1.1 Quy ½Ùnh chung

1.1.1 Ph−m vi Ÿp dòng


Quy ph−m vË hÎ thâng l·u lŸi (sau ½µy, gài t°t l¡ "Quy ph−m") ½õìc Ÿp dòng ½Ì bâ trÏ l·u lŸi v¡ mái trõéng
l¡m viÎc trong l·u lŸi, cŸc trang bÙ h¡ng h¨i v¡ cŸc hÎ thâng phÝng n−n (sau ½µy, gài t°t l¡ "hÎ thâng l·u lŸi")
cða cŸc t¡u mang c¶p cða ‡¯ng kiÌm ViÎt Nam (sau ½µy, gài t°t l¡ "‡¯ng kiÌm").

1.1.2 Thay thÆ tõçng ½õçng


HÎ thâng l·u lŸi kháng ho¡n to¡n tho¨ m¬n nhùng yÅu c·u nÅu trong Quy ph−m n¡y cÜ thÌ ½õìc ch¶p thuºn
nÆu ½õìc ‡¯ng kiÌm cáng nhºn l¡ tõçng ½õçng vèi cŸc yÅu c·u nÅu trong Quy ph−m.

1.1.3 Søa ½äi cŸc yÅu c·u


‡¯ng kiÌm cÜ thÌ bä sung søa ½äi mæt sâ ph·n cða nhùng yÅu c·u nÅu trong Quy ph−m n¡y cÜ x¾t ½Æn cŸc yÅu
c·u Quâc gia cða nõèc m¡ t¡u mang cé, kiÌu t¡u v¡ vïng ho−t ½æng m¡ t¡u dú kiÆn.

1.1.4 HÎ thâng l·u lŸi cÜ ½´c ½iÌm thiÆt kÆ mèi


‡âi vèi hÎ thâng l·u lŸi cÜ ½´c ½iÌm thiÆt kÆ mèi, ‡¯ng kiÌm cÜ thÌ Ÿp dòng nhùng yÅu c·u cða Quy ph−m
n¡y ½Æn möc ½æ cÜ thÌ Ÿp dòng ½õìc v¡ nhùng yÅu c·u khŸc nÆu ‡¯ng kiÌm x¾t th¶y phï hìp.

1.1.5 ‡Ùnh nghØa


T¡u mang kû hiÎu BRS, t¡u mang kû hiÎu BRS1 v¡ t¡u mang kû hiÎu BRS1Atrong Quy ph−m n¡y ½õìc ½Ùnh
nghØa nhõ sau:
(1) T¡u mang kû hiÎu BRS l¡ t¡u cÜ bâ trÏ, mái trõéng l¡m viÎc trong l·u lŸi v¡ cŸc thiÆt bÙ h¡ng h¨i cða t¡u
tho¨ m¬n nhùng yÅu c·u cða Chõçng 3 v¡ Chõçng 4 cða Qui ph−m n¡y.
(2) T¡u mang kû hiÎu BRS1 l¡ t¡u BRS cÜ hÎ thâng phÝng n−n tho¨ m¬n nhùng yÅu c·u cða Chõçng 5 cða
Qui ph−m n¡y.
(3) T¡u mang kû hiÎu BRS1A l¡ t¡u cÜ mái trõéng l¡m viÎc trong l·u lŸi, cŸc trang thiÆt bÙ h¡ng h¨i, hÎ thâng
phÝng n−n v¡ hÎ thâng trì giîp h¡ng h¨i thÞa m¬n nhùng yÅu c·u cða Chõçng 3 ½Æn Chõçng 6.

1.1.6 Kû hiÎu
1 Kû hiÎu “BRS“ ½õìc quy ½Ùnh trong sä ½¯ng kû cho hÎ thâng l·u lŸi cða t¡u mang kû hiÎu BRS.
2 Kû hiÎu “BRS1” ½õìc quy ½Ùnh trong sä ½¯ng kû cho hÎ thâng l·u lŸi cða t¡u mang kû hiÎu BRS1.
3 Kû hiÎu “BRS1A” ½õìc qui ½Ùnh trong sä ½¯ng kû cho hÎ thâng l·u lŸi cða t¡u mang kû hiÎu BRS1A.

1.1.7 Thuºt ngù


CŸc thuºt ngù sø dòng trong Quy ph−m n¡y ½õìc ½Ùnh nghØa nhõ sau :
(1) “Trì lû h¡ng h¨i” l¡ thðy thð b¶t kü, tháng thõéng l¡ sþ quan ½õìc thuyËn trõêng bä nhiÎm ½Ì gÏup viÎc
trÅn l·u lŸi.
(2) “L·u lŸi” l¡ khu vúc m¡ t÷ ½Ü cŸc cáng viÎc ½iËu khiÌn v¡ kiÌm soŸt t¡u ½õìc thúc hiÎn, bao gãm buãng
lŸi v¡ hai cŸnh g¡ l·u lŸi.
(3) “CŸnh g¡ l·u lŸi” l¡ cŸc ph·n cða l·u lŸi ê hai bÅn cða buãng lŸi ½õìc mê ræng vË hai bÅn m−n t¡u.
(4) “VÙ trÏ ½iËu khiÌn” l¡ vÙ trÏ ê trÅn l·u lŸi cÜ kh¨ n¯ng bao quŸt cáng viÎc ch× huy, ½õìc cŸc ngõéi lŸi t¡u
sø dòng khi ch× huy, ½iËu ½æng v¡ kiÌm soŸt t¡u.
(5) “VÙ trÏ ½iËu khiÌn chÏnh” l¡ vÙ trÏ ½iËu khiÌn d¡nh riÅng cho ngõéi lŸi t¡u.
(6) “Ph−m vi quan sŸt” l¡ ½æ lèn cða gÜc nhÖn m¡ t÷ mæt vÙ trÏ ê trÅn l·u lŸi cÜ thÌ quan sŸt ½õìc.
(7) “Ngõéi lŸi t¡u” l¡ ngõéi ½iËu khiÌn, thao tŸc cŸc thiÆt bÙ trong l·u lŸi v¡ ½iËu khiÌn t¡u.
(8) “Buãng lŸi” l¡ mæt khu vúc kÏn cða l·u lŸi.
(9) “VÙ trÏ l¡m viÎc” l¡ vÙ trÏ m¡ t−i ½Ü mæt hay nhiËu thao tŸc ½´c biÎt ½õìc thúc hiÎn.
(10) “VÙ trÏ l¡m viÎc trung tµm cða l·u lŸi” l¡ mæt vÙ trÏ m¡ t−i ½Ü trang thiÆt bÙ h¡ng h¨i c·n thiÆt cho cáng
viÎc ½iËu ½æng v¡ tŸc nghiÎp ½õìc bâ trÏ tºp trung, bao gãm c¨ vÙ trÏ ½iËu khiÌn chÏnh.
(11) “Vïng biÌn khçi” l¡ vïng biÌn m¡ ê ½Ü kháng h−n chÆ sú tú do ho−t ½æng cða t¡u theo mài hõèng ½−t
½õìc kho¨ng cŸch tõçng ½õçng Ït nh¶t vèi kho¨ng cŸch t¡u ch−y ½õìc 30 phît vèi tâc ½æ h¡nh trÖnh.

Chõçng 2 KiÌm tra hÎ thâng l·u lŸi

2.1 Quy ½Ùnh chung

2.1.1 CŸc lo−i kiÌm tra


HÎ thâng l·u lŸi l¡ ½âi tõìng ph¨i Ÿp dòng cŸc lo−i kiÌm tra sau ½µy :
(1) KiÌm tra l·n ½·u hÎ thâng l·u lŸi (sau ½µy, gài t°t l¡ " KiÌm tra l·n ½·u").
(2) KiÌm tra chu kü hÎ thâng l·u lŸi (sau ½µy, gài t°t l¡ "KiÌm tra chu kü"), bao gãm :
(a) KiÌm tra ½Ùnh kü ;
(b) KiÌm tra h¡ng n¯m ;
(c) KiÌm tra b¶t thõéng.

2.1.2 Théi h−n kiÌm tra l·n ½·u v¡ kiÌm tra chu kü
1 KiÌm tra l·n ½·u ½õìc tiÆn h¡nh v¡o théi ½iÌm ‡¯ng kiÌm nhºn ½õìc ½çn yÅu c·u xin kiÌm tra l·n ½·u.
2 KiÌm tra chu kü ½õìc thúc hiÎn theo cŸc chu kü sau ½µy :
(1) KiÌm tra ½Ùnh kü ½õìc thúc hiÎn trong théi h−n 5 n¯m tÏnh t÷ ng¡y ho¡n th¡nh l·n kiÌm tra l·n ½·u ho´c
cða l·n kiÌm tra ½Ùnh kü trõèc ½Ü. KiÌm tra ½Ùnh kü cÜ thÌ ½õìc tiÆn h¡nh trong l·n kiÌm tra h¡ng n¯m l·n
thö 4 kÌ t÷ khi kiÌm tra l·n ½·u ho´c kiÌm tra ½Ùnh kü trõèc ½Ü.
(2) KiÌm tra h¡ng n¯m ½õìc tiÆn h¡nh h¡ng n¯m trong théi h−n 3 thŸng trõèc ho´c sau ng¡y hÆt h−n kiÌm tra
h¡ng n¯m l·n trõèc ho´c kiÌm tra l·n ½·u ho´c kiÌm tra ½Ùnh kü trõèc ½Ü.
(3) Ngo¡i cŸc ½iÌm (1) v¡ (2) nÅu trÅn, kiÌm tra b¶t thõéng ½õìc thúc hiÎn ½æc lºp vèi kiÌm tra ½Ùnh kü v¡
kiÌm tra h¡ng n¯m khi :
(a) CŸc bæ phºn chÏnh cða cŸc hÎ thâng bÙ hõ hÞng, ½õìc søa chùa ho´c thay mèi,
(b) HÎ thâng ½õìc søa chùa ho´c thay ½äi, ho´c
(c) ‡¯ng kiÌm x¾t th¶y ½iËu ½Ü l¡ c·n thiÆt.

2.1.3 KiÌm tra ½Ùnh kü v¡ kiÌm tra h¡ng n¯m trõèc théi h−n
1 KiÌm tra trõèc théi h−n
CŸc yÅu c·u vË kiÌm tra ½Ùnh kü v¡ h¡ng n¯m trõèc théi h−n ph¨i phï hìp vèi cŸc qui ½Ùnh nÅu ê 1.1.4 cða
TCVN 6259-1B: 2003 Qui ½Ùnh chung vË phµn c¶p.
2 Ho¬n kiÌm tra ½Ùnh kü
CŸc yÅu c·u vË ho¬n kiÌm tra ½Ùnh kü ph¨i phï hìp vèi cŸc qui ½Ùnh nÅu ê 1.1.5(1) ho´c 1.1.5(2) cða TCVN
6259-1B: 2003 Qui ½Ùnh chung vË phµn c¶p

2.1.4 Chu¸n bÙ kiÌm tra


1 T¶t c¨ cŸc cáng viÎc chu¸n bÙ c·n thiÆt cho ½ìt kiÌm tra ph¨i do chð t¡u ho´c ngõéi ½−i diÎn hìp phŸp cho chð
t¡u thúc hiÎn. Cáng viÎc chu¸n bÙ ph¨i ½−t tèi ½æ an to¡n, dÍ d¡ng khi tiÆp cºn, v¡ cŸc ½iËu kiÎn c·n thiÆt khŸc
½Ì kiÌm tra. CŸc thiÆt bÙ kiÌm tra, ½o lõéng, kiÌm ½Ùnh m¡ ‡¯ng kiÌm viÅn dúa v¡o ½Ü ½Ì ½Ÿnh giŸ ph¨i cÜ
chöng ch× v¡ ½õìc hiÎu ch×nh theo tiÅu chu¸n ½õìc ‡¯ng kiÌm ch¶p thuºn. Tuy nhiÅn, ½¯ng kiÌm viÅn cÜ thÌ
ch¶p thuºn nhùng dòng cò ½o lõéng ½çn gi¨n ( vÏ dò nhõ thõèc, b¨ng, thõèc kÂp,...) kháng cÜ chöng ch× ho´c
gi¶y xŸc nhºn hiÎu ch×nh, vèi ½iËu kiÎn cŸc dòng cò n¡y ½õìc chÆ t−o phï hìp vèi tiÅu chu¸n thõçng m−i,
½õìc b¨o qu¨n thÏch hìp v¡ thõéng xuyÅn so chu¸n vèi cŸc dòng cò tõçng ½õçng khŸc. ‡¯ng kiÌm viÅn cñng
cÜ thÌ ch¶p nhºn nhùng thiÆt bÙ ½¬ ½õìc l°p ½´t trÅn t¡u v¡ dïng ½Ì kiÌm tra cŸc thiÆt bÙ khŸc trÅn t¡u( vÏ dò
nhõ thiÆt bÙ ½o Ÿp lúc, nhÅtÙ ½æ kÆ, thiÆt bÙ ½o vÝng quay,...) trÅn cç sê chîng ½õìc hiÎu ch×nh ho´c so sŸnh vèi
cŸc thiÆt bÙ ½o lõéng ½a chöc n¯ng khŸc.

2 Chð t¡u ho´c ½−i diÎn chð t¡u ph¨i bâ trÏ mæt giŸm sŸt viÅn n°m vùng cŸc h−ng mòc kiÌm tra ½Ì chu¸n bÙ tât
cáng viÎc chu¸n bÙ phòc vò kiÌm tra v¡ giîp ½ë ‡¯ng kiÌm viÅn khi cÜ yÅu c·u trong suât quŸ trÖnh kiÌm tra.
3 Cáng viÎc kiÌm tra cÜ thÌ bÙ ½Önh ch× nÆu nhõ cáng viÎc chu¸n bÙ kiÌm tra chõa ho¡n t¶t, ho´c v°ng m´t nhùng
ngõéi cÜ tŸch nhiÎm tham gia v¡o ½ìt kiÌm tra, ho´c ‡¯ng kiÌm viÅn nhºn th¶y kháng ½¨m b¨o an to¡n ½Ì
tiÆn h¡nh cáng viÎc kiÌm tra

2.1.5 KhuyÆn nghÙ


TrÅn cç sê kÆt qu¨ kiÌm tra, ‡¯ng kiÌm viÅn sÁ ½õa ra cŸc khuyÆn nghÙ vèi chð t¡u ho´c ngõéi ½−i diÎn cða
chð t¡u vË cŸc h−ng mòc c·n ph¨i søa chùa. Sau khi cÜ tháng bŸo, ph¨i tiÆn h¡nh cáng viÎc søa chùa thÞa m¬n
cŸc yÅu c·u cða ‡¯ng kiÌm viÅn.

2.2 KiÌm tra l·n ½·u

2.2.1 B¨n vÁ v¡ hã sç kþ thuºt


1 ‡âi vèi hÎ thâng l·u lŸi cða t¡u mang kû hiÎu BRS, ph¨i trÖnh ‡¯ng kiÌm x¾t duyÎt 3 bæ hã sç kþ thuºt sau
½µy :
(1) B¨n vÁ bâ trÏ chung (ch× rß vÙ trÏ ½iËu khiÌn chÏnh, cŸc vÙ trÏ ½iËu khiÌn khŸc, vÙ trÏ cŸc cáng xon v¡ b¨ng
½iËu khiÌn v¡ lâi ½i) ;
(2) CŸc tháng sâ v¡ tÏnh n¯ng cða thiÆt bÙ h¡ng h¨i nÅu ê 4.2.2 ;
(3) Sç ½ã nâi dµy ½iÎn ½âi vèi cŸc thiÆt bÙ h¡ng h¨i nÅu ê 4.2 ;
(4) Chõçng trÖnh thø t−i bÆn v¡ thø ½õéng d¡i bao gãm c¨ cŸc phõçng phŸp thø v¡ ½iËu kiÎn thø ;
(5) CŸc hã sç kþ thuºt khŸc m¡ ‡¯ng kiÌm x¾t th¶y c·n thiÆt.
2 ‡âi vèi hÎ thâng l·u lŸi cða t¡u BRS1, ph¨i trÖnh ‡¯ng kiÌm x¾t duyÎt 3 bæ hã sç kþ thuºt sau ½µy :
(1) CŸc hã sç kþ thuºt nÅu ê 2.2.1 ;
(2) CŸc tháng sâ v¡ tÏnh n¯ng cða hÎ thâng phÝng n−n qui ½Ùnh ê 5.2;
(3) Sç ½ã nâi dµy cða hÎ thâng phÝng n−n.
3 ‡âi vèi hÎ thâng l·u lŸi cða t¡u mang kû hiÎu BRS1A, ph¨i trÖnh ‡¯ng kiÌm x¾t duyÎt 3 bæ hã sç kþ thuºt
sau ½µy :
(1) CŸc hã sç kþ thuºt nÅu ê -2 ;
(2) CŸc tháng sâ v¡ tÏnh n¯ng cða hÎ thâng trì giîp h¡ng h¨i qui ½Ùnh ê 6.2 ;
(3) Sç ½ã nâi dµy ½iÎn cða hÎ thâng trì giîp h¡ng h¨i qui ½Ùnh ê 6.2 ;
(4) Bâ trÏ chi tiÆt cða vÙ trÏ l¡m viÎc trung tµm l·u lŸi qui ½Ùnh ê 6.1.3 (kÏch thõèc cða tr−m ½iËu khiÌn, bâ trÏ
cŸc t¶m, v.v... ph¨i ½õìc ch× ra).

2.2.2 KiÌm tra trÅn xõêng


CŸc thiÆt bÙ nÅu t÷ (1) ½Æn (10) dõèi ½µy ph¨i ½õìc ‡¯ng kiÌm ch¶p thuºn. Tuy vºy, nÆu ½õìc sú ½ãng û cða
‡¯ng kiÌm, cŸc thiÆt bÙ ½¬ ½õìc ChÏnh phð cða quâc gia m¡ t¡u mang cé , cŸc quâc gia l¡ th¡nh viÅn cða Cáng
õèc quâc tÆ vË An to¡n sinh m−ng con ngõéi trÅn biÌn ho´c cŸc Tä chöc ½õìc cŸc chÏnh phð nÅu trÅn ðy quyËn
ch¶p thuºn cÜ thÌ kháng ph¨i kiÌm tra theo cŸc yÅu c·u ½¬ nÅu trÅn.
(1) ‡ã gi¨i ra ½a tú ½æng (ARPA) ;
(2) HÎ thâng ½Ùnh vÙ ½iÎn tø ;
(3) Ra ½a ;

(4) HÎ thâng la b¡n con quay ;


(5) HÎ thâng lŸi tú ½æng ;
(6) HÎ thâng ½o tâc ½æ ;
(7) HÎ thâng ½o sµu ;
(8) HÎ thâng thu nhºn tháng tin an to¡n h¡ng h¨i ;
(9) Tr−m vá tuyÆn ½iÎn tho−i VHF ;
(10)CŸc thiÆt bÙ khŸc m¡ ‡¯ng kiÌm x¾t th¶y c·n thiÆt.

2.2.3 KiÌm tra sau khi l°p ½´t trÅn t¡u


CŸch bâ trÏ, mái trõéng l¡m viÎc trong l·u lŸi, trang bÙ h¡ng h¨i v¡ hÎ thâng phÝng n−n, sau khi l°p ½´t trÅn
t¡u, ph¨i ½õìc kiÌm tra phï hìp vèi quy trÖnh thø t−i bÆn ½¬ ½õìc ‡¯ng kiÌm ch¶p thuºn ½Ì xŸc nhºn r±ng
chîng ½õìc kÆt c¶u, l°p ½´t v¡ ho−t ½æng ½îng chöc n¯ng ê cŸc ½iËu kiÎn l¡m viÎc. Mæt ph·n cáng viÎc thø cÜ
thÌ ½õìc thúc hiÎn khi thø ½õéng d¡i.

2.2.4 Thø ½õéng d¡i


CŸch bâ trÏ, mái trõéng l¡m viÎc trong l·u lŸi, trang bÙ h¡ng h¨i v¡ hÎ thâng phÝng n−n ph¨i ½õìc kiÌm tra
theo quy trÖnh thø ½õéng d¡i ½¬ ½õìc ‡¯ng kiÌm ch¶p thuºn nh±m xŸc nhºn r±ng chîng ½õìc ½Üng, l°p ½´t v¡
ho−t ½æng ½îng chöc n¯ng.

2.3 KiÌm tra chu kü

2.3.1 KiÌm tra ½Ùnh kü


1 Trong måi l·n kiÌm tra ½Ùnh kü ½âi vèi hÎ thâng l·u lŸi cða t¡u mang kû hiÎu BRS, cŸc cáng viÎc thø v¡ kiÌm
tra sau ½µy ph¨i ½õìc thúc hiÎn :
(1) KiÌm tra täng thÌ cŸc hÎ thâng ;
(2) Thø chöc n¯ng cŸc thiÆt bÙ h¡ng h¨i nÅu ê 4.2.2 (1) ½Æn (5), (7) ½Æn (11) v¡ (13) ½Æn (16) ;
(3) KiÌm tra kh¨ n¯ng l¡m viÎc cða cŸc thiÆt bÙ h¡ng h¨i sau khi ng°t nguãn 45 giµy ;
2 Trong måi l·n kiÌm tra ½Ùnh kü ½âi vèi cŸc hÎ thâng l·u lŸi cða t¡u mang kû hiÎu BRS1, cŸc cáng viÎc thø v¡
kiÌm tra sau ½µy ph¨i ½õìc thúc hiÎn :
(1) Thø v¡ kiÌm tra nhõ nÅu ê -1 ;
(2) Thø chöc n¯ng ho−t ½æng cða hÎ thâng phÝng n−n nÅu ê 5.2, v¡
(3) KiÌm tra kh¨ n¯ng l¡m viÎc cða hÎ thâng phÝng n−n sau khi ng°t nguãn 45 giµy.
3 Trong måi l·n kiÌm tra ½Ùnh kü ½âi vèi cŸc hÎ thâng l·u lŸi cða t¡u mang kû hiÎu BRS1A, cŸc cáng viÎc v¡
kiÌm tra sau ½µy ph¨i ½õìc thúc hiÎn :
(1) Thø v¡ kiÌm tra nhõ qui ½Ùnh ê -2 ;
(2) Thø chöc n¯ng ho−t ½æng cða hÎ thâng trì giîp h¡ng h¨i ½õìc qui ½Ùnh ê 6.2 ;
(3) KiÌm tra kh¨ n¯ng l¡m viÎc cða hÎ thâng trì giîp h¡ng h¨i sau khi ng°t nguãn ½iÎn 45 giµy.

2.3.2 KiÌm tra h±ng n¯m


1 CŸc cáng viÎc thø v¡ kiÌm tra sau ½µy ph¨i ½õìc thúc hiÎn ½âi vèi hÎ thâng l·u lŸi cða t¡u mang kû hiÎu BRS
trong måi l·n kiÌm tra h±ng n¯m :
(1) KiÌm tra täng thÌ cŸc hÎ thâng

(2) Thø chöc n¯ng ho−t ½æng cða cŸc thiÆt bÙ sau ½µy :
(a) ‡ã gi¨i ra ½a tú ½æng (ARPA) ;
(b) HÎ thâng ½Ùnh vÙ ½iÎn tø ;
(c) Ra ½a ;
(d) Tr−m vá tuyÆn ½iÎn tho−i VHF ;
(e) HÎ thâng tháng tin næi bæ ;
(f) CŸc thiÆt bÙ khŸc m¡ ‡¯ng kiÌm x¾t th¶y c·n thiÆt.
2 CŸc cáng viÎc thø v¡ kiÌm tra sau ½µy ph¨i ½õìc thúc hiÎn ½âi vèi hÎ thâng l·u lŸi cða t¡u mang kû hiÎu
BRS1 trong måi l·n kiÌm tra h±ng n¯m :
(1) Thø v¡ kiÌm tra nhõ nÅu ê -1.
(2) Thø chöc n¯ng ho−t ½æng cða cŸc thiÆt bÙ sau :
(a) HÎ thâng an to¡n l·u lŸi ;
(b) HÎ thâng tháng bŸo v¡ bŸo ½æng.
3 Trong måi l·n kiÌm tra h¡ng n¯m cŸc cáng viÎc thø v¡ kiÌm tra sau ½µy ph¨i ½õìc thúc hiÎn ½âi vèi cŸc hÎ

3.1 Quy ½Ùnh chung

3.1.1 Ph−m vi Ÿp dòng


Nhùng yÅu c·u trong Chõçng n¡y ½õìc Ÿp dòng cho viÎc bâ trÏ l·u lŸi v¡ mái trõéng l¡m viÎc trong l·u lŸi cða
cŸc t¡u mang kû hiÎu BRS, BRS1 v¡ BRS1A.

1 L·u lŸi ph¨i ½õìc thiÆt kÆ v¡ l°p ½´t ½¨m b¨o mái trõéng l¡m viÎc tât cho cŸc thuyËn viÅn l¡m viÎc trÅn l·u.
2 Tr·n v¡ tõéng trong buãng lŸi ph¨i ½úçc thiÆt kÆ ½Ì ½¨m b¨o kháng gµy trê ng−i khi ½àc cŸc tÏn hiÎu ch× bŸo
cða thÏÅt bÙ.

3.2.2 Ch¶n ½æng


Möc ½æ ch¶n ½æng trong l·u lŸi ph¨i kháng ½õìc gµy trê ng−i ½Æn cŸc thuyËn viÅn l¡m viÎc trÅn l·u lŸi.

3.2.3 TiÆng ãn
TiÆng ãn ê l·u lŸi ph¨i kháng ½õìc gµy ¨nh hõêng ½Æn tháng tin b±ng léi, cŸc tÏn hiÎu µm thanh ho´c gµy trê
ng−i cho cŸc thuyËn viÅn l¡m viÎc trÅn l·u lŸi.

3.2.4 TÏn hiÎu µm thanh bÅn ngo¡i


CŸc tÏn hiÎu µm thanh bÅn ngo¡i nhõ tÏn hiÎu sõçng mï nghe th¶y ½õìc t−i cŸnh g¡ l·u lŸi cñng ph¨i ½õìc
nghe th¶y ê bÅn trong buãng lŸi.

3.2.7 An to¡n cŸ nhµn


1 Kháng ½õìc cÜ cŸc gé c−nh s°c nhàn v¡ lãi lßm trÅn bË m´t cŸc trang thiÆt bÙ l°p ½´t trong l·u lŸi ½Ì trŸnh gµy
nguy hiÌm cho con ngõéi l¡m viÎc trÅn l·u lŸi.

4.1 Quy ½Ùnh chung

4.1.1 Ph−m vi Ÿp dòng


Nhùng yÅu c·u cða Chõçng n¡y ½õìc Ÿp dòng cho cŸc thiÆt bÙ h¡ng h¨i cu¨ cŸc t¡u mang kû hiÎu BRS, v¡
BRS1 v¡ BRS1A.

4.1.2 Quy ½Ùnh chung


1 ThiÆt bÙ h¡ng h¨i ph¨i cÜ kh¨ n¯ng ho−t ½æng liÅn tòc trong mài ½iËu kiÎn théi tiÆt cða biÌn, ch¶n ½æng, nhiÎt
½æ, ½æ ¸m v¡ nhiÍu sÜng ½iÎn t÷ m¡ t¡u sÁ g´p trong quŸ trÖnh khai thŸc.
2 NÆu cŸc thiÆt bÙ h¡ng h¨i ½õìc vi tÏnh hoŸ nâi qua m−ng vi tÏnh thÖ khi m−ng bÙ hõ hÞng cñng kháng l¡m ¨nh
hõêng ½Æn cŸc chöc n¯ng ho−t ½æng riÅng biÎt cða t÷ng thiÆt bÙ.

4.1.3 Nguãn ½iÎn


1 Ph¨i trang bÙ cŸc b¨ng phµn phâi ½iÎn t−i khu vúc trong buãng lŸi cho cŸc thiÆt bÙ h¡ng h¨i sø dòng ½iÎn. CŸc
b¨ng phµn phâi n¡y ½õìc c¶p ½iÎn b±ng 2 m−ch ½iÎn riÅng biÎt, mæt m−ch t÷ nguãn ½iÎn chÏnh, mæt m−ch t÷
nguãn ½iÎn sú câ, v¡ cŸc m−ch ½iÎn n¡y ph¨i ½õìc cŸch ly ho¡n to¡n c¡ng xa c¡ng tât. Måi thiÆt bÙ h¡ng h¨i
ph¨i ½õìc nâi riÅng biÎt vèi b¨ng phµn phâi. CŸc b¨ng phµn phâi n¡y cñng cÜ thÌ sø dòng ½âi vèi hÎ thâng ½Ë
phÝng tai n−n nÅu ê Chõçng 5 cða Qui ph−m n¡y.
2 CŸc nguãn ½iÎn c¶p cho b¨ng phµn phâi ph¨i ½õìc trang bÙ bæ chuyÌn nguãn tú ½æng.
3 Khi nguãn ½iÎn chÏnh bÙ m¶t thÖ cŸc tÏn hiÎu v¡ µm hiÎu trÅn b¨ng phµn phâi ph¨i tú ½æng bŸo.
4 Sau khi m¶t ½iÎn chºm nh¶t 45 giµy t¶t c¨ cŸc chöc n¯ng cç b¨n cða thiÆt bÙ h¡ng h¨i ph¨i ½õìc nhanh chÜng
phòc hãi.

4.2 ThiÆt bÙ h¡ng h¨i

4.2.1 Quy ½Ùnh chung

(6) Thúc hiÎn tháng tin næi bæ v¡ tháng tin bÅn ngo¡i b±ng cŸch sø dòng vá tuyÆn ½iÎn tho−i VHF ½Ì

(7) PhŸt cŸc tÏn hiÎu µm thanh ;
(8) Nghe cŸc tÏn hiÎu µm thanh ;
(9) KiÌm tra cŸc tháng sâ h¡ng h¨i nhõ hõèng ½i, h¡nh trÖnh, tâc ½æ, vÝng quay chµn vÙt, gÜc lŸi, ½æ sµu cða
nõèc, v¡
(10) Ghi cŸc tháng sâ h¡ng h¨i.
2 ThiÆt bÙ h¡ng h¨i ph¨i ½õìc bâ trÏ ½Ì trŸnh gµy ra nh·m l¹n khi thao tŸc.

4 ThiÆt bÙ h¡ng h¨i ph¨i ½õìc ½´t ½Ì cho m´t mŸy n±m ê hõèng nhÖn cða nh¡ h¡ng h¨i ho´c trong t·m hõèng
nhÖn khi quay ngang.
5 ThiÆt bÙ h¡ng h¨i ph¨i ½õìc thiÆt kÆ v¡ l°p ½´t sao cho möc ½æ ph¨n x− nhÞ nh¶t v¡ kháng l¡m chÜi m°t.

4.2.2 ThiÆt bÙ h¡ng h¨i


Trong l·u lŸi, ph¨i trang bÙ cŸc thiÆt bÙ h¡ng h¨i nÅu t÷ (1) ½Æn (16) dõèi ½µy:
(1) Mæt ½ã gi¨i ra ½a tú ½æng ½æc lºp ARPA ho´c tä hìp vèi lo−i ra ½a nÅu ê (3), thÞa m¬n cŸc yÅu c·u sau:
(a) BŸo trõèc cho nh¡ h¡ng h¨i ½Ì cÜ thÌ hiÎu ch×nh t÷ 6 ½Æn 30 phît trõèc khi lµm v¡o kho¨ng théi gian
nguy hiÌm.
(b) CÜ kiÌu bŸo phõçng thöc dÙch chuyÌn thúc v¡ tõçng ½âi cða cŸc vºt thÌ.
(c) CÜ m¡n hÖnh Ÿnh sŸng ban ng¡y.
(d) CÜ kh¨ n¯ng thu nhºn v¡ theo dßi t÷ 20 mòc tiÅu trê lÅn.
(e) CÜ hÎ thâng c¨nh bŸo khu vúc cÜ thÌ hiÎu ch×nh ½õìc cŸc tháng sâ, ½´t tÏn hiÎu v¡ bŸo hiÎu ½âi vèi
cŸc ½iÌm c¶m ½Æn g·n (CPA) v¡ théi gian tèi cŸc ½iÌm c¶m ½Æn g·n (TCPA)
(f) CÜ chöc n¯ng má phÞng cho ph¾p theo dßi hõèng ½i ho´c sú thay ½äi tâc ½æ tõçng ½âi so vèi cŸc
mòc tiÅu trÅn ½õéng.
(g) CÜ ½´c tÏnh tú kÆt hìp kiÌm tra.
(2) HÎ thâng ½Ùnh vÙ ½iÎn tø phï hìp vèi khu vúc ho−t ½æng.
(3) Hai ra ½a ½æc lºp. Mæt trong hai chiÆc ho−t ½æng ê d¨i b¯ng X.
(4) La b¡n hãi chuyÌn cÜ tÏnh l´p v¡ l¶y chu¸n dÍ d¡ng.
(5) Mæt hÎ thâng lŸi tú ½æng tho¨ m¬n cŸc yÅu c·u sau:
(a) CÜ chuáng bŸo hõèng cho ngõéi lŸi t¡u nhºn ½õìc t÷ mæt hÎ thâng ½æc lºp vèi hÎ thâng lŸi tú ½æng.
Chuáng bŸo ½æng n¡y cÜ kh¨ n¯ng hiÎu ch×nh ½õìc théi gian c¨nh gièi ½âi vèi khu vúc dÍ bÙ m°c
c−n.
(b) CÜ thiÆt bÙ kiÌm tra chuyÌn ½æng gia t¯ng quŸ gièi h−n töc théi ½´t trong tr−m ½iËu khiÌn v¡ tŸc
nghiÎp.
(6) Mæt hÎ thâng ½o tâc ½æ.
(7) Mæt hÎ thâng ½o sµu.
(8) Mæt thiÆt bÙ ½iËu khiÌn hÎ thâng ½iËu ho¡ kháng khÏ cða buãng lŸi.
(9) Mæt thiÆt bÙ thu nhºn NAVTEX v¡ mæt thiÆt bÙ thu nhºn EGC tuü theo vïng ho−t ½æng.
(10) CŸc cáng t°c ½iËu khiÌn v¡ b¨ng ch× bŸo ½¿n hiÎu nhõ ½¿n h¡ng h¨i.
(11) CŸc cáng t°c chàn/½iËu khiÌn bçm lŸi thuý lúc.
(12) Mæt hÎ thâng ½iËu khiÌn cÝi.
(13) Mæt c·n g−t nõèc cøa sä.
(14) CŸc thiÆt bÙ kiÌm tra ½¿n cða cŸc d·m cáng xon tr−m cáng tŸc chÏnh.
(15) Mæt hÎ thâng tháng tin næi bæ tho¨ m¬n cŸc yÅu c·u sau:
(a) T−i mài théi ½iÌm, kÌ c¨ trong trõéng hìp m¶t nguãn ½iÎn chÏnh, ngõéi lŸi t¡u v¹n ph¨i cÜ kh¨ n¯ng
liÅn l−c hai chiËu ½õìc vèi cŸc vÙ trÏ quan tràng khŸc.
(b) L·u lŸi cÜ chÆ ½æ õu tiÅn liÅn l−c cao nh¶t
(16) Mæt tr−m ½iÎn tho−i vá tuyÆn VHF cÜ hiÎu lúc trúc tiÆp tèi cŸc vÙ trÏ ½iËu khiÌn.

4.2.3 Nguãn chiÆu sŸng v¡ Ÿnh sŸng riÅng cða thiÆt bÙ


1 CŸc ½¿n ch× thÙ v¡ nguãn chiÆu sŸng cða t¶t c¨ cŸc thiÆt bÙ ph¨i ½õìc bâ trÏ v¡ l°p ½´t ½Ì trŸnh chÜi ho´c ph¨n
x− ho´c bÙ loŸ trong Ÿnh sŸng m−nh.
2 TrŸnh cŸc nguãn sŸng kháng c·n thiÆt ê khu vúc phÏa trõèc cða l·u lŸi, tr÷ cŸc thiÆt bÙ c·n thiÆt cho sú ½iËu
khiÌn v¡ tŸc nghiÎp an to¡n buæc ph¨i ½´t trong khu vúc n¡y.
3 CŸc ½¿n bŸo hiÎu v¡ bŸo ½æng ph¨i ½õìc thiÆt kÆ ½Ì kháng bŸo sŸng trong ½iËu kiÎn bÖnh thõéng ho´c trong
tr−ng thŸi an to¡n. Ph¨i trang bÙ cŸc dòng cò ½Ì kiÌm tra ½¿n.
4 T¶t c¨ cŸc ½¿n v¡ nguãn chiÆu sŸng cða thiÆt bÙ ph¨i cÜ kh¨ n¯ng ½iËu ch×nh vË kháng, tr÷ Ÿnh sŸng cða cŸc
½¿n ch× bŸo, bŸo ½æng v¡ kiÌm tra ½õìc lõu giù l−i ½Ì ½àc.
5 Måi thiÆt bÙ ph¨i cÜ mæt bæ ½iËu ch×nh Ÿnh sŸng. Ngo¡i ra måi nhÜm thiÆt bÙ cïng l¡m viÎc vèi nhau cÜ thÌ
½õìc trang bÙ mæt bæ ½iËu ch×nh Ÿnh sŸng thÏch hìp.

Chõçng 5 HÎ thâng phÝng n−n

5.1 Quy ½Ùnh chung

5.1.1 Khâi lõìng giŸm sŸt


Nhùng yÅu c·u cða Chõçng n¡y ½õìc Ÿp dòng ½âi vèi cŸc hÎ thâng ng¯n ng÷a tai n−n do sú b¶t c¸n cða ngõéi
lŸi t¡u gµy ra (sau ½µy, gài t°t l¡ “hÎ thâng phÝng n−n”) cða t¡u cÜ l·u lŸi ½õìc thiÆt kÆ d¡nh cho mæt ngõéi
thao tŸc trong ½iËu kiÎn bÖnh thõéng.

5.1.2 Quy ½Ùnh chung


1 HÎ thâng phÝng n−n ph¨i cÜ kh¨ n¯ng ho−t ½æng liÅn tòc dõèi mài ½iËu kiÎn théi tiÆt cða biÌn, ch¶n ½æng, ½æ
¸m, nhiÎt ½æ v¡ nhiÍu sÜng ½iÎn t÷ giâng nhõ cŸc ½iËu kiÎn m¡ t¡u trang bÙ hÎ thâng n¡y sÁ g´p trong quŸ trÖnh
khai thŸc.
2 Khi thiÆt bÙ ½õìc vi tÏnh hoŸ nâi v¡o m−ng vi tÏnh, nÆu m−ng bÙ hÞng cñng kháng l¡m ¨nh hõêng ½Æn viÎc thúc
hiÎn cŸc chöc n¯ng ho−t ½æng riÅng biÎt cða t÷ng thiÆt bÙ

5.1.3 TÏn hiÎu µm thanh bÅn ngo¡i


Ph¨i trang bÙ mæt thiÆt bÙ phòc hãi truyËn µm thanh bÅn trong buãng lŸi ½Ì ngõéi lŸi t¡u ½ang ê trong buãng lŸi
nghe ½õìc cŸc tÏn hiÎu µm thanh bÅn ngo¡i nhõ tÏn hiÎu sõçng mï khi cøa ra ngo¡i cŸnh g¡ l·u lŸi ½Üng.

5.1.4 ThiÆt bÙ h¡ng h¨i


1 HÎ thâng lŸi tú ½æng, nÅu ê 4.2.2, ph¨i phŸt ra tÏn hiÎu bŸo trõèc khi :
(1) T¡u ½Æn g·n ½iÌm ½Ÿnh d¶u trÅn ½õéng h¡nh trÖnh ;
(2) VÙ trÏ cða t¡u khŸc biÎt vèi tuyÆn h¡nh trÖnh dú kiÆn ;
(3) Múc nõèc phÏa dõèi cða t¡u nhÞ hçn trÙ sâ xŸc ½Ùnh ban ½·u.
2 CŸc hÎ thâng nÅu ê 4.2.2 (1), (5) v¡ (11) ½Æn (17) ph¨i ½õìc bâ trÏ sao cho mæt ngõéi lŸi t¡u dÍ d¡ng tiÆp cºn
chîng v¡ duy trÖ t·m quan sŸt phï hìp t÷ l·u lŸi.
3 CŸc hÎ thâng nÅu ê 4.2.2 (1), (5) v¡ (11) ½Æn (17) ph¨i ½õìc ½´t trong t·m vèi cða ngõéi lŸi t¡u khi ½öng ho´c

(3) HÎ thâng an to¡n l·u lŸi ph¨i ½õìc thiÆt kÆ v¡ l°p ½´t sao cho nhùng ai kháng ½õìc uý quyËn kháng thÌ
½iËu ch×nh ½õìc.
(4) HÎ thâng an to¡n l·u lŸi ph¨i cÜ kh¨ n¯ng hiÎu ch×nh chu kü kiÌm tra tèi 12 phît v¡ ½õìc kÆt c¶u, l°p ½´t,
bâ trÏ sao cho ch× cÜ thuyËn trõêng mèi cÜ quyËn tiÆp cºn vèi thiÆt bÙ ¶n ½Ùnh théi gian cða hÎ thâng n¡y.
(5) Khi théi gian ¶n ½Ùnh trái qua hÎ thâng an to¡n l·u lŸi ph¨i tú ½æng phŸt tÏn hiÎu Ÿnh sŸng v¡ µm thanh v¡
tÏn hiÎu n¡y cÜ thÌ nghe th¶y t−i b¶t cö khu vúc n¡o trÅn l·u lŸi.
(6) HÎ thâng an to¡n l·u lŸi ph¨i ½õìc trang bÙ ½Ì nhºn tÏn hiÎu tr¨ léi cða ngõéi lŸi t¡u ½ang ê trong vÙ trÏ ½iËu
khiÌn, tŸc nghiÎp v¡ cŸc vÙ trÏ khŸc trÅn l·u lŸi ê ½Ü c·n ½õìc giŸm sŸt.
(7) HÎ thâng an to¡n l·u lŸi ph¨i ½õìc nâi vèi hÎ thâng truyËn tÏn hiÎu tháng bŸo v¡ bŸo ½æng nÅu ê 5.2.3.

5.2.3 HÎ thâng truyËn tÏn hiÎu bŸo ½æng v¡ c¨nh bŸo


Ph¨i trang bÙ mæt hÎ thâng truyËn tÏn hiÎu bŸo ½æng v¡ c¨nh bŸo tho¨ m¬n cŸc yÅu c·u sau :
(1) Sú tr¨ léi cða ngõéi lŸi t¡u ch× cÜ thÌ thúc hiÎn ½õìc trÅn l·u lŸi.
(2) NÆu trong kho¨ng théi gian 30 giµy kháng nhºn ½õìc sú tr¨ léi cða l·u lŸi thÖ cŸc tÏn hiÎu c¨nh bŸo v¡ bŸo
½æng sÁ tú ½æng truyËn ½Æn thuyËn trõêng, trì lû h¡ng h¨i v¡ tèi cŸc buãng cáng cæng.
(3) ViÎc truyËn cŸc tÏn hiÎu bŸo ½æng v¡ c¨nh bŸo ph¨i ½õìc tháng qua cŸc thiÆt bÙ câ ½Ùnh.
(4) ThiÆt bÙ dú phÝng phŸt ra µm hiÎu bŸo ½æng ê cŸc vÙ trÏ qui ½Ùnh (2) ph¨i ½õìc bâ trÏ trÅn l·u lŸi ½Ì phòc
vò cho ngõéi lŸi t¡u ê l·u lŸi. CŸc thiÆt bÙ câ ½Ùnh qui ½Ùnh (3) cÜ thÌ phòc vò cho mòc ½Ïch n¡y.

6.1 Qui ½Ùnh chung

6.1.1 Khâi lõìng giŸm sŸt


Nhùng yÅu c·u cða Chõçng n¡y ½õìc Ÿp dòng ½âi vèi hÎ thâng trì giîp cáng viÎc cða ngõéi lŸi t¡u ½Ì ½iËu
khiÌn trÅn l·u lŸi ch× cÜ mæt ngõéi thao tŸc trong ½iËu kiÎn bÖnh thõéng (sau ½µy ½õìc gài t°t l¡ “HÎ thâng trì

6.1.2 Qui ½Ùnh chung

(1) HÎ thâng h¡nh trÖnh tú ½æng ph¨i thúc hiÎn viÎc lŸi t¡u tú ½æng trÅn tuyÆn ½i dú kiÆn trÅn h¨i ½ã ½iÎn.

Rules for Navigation Bridge Systems

Chapter 1 GENERAL
1.1 General

1.1.1 Scope
The Rules for Navigation Bridge Systems (hereinafter referred to as "the Rules") apply to bridge layouts
and bridge working environments, navigational equipment and accident prevention systems (hereinafter
referred to as "Navigation Bridge Systems") of ships classed with Vietnam Register (hereinafter referred
to as "VR").

1.1.2 Equivalency
Navigation bridge systems which do not fully comply with the requirements of the Rules may be
accepted provided that they are deemed by VR to be equivalent to those specified in the Rules.

1.1.3 Modification of requirements


VR may modify parts of the requirements specified in the Rules taking the national requirements of the
ship's flag state, kind of the ship and intended service areas of the ship into consideration.

1.1.4 Navigation bridge systems with novel design features


For navigation bridge systems with novel design features VR may apply the requirements of the Rules so
far as practicable and other requirements as considered appropriate by VR.

1.1.5 Definitions
A BRS -ship, a BRS1-ship and BRS1A -ship which appear in the Rules are specified as follows :
(1) A BRS -ship is the ship of which bridge layout and bridge working environment and navigational
equipment comply with the requirements of Chapters 3 and 4 of the Rules.
(2) A BRS1 -ship is the BRS -ship of which accident prevention systems comply with the requirements
of Chapter 5 of the Rules.
(3) A BRS1A -ship is the ship of which, bridge working environment, navigational equipment,
accident prevention systems and bridge work assist systems comply with the requirements of
Chapters 3 to 6 of the Rules.

1.1.6 Installations characters


1 Character "BRS" is given in the Register for the navigation bridge systems of the BRS -ship.
2 Character "BRS1" is given in the Register for the navigation bridge systems of the BRS1 -ship.
3 Character "BRS1A" is given in the Register for navigation bridge systems of the BRS1A -ship.

1.1.7 Terminology
Terms used in the Rules are defined as follows :
(1) "Back-up navigator" is any individual, generally an officer, who has been designated by the ship
master to be on half if assistance is needed on the bridge.
(2) "Bridge" is an area from which the navigation and control of the ship is exercised, including the
wheelhouse and bridge wings

(3) "Bridge wings" are parts of the bridge on both sides of the ship's wheelhouse which extend to the
ship's side.
(4) "Conning position" is a place on the bridge with a commanding view and which is used by
navigators when commanding, manoeuvring and controlling a ship.
(5) "Main conning position" is a conning position which is mainly used by navigators.
(6) "Field of vision" is an angular size of a scene that can be observed from a position on the ship's
bridge.
(7) "Navigator" is a person navigating, operating bridge equipment and manoeuvring the ship.
(8) "Wheelhouse" is an enclosed area of the bridge.
(9) "Workstation" is a position at which one or several tasks constituting a particular activity are
carried out.
(10) "Centralized bridge workstation" is a workstation at which navigational equipment needed for
navigation and maneuvering are arranged centrally, including the main conning position.
(11) "Ocean areas" are areas in which the freedom of course setting in any direction for a distance
equivalent to at least 30 minutes sailing with the navigating speed of the ship is not restricted.

Chapter 2 SURVEYS OF NAVIGATION BRIDGE SYSTEMS

2.1 General

2.1.1 Kinds of surveys


1 Navigation bridge systems registered or intended to be registered are to be subjected to the following surveys:
(1) Initial surveys for registration of navigation bridge systems (hereinafter referred to as " Initial surveys")
(2) Periodical surveys for the navigation bridge systems (hereinafter referred to as "Periodical surveys"),
which are:
(a) Special surveys;
(b) Annual surveys;
(c) Occasional surveys

2.1.2 Interval of Initial surveys and periodical surveys


1 Initial surveys are to be carried out at the time which the application for registration is made.
2 Periodical surveys are to be carried out at the following intervals:
(1) A special survey is to be carried out within five years from the date of completion of the initial survey
or the previous special survey. A special survey may be commenced at the 4th annual survey after the
initial survey or the previous special survey.
(2) An annual survey is to be carried out within three months either way of each anniversary date of the
completion date crediting the initial survey or the previous special survey.
(3) Notwithstanding above (1) and (2), occasional surveys are to be carried out independently of special
surveys and annual surveys where :
(a) Main parts of the systems have been damaged, repaired or renewed,
(b) The systems are repaired or altered, or
(c) It is considered necessary by VR.

2.1.3 Special Surveys and Annual surveys carried out in advance, etc.
1 Surveys carried out in advance
The requirements for special Surveys and Annual Surveys carried out in advance are to be in accordance
with the provisions specified in 1.1.4, Part 1B of TCVN 6259-1:2003 Rules for the classification and
Construction 0f Sea-going Steel Ships.
2 Postponement of Special Surveys
The requirements for postponement of Special Surveys are to be in accordance with the provision specified
in 1.1.5(1) or 1.1.5(2) of Part 1B of TCVN 6259-1:2003 Rules for the classification and Construction of
Sea-going Steel Ships.

2.1.4 Preparation for surveys


1 All preparations as required necessary for surveys are to be made by the Owners or their representatives with
their responsibilities. The preparations are to include necessary facilities and necessary records for the
execution of the survey. In inspection, measuring and test equipment, which Surveyors rely on to make
decisions affecting classification are to be individually identified and calibrated to a standard deemed
appropriate by VR. However, the Surveyor may accept simple measuring equipment (e.g. rulers, measuring
tapes, micrometers,etc.) without individual indetification or confirmation of calibration, provided they are of
standard commercial design, properly maintained and periodically compared with other similar equipment
fitted on board a ship and used in examination of shipboard equipment (e.g. pressure, temperature or rpm
gauges and meters) based either on calibration records or comparison of readings with multiple instruments.

2 The Owners or their representatives, who have knowledge of the requirements for surveys and are able to
supervise the preparation for surveys are to attend the survey according to the items to be examined, and are to
give necessary assistances to the Surveyor in the execution of his duty.
3 The surveys may be suspended where necessary preparations have not been made, any appropriate attendant
mentioned in the previous –2 is not present, or the surveyor considers that the safety for execution of the
survey is not ensured.

2.1.5 Recommendations
As a result of the survey, the Surveyor will notify his recommendations to the Owner or their representative.
Upon this notification, the repair is to be made to the satisfaction of the Surveyor.

2.2 Initial surveys

2.2.1 Drawings and data


1 For navigation bridge systems of a BRS -ship, three copies of the following drawings and data are to be
submitted to VR for the approval.
(1) General arrangement of the bridge (showing the main conning position, other conning positions,
locations of control consoles and panels, and passage ways);
(2) Particulars of the navigational equipment specified in 4.2.2;
(3) Electrical wiring diagrams for the navigational equipment specified in 4.2;
(4) Schemes of on board tests and sea trials including methods of tests and test condition provided;
(5) Other drawings and data deemed necessary by VR.
2 For navigation bridge systems of a BRS1-ship, three copies of the following drawings and data are to be
submitted to VR for the approval.
(1) The drawings and data specified in -1;
(2) Particulars of the accident prevention systems;
(3) Electrical wiring diagrams for the accident prevention systems;
3 For navigation bridge systems of a BRS1A -ship, three copies of the following drawings and data are to be
submitted to VR for the approval.
(1) The drawings and data specified in -2;
(2) Particulars of the bridge work assist systems specified in 6.2;
(3) Electrical wiring diagrams for the bridge work assist systems specified in 6.2;
(4) Detail arrangement of the centralized bridge workstation specified in 6.1.3 (dimensions of control
consoles, panel arrangement, etc., are to be shown).

2.2.2 Shop tests


1 The equipment listed in (1) to (10) below is to be approved by VR. However, the equipment approved by the
Government for the State whose flag the ship is entitled to fly, other Contracting Governments of the
International Convention for The Safety of Life at Sea or the Societies approved by the Governments
mentioned above may be exempted from the requirements .
(1) Automatic radar plotting aids (ARPA);
(2) Electronic position-fixing systems;
(3) Radars;
(4) Gyro compass systems;
(5) Automatic steering systems;
(6) Speed log systems;

(7) Echo sounding systems;
(8) Maritime safety information receivers;
(9) VHF radio telephone installations;
(10) Other equipment deemed necessary by VR

2.2.3 Tests after installation on board


Bridge layout and bridge working environment, navigational equipment, and accident prevention systems are
to be, after installation on board, verified in accordance with the scheme of on board tests approved by VR that
they are constructed, installed and functioning properly under the working conditions. A part of this
verification may be carried out during sea trials.

2.2.4 Sea trials


Bridge layout and bridge working environment, navigational equipment, and accident prevention systems are
to be verified in accordance with the scheme of sea trials approved by VR that they are constructed, installed
and functioning properly.

2.3 Periodical surveys

2.3.1 Special surveys


1 At each special survey for navigation bridge systems of BRS -ships, the following tests and examination are to
be carried out.
(1) General examination of the systems;
(2) Function tests of navigational equipment specified in 4.2.2-1 (1) to (5), (7) to (11) and (13) to (16);
(3) Verification of the capability of navigational equipment to readily instated after 45 seconds interruption
of the electrical power supply.
2 At each special survey for navigation bridge systems of BRS1 -ships, the following tests and examination are
to be carried out.
(1) The tests and examination specified in -1;
(2) Function tests of accident prevention systems specified in 5.2, and
(3) Verification of the capability of accident prevention systems to readily instated after 45 seconds
interruption of the electrical power supply.
3 At each special survey for navigation bridge systems of BRS1A -ship, the following tests and examination are
to be carried out:
(1) The tests and examination specified in -2;
(2) Function tests of bridge work assist systems specified in 6.2;
(3) Verification of the capability of bridge work assist systems to be readily reinstated after 45 seconds
interruption of the electrical power supply.

2.3.2 Annual surveys


1 At each annul survey for navigation bridge systems of BRS -ships, the following tests and examination are to
be carried out.
(1) General examination of the systems
(2) Function tests of the following equipment:
(a) Automatic radar plotting aids (ARPA);
(b) Electronic position-fixing systems;
(c) Radars;
(d) VHF radio telephone installations;
(e) Internal communication systems;
(f) Other equipment deemed necessary by VR.

(c) Auto tracking system.

Chapter 3 BRIDGE LAYOUT AND


BRIDGE WORKING ENVIRONMENT
3.1 General

3.1.1 Scope
The requirements in this Chapter apply to bridge layouts and bridge working environments for BRS -ships,
BRS1 -ships and BRS1A -ships.

3.1.2 General
1 The bridge configuration, the arrangements of consoles, equipment location and the bridge working
environment are to enable the navigator to perform navigational duties and other functions allocated to the
bridge as well as to maintain a proper lookout from workstations on the bridge.
2 Navigating and manoeuvring workstations are to be so arranged to enable efficient operation under normal
operating conditions. All relevant instrumentation and controls are to be easily visible, audible and accessible
from the workstation.
3 For the porpuse of performing duties related navigation and maneoeuvring, the field of vision from a
navigating and manoeuvring workstation and a conning position is to be such as to enable observation of all
objects which may affect safey of the ship.
4 The navigator, is, as far as practicable, to be able to approach close at least one bridge front window in order to
watch the area immediately in front of the bridge superstructure from the wheelhouse.
5 The bridge is, as far sa praticable, to be placed above all other decked structures, not including funnels, which
are on or above the freeboard deck.
6 Regardless of the ship’s length, navigation bridge visibility of the ships is to be in accordance with TCVN
6259-12:2003 Navigation Bridge Visibility.

3.2 Bridge working environment

3.2.1 General
1 Through the various stages of the design of a ship, care is to be taken to ensure a good working environment
for bridge personnel.
2 A ceiling and walls inside the wheelhouse are to be designed not to interfere with reading of the indication of
instruments.
3 Toilet facilities are to be provided on or adjacent to the bridge.

3.2.2 Vibration
The vibration level on the bridge is not to be uncomfortable to bridge personnel.

3.2.3 Noise
The noise level on the bridge is not to interfere with verbal communication, mask audible alarms or be
uncomfortable to bridge personnel.

3.2.4 External sound signals


External sound signals such as fog signals that are audible on the bridge wings are also to be audible inside the
wheelhouse.

3.2.5 Lighting
1 The lighting required on the bridge is to be designed so as not to impair the night vision of the navigator.
2 The lighting used in areas and at items of equipment requiring illumination whilst the ship is navigating is to
be such that night vision adaptation is not impaired, e.g. red lighting. Such lighting is to be arranged so that it

can not be mistaken for a navigation light by another ship. It is to be noted that red lighting is not to be used
over chart tables so that possible confusion in colour discrimination is avoided.

3.2.6 Air conditioning system


The wheelhouse spaces are to be provided with an air conditioning system. System controls are to be readily
available to the navigator.

3.2.7 Bridge personnel safety


1 There are to be no sharp edges or protuberances on surfaces of the equipment and the instruments installed on
the bridge which could cause injury to bridge personnel.
2 Sufficient hand-rails or equivalent thereto are to be fitted inside of the wheelhouse or around equipment in the
wheelhouse for safety in bad weather.
3 Adequate means are to be made for anti-slip of the bridge floor whether it be dry or wet condition.
4 Doors to the bridge wings are to be easy to open and close. Means are to be provided to hold the doors open at
any position.
5 Where provision for seating for the navigator is made in the wheelhouse, means for securing are to be provided
having regard to storm conditions.

Chapter 4 NAVIGATIONAL EQUIPMENT


4.1 General

4.1.1 Scope
The requirements in this Chapter are to be applied to navigational equipment for BRS -ships, BRS1 -ships and
BRS1A-ships.

4.1.2 General
1 Navigational equipment is to be capable of continuous operation under the conditions of various sea states,
vibration, humidity, temperature and electromagnetic interferences likely to be experienced in the ship which it
is installed.
2 Where computerized equipment is interconnected through a computer network, failure of the network is not to
prevent individual equipment from performing their individual functions.

4.1.3 Electrical power supply


1 Local distribution switchboards are to be arranged in the wheelhouse for all items of electrically operated
navigational equipment. These switchboards are to be supplied by two exclusive circuits, one fed from the
main source of electrical power and one fed from the emergency source of electrical power, and these circuits
are to be separated throughout their length as widely as practicable. Each item of navigational equipment is to
be individually connected to the distribution switchboard. These switchboards may also be used for accident
prevention systems specified in Chapter 5 of the Rule.
2 The power supplies to the distribution switchboards are to be arranged with automatic changeover facilities
between the two sources.
3 Failure of the main electrical power supply to the distribution switchboard is to initiate an audible and visual
alarm at the distribution switchboard.
4 Following loss of electrical power supply which has lasted for 45 seconds or less all primary functions of the
navigational equipment are to be readily restored.

4.2 Navigational equipment

4.2.1 General
1 The instrumentation and controls at the navigating and manoeuvring workstation are to be arranged to enable
the navigator to:
(1) Determine and plot the ship's position, course, track and speed;
(2) Analyse the traffic situation;
(3) Decide on collision avoidance manoeuvres;
(4) Alter course;
(5) Change speed;
(6) Effect internal communication and external communication using a VHF radio telephone installation
related navigation and manoeuvring;
(7) Give sound signals;
(8) Hear sound signals;
(9) Monitor navigational data such as course, speed, track, propeller revolutions (pitch), rudder
angle, depth of water, and
(10) Record navigational data.
2 Navigational equipment is to be arranged to avoid inadvertent operation.

3 Navigational equipment is to be designed to permit easy and correct reading by day and by night.
4 Each navigational equipment is to be placed with its face normal to the navigator's line of sight, or to the mean
value if the navigator's line of sight varies through an angle.
5 Navigational equipment is to be designed and fitted to minimize glare or reflection or being obscured by
strong light.

4.2.2 Navigational equipment


Navigational equipment listed in (1) to (16) below is to be provided on the bridge:
(1) An automatic radar plotting aid (ARPA) separate from or combined with a radar required by (3) and
which complies with the followings:
(a) A warning is to be given to the navigator at a time which is adjustable in the range of 6 to 30 minutes
having regard to the time to danger.
(b) True motion and relative motion modes are to be provided.
(c) Daylight visible display is to be provided.
(d) Capability of automatic acquisition and tracking of 20 radar targets or more is to be provided.
(e) Guard zone system, featuring adjustable parameters, notable warning and alarm set for closest point
of approach (CPA) and for time to closest point of approach (TCPA) are to be provided.
(f) Simulator function showing the likely effects of a course or speed change in relation with tracked
targets is to be provided.
(g) Incorporated self-checking properties are to be provided.
(2) An electronic position-fixing system appropriate to the intended service areas
(3) Two independent radars. One of them is to operate within X - band.
(4) Gyro compass repeaters and a calibration facility.
(5) An automatic steering system which complies with the followings:
(a) An off-course alarm addressed to the navigator derived from a system independent from the
automatic steering system is to be provided. The system is capable to adjust the warning for areas
easy to ground.
(b) An overriding control device is to be provided at the navigating and manoeuvering workstation.
(6) A speed log system.
(7) An echo sounding system.
(8) A control device of the wheelhouse air conditioning system.
(9) A NAVTEX receiver and an EGC receiver depending upon the intended service areas.
(10) Control switches and indicators of signaling lights such as navigation lights.
(11) Steering pump selector/control switches.
(12) A whistle control system.
(13) A window wipe and wash control device.
(14) Control devices for the lighting of main workstation consoles.
(15) An internal communication system which complies with the followings:
(a) At all times, even in the event of failure of the main electrical power supply, the navigator is to have
access to facilities enabling two way communication with another qualified officer.
(b) The bridge is to have priority over the communication system.
(16) A VHF radio telephone installation which is immediately available at the conning positions.
(17) A main propulsion machinery remote control system which complies with TCVN 6277:2003 Rules for
Automatic and Remote Control Systems.

4.2.3 Illumination and individual lighting of equipment


1 The indicator lights and the illumination of all equipment are to be designed and fitted to avoid unnecessary
glare or reflection or the equipment being obscured by strong light.

2 To avoid unnecessary light sources in the front area of the bridge, only equipment necessary for the safe
navigation and manoeuvring of the ship is to be located in this area.
3 Warning and alarm indicators are to be designed to show no light in normal conditions or in safe situations.
Means is to be provided to test the lamps.
4 All illumination and lighting of equipment are to be adjustable down to zero, except the lighting of warning
and alarm indicators and the control of the dimmers which are to be remain readable.
5 Each equipment is to be fitted with an individual light adjustment. In addition, groups of equipment normally
working together may be equipped with common light adjustment.

Chapter 5 ACCIDENT PREVENTION SYSTEMS


5.1 General

5.1.1 Scope
The requirements in this Chapter are to be applied to systems to prevent accidents caused by the
navigator's unfitness (hereinafter referred to as "accident prevention systems") for ships intended for one-
man bridge operation under normal operating conditions.

5.1.2 General
1 Accidents prevention systems are to be capable of continuous operation under the conditions of various
sea states, vibration, humidity, temperature and electromagnetic interferences likely to be experienced in
the ship which they are installed.
2 Where computerized equipment is interconnected through a computer network, failure of the network is
not to prevent individual equipment from performing their individual functions.

5.1.3 External sound signals


To enable the navigator inside the wheelhouse to hear external sound signals such as fog signals that are
audible in the bridge wings with the doors to the bridge wings closed, a transmitting device is to be
provided to reproduce such signals inside the wheelhouse.

5.1.4 Navigational equipment


1 Navigational equipment specified in 4.2.2 is to give an alarm when:
(1) The ship approaches a way-point;
(2) The ship's position is deviated from a planned route;
(3) The water depth beneath the ship is less than a predetermined value.
2 The systems specified in 4.2.2(1), (5) and (11) to (17) are to be arranged so that the navigator has easy
access to them and maintains a proper lookout from the bridge.
3 The systems specified in 4.2.2(1), (5) and (11) to (17) are to be fitted within the reach of the navigator
when seated or standing at the navigating and manoeuvring workstation.

5.1.5 Electrical power supply


1 Local distribution switchswitchboards are to be arranged in the wheelhouse for all items of electrically
operated accident prevention systems. These switchswitchboards are to be supplied by two exclusive
circuits, one fed from the main source of electrical power and one fed from the emergency source of
electrical power, and these circuits are to be separated throughout their length as widely as practicable.
Each item of accident prevention systems is to be individually connected to the distribution switchboard.
These switchswitchboards may also be used for navigational equipment specified in Chapter 4.
2 The power supplies to the distribution switchswitchboards are to be arranged with automatic changeover
facilities between the two sources.
3 Failure of the main electrical power supply to the distribution switchboard is to initiate an audible and
visual alarm at the distribution switchboard.
4 Following a loss of electrical power supply which has lasted for 30 seconds or less all primary functions
of the accident prevention systems are to be readily reinstated.

5.2 Accident prevention systems

5.2.1 General

1 Indicator lamps are to be provided in the ship master's room which indicate the bridge safety system
specified in 5.2.2 and the alarm and warning transfer system specified in 5.2.3 are functioning properly.
2 Audible and visual alarms for a malfunction of the bridge safety system specified in 5.2.2 and the alarm
and warning transfer system specified in 5.2.3 are to be provided in the bridge and in the ship master's
room.

5.2.2 Bridge safety system


A bridge safety system which complies with the following is to be provided.
(1) The bridge safety system is to be a vigilance system to verify periodically that the alert navigator is
present in the bridge.
(2) The bridge safety system is not to cause undue interference with the performance of bridge
functions.
(3) The bridge safety system is to be so designed and arranged that it could not be operated in an
unauthorized manner.
(4) The bridge safety system is to be adjustable of its verification period up to 12 minutes intervals and
constructed, fitted and arranged so that only the ship master has access to the component for setting
the appropriate intervals.
(5) The bridge safety system is to initiate an audible and visual alarm that is audible at any area in the
bridge if the setting interval has elapsed.
(6) The bridge safety system is to provide for the acknowledgement by the navigator at the navigating
and manoeuvring workstation and other appropriate locations in the bridge from where a proper
lookout may be kept.
(7) The bridge safety system is to be connected to the alarm and warning transfer system specified in
5.2.3.

5.2.3 Alarm and warning transfer system


An alarm and warning transfer system which complies with the followings is to be provided:
(1) Acknowledgement of alarms and warnings that require the navigator response is to only be possible
from the bridge.
(2) Any alarm and warning that require the navigator response is to be automatically transferred to the
ship master, to the selected back-up navigator and to the public rooms if not acknowledged in the
bridge within 30 seconds.
(3) The alarm and warning transfer is to be operated through a fixed installation.
(4) Back-up system which initiates a call-alarm clearly audible in the spaces specified in (2) is to be
provided in the bridge for the operation of the navigator. The fixed installation required in (3) may
serve this purpose.

Chapter 6 BRIDGE WORK ASSIST SYSTEMS

6.1 General

6.1.1 Scope
The requirements in this Chapter are to be applied to systems to assist navigator's works for one-man
bridge operation under normal operating conditions (hereinafter referred to as "bridge work assist
systems".)

6.1.2 General
1 Bridge work assist systems are to be capable of continuous operation under the conditions of various sea
states, vibration, humidity, temperature and electro-magnetic interference likely to be experienced in the
ship which they are installed.
2 Where computerized equipment is interconnected through a computer network, failure of the network is
not to prevent individual functions.

6.1.3 Centralized bridge workstation


1 The centralized bridge workstation is to be arranged to enable a navigator to perform navigating and
maneuvering works specified in 4.2.1-1 and also two or more navigators to do those works together.
2 The systems or controls under 4.2.2(1), (5), (11) to (17), 6.2.2 and 6.2.3 is to be arranged centrally to
enable the navigator to operate them easily at the centralized bridge workstation.

6.1.4 Electrical power supply


1 Local distribution witchboards are to be arranged in the wheel house for all items of electrically operated
bridge working assist systems. These witchboards are to be supplied by two exclusive circuits, one fed
from main source of electrical power, and these circuits are to be separated throughout their length as
widely as practicable. Each item of bridge working assist systems is to be individually connected to the
distribution switchboard. These witchboards may also be used for navigational equipment and accident
prevention systems specified in Chapter 4 and 5.
2 The power supplies to the distribution witchboards are to be arranged with automatic changeover
facilities between the two sources.
3 Failure of the main electrical power supply to the distribution switchboard is to initiate an audible and
visual alarm at the distribution switchboard.
4 Following a loss of electrical power supply which has lasted for 45 seconds or less all primary functions
of the bridge work assist systems are to be readily reinstated.

6.2 Bridge work assist systems

6.2.1 General
1 Audible and visual alarms for a malfunction of the bridge information systems specified in 6.2.2, ECDIS
specified in 6.2.3 and the auto-tracking system specified in 6.2.4 are to be provided in the bridge and in
the master's room.
2 Electronic charts deemed appropriate by VR are to be used for the ECDIS.

6.2.2 Bridge information systems


Bridge information systems which comply with the followings are to be provided:
(1) At least the following information (a) to (l) are to be capable of being displayed for easy viewing
from centralized bridge workstation.
(a) Ship's actual and planned course;

(b) Rudder angle including its order value or direction;
(c) Ship's speed (against wave);
(d) Main engine revolution and direction (in the case of controllable pitch propellers, main engine
revolution and propeller pitch angle)
(e) Ship's position (longitude and latitude);
(f) Depth of water;
(g) Wind direction (relative direction);
(h) Wind speed (relative speed);
(i) Rate of turn (10,000 GT or more);
(j) Side thruster pitch angle or its motor amperes and its thrust direction (if any);
(k) Onswitchboard time;
(l) Distance to a way-point and estimated time of arrival.
(2) In order to display the information which depends on each navigation areas, change-over between
harbour, ocean and other mode (if any) is to be arranged in the bridge information systems. In
addition, minimum information is to be capable of being displayed at any time for the selected
mode.
(3) The followings are to be capable of being displayed at any time for harbour and ocean mode
specified in the above (2).
(a) Harbour mode
Information of the above (1)(a) to (1)(k)
(b) Ocean mode
Information of the above (1)(a) to (e), (g), (h), (k) and (l)
(4) Acknowledgement of alarms and warnings which requires the navigator response is to be possible
from the systems.
(5) Other functions deemed necessary by VR are to be provided.

6.2.3 Electronic chart display and information system (ECDIS)


An ECDIS which complies with the following is to be provided:
(1) The ECDIS is to be capable of display an electronic chart at centralized bridge work station.
(2) Ship's position and vector are to be capable of being displayed in the electronic chart.
(3) It is to be possible to display the electronic chart in a north-up and course-up orientation.
(4) It is to be possible to carry out route planning.
(5) A chart, ship's position, planned route, radar and ARPA information are to be capable of being
added to the display.

6.2.4 Auto tracking system


An auto tracking system which complies with the followings is to be provided:
(1) Auto tracking system is to be possible to perform automatic steering of the ship along a planned
route on an electronic chart.
(2) Automatic course changes are not to occur without acknowledgement by the navigator.
(3) When there is no acknowledgement at a waypoint, the course is to be maintained and the audible
and visual alarm is to be initiated after through the point. In this case, the audible alarm is to be
distinguished from the pre-warning at the approach of a way point specified in 5.1.4-1.
(4) It is to be possible to adjust a width of planned route within one mile.
(5) When the position of ship cannot be received continuously, the course of ship is to be maintained
and the audible and visual alarm is to be initiated.
(6) Change-over to manual steering mode is to be possible easily.
(7) Other functions deemed necessary by VR are to be provided.
