SUBJECT: SUSPENSION OF OVERNIGHT PASSENGER SERVICE

Effective May 6, 2020 and continuing seven days a week until further notice, customers will not be
permitted to enter the system between 0100 hours and 0500 hours so that subway cars and subway
stations can be more thoroughly cleaned.

• All Service Delivery employees will report to their assigned reporting locations at their scheduled
times, unless otherwise directed by management/supervision or supplement schedule.

• Specific intervals have been designated as “last trips” on each line. Every interval that departs a
terminal in passenger service will continue making all scheduled station stops to its scheduled
destination. After 0100 hours, customers will not be permitted to enter the system; however, they
will be permitted to transfer to overnight shuttles, and they will be permitted to exit the system.
On overnight shuttle services – Dyre Avenue, Lefferts Blvd., Rockaway Park, Metropolitan
Avenue, Franklin Avenue, and 95th Street/Bay Ridge – the last shuttle train will connect with the
last adjacent mainline train operating through.

• Every line that operates during the overnight period (including shuttles) will continue to operate
as per the timetable or supplement schedule in effect with all scheduled intervals between the “last
train” in passenger service and the “first train” in passenger service operating “LITE” as “Fire
Watch” trains. They shall be utilized to move essential NYCT employees and NYPD/MTA
Officers from station to station. Every “Fire Watch” train will be crewed with a Train Operator
and Conductor and will operate in accordance with all applicable operating rules, unless explicitly
stated otherwise.

• After 0100 hours and upon arrival at terminals, all trains that had been in passenger service must
be discharged of all passengers. Service Delivery personnel must ensure that all trains are cleared
of passengers prior to being dispatched “LITE.” NYPD Officers have been assigned to enforce
the Rules of Conduct.

• All trains operating between 2200 hours and 0600 hours, including all trains that are operating in
passenger service and all trains that are operating “LITE” must be held to their scheduled
departure times at all locations, including terminals and gap stations. This is especially important
for the last scheduled intervals in passenger service on each respective line, and for the first
intervals when the system reopens at 0500 hours. It may be necessary to delay some terminal
departures to facilitate the completion of the cleaning process; train crews should follow the
direction of terminal supervision at all times.

• Train Operators will enter each station and stop adjacent to the Conductor’s Indication Board
(typically in the middle of the station). Conductors will ride in the first car and shall operate the
crew door to allow essential NYCT employees and NYPD/MTA Officers (if any) to board the
train, as well as alight. After scanning the platform to ensure that there are no essential personnel
in need of transport, the Conductor will key the crew door closed. After having received
indication, the Train Operator will proceed to the next station.

NOTE 1: All employees, including the train crew and those essential employees being
transported, must wear a face covering. Although it may be necessary for personnel
to move to an adjacent car to ensure social distancing, all boarding and alighting
activity must be facilitated by the Conductor aboard the train and only from the lead
car. All persons are expressly forbidden to board or exit a train via a crew door
anywhere in the train consist.

NOTE 2: As 0500 hours approaches, the Conductor must make their way to his/her operating
position so that they may be in position to operate the train’s side doors when
passenger service resumes at 0500 hours.

Employees and NYPD/MTA Officers may travel via “Fire Watch” trains, provided the purpose of
travel is strictly business-related, including travel to/from their reporting/clearing location. To enter
the system between 0100 hours and 0500 hours, employees must enter at staffed station entrances,
display their Employee Photo Identification Card (EPIC) pass, and be granted access by the Station
Agent on duty. Transit employees in need of transport must wear their NYCT-issued safety vest and
stand in the middle of the station platform where they are clearly visible to the Train Operator.
EMPLOYEES MUST DISPLAY THEIR EPIC PASS BEFORE BEING ALLOWED TO
BOARD TRAINS.

The system will reopen to customers at 0500 hours. At 0500 hours, all trains running “LITE” will
begin making normal station stops at the first station that they encounter wherever they are along the
line.

Terminal supervision must continuously prioritize and support the cleaning initiatives during
the overnight period and throughout the day, seven days a week. It may be necessary to delay
some terminal departures to facilitate the completion of the cleaning process.

Line Managers and Train Service Supervisors will monitor for strict compliance with this directive.
