A TOTAL of 35,740 low-income households in Central Visayas have already received the P6,000
cash aid from the social amelioration program (SAP) of the national government, which is
equivalent to P214.4 million, as of Friday, April 17, 2020.

Shalaine Lucero, Department of Social Welfare Development (DSWD)-Central Visayas assistant

regional director, said as of Friday, only two out of the 132 local government units (LGUs) in the
region have yet to enter into a memorandum of agreement (MOA) with DSWD-Central Visayas for
the SAP.

Lucero said the two LGUs are from Cebu Province.

"Pero according sa atong focal (persons) gi work-out na. I am expecting nga naay submission
today, so we can have the 100 percent," she said.

The SAP, under Republic Act No. 11469 or the Bayanihan to Heal as One Act, aims to mitigate the
effects of the coronavirus disease 2019 (Covid-19). Its distribution, however, is "subject to the level
of need of the beneficiary."

As of Friday, DWSD Central Visayas have already obligated around P5.8 billion or 92.54 percent of
the total P6.3 billion SAP fund allocated for the region.

Out of the obligated amount, a total of P4.9 billion have already been transferred to 123 LGUs.

"Bisan og ato nang na-obligate sa record nato, ipadala pa man na sa bangko and the banks have
a certain number of hours of processing before ma-transfer sa LGUs (even if we obligate it on our
records, it will still be brought to banks and the banks have a certain number of hours of
processing before it will be transferred to LGUs)," she said.

Majority of the LGUs who have already received the fund and have started their pay-out process
are LGUs from Negros Oriental and five LGUs from Cebu Province, she said.

Lucero added each LGU are given pay-out schedules. For those LGUs considered "regular," or
those that are not part of Geographically Isolated and Disadvantaged Areas (GIDA), they are given
seven days to finish the pay-out. Those who belong to GIDA are given 10 days for the pay out.

Moreover, she clarified that the 35,740 households only include beneficiaries from the
Unconditional Cash Transfer (UCT)-Listahan members and of the informal economy workers, as
well as those who belong to the vulnerable sectors of society, as identified by LGUs in coordination
with the DSWD.

She said the additional assistance for the Pantawid Pamilyang Pilipino Program (4Ps) members
are under the care of the DSWD.

Of the 294,000 4Ps member households in the region, 246,000 have already received the P4,650
top up amount to their monthly aid of P1,350 through their cash cards.

"Ongoing pa pod ni. Kaning mga 4Ps (members) nga wala pa kadawat kay replacement sila. Kadto
ning mga 4Ps nga nasulod sa program pero wala nila ma-claim ang ilang cash cards kay naabtan
sa Covid-19. Therefore, they will have to go to the bank for over the counter withdrawal," she said.
