0 INTRODUCTION
In an effort to prepare for the CUCSA games slated for February 2020, The Copperbelt
University invited bidders for the construction of a podium at the CBU stadium.
The procedure included pre-qualifying and enlisting prospective Contractors from among
those who submitted their tenders in accordance with the tender requirements to undertake
the assignment described herein. The Pre-qualification Tender document and the Tenderers
response were thereof the basis for pre- qualification. Tenderers were advised to familiarize
themselves with the requirements described in the document including all attachments and
took them into account while preparing the response.

BID OPENING
The tender closing date was on the 30 th September 2019. In total sixteen contractors attended
a compulsory site visit of the 12 November 2013. Out of these, only two responded giving a
33.3% response indicating a low return. (Please see attached Schedule of Tenders)

EVALUATION PROCEDURE AND CRITERIA

Requirements for preliminary evaluation followed the following criteria.
Preliminary Evaluation
A preliminary examination of bids and determination of responsiveness was carried out in
accordance with the Instructions to Bidders (ITB) in the Solicitation Documents, whether
each Bid met the following criteria:
a) Project duration
b) Financial benchmark; Tender sum, Advance payment & Bid security
c) Personnel
d) Equipment (Excavation & Earthworks, Concreting, Transport)
TECHNICAL ASSESSMENT

MWEMBESHI CONTRACTORS
Key Personnel
Mwembeshi is well resourced with well trained personnel covering all required levels of
construction expertise. They propose to deploy a Site Engineer with an approved Degree in
Civil Engineering with 7 years of experience in construction industry.
Site engineer will be vested in the hands of a qualified quantity surveyor with a post
qualification experience of 8years. This project manager has extensively been involved in
projects of this kind. The Site foreman will be qualified with a Diploma in Civil Engineering
with 10years experience in the building environment.
The staff compliment as proposed by Mwembeshi is impressive and suitable to see the
completion of this project. The bricklayers are qualified with crafts certificates in Brick
laying and Carpenters with craft certificate in carpentry.

Plant & Equipment

Mwembeshi has adequate plant and equipment necessary to see out this project to full
completion. They own most of their plant and equipment such as 2 concrete mixers, 1 light
truck, 1 site van, 1 poker vibrator and they have proposed to buy small tools.

Management Plan
The method statement as submitted is comprehensive and achievable. They have amassed
relevant experience in similar projects and should be able to execute the works within set
time. Their proposed construction duration although somewhat high is sufficient to see out
the project. Also their works program is in harmony with the quoted duration and has
addressed all critical elements as required.

GLOBAL ENGINEERING LTD

Key Personal
The proposed staff in the employment of Global Engineering Ltd appears adequate for a
project of this magnitude. The proposed Site Engineer is qualified with a degree in Civil
Engineering and has extensive experience spanning a total of 15 years. The tenderer intends
on deploying a foreman qualified with diploma in Civil Engineering. Other technical stuff
include bricklayers qualified with crafts certificates in Brick laying with 10 years’ experience
in construction field and Carpenters with craft certificate in carpentry with 20 years’
experience in this field. We believe the proposed personnel will be able to see the project to
full completion.

Plant& Equipment
The list of plant and equipment provided is adequate to carry out this project especially that
they own some of the plant. They own 1 concrete mixer, 1 light truck, 1 site van, 1 poker
vibrator and proposed to buy small tools. We have no doubt that in the event more plant and
equipment is needed Global Engineering Ltd will be able to hire out.

FINANCIAL ANALYSIS (Tender sum, advance payment & bid security)

Mwembeshi Contracting
Mwembeshi Contractors submitted tender is K167, 727.00 with a construction period of 8
weeks making them the second of the list tenderers under consideration.
Mwembeshi Contractors proposed to submit a bid security bond of K20, 000.00 although it
was not requested for by the client.

Global Engineering Ltd

Their submitted tender is K172, 500.00 with construction duration of 10 weeks. This bid is
the higher of the two contractors.
Global Engineering Ltd requested for 10% advance payment to enable them to mobilise
resources. This entitles that they may not have the financial muscle to do this project.

PROJECT DURATION
Mwembeshi Contractors
The tenderer has proposed a construction period of 8weeks which is a reasonable time frame.
We have no doubt that the contractor will be able to deliver within the set duration

The tenderer has proposed a construction period of 10 weeks which is on the high side and
does not offer the Client any time benefit period.

EVALUATION REMARKS
Mwembeshi Contractors
Mwembeshi Contractors submitted a tender sum of K167, 727.00 which is lower than that of
the other bidder. The difference between the two tender sums is minimal
Mwembeshi proposed to submit a bid security bond of K20, 000.00. The bid security gives
clients assurance that the selected bidder will sign the contract or otherwise forfeit their bid
security and the bid bond also gives assurance that the bidder has the financial means to
accept the job for the price quoted in the bid.

Mwembeshi proposed to construct the building in 8 working weeks. Considering that the
project needs to be complete as quickly as possible in preparation of the February 2020
games, time is of essence therefore we are assured that this bidder will be able to deliver
within the earliest possible time.

Global Engineering Ltd

Their submitted tender is K172, 500.00 which was higher than that submitted by the other
bidder. Global engineering requested for 10% advance payment and this means that the
contractor does not have the financial means to start the project on their own.

RECOMMENDATION

We recommend that the contract for the PROPOSED CONSTRUCTION OF A PODIUM

AT THE CBU STADIUM be awarded to MWEMBESHI CONTRACTORS for the tendered
fluctuating amount of K167, 727.00 at their construction period of (8) EIGHT
CALENDAR WEEKS .
