DEFINITION
The Metro Railways (Construction of
Works) Act, 1978 is an act of the
Parliament of India that governs the
construction of works relating to
metro railways in metropolitan cities in
the country. When it was enacted in
1978, the Act applied in the first
instance to the metropolitan city of
Calcutta (now Kolkata).
Proposal and
Enactment
• Introduced in the Lok Sabha on 12
May 1978, and passed by that
House on 26 July.
• The Bill was passed by the Rajya
Sabha on 3 August 1978. The bill
received assent from then
President Neelam Sanjiva
Reddy on 21 August 1978.
• The Act came into force on 1
February 1979.

 CHAPTER 1 - Short title, commencement
and application

SECTION – 1
(1) This Act may be called the Metro Railways (Construction of Works) Act, 1978.
(2) It shall come into force on such date1 as the Central Government may, by
notification in the Official Gazette, appoint.
(3) It applies in the first instance to the metropolitan city of Calcutta; and the Central
Government may, by notification in the Official Gazette, declare that this Act shall also
apply to 2[the National Capital Region, such other metropolitan city and metropolitan
area, after consultation with the State Government, and with effect from such date as
may be specified in that notification and thereupon the provisions of this Act shall
apply to the National Capital Region, such metropolitan city or metropolitan area
accordingly.]
