The Complete Prevention Plan outlines actions that need to be taken to prevent new
aquatic invasive species from entering and becoming established in the Lake Superior
ecosystem. Key actions for the U.S. and Canada include:
• develop binational, federal uniform ballast water treatment standards for both oceango-

• accelerate the development, testing and implementation of effective ballast treatment
systems
• adopt best management practices for the Sault locks that require closing the upper and
lower gates when not in use
• put in place practical and educational efforts to address the problem of bait fish and
transfer of aquatic invasives into Superior and inland lakes within the Superior water-
shed.
