IMPORTANT INFORMATION – SECURED TAXES
FIRST INSTALLMENT Taxes are due November 1st and become delinquent if not received by the close of business or postmarked on
December 10th for the 1st installment. A 10% penalty applies to late payments. (R&T Code § 2605 & 2617)
SECOND INSTALLMENT Taxes are due February 1st and become delinquent if not received by the close of business or postmarked on April 10th
for the 2nd installment. A 10% penalty and $10.00 cost applies to late payments. (R&T Code § 2606 & 2618)
EXTENSION OF TIME When December 10th or April 10th falls on a Saturday or Sunday, the time of delinquency is extended to the close of
business on the next business day. (R & T Code § 2619)
MAIL EARLY Payments sent through the mail are considered received on the U.S. Postal Service postmark date. (R&T Code § 2512)
PAYMENT OF TAXES Secured property taxes may be paid by mail by returning the stub with your payment in the return envelope provided.

coming into the Tax Collector’s office. The fee for a duplicate bill is $4.00.
FAILURE TO RECEIVE A TAX BILL IS NOT A BASIS FOR CANCELING DELINQUENT PENALTIES. It is the
owner’s responsibility to pay property taxes on time. (R&T Code Sec. 2610.5)
SUPPLEMENTAL BILLS Supplemental bills are separate from and in addition to this bill. All bills must be paid timely to avoid penalty.
Supplemental bills are not sent to your mortgage company.
FIXED CHARGES Questions concerning specific Fixed Charges or Fixed Charge Special Assessments should be directed to the charging
District.
LATE PAYMENTS Additional charges not mentioned above will be charged if payment is not received timely. Redemption penalties and
fees, as provided by law, are charged on all taxes remaining unpaid after the last business day of June of the fiscal
year (June 30th). Penalties are computed at the rate of 1½% per month beginning July 1st of the new fiscal year and
continue until redeemed, plus a flat $15.00 state redemption fee.
PROPERTY LIEN DATE Taxes are levied on property as it existed at 12:01 a.m., on the first day of January 1st preceding the fiscal year for
which the taxes are levied. (R&T Code Sec. 2192)
UNPAID DELINQUENT If this notation appears on the front of this tax bill, it refers to unpaid taxes from a previous year that are not included in
TAXES the amount on this bill. In addition to the current taxes, you have taxes for prior years that are unpaid and overdue.
You are being charged interest and penalties. If all prior taxes are not paid within five (5) years of the date of the
default, the Tax Collector is required by law, to record a notice of power to sell tax defaulted property and the property
will become subject to sale at internet auction. (R&T Code Sec. 2612)
ASSESSED VALUES Under the California Constitution, the assessed value of all real property may be increased annually based on the
changes in the California Consumer Price Index with a 2% cap. The Tax Collector does not determine the value of
your property or the amount of your property tax. The Tax Collector does not have the authority to change the amount
of property tax due. For questions concerning assessed value, please call the Assessor’s office at (559) 636-5100.
RIGHT TO APPEAL If you disagree with the assessed value of your property, you do have the right to appeal. An “Application of Changed
Assessment” can be obtained from, and filed with, the Clerk of the Assessment Appeals Board located at 2800 Burrel
Avenue, Visalia, CA 93291, telephone (559) 636-5000.
If the assessment was made during the normal assessment period, the applicaton must be filed during the period of July
2nd through November 30th. If the assessment was made outside the normal assessment period, the application must
be filed within 60 days of mailing the notification of the assessment.
PROPERTY TAX Property Tax Assistance for Senior Citizens, Blind, or Disabled Persons
ASSISTANCE The state budget did not include funding for the Gonsalves-Deukmejian-Petris Senior Citizens Property Tax Assistance
Law, which provides direct cash assistance. The Franchise Tax Board (FTB) will not issue Homeowner and Renter
Assistance (HRA) Program instruction booklets and will not accept HRA claims for the 2015 claim year. For the most
current information on the HRA Program, go to ftb.ca.gov and search for HRA.
PROPERTY TAX Property Tax Postponement for Senior Citizens, Blind, or Disabled Persons
POSTPONEMENT In September 2014, Assembly Bill AB 2231 Chapter 703, Statutes of 2014, reinstated a modified Property Tax
Postponement (PTP) program. The State Controller’s Office (SCO) will begin accepting new PTP applications
beginning October 1, 2016.

HOMEOWNER’S This exemption is applied to the assessed value used in determining the amount of your tax bill. To qualify for this
EXEMPTION NOTICE exemption, the property must have been owner-occupied as of 12:01 a.m., January 1st. If no exemption appears on
this bill and you believe you qualify, contact the Assessor’s Office at (559) 636-5100. If you filed a claim for the
Homeowner’s Property Tax Exemption, you declared under penalty of perjury that you are the owner of this property
and it is your principal place of residence. You are required by law to terminate this claim if either or both of the
following events occur prior to 12:01 a.m., January 1st
(1) Ownership of the property transfers to another party.
(2) Your principal place of residence changes to another location.
If you are not eligible for the exemption as of 12:01 a.m., January 1st, you must notify the Assessor in writing on or
before December 10th, or you will be subject to payment of the amount of taxes the exemption represents, plus
