In relation to capacity building:

- 27,304 teachers have been trained;


- AIMS project technical documents have been developed;
- 288 mathematics teachers have been trained, including 100 from the English-speaking subsystem;
- 168 school heads were sensitized as part of the implementation of the AIMS project;
- 3142 student teachers were monitored and evaluated by the Regional Pedagogical Inspectors;
- proposals have been made for the improvement of Mathematics learning in the English-speaking
subsystem;
- 6965 graduates of the Ecole Normale Supérieure (ENS) were monitored and evaluated;
- 11,038 teachers were inspected (advisory and costed inspections);
- 700 teachers from the 10 Regions have been trained on explicit teaching by the Tertiary Science and
Technology Inspectorate;
- 150 teachers have been trained on new automotive technologies (car manufacturing and assembly)
through the demultiplication of the training received in China by the National Pedagogical Inspectors
(IPNs);
- 28 teachers have been trained on the AMADEUS HOTO software;
- 513 Regional Coordinating Inspectors, National Pedagogical Inspectors and Regional Pedagogical
Inspectors have been trained on the Competency Based Approach;
- 281 Regional Pedagogical Inspectors (IPR) and Pedagogical Animators (AP) in Accounting and
Management, and Taxation and Management Informatics have been strengthened on the innovations
of the revised SYSCOHADA in software environment the SAGE.
In connection with the organization of official exams and competitions:

- 3836 test items were produced for the DECC, OBC and GCE Board;
- zero tests of all disciplines were produced and disseminated in the 10 Regions;
- many innovations introduced, including:
1- at the level of the institutions, the payment of registration fees by electronic means;
2- at the DECC level, the decentralization of the entry of applications for the entrance exams
in 6th and 1st year;
3- at the OBC level:
o the creation of regional focal points to collect digital data from candidates registered in institutions,
classify and merge them by potential sub-centre;
o the publication of provisional lists by establishment;
4- at the level of the GCE Board:
o the printing of the proofs by the Board;
o the grouping of writing centres in areas where the safety of candidates and examiners is guaranteed;
o travel of candidates and examination centres if necessary;
o the effective involvement of the police at all stages of the examination security process.
As for improving working and living conditions in schools, we can highlight the following:
- the 21st edition of the FENASSCO league A Games organised in Yaoundé from 02 to 07 April 2019
with three (03) major innovations:
1- the introduction of the "common meal" which allowed the cultural and ethnic mixing of all
athletes;
2- the construction of the monument of the games at the Lycée Général Leclerc;
3- the special session to raise athletes' awareness of social scourges;
- 666 Excellence Prizes awarded: 474 to the best winners of official exams and the best girls in science
and technology courses, 69 to the best teachers in the 10 Regions and 36 to the best schools;
- 1,034 academic awards given to deserving teachers;
- 11 latrines built out of 21;
- succession expenses paid to teachers in the process of integration, retired teachers and transferred
and appointed staff.

Programme 333: Intensification of professionalization and optimization of training in the Secondary


Education sub-sector

Its objective is to adapt the training to the socio-economic environment. The actions undertaken in this
context have focused on diversifying the supply of vocational training, developing entrepreneurship in
schools and strengthening the competitiveness of training and innovation.
In the area of diversifying the supply of vocational training, the following activities were carried out:
- the equipment of natural science laboratories with micro-science kits as part of the implementation of
PROESPER programmes;
- the organization of missions to implement the new training standards resulting from the structuring
projects and the industrialization master plan;
- the validation of training standards for new TWU (transport/logistics) courses;
- the carrying out of geotechnical studies of the projects of the Agricultural High Schools of Wackwa,
Batouri;
- the realization of geotechnical studies for the project of the Lycée d'Hôtellerie/Tourisme de Limbé;
- the drafting of 02 reports on the Analysis of Working Conditions (AST) of the professions related to
the Renewable and Productive Energy specialities;
- the continuation of the work on 05 jointly funded turnkey projects (Lycée Technique de Maroua,
Lycée Technique de Nsam, Lycée Technique d'Ombe, Lycée Technique d'Ekounou and Lycée
Technique de Douala;
- the start of construction work on the Ibal-Oku Technical and Professional Agricultural High School
in the Bui Department, North-West Region;
- the establishment of other vocational high schools, including:
- site security, development and validation of the DAO for architectural and technical studies for the
Douala Akwa Professional High School construction project;
- the transmission of letters to the Regional Delegates for referral to CAMWATER and ENEO with a
view to drawing up specifications for connection to the water and electricity networks.
- heavy equipment in 08 workshops:
- 01 maintenance workshop for hospital equipment at the Kumbo Technical High School;
- 03 car mechanics workshops at the Technical Schools of Figuil, Ngaoundéré and Bamendankwen;
- 03 Sheet Metal/Metal Construction workshops at the Technical High Schools of Kribi, Edéa and
Limbe;
- 01 jewellery workshop at the Lycée Technique de Bertoua;
- the equipment of 05 teacher training centres;
- the equipment of natural science laboratories with micro-science kits;
- the inventory of the 11 incubators resulting from PARETFOP, with quantitative and estimated
estimates of completion of the work.
At the level of entrepreneurship development in schools, the following steps were taken:
- the validation and implementation of 05 entrepreneurship initiation programs in schools for classes in
3rd year, 4th year, 2nd year, 1st and 3rd year of the STT specialties;
- the organization, monitoring and evaluation of Open Days throughout the national territory in
technical, vocational and normal education institutions;
- the organization, monitoring and evaluation of the International Mother Language Day;
- the organisation, monitoring and evaluation of National School Guidance Day (JNOS) 2019 under
the theme: "the promotion of social values in schools: the contribution of guidance and counselling".
This ceremony was an opportunity to raise awareness in the national educational community about
counselling, in terms of promoting social values, student adaptation and socio-professional integration;
- the organization of in-company training courses for 150 teachers and work-study training for 529
students in the specialties of industrial techniques and Tertiary Science and Technology.

In the field of strengthening the competitiveness of training and innovation, the activities carried out
were related to:
- the implementation of the feasibility study for the implementation of the Digital Skills High Schools;
- the development of the technical file supporting the best school orchard produced in each Region by
the learners;
- the promotion of bilingualism in schools through:
- the organization, from January 28 to February 1, 2019, of the National Bilingualism Week on the
theme "Bilingualism: an unfailing link for national integration, a springboard for peace and
development";
- the allocation of incentive bonuses to the best bilingual "newspaper" clubs in 09 establishments from
06 Regions;

- the awarding of prizes for the best schools of the Lycée Bilingue de Nkol-Eton and Collège
Monseigneur François Xavier Vogt de Yaoundé;
- the awarding of prizes for the best schools of the Lycée Bilingue de Nkol-Eton and Collège
Monseigneur François Xavier Vogt de Yaoundé;
- the production and dissemination of digital and audiovisual educational resources;
- the allocation of 07 homebiogas to the pilot schools as part of the "Clean School" project: Lycée
Classique et Moderne de Ngaoundéré, Lycée Bilingue de Nkol-Eton, Lycée Bilingue de Bonaberi,
Lycée Bilingue de Bayelle-Nkwen, Lycée Bilingue de Molyko-Buea, Collège Monseigneur François
Xavier Vogt;
- the organization of the National Festival of Arts and Cultures at the School;
- the monitoring-evaluation of the implementation of the Special Bilingual Education Programme
(PEBS) in 100 schools throughout the nation
Programme 334: Governance and Institutional Support in the Secondary Education sub-sector, its
objective is to ensure rational and optimal management of resources.

With regard to the strengthening of the information system, the following activities were carried out:
At the level of communication:
- coverage of all events attended by the Minister;
- the production of 19 broadcasts of the micro radio programme "Le Secondaire" broadcast at the
CRTV's National Post, i. e. one broadcast every two weeks;
- the production of the magazine "Le Secondaire"
- the animation of the MINESEC website with dissemination of documents: orders, decisions, press
releases, transfers, etc;
- publication of the MINESEC newsletter on Facebook, WhatsApp and the website.

In terms of Mail, Reception, Documentation, Archives and Translation:


- the processing of 34,597 "incoming mail" files;
- the routing of 38,663 "outgoing mail" files;
- the certification of 12,345 documents;
- the translation of 1500 official documents (Speeches, back-to-school message, signed acts of the
Minister, press releases, etc.)

At the level of Strengthening digital networks and systems:


- maintenance of the Internet network available in the offices on the 6, 7, 8 and 9 floors of the
MINESEC building;
- the continuation of the construction of the computer network on the 5th and 4th floors of the building
housing the central services of MINESEC.

In the area of strengthening planning and cooperation, we have recorded:

- the validation of the draft of the 2016-2017 statistical yearbook and its transmission to the printer;
- the production of the draft of the statistical yearbook 2017-2018;
- the collection of statistical data on general, technical and normal secondary education 2018-2019,
and the processing of the data pasted;
- the follow-up of the agreement with the African Institute of Mathematical Sciences-Next Einstein
Initiative (AIMS-NEI) on the establishment of the AIMS & MASTERCARD Foundation Programme,
relating to the training of mathematics teachers in secondary schools in Cameroon.
- the production of the Roadmap and the Annual Report on the implementation of the Action Plan;
- the updating of the Medium-Term Expenditure Framework (MTEF);
- the preparation and signing of a memorandum of understanding on 17 October 2019 with United
Bank for Africa (UBA) for the collection of fees and official examinations and competitions in
secondary schools throughout the national territory;
- the signing of the cooperation contract for the teaching of Chinese on 19/06/19;
- the signature of the memorandum of understanding relating to the hosting of an incubation centre for
young agripreneurs at the Lycée Technique Professionnel et Agricole de Yabassi, on 21 May 2019;
- the signing of the partnership agreement on the promotion of academic excellence in the secondary
education sub-sector on 11 March 2019;
- participation in 05 inter-ministerial preparatory meetings for the joint commissions with Senegal,
Algeria, Morocco, the C.A.R., and Egypt;
- the establishment of a directory of local companies likely to conclude agreements with MINESEC in
the near future;
- the development of the partnership file.

With regard to financial and budgetary management, it has been achieved:


- the preparation of the PPBS Chain Budgeting and Coordination documents, in this case: the Annual
Performance Project (APP) 2020 and the Annual Performance Report (APR) 2018.
- the improvement of working conditions in central services with:
- the layout of the toilets;
- building maintenance;
- maintenance of elevators, electrical installations, air conditioners, photocopiers in the
telecommunications network and computer equipment;
- security of the building;
- development of the green spaces of the departmental building;
- the acquisition of office furniture;
- the development of the ministerial canteen, which is already operational.

With regard to human resources management, the 86,040 staff in MINESEC's service included:
- the reorganization of the balance and personnel file with 43,000 deeds signed and transferred to
ANTILOPE;
- career management of staff with:
- 35,000 progress acts automatically processed;
- 12,500 integration cases and cases processed;
- 4000 files for the settlement of entitlements processed;
- 5,620 graduates of the affected Higher Teacher Training Schools.
- the updating of the MINESEC database following the April-May 2019 mission;
- capacity building for 65 staff of the Resources Department;
- the permanent maintenance of the SIGIPES network, antelope and decentralized SIGIPES
monitoring;
- the conduct of the physical inventory of current personnel, for the purpose of act
capacity building for 65 staff of the Resources Department;
- the permanent maintenance of the SIGIPES network, antelope and decentralized SIGIPES
monitoring;
- the conduct of the physical census of current personnel, in order to update the file of personnel in
service at MINESEC.

In the context of the coordination of central and decentralized services:


- 10 Coordination reports have been produced;
- 04 consultation meetings were held with the heads of central, decentralized and sub-total services;
- periodic reports and documents of the decentralised services have been produced and transmitted;
- reports on the coordination of ceremonies and days were produced.
With regard to Internal Audit and Control at MINESEC, the activities undertaken were aimed at
improving the quality, functioning and performance of MINESEC's central, decentralized and sub-
supervisory services. It was a question of:
- the elaboration of the terms of reference for the audit of the functioning of the School Councils of the
High Schools and Colleges;
- missions to evaluate the registration phase of the 2019 session of the official examinations in 48
decentralized structures: 04 Regional Delegations, 08 Departmental Delegations, 33 public and private
schools, and the structures in charge of organizing the official examinations (DECC, OBC and GCE-
Board);
- investigation missions in schools following denunciations directly brought to the attention of the
Minister or by the National Anti-Corruption Commission (CONAC);
- control and monitoring and evaluation missions in 47 private institutions in the Departments of
Mfoundi and Mefou and Afamba, Central Regions and in the Department of Wouri, Littoral Region;
- control missions in 90 private establishments presumed to be clandestine and verification of the
Decree closing private establishments of 10/07/2018, for violation of the formalities for creation and
opening;
- missions to monitor the effectiveness of the start of the school year for the first and second trimesters
of the 2019-2020 school year;
- missions to monitor the use of subsidies and other sources of funding in 308 institutions in the
Adamaoua, Central, Eastern, Coastal, North-West, West, South and South-Western Regions;
- missions to monitor the level of execution of BIP projects relating to the 2019 financial year and the
effectiveness of the rehabilitations that were carried out under the financing of the Solidarity and
Promotion of Education Fund;
- participation in the training session organized by the National Anti-Corruption Commission
(CONAC) on the launch of the 11th round of Rapid Results Initiatives (RRI);
- the presentation for validation by the National Anti-Corruption Commission (CONAC) of the 7th
series of Rapid Results Initiatives (RRIs) to MINESEC;
- the organisation of a training workshop and the launch of the 7th series of Rapid Results Initiatives
(RRI) on the reduction of illegal practices in the execution of expenditure under APEE/PTA funds, 06
schools in the Centre Region selected for the activity for 51 participants;
- missions to evaluate the conduct of official examinations, 2019 session, in 05 Regions (Centre, East,
West, South and South-West) 09 departments and 36 schools;
- the reactivation of whistleblowing channels: displays, suggestion boxes; handing over the telephone
number of the Ministerial Anti-Corruption Unit (CLCC).
In relation to Legal Monitoring and Advice, we can mention:
- raising awareness among MINESEC central and decentralized service managers on the control of the
legal framework for remote payment of school fees and official exams and competitions;
- the implementation of School Insurance;
- participation in seminars;
- the provision of legal opinions on MINESEC issues and on draft legislative and regulatory or
conventional acts;
- the preparation of preliminary drafts and drafts of laws, regulations and contractual acts;
- the collection and processing of 288 land files from the Far North and North Regions;
- the launch of additional missions to collect land files as part of the process of continuing to provide
legal security for public school or training sites and MINESEC structures in the Far North and North
Regions;
- monitoring of trials before courts and tribunals;
- the drafting of pleadings, defence briefs and reply briefs;
- representation of the State in court (MINESEC) before the courts;
- the exercise of remedies;
- the continuation of the collection of texts with a view to the preparation of the collection of legal
texts.
Despite the implementation of the various activities, it should be noted that many difficulties have
hindered the implementation of the four programmes presented above.
