Sri Lanka as a developing country has great impact from the construction industry towards the

development of socioeconomic growth.

Development of socioeconomic growth of country has greatly impacted by the local construction
Industry. Compared to private sector investments in construction such as apartments, luxury hotels,
shopping complex etc. public sector investments such as development of infrastructures plays major
role in socioeconomic development of the country. Initiating essential developments for the country at
the right moment and complete those developments within the given time, quality and cost is vital for
any nation. Providing public to enjoy the benefits of those developments as soon as possible is one of
the foremost advantages of above and it has been required to do so, since public money has been
utilized on those projects.

Timely completion of a project as per given criteria is mostly depend on the contractors hands and
contractor is selected by evaluating the bids obtained through a process called “Bidding Process”. To
select a responsible contractor, the level of responsiveness of submitted bids shall be high. But the
problem is whether Sri Lankan public procurement system does have a mechanism to obtain a
responsive bids to select a responsible contractor.

Developed countries in the world does have specific mechanisms to enhance the effectiveness of their
public procurement system to obtain a responsive bids to select a responsible contractor. Enhancing
the legal framework for public procurement, using different market approaches, practicing alternative
awarding criteria such as Most Economical Advantageous Tender (MEAT) instead of Lowest Bid price
criteria, Introducing innovative awarding methods, negotiation, adopting technology enhancements etc.
are some of advance steps taken by the developed countries to enhance the responsiveness of receiving
bids. This study is discussing how these advance steps can be utilized within the Sri Lankan public
procurement system. Further research framework was built to collect ideas through semi structured
interviews from the participants. Finally outcome of this research were recommended to implement
within the Sri Lankan public procurement system.

above mentioned methods were categorized according their applicability in

that research framework has been introduced by using those advance methods which were identified
during the litreture synthesis.

different scenarios when representing the cost information.
