CHAPTER I. COMMITMENT – CONSTITUTION OF DOCOMOMO
The Constitution of DOCOMOMO INTERNATIONAL was accepted by the members of the Angolan
Branch
We aim to create the future DOCOMOMO ANGOLA Committee that represents only national and not
regional interests.
We intend to also integrate current members of the Action Core as future members of DOCOMOMO
INTERNATIONAL, thereby creating the groundwork necessary to appoint a representative to the
Council of DOCOMOMO INTERNATIONAL.

CHAPTER II: WORK SCHEDULE
2.1 OBJECTIVES
It was agreed that the first year of work of will be devoted to organization, laying down the structures,
communication among members as well as exchange of information for better recording. Hence, the
planned activities would mostly be carried out in Luanda.
DOCOMOMO Angola intends to conduct extensive research leading to the compilation of a portfolio in
which all modern buildings of major relevance in Luanda, and at a later stage across the country, will be
catalogued. Surveys of the various types, whether of equipment or housing will be conducted, followed
by the identification of the architects, as well as the establishment of strategies for its inventory,
cataloguing, etc. The survey will be based on the five fields of predefined architectural, urban and
property research analysis. This process will enjoy the cooperation of institutions such as the INPC –
National Institute of Cultural Heritage Cultural and Higher Education Institutions
Registration
Develop new criteria to record and take stock of modern architecture countrywide. Organize and adapt
these criteria to the internationally recognized standards set forth by the registration rules of
DOCOMOMO international. To establish a database or research centre and local modern architecture
archive, where all modern buildings of major relevance in Luanda, and later across the country at a later
stage, will be registered. The registration will serve as a guide for more in-depth studies on the nature of
modern architecture in Angola and an added-value to educational institutions, historians, architecture
lovers, etc. With this register, DOCOMOMO ANGOLA intends to put in place a national consolidated
database. Such database is to be systematized by the International Scientific Committee as per the
recognised and established registration rules of DOCOMOMO international. This process shall enjoy the

cooperation of institutions such as the National Institute of Cultural Heritage (INPC) and institutes of
higher education.

Promotion
Implement programmes of action and disseminate them extensively, arrange activities of interest to
practitioners and to the wider public and engage in education and sensitization programmes targeted to
communities and the authorities. For this purpose, DOCOMOMO ANGOLA will partner with
programmes to foster cultural tourism and the media.

2.2 ACTIONS
Compile the bibliography of publications as well as that of unpublished works and of all the existing
information possible in order to organize an information and consultation centre.
Arrange public visits to buildings and sites and academic programs associated with the Modern
Movement.
Support the dissemination of news and information on topics of conservation and encourage the
constant presence of the future DOCOMOMO Angola in the domestic and specialized media.
Organize public lectures on the buildings and sites, if possible in the actual sites subject to
consideration.
Organise and manage the publishing of books on modern architecture and the city.
Encourage and support initiatives and protection campaigns in order to protect the Angolan heritage of
the modern movement.

the Universidade Lusiada de Angola.
Director with the centre for studies and scientific research of architecture.

CHAPTER IV. SHOWCASING MODERN ARCHITECTURE IN ANGOLA
The primary reason for the establishment of a DOCOMOMO Committee in Angola is the urgent need of
preserving of a truly remarkable architectural park, which is that of modern architecture.
With its emergence marked by the post-war phase with the establishment of the Office of Colonial
Urbanization - GUC, the landscape of major urban centres in Angola was, throughout the 20th century,
characterized mainly by modern architecture. This condition is owed to two important social facts. The
first has to do with the destruction of the aesthetic language of buildings from the period of slavery
whereas the second has to do with the post-independence paralysis that ended the 20th century with
not much of construction in the market. Some available data suggests that less than 5% of the
architectural park was built countrywide.
It is in this condition that we reached the 21st century with a rundown heritage, functionally brought to
extreme owing to human impact but still intact from the point of view of its existence. At the present
social and economic stage the country is undergoing, the phenomenon of "National Reconstruction" has
put the entire 20th century architectural heritage at risk. The most flagrant cases have involved the
large-scale transformation of buildings and, in some particular cases, their destruction.
However, this heritage scattered across the country is still unknown both for the common man and
scholars, and the starkest examples are the cities of Luanda, Lobito, Huambo and Namibe. For the
common man because the culture of knowledge of architecture is not there and for scholars because
one should step-up research dedicated to this field.
From the heritage point of view, "no work of modernism in Luanda is classified as a world heritage”.
While buildings of this period that are true masterpieces of architecture of the 20th century exist in
Luanda, which are testimony of the end of the colonial era, their quality and historical importance
entitles them, with no doubt, the condition of subject of study. (...)
The change of modern buildings into heritage arises out of the need to preserve the 20th century
heritage as living memory.

This heritage is not to be perceived unilaterally as a reminiscent charm of Portuguese nationalism
because it isn't! Doing it will require a broad approach towards buildings that should prevail over the
different interpretations of the past urban history. Whether due to the fact that these buildings have
allowed different uses as a result of growth of cities, or for their current use within the urban network, it
is difficult to address the issue in all its complexity if we opt for a nostalgic look that values the object in
a relative way as opposed to its absolute value as architectural or urban work. This process should be
perceived as a certification of excellence of the architectural and urban work itself. Preserving the
modern monument is to keep alive the aesthetic experience of the city, such as generator and agent of
urban beauty.
Although the city has recently lost the Kinaxixi market, the largest and most significant symbol of the
city’s modernism and hence the country’s, there still remains a set of representative buildings and
worthy of being paired with the world's largest examples.
"Therefore, we have to face it and understand that Angola has, over the centuries, absorbed cultural
elements from peoples from inside and outside the continent, that configure its current profile of a
sovereign and independent nation. Denying or concealing this reality, which places us in a unique
position in the context of Africa, would be to deny or deprive ourselves of essential elements to the
definition of our identity. "
Assuming that the modernist work has to be seen above all as a national heritage, as an aesthetic
phenomenon of identification of urban space of the 20th century, there is no way not to recognize in it a
masterful example of architectural artistic creation in our country.
While examples of modern architecture are found scattered across the country, the cities whose
streetscape is clearly influenced by the aesthetic language of international style are those of Benguela,
Huambo, Luanda, Lobito, Namibe and Malange.
From the urban layout to the architectural work, from its road structure to the planning and articulation of
the occupation areas, in these cities can be read the principles of organization of public and private
spaces as well as the dynamic formal relations of the units in housing buildings the plastic role that
equipment plays in the city.

As for the equipment, examples include the social, economic and cultural categories, whereas in the
area of administrative equipment, buildings were mostly prone to the more traditionalist values of the
new state. Remarkable examples are scattered throughout the whole country. The school buildings,
markets, churches, cinemas, among so many other functional typologies, have taken up the key role in
definition of the quality of life of cities as well as their plastic features. The major and prime symbol
begins exactly with the two-storey building, the famous Mercado do Kinaxixi, a masterpiece of the
architect Vasco Vieira da Costa as well as an archetype of the architectural design of the modern
movement in Angola.
"In the housing stock, innovations feature the image of the new neighbourhoods with collective housing
terraced or vertical. The concept of Corbusian functions can be confirmed in most apartment buildings.
"The end product is visible in common traits of the majority of constructions at the time, such as: outdoor
public or private covered galleries in apartment buildings, the introduction of the innovative inverted roof
in single housing units, the longitudinal aperture as a protective element of the transition spaces such as
the balconies or protected galleries, creating, thereby, creative proposals of grilles and shutters for
ingenious solutions of natural ventilation and shading and will, volumetric compositions that create a
more dynamic free space, new materials, renewing the concept of housing functionality. The originally
functional pottery becomes a decorative element along with the pace of full and empty of the structure
and the blade as functional piece of access and definition of the semipublic space. "

FRANCISCO CASTRO RODRIGUES (1920)
Born in 1920 in Lisbon, Portugal. Took up angolan citizenship in 1975.
Attended primary and secondary education in Lisbon. Completed the degree in architecture at the
Escola Nacional de Belas Artes de Lisboa.
Jobs: Lobito: master plan (1975), high school (1966), Cinema Flamingo (1963), Municipal market,
among others. In Sumbe: the Cathedral (with ceramic panel of the sculptor Clotilde Fava and tapestry
by the painter Clotilde Durdil) (1966), the Town Hall; High school (1971-72); Palace of Justice and
others.

JOSÉ FARIA DEODORO TROUFA REAL (1941)
Born in Lwena in the Province of Moxico, Angola in 1941.
Attended primary and secondary education in Luanda. Completed the degree in architecture at the
Escola Nacional de Belas Artes de Lisboa in 1967 and his doctorate at the Universidade Técnica de
Lisboa in 1986.
Work: Building of the Banco Pinto & Sotto at the Maianga square, the building of the Palacio da Justiça
which was changed recently.
