Subject: Proposal for Implementation of revised standard IS 651: 2007 for Glazed
Stoneware Pipes and Revised STI.

IS 651:1992 has been revised as IS 651:2007 . Following modifications have been


made in this revision :

1) Clause 5.3 has been deleted since change in color is not relevant as it does not
effect quality of pipes.
2) Pipes of diameter upto 800 mm have been included . provisions of supply of pipes
in longer lengths has also been made .Tolerances on internal diameters ,length and
straightness have been modified ,keeping in view the current manufacturing
practices.
3) Pipes have been classified into three classes based on their crushing strength.
Additional sizes of the pipes have been introduced in terms of diameter.
4) Provisions have been made for joints by using rubber seal,as agreed between the
manufacturer and the buyer.

Consequent upon revision of IS 651:1992 to IS 651:2007 it has been decided to revise the
Scheme of Test and Inspection as per draft enclosed. We intend to implement revised
Standard IS 651:2007 and revised draft STI w.e.f 01/03/2008 . ROs /BOs Operating the
licences as per IS 651 are requested to send comments if any on revised Draft STI and
date of implementation for revised Standard.
Comments (if any) w.r.t Draft STI may please send to CMD III within 15 days
i.e latest by 30th Dec 2007.

SCHEME OF TESTING AND INSPECTION
FOR CERTIFICATION OF
GLAZED STONEWARE PIPES AND FITTINGS
ACCORDING TO IS 651:2007
(Sixth Revision)

1. LABORATORY – A laboratory shall be maintained which shall be suitably


equipped and staffed where different tests given in the specification shall be carried out in
accordance with the methods given in the specification.

2. TEST RECORDS - All records of tests, inspection and calibration shall be kept
in suitable forms approved by the Bureau.

2.1 All testing apparatus/measuring instruments shall be periodically checked and


calibrated and records of such checks/calibration shall be maintained.

2.2 Copies of any records and other connected papers that may be required by the
Bureau shall be made available at any time on request.

3. QUALITY CONTROL – It is recommended that, as far as possible, Statistical


Quality Control (SQC) methods may be used for controlling the quality of the product
during production as envisaged in this Scheme [See IS 397(Part I):1972, to IS 397(Part
4):2003].

3.1 In addition, effort should be made to gradually introduce a Quality Management


System in accordance with IS/ISO 9001.

4. STANDARD MARK – The Standard Mark, as given in Column (1) of


the First Schedule of the licence, shall be stenciled on each finished pipe and fitting or a
transfix label bearing the mark shall be applied to each finished pipe and fitting provided
that each pipe and fitting to which the mark, thus applied, conforms to all the
requirements of the specification.

4.1 MARKING - In addition each pipe and fitting shall be legibly impressed upon
it before firing with the following :

a) Name of the manufacturer or trade mark, if any.


b) Size (Int.Dia); and
c) Class of Pipe;
d) Control unit number to trace back date of manufacturing and test records.
e) Licence No…(CM/L….No….)

5. LEVELS OF CONTROL - The tests, as indicated in Table 1 attached and at the


levels of control specified therein, shall be carried out on the whole production of the
factory which is covered by this scheme and appropriate records and charts maintained in
accordance with paragraph 2.0 above. All the production which conforms to the Indian
Standard and covered by the licence shall be marked with certification mark of the
Bureau.
5.1 CONTROL UNIT - For the purpose of this scheme, 500 pipes/fittings or part
thereof the same type, size from one chamber load, shall constitute one control unit.

5.2 On the basis of tests and inspection, decision regarding conformity or otherwise
of the control unit to a given requirement shall be made.

5.2.1 All pipes/fitting shall be checked for General Quality (cl.5) & Glazing (cl.6) and
those not conforming to the requirements be rejected & segregated. In case, pipes/fittings
with belemishes as per cl.5.2 is being considered all such pipes shall be checked for Hyd.
Test separately.

5.2.2 HYDRAULIC TEST - All the sample pipes subjected to hydraulic test shall be
found satisfactory otherwise the control unit be rejected or each pipe/fitting be checked *
only those found conforming be considered as passing for purpose of Standard Mark.

5.2.3 ABSORPTION TEST - The mean and the range (difference between the highest
and the lowest value) of the test results obtained shall be calculated and (mean 0.6 range)
shall be less than or equal to the maximum limit specified in cl. 7.3 of specification. In
case of failure the control unit shall be considered unfit for application of Standard Mark.

5.2.4 Acid Resistance Test, Test for Alkali Resistance and Crushing Strength Test -
The samples from each control unit shall satisfy the requirements of the tests. If there is
any failure, the entire control unit shall be considered unfit for the application of Standard
Mark.

5.2.5 GAUGING – Pipes/fittings shall be gauged to ensure conformity with the


dimensions given in Cl.10, 11, 12, 13, 14,15, 17, 18, & 19 of the specification.

In respect of all other clauses of the specification the factory will maintain
appropriate control and checks to ensure that their product conforms to the various
requirements of this specification.

6. REJECTIONS – A separate record shall be maintained giving information


relating to the rejection of the production not conforming to the requirements of the
specification and the method of its disposal. Such material shall in no circumstances be
stored together with that conforming to the specification.

7 SAMPLES – The licensee shall supply, free of charge, the samples required in
accordance with the Bureau of Indian Standards (Certification) Regulations, 1988, as
subsequently amended, from the factory or godowns. The Bureau shall pay for the
samples taken by it from the open market.

8. REPLACEMENT – Whenever a complaint is received soon after the goods with


Standard Marks have been purchased and used, and if there is adequate evidence that the
goods have not been misused, defective goods or their components are replaced or
repaired free of cost by the licensee in case the complaint is proved to be genuine and the
warranty period (where applicable) has not expired. The final authority to judge the
conformity of the product to the Indian Standard shall be with the Bureau. The firm shall
have own complaint investigation system as per IS/ISO 10002.
8.1 In the event of any damages caused by the goods bearing the Standard Mark, or
claim being filed by the consumers against BIS Standard Mark and not “conforming to”
the relevant Indian Standard, entire liability arising out of such non conforming product
shall be of licensee and BIS shall not in any way be responsible in such cases.

9 STOP MARKING – The marking of the product shall be stopped under


intimation to the Bureau if, at any time, there is some difficulty in maintaining the
conformity of their product to the specification, or the testing equipment goes out of
order. The marking may be resumed as soon as the defects are removed under intimation
to Bureau.

9.1e marking of the product shall be stopped immediately if directed to do so by Bureau


for any reason. The marking may then be resumed only after permission by the Bureau.
The information regarding resumption of markings shall also be sent to the Bureau.

10 RODUCTION DATA – The licensee shall send to BIS as per the enclosed
proforma-1 to be authenticated by a Chartered Accountant a statement of quantity
produced, marked and exported by him and the trade value thereof at the end of each
operative year of the licence.

NOTE : Samples of pipe/fittings required for tests against 7.3 to 7.6 shall be selected
from those pipes already examined for dimensions and found satisfactory.
