An application has been received from Member One Man Committee

of Hon’ble Justice, D.M. Dharmadhikari, Former Judge of this

Court.

This Court vide its final judgment dated 28.11.2018 had

appointed One Man Committee of Justice D.M. Dharmadhikari for

final solution to the problem of distributing the personnel

between Telangana and Andhra Pradesh regarding the power

A final report was submitted by One Man Committee allocating

the employees subsequently after order of this Court dated

24.01.2020. A supplementary report has been submitted by One Man

Committee on 11.03.2020 in which report 655 employees were to join

in Andhra Pradesh and 584 employees on Telangana side. The

application submits that there is some objection by Telangana

Power Utilities with regard to permitting joining of 584 employees

whereas Andhra Pradesh has communicated its willingness to permit

joining of 655 employees of Telangana side.

One Man Committee in the above circumstances has submitted an

application for permitting joining by passing an order of this

Court with direction that service records of allocated employees

to each side of the States may be made available online to the

concerned power utility and, on the basis of such available

records to the Employees Identity Number, the employees be paid

monthly salary/pension last from until normal life in the country

is restored and the allocation process by joining and posting of

the employees is completed.

We find sufficient ground to issue interim direction as prayed

for.

We further clarify that the interim protection is being issued

today shall not prejudice any of the rights of Telangana Power

Utilities to press their objections with regard to 584 employees

which they have already represented to Justice D.M. Dharmadhikari.

This order shall not preclude the objections to be considered in

accordance with law by One Man Committee and this direction shall

be subject to any final decision taken by One Man Committee by any

specific report.

The application is allowed.
