PERU IMPACT STUDY


CONTRACTOR REQUEST FOR PROPOSAL

I. Background
Peace Corps Peru (PC/Peru) seeks a Contractor to conduct an impact study of Peace Corps’ (PC)
work in Peru. The study will document the impact of the work of Peace Corps Volunteers
(PCVs) from the perspective of the Peruvians with whom the Volunteers live and work.

The study will assess the impact of the Volunteers’ activities associated with the PC/Peru Health
Project on the two Peace Corps goals listed below:

i. Goal 1: Helping the people of interested countries in meeting their need for trained
men and women
ii. Goal 2: Helping promote Peruvians better understanding of Americans

The impact study will be conducted by the contractor starting on or about September 27, 2010.
The contract shall be a firm fixed-price of 50,400 Peruvian Soles.

II. Scope and Requirements

Overview of the tasks

The contractor shall appoint a Senior Researcher (SR) who shall be the lead point of contact for
the duration of the Impact Study. Working with the Peace Corps Program and Training Officer
(PTO), the SR shall perform the following tasks:

i. Review the existing research plan and identify any changes to be discussed with
PC/Peru staff at an initial meeting.
ii. Participate in-person or by telephone in an initial meeting with PC/Peru staff to
review project objectives and timelines.
iii. Review PC/Peru Health Project documents.
iv. Review and translate the interview questions and training materials from English to
Spanish as necessary (Interview questions and basic training materials will be
provided by PC/Peru).
v. Hire Peruvian interviewers to conduct interviews at designated project sites.
Interviewers shall be fluent in Spanish and conversational in Quechua (in Ancash
Department only).
vi. Train and supervise Peruvian interviewers such that the interviewers are able to
conduct study interviews in a confident and friendly manner. The training shall, at a

minimum, include an overview of the Peace Corps, PC/Peru, and the Projects. It shall
also include practice interviews and pilot interviews with Peruvian host families and
current partners who will be identified by PC Peru. PC/Peru will provide guidance,
training materials, and training on the online data entry system.
vii. Conduct interviews in approximately 25-30 distinct, designated sites to be selected by
PC/Peru. Approximately 8-10 people will be interviewed per site. Each interview is
expected to last 45-60 minutes. These sites will be geographically spread out across
Peru, including cities and towns and small communities in the Departments of
Cajamarca, Tumbes, Piura, Ancash.
viii. Develop a detailed logistics plan for the field work, including lodging, transportation,
and travel to various sites. The Contractor assumes costs for all travel, per diem, and
accommodations which shall be included in the contract’s firm fixed-price.
ix. Communicate the status of the project to the PC/Peru PTO, weekly, or more
frequently as needed. The updates may include participating in Impact Study status
phone calls with PC/Peru staff and/or Peace Corps Headquarters (PC/HQ).
x. Conduct informational interviews with Government of Peru and key stakeholders as
identified by PC/Peru staff.
xi. Conduct debriefing meetings with PC/Peru and PC/HQ staff after the pilot interviews
and at the completion of all the field work.
xii. Enter all interview data into a web-based data entry system (DAT Stat) to be provided
by PC/Peru. Data will be entered in Spanish and translated into English.
xiii. Produce a final project report in both English and Spanish. The report shall include a
detailed analysis of the study findings, conclusions and recommendations, a
description of the methodology, a discussion of the aspects of the research that
worked well, and recommendations for improvements.

The Contractor shall work in his/her own workspace and with his/her own
telecommunications/ computer equipment.

Confidential Information

Under this contract the Contractor will have access to sensitive, confidential and
proprietary information in the possession for the Peace Corps, host governments
and other entities. The Contractor will treat all such information as confidential
and not disclose the information to third parties, except as authorized by the
COTR or Contracting Officer.

The Contractor shall protect from unauthorized disclosure and use, and shall not
use, release to others, reproduce, distribute or publish (1) any data of the Peace
Corps to which the contractor has access to under this contract which is not in
the public domain; (2) any data first produced or specifically used by the
Contractor in the performance of this contract or (3) delivered under this
contract except as authorized by the Contracting Officer.

The Peace Corps will provide the following:

1. Interview questions
2. Training materials, including background information on the Peace Corps, PC/Peru, and
the Health Project.
3. A complete list of designated field work sites (Appendix B) and potential interview
participants (Appendix A)
4. A list of key Stakeholders for interviews
5. Access to a Web-based data entry system
6. Final data set from the interviews with tabulations and cross-tabulations as requested

All documents, unless otherwise specified, will be provided in English.

Qualifications of the Contractor

The Contractor for the Peru Impact Study shall have demonstrated social research experience,
research team selection and management skills, and the academic preparation to carry out the
project field work in a timely, efficient and quality manner.

Specific qualifications are described below:

• Demonstrated experience in implementing social research projects


• Experience conducting field interviews and using survey instruments in evaluative
studies
• Experience selecting, training, and managing field staff
• Education – Master’s Degree or comparable experience in Sociology, Psychology,
Linguistics, Anthropology or other related fields
• Flexibility and ability to work under a wide range of field conditions
• Experience writing quantitative & qualitative research/evaluation reports
• Language – Fluency in both written and spoken Spanish is required. Fluency in both
written and spoken English is required.
• Must be able to travel throughout Peru on multiple overnight trips.
• Must have proficient computer skills.
• Must be able to learn a web-based data application.

IV. Period of Performance


The Period of Performance shall be from date of award through January 15.

V. Payment schedule:
The following payment schedule will be used:

Part 1- Upon conclusion of first planning meeting 30%


Part 2- Upon conclusion of field work/interviews 30%

VI. Proposal
By 4:30 p.m. September 3, 2010, PC/Peru invites interested Contractors to provide a
proposal in English that includes:

1. Contractor qualifications and prior experience to meet requirements found in Section III
with descriptions of key personnel.
2. Proposed research work plan, interviewer’s qualifications and training plan,
implementation work plan and timeline.
3. Total Firm-Fixed Price for fulfilling the contract as described herein.
4. Breakdown of costs for interviews, compensation for the Senior Researcher and
interviewers, cost for transportation, meals and lodging, and other costs (copying,
translation, etc.).
Government estimated cost range will be 50,400 Peruvian Soles.
VII. Evaluation Factors for Award:
Peace Corps Peru anticipates awarding a firm, fixed price contract resulting from this
solicitation, to the responsible offeror whose offer conforms to the solicitation and will be
most advantageous to Peace Corps, price and other factors considered. Peace Corps Peru
will use the following factors, listed in the order of importance, to evaluate offers:
1. The qualifications of the key personnel (senior researcher) as defined in Section III,
Qualifications of the Contractor.
2. Technical approach as detailed in the research work plan
3. Price

It is expected that the contract will be negotiated and finalized by September 27, 2010.
