Indonesia's Geostrategy
A. Definition of Geostrategy
Conceptually, Geostrategi is derived from Greek, which is "geos" which means space /
region (geography) and "strategos" which means strategy / method / method. According to
Kaelan and Achmad Zubaidi, geostrategy is defined as a method or rules for realizing ideals and
goals through the development process that provides direction on how to make measurable and
imagined development strategies and decisions in order to realize a better future 1. In the
beginning, geostrategy was interpreted as geopolitics for the sake of war or military. In
Indonesia, geostrategy is defined as a method to realize the ideals of the Indonesian people in
accordance with the opening of the 1945 Constitution. Geostrategy Indonesia provides direction
on development strategies to realize a better, and safer future. Geostrategy is needed to realize
and maintain integration in a pluralistic and heterogeneous society based on the Preamble and the
1945 Constitution.
Strategy is politics implementation, namely efforts to achieve the goals or targets set in
accordance with political desire. Because the strategy is an effort to implement, then the strategy
is essentially an art whose implementation is based on intuition, feelings and the results of
experience. Strategy can also be a science, whose steps are always related to existing data and
facts. Art and science are used at the same time to foster or manage the resources possessed in a
plan and action. An example of geostrategic considerations for the state and nation of Indonesia
is the fact of Indonesia's cross-positioning of various aspects, in addition to geography as well as
demographic, ideological, political, economic, socio-cultural, and defense and security aspects.

B. Indonesia's Geostrategy
In order to realize the ideals of the proclamation and the national goals that have been
mandated by the Preamble to the 1945 Constitution, a formulation of strategy is deemed capable
of creating a safe and prosperous future. The geostrategy of Indonesia was formulated not for
political interests to dominate other nations or wars, but as conditions, methods and doctrines to
develop the potential of national power in carrying out national development in order to realize
the mandate of the opening of the 1945 Constitution in realizing the ideals of the proclamation of
an independent, united Indonesian nation , sovereign, just and prosperous; and realizing the
national goal: protecting all Indonesians and all Indonesian blood and to creating public welfare,
educating the life of the nation, and participating in carrying out world order based on
independence, lasting peace, and social justice. Indonesian strategy is further formulated in the
form of the concept of National Resilience or National Endurance of the Republic of Indonesia2.

C. Indonesian Geostrategic Function


Indonesia's geostrategy has a function as a deterrent. In its position as a conception of
deterrence, geostrategy in Indonesia is intended to ward off all forms of threats, disturbances,
obstacles, and challenges to the identity, existence of the nation, and the Indonesian state in
aspects of:
 Resilience to ideological aspects.
 Resilience to the political aspect.
 Resilience in economic aspects.
 Resilience of socio-cultural aspects.
 Resilience in the aspect of security and defense.

D. Elements of the National Defense of the Republic of Indonesia


The concept of Indonesia's national resilience was developed by Lemhannas and contains
tenacity and resilience. The concept of Indonesia's national resilience involves 8 gatra which is
grouped into trigatra and pancagatra. Therefore, the concept of Indonesia's national resilience is
also called the Astagatra Concept. The elements include: Trigatra contains natural aspects,

consisting of gatra / fields: State geography (geography), State and natural wealth (source of
natural wealth), State and ability of population (population) and Pancagatra contains social /
community aspects, including gatra: Ideology, Politics, Economy, Socio-culture, Security
defense. Between trigatra and pancagatra and between intrasatra there is correlation and
interdependence, and Lemhannas places the ideological gatra as the first in pancagatra.

E. Indonesia’s Geostrategic Problems


The problems that are always faced in upholding the Nation's National Resilience can come from
all directions and all forms of situations and conditions, the problems are:
1) Challenge, is a thing or effort that is or aims to arouse ability, can be positive or
negative.
2) Threat, is an event that can change / overhaul policies that are implemented
conceptually.
3) Obstacle, is an effort to weaken, hinder / challenge every activity / plan that is not
conceptually positive that comes from within.
4) Disturbance is any effort aimed at preventing the implementation of any activities that
come from outside. The problems faced by National Resilience can cause / endanger the
integrity, survival of the nation and state which harms any activities or efforts aimed at
building national unity.
