Its objective is to adapt the training to the socio-economic environment. The actions undertaken in this
context have focused on diversifying the supply of vocational training, developing entrepreneurship in
schools and strengthening the competitiveness of training and innovation.
In the area of diversifying the supply of vocational training, the following activities were carried out:
- the equipment of natural science laboratories with micro-science kits as part of the implementation of
PROESPER programmes;
- the organization of missions to implement the new training standards resulting from the structuring
projects and the industrialization master plan;
- the validation of training standards for new TWU (transport/logistics) courses;
- the carrying out of geotechnical studies of the projects of the Agricultural High Schools of Wackwa,
Batouri;
- the realization of geotechnical studies for the project of the Lycée d'Hôtellerie/Tourisme de Limbé;
- the drafting of 02 reports on the Analysis of Working Conditions (AST) of the professions related to
the Renewable and Productive Energy specialities;
- the continuation of the work on 05 jointly funded turnkey projects (Lycée Technique de Maroua,
Lycée Technique de Nsam, Lycée Technique d'Ombe, Lycée Technique d'Ekounou and Lycée
Technique de Douala;
- the start of construction work on the Ibal-Oku Technical and Professional Agricultural High School
in the Bui Department, North-West Region;
- the establishment of other vocational high schools, including:
- site security, development and validation of the DAO for architectural and technical studies for the
Douala Akwa Professional High School construction project;
- the transmission of letters to the Regional Delegates for referral to CAMWATER and ENEO with a
view to drawing up specifications for connection to the water and electricity networks.
- heavy equipment in 08 workshops:
- 01 maintenance workshop for hospital equipment at the Kumbo Technical High School;
- 03 car mechanics workshops at the Technical Schools of Figuil, Ngaoundéré and Bamendankwen;
- 03 Sheet Metal/Metal Construction workshops at the Technical High Schools of Kribi, Edéa and
Limbe;
- 01 jewellery workshop at the Lycée Technique de Bertoua;
- the equipment of 05 teacher training centres;
- the equipment of natural science laboratories with micro-science kits;
- the inventory of the 11 incubators resulting from PARETFOP, with quantitative and estimated
estimates of completion of the work.
At the level of entrepreneurship development in schools, the following steps were taken:
- the validation and implementation of 05 entrepreneurship initiation programs in schools for classes in
3rd year, 4th year, 2nd year, 1st and 3rd year of the STT specialties;
- the organization, monitoring and evaluation of Open Days throughout the national territory in
technical, vocational and normal education institutions;
- the organization, monitoring and evaluation of the International Mother Language Day;
- the organisation, monitoring and evaluation of National School Guidance Day (JNOS) 2019 under
the theme: "the promotion of social values in schools: the contribution of guidance and counselling".
This ceremony was an opportunity to raise awareness in the national educational community about
counselling, in terms of promoting social values, student adaptation and socio-professional integration;
- the organization of in-company training courses for 150 teachers and work-study training for 529
students in the specialties of industrial techniques and Tertiary Science and Technology.
In the field of strengthening the competitiveness of training and innovation, the activities carried out
were related to:
- the implementation of the feasibility study for the implementation of the Digital Skills High Schools;
- the development of the technical file supporting the best school orchard produced in each Region by
the learners;
- the promotion of bilingualism in schools through:
- the organization, from January 28 to February 1, 2019, of the National Bilingualism Week on the
theme "Bilingualism: an unfailing link for national integration, a springboard for peace and
development";
- the allocation of incentive bonuses to the best bilingual "newspaper" clubs in 09 establishments from
06 Regions;
- the awarding of prizes for the best schools of the Lycée Bilingue de Nkol-Eton and Collège
Monseigneur François Xavier Vogt de Yaoundé;
- the awarding of prizes for the best schools of the Lycée Bilingue de Nkol-Eton and Collège
Monseigneur François Xavier Vogt de Yaoundé;
- the production and dissemination of digital and audiovisual educational resources;
- the allocation of 07 homebiogas to the pilot schools as part of the "Clean School" project: Lycée
Classique et Moderne de Ngaoundéré, Lycée Bilingue de Nkol-Eton, Lycée Bilingue de Bonaberi,
Lycée Bilingue de Bayelle-Nkwen, Lycée Bilingue de Molyko-Buea, Collège Monseigneur François
Xavier Vogt;
- the organization of the National Festival of Arts and Cultures at the School;
- the monitoring-evaluation of the implementation of the Special Bilingual Education Programme
(PEBS) in 100 schools throughout the nation
Programme 334: Governance and Institutional Support in the Secondary Education sub-sector, its
objective is to ensure rational and optimal management of resources.
With regard to the strengthening of the information system, the following activities were carried out:
At the level of communication:
- coverage of all events attended by the Minister;
- the production of 19 broadcasts of the micro radio programme "Le Secondaire" broadcast at the
CRTV's National Post, i. e. one broadcast every two weeks;
- the production of the magazine "Le Secondaire"
- the animation of the MINESEC website with dissemination of documents: orders, decisions, press
releases, transfers, etc;
- publication of the MINESEC newsletter on Facebook, WhatsApp and the website.
- the validation of the draft of the 2016-2017 statistical yearbook and its transmission to the printer;
- the production of the draft of the statistical yearbook 2017-2018;
- the collection of statistical data on general, technical and normal secondary education 2018-2019,
and the processing of the data pasted;
- the follow-up of the agreement with the African Institute of Mathematical Sciences-Next Einstein
Initiative (AIMS-NEI) on the establishment of the AIMS & MASTERCARD Foundation Programme,
relating to the training of mathematics teachers in secondary schools in Cameroon.
- the production of the Roadmap and the Annual Report on the implementation of the Action Plan;
- the updating of the Medium-Term Expenditure Framework (MTEF);
- the preparation and signing of a memorandum of understanding on 17 October 2019 with United
Bank for Africa (UBA) for the collection of fees and official examinations and competitions in
secondary schools throughout the national territory;
- the signing of the cooperation contract for the teaching of Chinese on 19/06/19;
- the signature of the memorandum of understanding relating to the hosting of an incubation centre for
young agripreneurs at the Lycée Technique Professionnel et Agricole de Yabassi, on 21 May 2019;
- the signing of the partnership agreement on the promotion of academic excellence in the secondary
education sub-sector on 11 March 2019;
- participation in 05 inter-ministerial preparatory meetings for the joint commissions with Senegal,
Algeria, Morocco, the C.A.R., and Egypt;
- the establishment of a directory of local companies likely to conclude agreements with MINESEC in
the near future;
- the development of the partnership file.
With regard to human resources management, the 86,040 staff in MINESEC's service included:
- the reorganization of the balance and personnel file with 43,000 deeds signed and transferred to
ANTILOPE;
- career management of staff with:
- 35,000 progress acts automatically processed;
- 12,500 integration cases and cases processed;
- 4000 files for the settlement of entitlements processed;
- 5,620 graduates of the affected Higher Teacher Training Schools.
- the updating of the MINESEC database following the April-May 2019 mission;
- capacity building for 65 staff of the Resources Department;
- the permanent maintenance of the SIGIPES network, antelope and decentralized SIGIPES
monitoring;
- the conduct of the physical inventory of current personnel, for the purpose of act
capacity building for 65 staff of the Resources Department;
- the permanent maintenance of the SIGIPES network, antelope and decentralized SIGIPES
monitoring;
- the conduct of the physical census of current personnel, in order to update the file of personnel in
service at MINESEC.
