Design of a Digital System for Corruption Removing from revenues:

Case study Kabul Municipality

ABSTRACT
1. INTRODUCTION
The development of Information and Communication Technologies (ICT) has impacted every aspect of our society,
including the way governments interact with citizens. The advent of electronic government (e-government) has
lifted a worldwide management reform movement in governance area to this day.
Taxation remains to be the main source of government revenue in both developed and developing economies. It also
provides an important avenue for financial independence of nations from external assistance.
as the process of arranging the city elements together both functionally and beautifully. Paramount among the
elements includes building, beautification, artistic billboards, posters and the illuminating electronic neon signs.
And corruption is the big challenges in revenue part especially in Municipality and the aim of this paper will be to
save in sufficiently the revenues and environment beauties.

MOTIVATION
Last year Doc Bashir Muhsen Director of Municipality requested us for developing of this system for removing
of corruption in revenue section and the idea of this system was from his but unfortunately he resigned from his
position so based on my home loving feeling I decided for developing and implementing of this system in Kabul
Municipality.

2. PROBLEM DESCRIPTION
3. Lots of companies are for installation of signboard and they are installing signboard without
informing of municipality.
4. Some of the shops and companies are not registered and the have illegal signboard
5. Unstandardized signboard it is cause of disorder in the city
6. Lose of municipality revenue
7. Unclear the number of shops and also they use from pedestrian
8. Some shops are registered for one type and work in the other type for example (A shope are
registered for construction materials and it sell electronic materials )

Proposed system
There is needed to a Smart system for collecting municipality taxes to decreasing of corruption
level.
We can use from some application to identify the height and width of signboard such as (Image
size)
And also all of signboards will have QR (Quick response code) or Barcode and all of signboards
are saving in database and based on this barcode all of shops data will be showed for us.
All peddlers should be registered and have a specific cart of municipality and for that people also
should be specific place for selling.

And also all of this people have account in this the system and this system will notify them
automatically the time of the tax.

1. METHODOLOGY
Interview has been taken from Kabul Mayor (Mohammad Zaki serfaraz ) and plan and policy director ( Dr.
Bashir Ahmad Muhsen) in 27 October 2019.

There are two types of data collection method which I have used secondary method and collected secondary
data from (papers, international journals and books). I have done literature review and got conclusion and worked
experimental.
