eventual orders
 Purchasing specification
 Identification number
 Instructions for repairs and replacement with details of mounting
clearances

 Hydrostatic test result

8. MARKING:

Each flow meter-transmitter shall be marked with a 150mm x 150mm


stainless steel tag plate. Following information shall be clearly marked on the
tag plate.

4. Maximum Pressure (Barg)
5. Pressure Design Standard
6. Tag number

Furthermore, the meter head shall be provided with a nameplate including the
following information as a minimum:

1. Supplier
2. Power rating (V, A, Hz)
3. Serial data connection type
4. Protection class
5. Explosion protection class

9. FLANGE PRESERVATION AND SHIPMENT:

Supplier shall insure that the flange finishes are protected from damage
during shipping and storage. The ends of socket, threaded and weld ends
fittings and flanges shall be protected by securely fastened tight fitting plastic
caps.

The meter heads shall be shipped separately from the flow meters and shall
be packed securely against impacts.

10. OPERATION AND MAINTENANCE MANUALS:

Installation and maintenance manuals for the flow meters shall be provided
by the Supplier in digital format and three fold hard-copies.

11. SPARE PARTS:

11.1 Provision

The Bidder shall prepare a comprehensive list of spare parts including


prices necessary for flawless operation and maintenance for a period of
2 years.

11.2 Availability

The Bidder shall confirm in writing that spare parts for the suggested
equipment will be available for a minimum of twelve years following sale.

12. SPECIAL TOOLS:

Where special tools are required to operate and maintain any part of the
supplied equipment, the Supplier shall provide two sets of such tools with
casing. List of special tools shall be prepared by the Supplier and shall be
subject to the approval of the Engineer.

APPENDIX-II

COMMERCIAL DOCUMENTS

The Bidder will propose their best prices, best possible delivery, transport and
payment.

2. SCOPE OF SUPPLIES AND PRICES

detailed design documents.

3. COMPLIANCE STATEMENT
The Bidder shall certify submittals forwarded to SMLA with the following
certifying statement: "I hereby certify that the (equipment) (material) (article)
shown and marked in this bid is that proposed to be incorporated with Astana
Airport Reconstruction Project, is in compliance with the attached specification
and is submitted for the SMLA approval”.

If there is discrepancy between bid and specification, Bidder shall clearly


mention in this statement.

Bidder must sign and stamp all the pages of specification and its attachments
and provide with the compliance statement.

Bids submitted without compliance statement and signed and stamped


specification will not be evaluated.
