Agenda Item : Denuclearization of North Korea on


New Chapter of Korean Peninsula

Security has and will always be the main concern for every states since it touches the rights
of our people to live in a secure and peaceful life. Any threat to stability of security shall be a
prominent topic to be put to an end immediately.

United States of America (USA) has been actively involved in a plentiful issues of security,
unexceptionally, the issue emerging in Korea Peninsula. Our main interest is nothing more than
just putting the world into a peaceful condition, free from any kind of threat. Recently, the issue
of security emerging from Korea Peninsula catches the international attention since it has been
going protractedly. Many resolutions, agreement, and any other official documents that has been
made including also sanctions to be imposed, seemingly not satisfying enough for the international
community.1 This is shown from several states keep on wishing the Korea Peninsula to be
denuclearized. The reason why is because in Korea Peninsula, there has been no significant
progress of denuclearization other than just making an agreement. There has been no real action.

As a permanent member of United Nations Security Council, USA wish no more for any
distrust. We believe that in Korea Peninsula, to be specific the Democratic People’s Republic of
Korea (DPRK) is making a progress. However, we believe it is better for the DPRK to be more
transparent with what they are currently be doing in order to eliminate security dilemma. It is true
that the reason why the distrust is still exist is because there has been no certain standard and
measures of denuclearization. Hence, states are seemingly has a different ground of understanding.

We see that the DPRK has been actively taking action to dismantle the nuclear power plant
and manage their radioactive waste. However, USA see that there is something still questionable
since DPRK is reported to reprocess the radioactive waste in their radiochemical laboratory2. This,

at some point, is not in line with the definition of denuclearization from USA which is stated as
“the elimination of the military infrastructure and materials necessary for nuclear weapons
production”.

This kind of condition is not favorable to be kept long lasting. Hence, United States of
America would like to propose several steps to be taken:

1. Denuclearization redefinition. We believe that to have the same goal, to take the same
action, we shall first have the same ground of understanding. Thus, it is important for
us to redefine what we meant by denuclearization, set a measure on how far does the
denuclearization shall take place, which units shall be dismantled, and any other
measurements. Each states may have their own definition but if one’s states definition
might cover all necessary matter, it could be considered as a reference.
2. A timeline of denuclearization. In the previous six party agreement, the initial phase
shall be taken within 60 days. However, USA sees the longer time it take may escalate
another distrust in the time between. There is no major business that might take too
long time. The initial phase will be adequate to a phase of shutting down and sealing
all of nuclear units. Following the shut down and seal of the units, the United Nations
shall then cooperate with IAEA for the dismantlement of nuclear units by arranging a
timeline as soon as possible. This is important in order for us to track down the progress.
Hence, this timeline shall be supervised by the six party and IAEA.
3. Gradually decrease of sanction imposed. We see that every good action shall be
appreciated. Thus, Unites States believe we shall gradually decrease the amount of
sanction if and only if DPRK follows the timeline has been set. If the DPRK fails to
eliminate the security dilemma, then the sanction may be imposed further. A states who
are not contributing in the sanction impose shall then be imposed.
4. Further maintenance of the denuclearization. We believe that a follow up actions is
important looking to the fact that denuclearization will create an abandoned sites that
might endanger people’s life. Moreover, radioactive waste shall also be taken into
consideration. Hence, a follow up action is necessary to be planned.
