Crisis Procedure

This is a brief guide to understand the procedures that will be followed in Indo-
Pak Summit, in MMUN’19, this year.
This year the Indo-Pak Summit, will keep in mind the problems facimg both the
countries at hand, and will be based on a crisis formulated on that very
problems.
A crisis committee does not follow the normal parliamentary procedure, this
study guide will show you how to participate; and the rules to follow inside IPS
MMUN’19.
As a delegate in IPS:Crisis Committee; you will be guven a personality from
either Pakistan or india.
A crisis committee follows the same rules and procedures as a normal UN
committee with slight additions, such as directives.

PARLIAMENTARY PROCEDURE:
The normal procedure will be followed when the session is opened, there
needs to be a motion to open the session, roll call, general speakers list, and a
caucus. A crisis committee does not however have a secondary speakers list.
Slight changes to the parliamentary procedure will be described below:
1. You may open a moderated caucus when the Dias asks for motions on
the floor. With the purpose of discussing the crisis, a recent update, or
proceedings of the unmoderated caucus.
2. You may open an unmoderated caucus with the purpose to discuss a
certain aspect or employ diplomacy.
3. There are different motions and points for a crisis committee, even
though the main ones can still be used which are as follows:
 Motion for roll call: When the session begins/resumes, the
delegates are requested to raise a motion for roll call, in order to
see who’s present and determine the simple majority.
 Open speakers list: The general speakers list is a list, which is
started in the first session in order to discuss the topic in general.
 Open/close and adjourn the session: The delegates are requested
to begin with the opening of debate, and finish with the
adjournment of debate.
 Point of personal privilege: This point is related to the personal
privacy of the delegates, the delegates if receive a phone call may
ask for a point of personal privilege.
 Point of order: This point is raised against the chair if the chair is
not following the correct rules of procedures.
 Point of parliamentary inquiry: If the delegates are unclear about
any rules of procedure, they may raise a point of parliamentary
inquiry and clarify their ambiguities.
HOW TO RAISE THESE POINTS OR MOTIONS:
The Dias will ask; “Are there any points or motions on the floor”. And the
delegates are requested to raise their respective points or motions.
For Example:
“The delegate representing Imran Khan would like to raise a motion for roll
call… etc.” OR
“The delegate representing Narinder Modi would like to have a point of
personal privilege”

VARIOUS TYPES OF CAUCUSES:


There are two types of caucuses: Moderated Caucus and Unmodulated Caucus.
MODERATED CAUCUS:
Moderated caucus is basically when you have a very vast topic and you want to
divide it into sub topics, and then discuss it in bits. Then you raise a moderated
caucus for that sub topic.
For Example:
The topic is Kashmir Issue, then you’ll raise a moderated caucus in the
following way: “The Delegate of Shireen Mizari would like to raise a moderated
caucus to discuss the indian forces employed in the disputed territory; total
time parameter 15 minutes, individual speaker time 1 minute”
UNMODERATED CAUCUS:
Unmoderated caucus is when you want to have a break from the formal
session and carry out diplomacy in order to make blocs or discuss some
dispute. It is raised in similar way:
For Example:
“The delegate representing Navjot Singh Siddhu would like to raise an
unmoderated caucus of 15 minutes”
There is no individual speaker time for Unmoderated Caucus, and no topic for
an unmoderated caucus.

CRISIS NOTES:
In a crisis committee you will have your notepad, where you will exercise your
powers, ask for as press release, write a directive and have it signed by the
personalities wishing to participate in it.
TO WRITE A CRISIS NOTE YOU NEED:
-Personality, Committee
-Title: CRISIS NOTE
-Content: The action you want to take as a personality in the situation,
regarding the whole committee or directly to a personality.
EXAMPLE: “Narinder Modi wants to carry out talks with Imran Khan”

DIRECTIVES:
Directives, also known as actions plans, are the main form of writing in a crisis
committee. These are orders and actions the committee as a whole wants to
take unlike resolutions, there is no formality to write a directive, there is no
required format. A directive must be clear and direct. It is supposed to address
a situation directly and quickly. Directives can consist of bullet points with
specific actions, written down and sent to the Dias.
There are two types of directives, namely:
1. Public Directive: It is that directive, which a delegate wants the
whole committee to hear. EXAMPLE: “India has deployed 10,000
force to the Line Of Control”
2. Private Directive: It is that directive, which a delegate wants the
Dias to know. This is also called secret directive. Example:
“Pakistan is to launch a covert operation to …………..”
SUCCEEDING in a crisis committee, means that you have successfully
represented your personality. And the only way to successfully represent your
personality, is to defend and perfectly present your stance, no matter what
happens never leave your stance.
