EXECUTIVE SUMMARY

Traditional Electronic health record management procedures in the health care organizational
set-ups do have inherent problems in multiple aspects. Integration of the data from multiple
sources, security of the data stored in the data base. Retrieval of the data are some of the
common concerns of the same. The proposed MedRec technology is based on block chain
technology, which is a feasible alternative to the current technologies. The report presents
evaluation of the option from multiple perspectives. The report is presented with feasibility,
specifications, constraints as well as WBS for the project.

Information systems project management – Med- Rec

Introduction
Electronic health records (EHR) are encapsulated formats of the patient disease data as well
as personal information; they will be prepared by the health care organization during the
counselling and will be updated during the treatment. Subsequently during any time, if the
health care organization wants to retrieve the data of the patient, they will do so from EHR.
Further the organizations can use this data from the EHR for the sake of evaluation of the
data analytics as well as data sciences and will take up important conclusions from the same.
MedRec is a recent technology developed in line with the contemporary health care
organization’s requirements to manage the EHR. This technology is based on block chain
technology and will enable decentralization of the record management system.
Interoperatabilty is the one of the key features of this technology (Azaria, 2016). It do have
integrated with it authentication, confidentiality, accountability as well as data sharing
features of the customers. Further the technology works on to keep all the critical and
sensitive information with maximum security possible. The technology makes the data
sharing very easy through the usage of the EHR technology. The following report works on
to present the requirements analysis, functional specification as well as non-functional
specifications. Further the discussion also will present details about the project constraints as
well as WBS (Work break down) structure of the project. The report meets the requirements
of a business report about MedRec.

Feasibility Analysis

Technical feasibility
MEDREC is completely feasible from technical perspective. The block chain technology
proposed as the back end technology of MedRec is interchangeable for any type of
technology and this will perfectly applicable for any type of concerns or the operational
requirements of the model. Further the technology is built on the distributed ledger protocol
procedures. The inherent concept is based on bitcoin methodology. There is integrated
conception of the public key encryption in this model. The technology is made with
immutable time stamped chain of contents and hence is feasible for any type of intended
objectives that fall in this category of actions. The block chain will be copied and will be
actually distributed for each participating node of the network. The trust less model based
algorithms are actually used in this methodology. Miners during data extraction and updating

process will append the blocks for ensuring the rewrite-up on the blocks of the chains and
hence the procedures will work on to update the information and concerns more impressively.
The process is fragmented and the access is enabled to the medical data and hence there is
considerable assurance of the interoperability and patient agency as well. The quality of the
data maintained is quite good and achievable. Further there is also scope to keep up the data
quantities as well. Hence considering all the underlying technologies and proposed
operational procedures, MedRec is technically feasible and it perfectly meets the innovation
requirements to satisfy the contemporary needs in EHR (Ekblaw, 2016).

Economic Feasibility
MedRec is completely feasible from economical point of view. It is prepared to make it more
cost effective from community friendly perspectives. The community model of MedRec will
save the expenses for medical researchers, as the model inherently will contain several
features to extract data in the forms and procedures as needed by the researchers. The
technology will not demand for the usage of different type of procedures and processes for
data extraction and hence it is perfectly feasible and possible to employ the technology for all
the required operational needs of the organization. The medical data both in the nascent form
as well as in the format required for analytics and medical research purpose, is available in
the MedRec data bases in well organized formats and also is available for scrutiny
requirements. So it is feasible to classify this model as economically feasible and hence will
meet the vital operational requirements at very low cost when compared with the current
costs. Key diagnosis and key history retrieval etc on community basis and individual basis is
simplified and made cost effective with this new technology.

Operational feasibility
MedRec is operationable on the existing technologies and will perfectly fit the existing
resources in this regard. The proposed block chain model is a proven technology in this
regard. The technology will facilitates the information retrieval as well will work to provide
very effective means for the sake of data mining capturing as well will work on to do typical
operations like data segregation as well as analytics for evaluation. Pre-recommended data
segregation and encapsulation can be done with this model very easily(Forde,2017).

REQUIREMENTS ANALYSIS
MedRec model will require the following operational requirements,
 The model is an effective facilitator of operational requirements like authentication
for both the data update as well as for retrieval requirements in general.
 The model also will work to give all the necessary confidential information for the
operational needs. It is very confidential process and will ensure integrity of the
application as well.
 Data security is ensured, this is another important requirement of the EHR
management and assured by MedRec.

 Data security is assured at all the levels of the technology, there is complete, data
security at each and every level of operations of MedRec, system integrity is managed
and it will also for to keep the technology and database safe.

 Important requirement that is considered in the evolution of the model is the

interoperability. EHR system is interoperable; it can work on any type of model
without economic constraints. There is scope for financial constraints meet up by
enabling the data sharing and data security while working on this technology.

 Both the data quality and data quantity enhancement is another important requirement
met by EHR technology at present (MEdRec).

 MedRec implementation is required to have distributed system and it will invariable

requires a model for the sake of synchronizing the data bases and will provide the
providers with all the possible DNS model enabled block chain integration.

 Smart contracts (Ethereums) should be operable as they are primary requirements of

the implementation of MedRec.
 MedREct need to work both as as centralized repository as well should be segregated
for data access from diverse stakeholder groups and medical researchers(Miotte,2015)

Functional specification:
 Extensive data storage and retrieval provisions.
 Data secured on the system and has provision for retrieval.
 Interoperable
 Quality of the data
 Security of the data
 Compatible with diverse operational needs(Birkhead et al.,2015)

Non-Functional Specifications
 Economical viability
 Adaptability
 Usage ease
 Less skill demands for operations in EHR management.

Project constraints
 Data provision is a constraints and hence it will be limited by the approval of the
patients and the providers. Researchers can access the correct data only when it is
allowed for.
 The constraint lies in evaluation of the work feasibility in the IT domain only for
health care.
 Only block chain technology is employed, other technologies are not analyzed.
 Other channels can be explored, not done so far.

Work break down structure

Implementing MedRec as a viable tool to meet the enterprise, government and patient use
facilitations.
 Functional requirements collection
 Updating the current model of Med Rec
 Enhancing the security testing and enhancements for MedRec
 Working for Bug bounty program as per ONC regulations.

 Cache technology that can underpin hospital back-Ends - development

 Enabling MedRec

Conclusion
MedRec overview is presented as a new EHR technology based on Block chain model.
Further the technology has provided with all the features needed for functional, non-
functional as well as other financial concerns. Constraints and other operational
characteristics are presented keeping the current operational profile in view. This can be
updated and promoted further as per the needs and can be modified as well to meet the future
demands. However prototype testing can be recommended before the actual implementation
of the technology for any enterprise.
