Project Specification – Operator Training Simulator (OTS) System Project Execution

1. PURPOSE

This Project Specification covers the minimum requirements for Operator Training Simulator

(OTS) System Project Execution for the RAPID (Refinery And Petrochemical Integrated

Development) Project.

It has been developed on the basis of the PETRONAS Technical Standard n° PTS 20.00.10.38

dated January 2011, amended herein (the Project Specification therefore supplements the initial

PTS).

These requirements shall be used throughout all steps of the Project and by all parties:

CONTRACTOR, SUBCONTRACTORS, LICENSORS, EPCC CONTRACTORS, VENDORS,

etc.

RAPID-FE1-TPX-ENG-PRC-0001-0205 (60987R-0001-PP-0205), Project Procedure - Project

Specifications and Procedures supplementing PETRONAS Technical Standards (PTS)

3. ACRONYMS AND DEFINITIONS

This section defines the type of amendments to the PETRONAS Technical Specification (PTS)

named above for PETRONAS purpose:

(Dev.) Deviation - Any departure from PTS mandatory requirement that has

impact on technical integrity or safety of the facilities.

(Supp.) Supplement/ Amendment - Any addition, deletion or enhancement of

PTS requirement based on lesson learnt, engineering best practices

and experiences to enhance the technical integrity or safety of the

facilities.

(Spec.) Project Specific Requirement/ Instruction - Any specific requirement

or instruction for RAPID PROJECT as a result of particular

geography, climate, special process, etc. that is unique to the

PROJECT.

For user’s readability purpose, the words used to identify amendments to PTS are defined as

follows:

(Add.) Adds the requirement(s) tot the referenced paragraph of the PTS.

(Mod.) Changes the referenced paragraph sentence of the PTS as indicated.

(Clarif.) Provides interpretation of the referenced paragraph / sentence of the

PTS.

(New.) Indicates the addition of a new paragraph compared to the PTS.

(Canc.) Cancel the requirement to the referenced paragraph of the PTS.

The following terms used in this document have the meaning defined below:

CONTRACT The Form Of Agreement together with the documents in order of

priority, including the exhibits, drawings, specifications and

documents referred to and in the order of precedence listed in the

Form of Agreement.

CONTRACTOR Company(ies), joint ventures or consortium appointed by OWNER

with specified authority to perform the WORK in accordance with the

CONTRACT, here the Consortium of Technip France and Technip

Geoproduction (M) Sdn Bhd.

OWNER Petroliam Nasional Berhad (PETRONAS) which includes its

representative, successors, nominees and permitted assigns and shall

where the context so admits and requires, also include its employees,

agents and designated representative.

PROJECT Refinery And Petrochemicals Integrated Development (RAPID)

Project in the State of Johor, Malaysia.

SCOPE OF WORK The scope of work to be performed and services to be rendered by

CONTRACTOR under the CONTRACT in relation to the realization

of the PROJECT.

WORK Works, tasks and WORK to be performed by CONTRACTOR as

specified in or to be inferred from the CONTRACT, more specially

set out in the SCOPE OF WORK which may be modified by

CHANGE ORDER.

SUBCONTRACTOR Any third party Subcontractor engaged by CONTRACTOR in

connection with the WORK.

LICENSOR Process Licensors selected by OWNER for the process of LICENSED

UNITS of the FACILITIES.

EPCC CONTRACTORS The person or persons, company, join venture or consortium whose

proposal has been accepted by OWNER for Engineering,

Procurement, Construction and Commissioning Contract for the

PROJECT including its personnel, representatives, successors and

permitted assignee.

VENDOR Means any and all persons, firms, partnerships, companies, bodies,

entities or a combination thereof including Sub-Suppliers, who are

providing Equipment and Material specified by EPCC

CONTRACTOR.

4. CODES AND STANDARDS

4.1 Applicable Codes & Standards

Applicable Codes and Standards as referenced in the supplemented PTS 20.00.10.38 (Jan-2011).

Unless otherwise specified, the latest applicable revision of codes and standards shall be

considered.

4.2 Order of precedence

In case of conflict between Laws, Project Specifications and Codes & Standards, the following

order of precedence shall be considered:

- 1. Malaysian Laws and applicable regulatory requirements,

- 2. Project Specifications and supplemented PTS,

- 3. Applicable Malaysian Codes and Standards,

- 4. Applicable International Codes and Standards.

If a Low er Level requirem ent is m ore stringent than an upper one in the above docum ents, a

request shall be raised to OWNER for written decision before proceeding with the Design,

Manufacture or Construction.

5. AMENDMENTS TO PETRONAS TECHNICAL STANDARD

The table below defines the amendments to be considered to the PTS 20.00.10.38 dated Jan. 2011:

Operator Training Simulator (OTS) System Project Execution.

When the amended PTS refers to other PTS, please refer to the Project Procedure - Project

Specifications and Procedures Supplementing PETRONAS Technical Standards (PTS), RAPID-

FE1-TPX-ENG-PRC-0001-0205 (60987R-0001-PP-0205), that provides the equivalence with

applicable Project Specifications.
