Occupational Safety and Health (OSH) is a multidisciplinary area dedicated to the defences,
safety and well-being of working people. Such words often apply to the goals of this sector,
and their usage in the context of this article was originally an abbreviation of the program /
department for occupational safety and health. Since 2006, OSH have a master plan which is
on 2006 until 2010 outcome for ownership. Target plan is for increased efficiency of OSH
officers and practitioners. Next, at 2011 – 2015 is outcome for self – regulation which means
that increased leadership (employers / unions). And the latest master plan is 2016 until 2020
which is this year for prevention culture. This master plan will more to focus and the OSH
make a 5 strategies is OSH master plan 2016 until 2020.

Government Leadership
For the first plan strategies is a government leadership. Through the practice of OSH
Preventive Culture by public servants government agencies will serve as role models for
industry. The enhancement of OSH management in these organizations will serve as an
incentive for the industries to endorse the master plan jointly. Government agencies also play
a role in shaping the market norm of OSH by making OSH inculcation a compulsory necessity
in the procurement of manufacturers and contractors who provide their services to the
Government.
The National Council for Occupational Safety and Health (NCOSH), the country's top
tripartite agency, will improve government leadership in OSH through its role in stepping up
the engagement and collaboration of government departments, employers, employees,
organisations and trade unions as well as stakeholders by presenting ideas and suggestions to
enhance OSH management and governance in the country. This might also promote the
creation of guidance, training, distribution and exchange of OSH information, as well as
promotions and initiatives carried out by the businesses, through self-regulation.
OSH policy and regulations are the key drivers of transformation that can form the
inculcation of a corporate protective philosophy. Continuous implementation and analysis by
the government of OSH policy and regulations is essential to ensuring their efficacy and
appropriateness to developments and growth in the markets, companies, expertise and
technologies in addressing current and emerging OSH problems as well as enhancing the
standard of government service delivery to the sectors.

Strengthening of OSH management.


Second strategies is strengthening of OSH management. For order to be effective and
successful an OSH management scheme, employers' strong dedication is required to avoid
occupational injuries and illnesses. This also needs a greater awareness of employers and staff,
especially in the risk management of workplace hazards. Education in workplace safety and
health is required at all levels of the company, from top management to the staff. Great OSH
awareness and expertise between employers and workers will ensure the workforce
effectiveness of the OSH programme.
Another significant factor of improving the OSH level is the presence of OSH-
competent individuals such as safety and health officers, site safety managers, crane operators,
sanitation technicians and confined space managers who play an important role in assisting
management in enforcing the OSH management program on the job site. Therefore the number
of qualified individuals must be properly calculated on the basis of the industry's needs. In fact,
by the analysis of the curriculum syllabus, the standard of the trained individuals must be
improved over time.
The State launched a new initiative – the regulatory assistance plan – in the
Occupational Safety and Health Master Plan 2011-2015 (OSH-MP 15), by the Department of
Occupational Safety and Health. This developed positive changes that were evident in
increased workplace compliance of small and medium-sized enterprises (SMEs) with OSH.
The initiative will aim to support small and medium-sized businesses, the bulk of which face
challenges in enforcing OSH at their workplaces.

OSH Sharing and Network


Third strategies is OSH sharing and network. To accomplish those goals all relevant
parties are expected to perform their obligations and play their roles. This funding is important
because the outcomes of this master plan would have a direct effect on work environment
sustainability, efficiency and quality of life. The scope for going forward will be infinite, with
the cooperation between both stakeholders.
Interested participants will ensure progress in this master plan by committing their
energies and promoting the implementation and inculcation of Preventive Culture through
regulatory action, awareness, manufacturer networking, corporate service programs and even
civic events. In addition to establishing OSH guidance and industry standards, delivering
training and implementing OSH promotions and programs, interventions can be in the form of
counseling, consulting, exchange of information, and best practices.
Instructional organizations, too, will contribute to this master plan by incorporating
OSH into their educational programs, fostering OSH knowledge among students or prospective
staff and thereby creating experts from OSH. Subsequently, these individuals may lead by
doing further OSH-related work to help the nation find solutions to OSH problems. For this
strategy to succeed, the engagement of the industries and all involved parties is probably
needed. The Government will be the leader in shaping and encouraging the engagement of both
stakeholders to fulfill the OSHMP 2020 dream
Mainstreaming Industrial Hygiene
Forth strategies is mainstreaming industrial hygiene. To encourage accelerated
economic growth, it is expected that numerous ancillary industries and employment will be
generated to support the current economic development. Without a question, the Government
will play an active role in ensuring that employees continue to be shielded from any sort of
occupational protection and health threat. The growth, infrastructure, and prosperity of the
country may be equally impacted to further exacerbate the problem, resulting in higher medical
costs being paid by the Government.
Based on the current International Labour Organisation (ILO), an unprecedented 2.34
million deaths occur per year from jobs. An significant source of these deaths was workplace
infections and poisoning. In fact, the continuing accelerated technical growth and new changed
work conditions have complicated the observance of workplace hygiene and made it more
difficult to recognise occupational pathogens and toxicity. However, at such a point of time,
workplace diseases and poisoning are considered not to be as severe as industrial accidents
given the fact that workplace diseases are the cause of an elevated number of worker deaths
due to fatal factory accidents. The companies devote greater attention to occupational health
schemes than to occupational industrial sanitation initiatives. It is because of the low degree of
knowledge regarding the importance, danger and effect of workplace diseases and poisoning.
Regarding this, the number of recorded workplace illness and poisoning cases remains
small compared to the number of incidents in developing countries. This highlights the problem
of unreported cases of workplace diseases generally faced by many nations, including
Malaysia. Factors leading to the low number include difficulty in diagnosing the illnesses, lack
of facilities for performing testing and analyzes, and decreased knowledge among medical
practitioners and employers of their duty to record these incidents. However, in recent years,
the Agency has made substantial strides in raising recognition of the need for monitoring and
regulation of workplace disease data.

International OSH Strategic Alliance


Last strategies is international alliance. Along the international scene, in the hope of
establishing a formidable reputation in OSH, Malaysia has been and will remain committed to
improving infrastructure and human resources. His previous accomplishments include the
coordination of nine programs of technical collaboration that supported 167 participants from
over 16 countries
Under this policy, Malaysia will continue to organize efforts to promote coordination
and partnership in handling OSH problems with other countries and international organizations
to help increase awareness and skills about OSH. Furthermore, as a continuation of the program
under OSH-MP 15, the country will continue to contribute its skills in developing norms,
training, information, and experience for ASEAN nations, the OIC, and other countries. In
addition, Malaysia will continue to research international norms suitable for integration into its
OSH program. In this strategies, have a several program which is collaboration with
international osh institutes and experts. This program would promote the exchange of
knowledge through international conferences, journal articles and the international
dissemination of research papers, thus improving OSH practice in this country and area. This
curriculum parallels earlier programs such as the Malaysian Technical Cooperation Curriculum
(MTCP), Third Country Training Program (TCTP), and other short courses, and expands to
other prospective countries in the region.

Why the Occupational Safety and Healthy is important for the country
The Occupational Safety and Healthy is important because can save the reputation from
the bad publicity from unsafe, unhealthy or environmentally damaging events undermines this.
Moreover, to provide a safe and healthy working environment. Can give a imperative clear
conscience. In legal requirements, can stick on law specifies standards and give a penalties if
not followed. For financial reasons, can detect if staff absences and lost output or input data.
Know that situation of damaged equipment at workplace. Health and safety policies in the
workforce are vital for the well-being of both workers and managers these days because human
error is unmeasurable and unacceptable. If the workforce is not able to keep the staff fit and
well then there will be complications and leaves, which will cost the business a lot. Most
emissions and other other harmful chemical hazards arise from manufacturing practices and
can be beneficially affected by systems for workplace health and safety. Occupational safety
and health will lead to increasing the employability of workers by redesigning the workforce,
ensuring a clean and safe work environment, training and retraining, job demand assessment,
medical care, health screening and practical capability assessment.
