Councilmember, here are your answers to the ques ons you asked me at Budget and Finance
Commi ee.

How much funding did the City commit to the FCC stadium public infrastructure project?
$2.5 million of Street Improvement GO Bond Proceeds from the FY19 capital budget. These
capital funds can only be used for improvements within the right-of-way, including streets and
other thoroughfares having a useful life of 20 years or more. Opera ng expenses are not an
eligible use of these funds.
$6.383 million of Miscellaneous Permanent Improvement Revenue from Fund 757 (Blue Ash
Airport Proceeds). These funds can only be used for permanent improvements, being defined
by state law as property, assets, or improvements cer fied as having an es mated useful life
of 5 years or more. Opera ng expenses are not an eligible use of these funds.
$7.1 million in bond proceeds to be issued by the Port and repaid from TIF District 4 -
Downtown/OTR East. These funds can only be used for public infrastructure improvements, as
defined by ORC 5709.40 and authorized by Ordinance No. 425-2002. Opera ng expenses are
not an eligible use of these funds.
$17 million in bond proceeds to be issued by the Port and repaid from City’s Transient
Occupancy Tax revenue. These funds can only be used as iden fied in the Coopera ve
Agreement between the City, the County, and the Conven on Facili es Authority (CFA). The
funds are currently authorized by Ordinance No. 248-2019 and the CFA Coopera ve
Agreement to be used for the limited purposes of conven on center maintenance and
opera ons, the promo on of local travel and tourism, and the stadium public infrastructure
project.

What eligible expenses were authorized by Council and specified in the Development Agreement
between the City and FCC? Ordinance No. 76-2018 authorized the City to provide funding to
reimburse FCC for the cost of eligible public improvements, including roadway improvements, u lity
infrastructure, site prepara on, and a parking garage. This public infrastructure was broken down
into further detail in a preliminary budget for the public improvements a ached to the Development
Agreement (e.g., among other things, the preliminary budget included specific intersec ons for
various traffic signal and pedestrian access improvements).

Did the City do the work, or did the City transfer funds to FCC to do the work? Per the authorizing
legisla on and the Development Agreement, FCC is obligated to perform the public infrastructure
work, and the City will reimburse for eligible expenses from the authorized sources.

How much funding has the City disbursed as reimbursement on the FCC stadium public
infrastructure project? The City has not yet disbursed any funds pursuant to the Development
Agreement.
