The Gender and Development Office is headed by a Director who acts as University GAD Focal
Person and Chairperson for the GAD Technical Working Group (TWG) pursuant to PCW
Memorandum Circular No. 2011-01. He/She shall be a Master’s degree holder in any field of
specialization, and with relevant training and administrative experience.

Mission:

The University shall primarily provide advanced instruction and professional training
in science and technology, agriculture, fisheries, education and other relevant fields of
study. It shall also undertake research and extension services, and provide progressive
leadership in its areas of specialization.

Goals

To produce graduates with excellence and dignity in arts, science and technology.

University Objectives

a. Enhance human resource competency, development, commitment,


professionalism, unity and true spirit of service for public accountability,
transparency and delivery of quality services;
b. Provide relevant programs and professional trainings that will respond
to the development needs of the region;

c. Strengthen local and international collaborations and partnerships for


borderless programs;

d. Develop a research culture among faculty and students;


e. Develop and promote environmentally-sound and market-driven
knowledge and technology at par with international standards;

f. Promote research-based information and technologies for sustainable


development; and

g. Enhance resource generation and mobilization to sustain financial


viability of the University.

Guided by the foregoing VMGO and driven by our core values, Fairness,
Accountability, Transparency, Excellence and Service to God and people (FATES), we
have conceptualized the following roadmap and timeline:

To guarantee commitment to perform the duties and responsibilities and to support the
management’s roadmap and SKSU’s Vision, Mission, Goals and Objectives, I hereby
commit to perform the following duties and responsibilities to the best of my abilities:
a. prepares and formulates GAD plans and budget in response to the gender gaps and
issues faced by clients and constituents;
b. integrates and implements the national GAD plans, programs, and activities;
c. monitors and serves as technical adviser on programs, projects and activities on
women, men, the elderly (senior citizens) and persons with disability to promote
human rights and eliminate gender discrimination in the university system, structures,
policies, programs and processes;
d. strengthens, capacitates and mobilizes the GAD TWG towards the implementation of
gender mainstreaming efforts to ensure the empowerment and protection of women
and effect gender equality through the GAD planning and budgeting activities;
e. leads the conduct of GAD advocacy activities and the development of IEC materials
to ensure critical support of agency officials, staff and relevant stakeholders to the
activities of the GAD mainstreaming activities;
f. ensures that funds are made available for GAD programs and activities to support the
university’s organizational management and operation of the GAD Focal Point
System (GFPS) to be charged to the SKSU’s GAD budget;
g. leads in mainstreaming gender perspectives in the University Code, department/office
manuals, faculty manual, student handbook and operational manuals;
h. spearheads in setting and updating the gender database of the university;
i. coordinates efforts of different divisions/centers/offices and/or campuses, and
advocates for the integration of GAD perspectives in their systems and processes;
j. spearheads the preparation of the consolidated University GAD Annual
Accomplishment report;
k. strengthens the external link with other agencies or organizations working on
women’s rights, and gender and development to harmonize and synchronize efforts at
various levels of governance;
l. provides regular updates and recommendations to the President on the activities of the
GFPS; and
m. conducts periodic monitoring and evaluation of the performance in the campuses.
