National Military Hospital allow me to pass my sincere appreciation to all those who worked
tirelessly to ensure the completion and publication of the Consolidated Annual Procurement for
the hospital within the given time. First and foremost, I would like to thank the hospital’s
orthopedic and surgery services chief of the hospital Col. ‘Nek Mohammad Shinwari’ for his on-
time response and assistance in the development of this report. Secondly, I would like to
acknowledge the pharmacy division, health service providers, finance division, operations
division, and security division for supporting us in data collection, analysis, and review.
Furthermore, I would like to thank all members of the Sardar Mohammad Daoud Khan National
Military Hospital for their cooperation and on-time response in the preparation of this plan for
the hospital. Lastly, I would like to appreciate all external partners, suppliers, and donors who
have continually showed their support in the development of a consolidated procurement plan for
the Sardar Mohammad Daoud Khan National Military Hospital.

Background

Historically the Sardar Mohammad Daoud Khan National Military Hospital, often recalled to as
the National Military Hospital in Afghanistan with four hundred beds is considered as a crown
jewel by providing the largest military medical facility to members of the Afghan National
Army and other government officials since 1973. The hospital also contains a teaching department
that is mentored by American military doctors and other U.S. personnel by providing medical
education and training for the capacity development of the future and current health professionals
and provide the platform for conducting researches inside the country. According to a report, the
professional doctors execute more than fifty operations in various orthopedic, neuro-surgery,
urology, and other sections daily and accelerates the best service to the Afghan National Defense
and Security Forces (ANDSF) officers, soldiers and their families in National military hospital.

To facilitate and provide an on-time response to all wounded soldiers in the Sardar Mohammad
Daoud Khan National Military Hospital (400 beds), the procurement & logistic department
evaluates and analyzes the list of all needed medical equipment and medicines according to
mandates of the hospital and National Procurement Authority (ANP).
In this regard, the procurement department developed the consolidated annual procurement plan
to purchase all the required items for the year 2021 with due respect to proper documentation,
processes, and procedures of the procurement department in a military hospital (400 beds).

For better outcome and result, the implementation of this consolidated plan will be monitored on
a biweekly basis by the internal control department (ICD) of the hospital and the monitoring
report of ICT will be reviewed by an approved committee composed of the different stakeholders
such as representatives of the national procurement authority (ANP), ministry of defense (mod)
and senior management team (SMT) of the hospital. All committee members will be having a
proper Terms of Reference (ToR) and/or Job description for their specific work and limited
authority. Additionally, the committee will outline and identified important reform initiatives for
improving the procurement practices and strengthening procurement management functions
throughout the procurement cycle in the health sector of the military hospital (400 beds).
Additionally, it will be also the responsibility of ICD and the committee to evaluate how well the
procurement department has considered the Best Value for Money during the procurement
process. The purpose of the Consolidated Annual Procurement Plan for 2021 is to understand how
well effectively and efficiently the budget has been utilized during the procurement of goods and
services for the Sardar Mohammad Daoud Khan National Military Hospital.
Objectives:

The main objects of the consolidated annual procurement plan for Sardar Mohammad Daoud
Khan National Military Hospital are:

 To keenly supervise and modify the processes of procurement of goods and services of
all divisions of the hospital
 To consider Best Value for Money Approach in the procurement process
1. In hence the mechanism of tracking and tracing all products & services
a. Purchases procedures and documentations
b. Timing standards for deliveries of goods
c. Quality control mechanism
d. Supplies payments protocols
2. The involvement of the steering committee in procurement for better transparency and
accountability of the public procurement of the hospital.
3. Evaluate how well the NPA norms are considered in implementation during the
procurement
4. Asset disposal policy implementation and proper mechanism.
5. Independent annual physical count of inventory
a. Policy “an independent physical count of inventories must be carried out at least
annually”.The logic behind the annual physical independent count of asset is to make
sure a. all the changes made throughout the year are reflected on the asset register b.
any asset physically present are recorded in the asset register c. any asset not recorded
in the asset register but physically present are listed for further verification and inclusion
in the asset register and d. the asset register reflects current location of the assets and
any older items listed disposal.

Challenges/Barriers

During the development of the consolidated annual procurement plan, the procurement team
faced the following challenges:

 Lack of qualitative and quantitative documents


 Lack of interest by the officials in sharing the related information and on-time response
 Mismanagement of stock (supply of goods and drugs) and irresponsibility of tasks by
some employees during data collection and analysis.
 A load of requisitions from staff and management of need base distribution of equipment
among the sectors in the hospital.
 Challenge with the tagging system and updating the databases regularly

Data collection:

During the data collection process, the procurement officials collected the required information
for preparing the consolidated procurement annual plan from each and every department of the
hospital. As the military hospital (400beds) is mostly treating all injured and wounded patients,
so the procurement department prioritizes that surgical equipment and drugs which are critically
required for immediate and urgent treatments. The analysis of the consolidated procurement plan
will be beneficial for identifying the magnitude of economies of scale for drugs and equipment
and their better usage in procurement. In this regard, most of the information received by the
procurement department was on:

 Need assessment of
o Quantity and Quality Drugs required for patients
o Term of Reference (ToR), Scope of Work (SoW) and specification of goods for
equipment and drugs
1. List of goods present in the hospital
a. Verified list of goods and drugs in usable condition present in the hospital
b. Verified list of goods and drugs expired and garbage
c. Requisition list for new equipment and drugs for the different sectors in the
hospital.
2. List of suppliers
a. List of internal suppliers
i. Shipment time, date, and costs of expenditures
b. List of external suppliers
i. Shipment time, date, and costs of expenditures
