1. SCOPE

This document includes the technical and commercial requirements for flow
switches within the scope of Reconstruction Of The International Airport
Astana.

2. DEFINITIONS

Project: Reconstruction Of The International Airport Astana

Employer: Ministry Of Transportation And Communication

Engineer: Pacific Consultant Engineering

Contractor: Alsim Alarko Sanayi Tesisleri ve Ticaret A.S acting as the

partner in charge of Siemens-Marubeni-Laing-Alarko Consortium (SMLA)

Bidder: Manufacturer, supplier, dealer or subcontractor who is invited by the

Contractor to bid for a certain procurement package, by receiving a formal
invitation letter and a material requisition (MR) document.

Supplier: The Bidder becomes the Supplier when his Bid is accepted and a
Purchase Order or a Supply Agreement is made between the Bidder and the
Contractor.

Third Party Inspector: Parties which will be nominated by the employer or

by the contractor to test, inspect, witness or expedite manufacturing process.

Bid: Technical and commercial proposal presented by the bidder including all
the requirements of this document.

Contract: The main Contract between the Employer and the Contractor.

3. TECHNICAL REQUIREMENTS

Appliable technical contract documents and specifications are included in

Appendix I.

The supplier is responsible to supply a copy of the latest revision of the

international standards referred in their engineering design documents.

The supplier shall deliver the digital (electronic) files of all engineering
documents (including installation operation and maintenance manuals, where
applicable) in all transmissions (i.e. from the initial “for approval” versions until
“as-built” stage.

4. COMMERCIAL REQUIREMENTS
Applicable commercial contract documents are presented in Appendix II.

APPENDIX – I

1. GENERAL REQUIREMENTS AND SPECIFICATIONS

1.1. Operating Conditions:

All flow switches under the scope of this specification shall in all respects be
suitable for reliable and continuous operation in the service conditions at the
Astana Airport.

Design temperature range for temperature flow switches shall be:

Low: -40°C
High: +50°C

1.2. Effluent:

Effluent for each indicator-transmitter is given in Appendix II.

1.3. Materials:

Housing : Stainless Steel (AISI-304) or Cast Aluminum,

weatherproof.
Paddle : Stainless Steel (AISI-304, 316 or 321)
Moving Parts : Stainless Steel (AISI-304, 316 or 321) – Hardened
for bearing surfaces.
Process Connection : Stainless Steel (AISI-304, 316 or 321)

1.4. Pressure Rating:

The flow switches shall be suitably constructed for an operating pressure of

10 barg.

2. CONSTRUCTION:

2.1. The flow switches shall be direct mounting type.

2.2. Connection:

Size of the process line on which the instrument will be mounted is listed in
Appendix II. The Bidder shall clearly indicate the size and type of the
intermediate piece required to be installed on the process line for each
instrument in his bid.

2.2. Paddle:

The paddle shall be reinforced where required.

2.3. Sensitivity:

The flow switch shall be equipped with an adjustment screw located at an

easily accessible location for comfortable flow adjustment.

2.4. Electrical Connections and Rating:

A flow switch shall be supplied with two outputs. NO (not open) and NC (not
closed)

The flow switches shall be suitable for operating with 24 VDC.

Internal wiring shall be as per the supplier’s standards.

2.5. Protection:

Protection class of flow switches shall be IP 65 (NEMA 4) or better.

The flow switches and terminal boxes provided shall be explosion-proof and
suitable for operation in Zone 0 as per CENELEC/IEC and Class I Division 1
as per NEC 505. Marking shall be EEx ed IIA T3.

3. INSPECTION AND TESTS:

3.1. General:

The Employer, Employer’s representative, the Engineer and the Contractor

shall have the right and shall be free to carry out inspections on the flow
switches when and wherever they will. The supllier shall furnish an inspection
plan for the switches before the shipment and clearly indicate the inspection
and dates. Such inspections may be performed in the absence of the
Employer’s representative if the Employer agrees so. The Employer may
assign a third party inspection body to represent himself for observation or
performance of the inspections and approve the results. Absence of the
Employer or his representative shall not free the Supplier to carry out the
inspections and record and present the results.

3.2. Inspection and Tests To Be Performed:

Check analysis shall be carried out for materails used for indicator-
transmitters.

4. MARKING:

Each indicator-transmitter shall be supplied with a stainless steel tag plate of

100mm x 100mm dimensions. The tag number of the unit shall be inscribed on the
plate.

5. DOCUMENTATION:

 Test and analysis results:

 Test protocols, material certificates, evaluation of test measurements.

 Calibration certificates.

6. STORING AND PACKING:

Supplier shall insure that the connection threads are not damaged during shipment.

3. COMPLIANCE STATEMENT
The Bidder shall certify submittals forwarded to SMLA with the following certifying
statement: "I hereby certify that the (equipment) (material) (article) shown and
marked in this bid is that proposed to be incorporated with Astana Airport
Reconstruction Project, is in compliance with the attached specification and is
submitted for the SMLA approval”.

this statement.

Bidder must sign and stamp all the pages of specification and its attachments and
provide with the compliance statement.

Bids submitted without compliance statement and signed and stamped specification
