1. SCOPE

1.1 Introduction

This specification covers the supply, fabrication, delivery and erection of anti-intruder security
fencing.

1.2 Exceptions

1.2.1 Main Entry Gates

Main entry gates for primary vehicular access will be remote controlled proprietary items and
as such are not covered by this specification.

1.2.2 Vehicle Drop Barriers

Vehicle drop barriers at primary vehicle access and at other restricted access will be remote
controlled proprietary items and as such are not covered by this specification.

1.3 Perimeter Walling

Perimeter walling if required shall be provided at locations and to the details shown on
approved project drawings.

2. CODES AND STANDARDS

Chain link fencing materials, assembly and workmanship shall comply with the appropriate
parts of BS 1722.

Materials to be incorporated shall comply with the following British Standards or their
equivalent:-

5. MATERIALS

5.1 Galvanized Wire

5.1.1 Wire

All steel wire shall comply with BS 4102. Unless otherwise stated the measured diameter
shall not exceed the tolerances specified in the standard. For galvanized wire the diameter
shall be measured over the galvanized coating.

5.1.2 Plastic Coated Galvanized Wire

All wires shall be galvanised and plastic coated of approved colour to comply with the
requirements specified for Grade A of BS 4102.

6. CHAIN LINK FENCING

The chain link fencing shall be woven from galvanised plastic coated approved colour wires
with an outside diameter of 4.75mm and a core of 3.55mm diameter to a mesh size of 50mm.

The top of the fencing shall be protected by the addition of a single line of barbed wire
complying with 7.3. It shall be secured to the cleat at the straining post and to the chain link
where knuckled at 150mm centres with tying wire or with suitable clips and the height shall be
2250 mm.

6.1.1 Line Wire

The line wire (galvanised and plastic coated) shall have a core of 3.55mm diameter and an
outside diameter of 4.75mm.

6.1.2 Stirrup Wire

The wire for securing the line wires to the concrete intermediate posts (galvanised and plastic
coated) shall have a core of 2.5mm diameter and an outside diameter of 3.55mm.

6.1.3 Tying Wire

The wire for securing the chain link fencing to the line wires (galvanised and plastic coated)
shall have a core of 1.6 mm diameter and an outside diameter of 2.5mm.

7. POSTS AND STRUTS

7.1 Steel Posts and Struts

Posts and struts shall be of mild steel complying with the requirements of BS EN 10025
Grade S 275 JR and constructed of mild steel angle complying with the requirements of BS
EN 10056-1, or steel tube complying with the requirements of BS 6323 (Grade 16) or rolled
hollow sections complying with the requirements of BS EN 10210. They shall be of the
dimensions shown in Table 1. All posts shall be hot dip galvanised and plastic coated. The
bottom of all angle steel posts and struts shall be spragged and tubes and hollow sections
shall have baseplates 150mm x 150mm x 3mm to provide a key in concrete bases. The end
(tops) of all hollow posts shall be capped and sealed.

7.2 Steel Extension Arms

a) For Steel Angle Posts

Extension arms shall be as specified above and shall be either bolted or welded on, or
shall be a continuation of the steel post. The extension arms shall form an angle of 40
deg. to 45 deg. with the vertical line of the post and shall be such a length as will
increase the vertical height of the fence to 3m.

b) For Steel Tubular, Circular and Rectangular Hollow Posts

Extension arms shall be welded on or shall be a continuation of the tubular post. The
extension arms shall form an angle of 40 deg. to 45 deg. with the vertical line of the post
and shall be such a length as will increase the vertical height of the fence to 3m.

Note 1: All struts should have a horizontal tie bar not less than 0.75m long securely fixed to
strut and straining post with bolts no less than 7.9 mm diameter. The tie bar should
be the same section as the strut.

Note 2: The designations in BS EN 10210, BS 6323 and BS EN 10056-1 should be used as


required by those standards.

Note 3: All steel members shall be galvanised and plastic coated.

7.3 Gate Posts

Gate posts shall be free standing and be of steel complying with the requirements of BS EN
10025 grade S275 JR and constructed of flanged universal sections complying with the
requirements of BS 4 : Part 1 or steel tubes complying with the requirements of BS 6323 or
rolled hollow sections complying with the requirements of BS EN 10210. They shall be hot
dip galvanized after manufacture to comply with BS 729. They shall be 3.65m in length and
of dimensions appropriate to the type selected from Table 2.

If gates are specified, to open to 180 deg. the straining post of the fence adjacent to the
gatepost shall have a straight extension arm.

If a gap exists between a cranked straining post and a gatepost, it shall be filled with a three
layer coil of barbed wire which shall be tied.

All gate components shall be galvanised and plastic coated after manufacture.

Note 1: Gateposts should have welded or bolted base plates so placed that they do not
interfere with the adjacent straining posts. The ends of tubular or hollow section
posts should be capped and sealed.

Note 2: The designations in BS EN 10210 and BS 6323 should be used for ordering steel
tubes and square hollow sections as required by those standards. The flanged
universal sections are in accordance with the range of sizes given in BS 4: Part 1.

Note 3: For industrial use the gate and the straining posts may be combined in one post.

7.4 Razor Tape Baled Coil

Razor tape shall be provided as epoxy powder coated, galvanised mild steel tape in a triple
coil to suit.

7.5 Barbed Wire

Barbed wire shall comply with the requirements of BS 4102.

Barbed wire shall be heavily galvanised 2 ply of 3.8 mm (core) with 4 prongs at 127mm pitch
epoxy powder coated to match.

7.6 Fittings

The fittings for the fences shall be galvanized and plastic coated to meet the requirements of
BS 729.

Requirements are specified for 'hair-pin' staples; cleats; eye bolt strainers; winders; stretcher
bars and droppers for barbed wire.

7.7 Gates

7.7.1 Gates Fabricated from Steel Tube or Hollow Section

Such gates shall be constructed of steel tube complying with BS 6323 or hollow sections
complying with BSEN 10025 grade S275JR and BS EN 10210. Single gates shall be used to
fill openings up to 2 m in width and double leaves of equal width to fill openings up to 8 m in
width. The tops of the gates and the barbed wire shall be level with the tops of the chain link
fencing and the barbed wire respectively in the fence, and the bottom of the gates shall have
a ground clearance of not more than 50mm at the meeting point unless the site conditions
make a greater clearance necessary. When closed the space between meeting stiles shall
be not more than 8 mm.

For gates up to 2 m in width, 48.3 mm x 3.2 mm thickness circular hollow section or 40 mm x


40 mm x 4 mm rectangular hollow section shall be used for the outside frame and 42.4 mm x
3.2 mm circular hollow section or 40 mm x 40 mm x 3.2 mm rectangular hollow section for the
braces.

For gates over 2 m in width 60.3 mm x 3.2 mm circular hollow section, or 50 mm x 50 mm x 4


mm rectangular hollow section shall be used for the outside frame and 48.3 mm x 3.2 mm
circular hollow section or 50 mm x 50 mm x 3.2 mm rectangular hollow section for the braces.

The designations in BS 4: Part 1 should be used for ordering as required by that standard.

7.7.2 Gates Fabricated from Flanged Universal Section

Such gates shall be constructed of flanged universal sections complying with BS EN 10025
grade S275 JR and BS EN 10210 or BS EN 10056-1. Single leaf gates fabricated from rolled
steel angles shall be used to fill openings up to 1m in width and double leaves of equal width
fabricated from rolled steel angles to fill openings up to 8m in width. The top of the gates and
the barbed wire shall be level with the tops of chainlink fencing and its barbed wire
respectively in the fence, and the bottom of the gates shall have a ground clearance of not
more than 100mm at the meeting point unless the site conditions make a greater clearance
necessary. When closed the space between meeting stibes shall be not more than 8mm.

For gates up to 2m in width, 60 x 60 x 8 rolled steel angle section shall be used for the
outside frame and 50 x 50 x 6 rolled steel angle section for the braces. Where frames are to
be bolted, 8mm gusset plates shall be used and connections shall be made with M16 pan
head screws grade 8.8 to BS 3692 with single nut and washer to suit. Where frames are to
be welded 8mm gusset plates shall be used and as a minimum all welds shall be 6mm
continuous fillet weld.

For gates greater than 2m in width, 80 x 80 x 8 rolled steel angles section shall be used for
the outside frame and 60 x 60 x 8 rolled steel angle section for braces. Gates greater than 2
wide shall be all welded.

7.7.3 Construction

Gates shall be of all welded construction. Gates and fittings shall be galvanized after
manufacture to the requirements of BS 729. The frame shall be square with all the corners
mitred or saddled; bent tubes or reduced corners shall not be used. Vertical braces shall be
fixed at not more than 1.2 m centres, and there shall be one central horizontal brace.

7.7.4 Infilling

The infilling of the gates shall consist of 4 mm galvanized mild steel wire fabric of not larger
than 50 mm x 50 mm square mesh welded at all intersections with the wires running
horizontally and vertically. The infilling shall be fixed to the frames by galvanized clamp bars,
25 mm x 4.75 mm stitch-welded to the frame up to 25 mm from each junction and the wire
fabric, with a selvedge all round, clamped to this with a 25 mm x 4.75 mm galvanized clamp
bar bolted at not more than 0.30 m centers with 25 mm x M8 sherardized bolts and nuts. The
outside face of the gate shall be flush, all components to be plastic coated.

For commercial purposes chain link infilling of a similar mesh and gauge to the fencing may
be used if so specified on approved project drawings.

7.7.5 Extension arms and barbed wire

The hanging and shutting stiles shall be extended vertically upwards 450 mm to carry 2x3
lines of barbed wire. Each vertical brace shall have a 450 mm extension arm, split to form a
"Y", above the frame, welded and saddled over it and drilled to take and include half-round
fasteners for securing the barbed wire. The barbed wire shall comply with BS 4102, and shall
be stretched hand tight and secured to lugs at the stiles. Baled triple coil razor tape shall be
fixed to the straight barbed wires.

7.7.6 Hinges

Gates shall be fixed with a minimum of 3 hinges. The bottom hinge shall be of the heel and
socket type. For gates up to 2 m wide the plate shall be 12 mm thick and the pin shall have a
minimum diameter of 19 mm. For gates of greater width up to 4 m wide the plate shall be 25
mm thick and the pin shall have a minimum diameter of 25 mm.

The top and intermediate hinges for gates up to 2 m wide shall be made from 12 mm plate
with a 12 mm diameter pin and for gates over 2 m and up to 4 m wide shall be made from 25
mm thick plate with 25 mm diameter pin. The female half of the hinge shall be welded to the
gate frame and the plate carrying the pin shall be bolted to the gateposts and inverted.

7.7.7 Drop Bolts and Slam Plates

Mild steel drop bolts M20 diameter, shall be so fitted to all frames (and therefore each leaf of
a double gate) that they cannot be removed. Corresponding sleeves to receive the bolts shall

be set securely in the ground, concreted in. The last closing leaf of a pair of gates shall
incorporate a stop which prevents one drop bolt being lifted when the gates are closed.
Double gates shall be provided with a slam plate of not less than 12 mm thickness.

7.7.8 Locking Device

Each gate shall be fitted with a locking bar not less than 38 mm x 9.5 mm flat secured in a
frame of 38 mm x 9.5 mm flat welded to the gate frame at the junction of the horizontal brace
on the shutting stile.

For single gates the locking bar shall shoot into a socket on the gatepost.

For pairs of gates the locking bar shall shoot into a staple not less than 25 mm x 4.7 mm and
all locking bars shall be fitted with 6-lever padlock with hardened steel shackle pivot pin
protected by an unweldable rivet and operated by a pin key or alternatively 5-lever heavy
laminated steel padlock with 6 mm outside plates constructed with shouldered rivets and a
case hardened steel shackle operated by offset bit type key.

7.7.9 Roller Wheel & Track

A proprietary heavy duty 75 dia. roller wheel with a 0.5 Te capacity shall be provided to each
leaf of gates greater than 2 m width. Such wheels shall be a robust cast metal wheel with
solid tyre of non sparking material and shall be supplied complete with bearing, guides and
attachments suitable for fixture to the underside of the gate frame.

A flush cast in T-shaped roller track plate shall be provided fabricated from flat plate having a
top flange fabricated from 75mm wide x 10mm thick shaped and located to suit roller wheel
with a vertical web fabricated from 100mm x 10mm plate welded 6mm continuous fillet both
sides on the centreline of flange. This track plate shall have transverse anchor plates 50mm
x 5mm x 200mm long at 500 centres along the arc of the web. This assembly shall be given
2 coats coal tar epoxy paint and set into a 300mm x 300mm continuous concrete base.

7.8 Concrete Surrounding Bases of Posts, Struts and Chain Link Fencing

Mass concrete having cube strength of 20 N/mm at 28 days surrounding the bases of posts,
struts and chain link fencing shall be not leaner by weight than one part of cement to six parts
of graded aggregate of 20 mm nominal maximum size, mixed with the minimum requisite
quantity of potable water. The constituents shall be thoroughly mixed and the concrete
placed in position and thoroughly compacted as soon as possible after mixing. Reinforced

concrete foundations having a cube strength 40 N/mm at 28 days shall be provided to bases
of gate posts in accordance with approved project drawings. All reinforcement shall be high

yield deformed type 2 bars to BS 4449 having a yield strength of 460 N/mm . For full details
of such concrete refer to project specification for concrete.

Note : It is recommended that bases be precast and fully protected prior to installation
on suitably levelled and compacted subgrade and backfilled and compacted
immediately.

8. Erection

8.1 Line and Level

The fence shall be so erected that on completion it is truly on the line of the boundaries set
out. The top of the fence shall follow approximately the profile of the ground, to levels
previously indicated. Unless otherwise agreed, the erection of the fence shall not include
cutting or filling of the ground to vary the levels.

When possible the line of fence shall be set out in such a manner that changes of direction
are formed as obtuse angles, no angle being less than 130 deg.

Any opening below or through the fence shall be protected by a method subject to the
ADWEA/ENGINEER's approval.

8.2 Posts

Straining posts shall be provided at all ends and corners of fences, at changes in direction or
acute variations in level, and at intervals not exceeding 66 m on straight lengths of fence.
Intermediate posts shall be spaced at regular intervals not exceeding 3 m. Bases for straining
posts and gateposts shall be not less than 0.45 m x 0.45 m on plan. Bases for intermediate
posts shall be not less than 0.3 m x 0.3 m on plan or, if bored, of equivalent area. All bases
shall be 0.9m deep and shall have vertical sides. All posts shall be set in the ground to a
depth of minimum 0.75 m except as varied to obtain the levels specified in 7.5.9.

8.2.1 Casting of Bases

After insertion of posts, the forms shall be filled to not less than half their depth with concrete,
well rammed as the filling proceeds and consolidated. After the concrete has hardened the
remainder of the forms shall be back-filled, well rammed and consolidated.

Concrete around steel posts shall be brought up to a height of 50 mm above the surrounding
ground level and finished with a weathered top so as to prevent accumulation of water.

8.3 Struts

Struts shall be fitted to all straining posts behind the chain link fabric in the direction of the line
of fence. The bottom end shall be not less than 0.6 m vertically below the ground level. The
holes in the ground to receive struts shall be not less than 0.6 m x 0.3 m on plan, with three
vertical sides.

After insertion of the struts, the holes shall be filled to not less than half their depth with
concrete, well rammed as the filling proceeds and consolidated. The minimum cover on all
faces and at the ends of the struts shall be 75 mm. After the concrete has hardened the
remainder of the holes shall be back-filled, well rammed and consolidated.

8.4 Line Wires

There shall be four evenly-spaced rows of line wire. The top and bottom wires shall be
doubled, making six line wires in all. The bottom wires shall be close to the ground.

Each line wire shall be strained tightly by means of eyebolt strainers or winders at each
straining post.

Each line wire shall be secured to each intermediate post by a wire stirrup passed through a
hole in the post and secured to the line wire by three complete turns on each side of the post.

8.5 Fixing Chain Link Fencing

The chain link fencing shall be strained between each pair of straining posts and secured to
each straining post by means of a stretcher bar. One of the top line wires shall be threaded
through the appropriate adjacent rows of meshes, care being taken that no meshes in the
rows are bypassed by the line wire except where deviation is necessary at the straining posts.
The second top and bottom line wires shall be strained in front of the fencing. The fencing
shall be attached to the top and bottom line wires by wire ties spaced 150 mm apart, and to
the other line wires by wire ties spaced 450 mm apart.

The bottom of the fencing shall be treated in any one of the following ways as specified.

1. The bottom 0.45 m of galvanized chain link fencing shall be twice dipped in the roll with a
paint complying with BS 1070 or a solution complying with Type 1 of BS 3416. PVC-
coated wire shall not be dipped.

The bottom 0.6 m of the fencing shall then be buried vertically, and the ground surface
reinstated.

2. A continuous concrete sill 175 mm wide x 350 mm high and the full length between posts
shall be cast onto a 225 mm x 50 mm blinding concrete base, with the top at ground
level approximately 25 mm below the bottom of the chain link mesh. Concrete shall be
as specified in 7.6. 'Hair-pin' staples shall be threaded through the bottom row of line
wire at 0.75 m centres and set in the sill to a depth of 150 mm.

3. 'Hair-pin' staples shall be threaded through the bottom row of mesh at 750 mm centres
and grouted into rock or other hard formation to a depth of 150 mm.

8.6 Cranked Tops and Extension Arms

Cranked tops or single extension arms shall point in the direction specified.

Extension arms shall be supplied for concrete posts not having cranked tops cast on. Where
double extension arms are specified these shall consist of two single arms fixed, pointing in
opposite directions, on opposite sides of each post. Where barbed wire is specified both
inside and outside a fence having concrete posts with cranked tops, single extension arms

8.7 Fixing Barbed Wire to Cranked Tops or Extension Arms

Three lines of barbed wire shall be provided to each crank. The lowest line shall be not more
than 150 mm above the top of the chain link and the others equally spaced to a position not
exceeding 50 mm below the top of the extension arms or cranked tops.

The barbed wire shall be fitted with one dropper at the centre of each bay, secured to the
wires so that they cannot be bunched together.

8.8 Bolts

All bolts to fencing shall be burred over.

8.9 Sills and Gates

Where gates are installed other than over hard, properly constructed and surfaced roadways,
a concrete sill shall be formed if specified, carried up to within 50 mm of the bottom of the
gate and omitting staples. The top of the sill shall be at ground level.
