If you are madly rushing rou nd trying to buy a legal CB
rig, slow down because it's quite likely that you won't be
ableto getthe model that you want o r any model atoll .
This isn't the fau lt of your loca l CB store but the fa ult of t he
Far Eastern p roducers of CB. They have all had such a
short time to develop new integrated Circuitry that the
demand has completely outstripped the product ion
capabilit ies. Out of the 3 million sets that should be sold
during the coming year. only a fraction of this number
will be ready befo re Christ mas. At least Santa's sack will
be a b it lighter than he t houghtl lf you are trying to b uy
a n ALL BRITISH CB rig you can almost forget that because
to date t here are o nly t hree or four intending British
manufacture rs out of the 30 o r so companies p roducing
the p rod uct.

Rig transversions
As we predicted. the Home Office announcement on
CB has made allowances for AM breakers to have their
sets converted to FM (CB Radio Magazine Sept.). Ever
since we published that article, we have been bori'ibortJed
with calls about where to get this service, or more
precisely, the telephone number of Finelms Electronic
(Warrington). To save you having to make two phone
calls, the number is (0925) 574691. It is most important
that if you are considering having your rig t ransverted
from AM to "legal" FM. you get a receipt for the back
duty and thatthe rig is stamped with the CB27/81 logo.
Unless th e set has had the back duty paid and bears
that stamp it will still be illegal to opera te. regardless of
what t he p erson d o ing the transversion tells you.

This series of articles have so f ar dea lt almost
e ntire ly wit h the function of antennas, radio wave
propagation and the more practica l aspects of
matching an a ntenna to a trans mitter w ith a suitable
cable of a type know spec ifical ly as a radio frequency
transmission line. However, virtual ly any cable used
to carry power from a source t o a load cou ld be
re ga rd ed as a tra ns miss io n line. Forexample a pairof
wires co nn ected to a battery at one end and a lamp at
the other cou ld be co nsidered as suc h. If the
t ra ns miss io n lin e is lo ng then power w ill only be lost
because of th e sell resistance of the conductors.
When power is fed from a transmitter to a n a ntenna at
radio fre quen c ies th e re is the add e d problem of
inductive and capacitive reactance which, together
wit h se lf re sist ance, ca uses a ll transmiss ion lines to
have what is know n as a characteristic imp edance.
Since we are a lso dealing w ith transference o f power
at different freque ncies, other factors such as
waveleng th and velocity come into th e picture and
which to some exte nt control the p hysica l aspects of
transmission lines. Although pure ly resistive loss
can not be nullifi ed because this is inh erent in all
cond uctors, st eps m ust be take n to preve nt radiat ion
loss by s uitable const ru ction a nd whic h is acco m-
pl is hed by using two conductors arranged so that
they are c lose e nough together f o r th e e lectro-
mag netic f ie lds from eac h to cancel out ie: so that
th ey do not radiate. A transmission lin e wil l radiate
anyway if the characterist ic impeda nce of th e line is
not exactly equa l t o the impedance of both the
source and the .Ioad.

Types of transmission line
The most s imp le type of tra nsmi ssion line normally
consists of two paralle l conductors spaced a very
small fracti on of a wave le ngth apart. The most
com monly used nowadays is the coaxia l cable in
w hich o ne line is in effect shielded by the other.
Paral le l condu cto r lines and coax ia l cab les ot he r-
wise behave in mu c h th e sa me way e lectricall y. The
configuration of eac h is shown in Fig . 1 in wh ich
currents I , and 12 are flowing. If th e c urre nt I, at point
'A' on the open lin e has the same a mplitude as
cu rrent 12 at the oppOSite point '8', t he n the fields set
up by the two currents w ill be equa l in am plit ude and
sin ce they a re flo w ing in oppos ite directions as the
arrows indicate, th e f ield from h w ill be 180 degrees
out of phase wit h the fie ld c reated by 12. In practice
the fie lds may never be exac tl y 180 degrees o ut of
phase a nd there w ill a lways be a small amount of
radiation from the line.
Th e second type of li ne, shown in Fig.l is the
coax ial or conce ntric lin e consisting of a sing le
condu ctor su rround ed by its compa n ion cond uc tor in
the form of a tube. Th e pri nc iple of operation is the
same ie: beca use of c lose spac ing th e fie ld du e to
cu rre nt in the inn er cond uctor is cancelled by the
fie ld due to cu rre nt in th e outer cond uctor. Coaxial
lines have anot her property however, w hich is call ed
skin el/ect because c urre nt flowi ng along the inner
surface of th e outer cond ucto r does not pe ne trate
through to the ou t e r su rfac e. The tot a l fi e ld outside
th e cab le is th erefore neg lig ible because in effect
t he outer co nductor also behaves as a shie ld.
Line Velocity
It is important t o re me mbe r that a lth o ugh radio
condu ctors. In fact the ve locity of trave l is s lower. In
coax ial lin es the presence of die lectrics (insu latio n)
siderably. Open w ire air-spaced co nductors a re no t
so effected an d th e velocity factor is gen era lly c lose
to unity. Si nce wavele ngth depends on ve loci ty the
le ngth of transmission li ne w ill otherwise be shorte r
in t erms of wave length th a n an equivalen t le ng th or
distance in free space. A typic al velocity facto r for
coaxial cable is 0.66 of th e fre e-space waveleng th in
use.

All trans mission lines have what is called distributed
self induc tance and ca pacity. Thi s means that eac h
unit length of line has its own s mall amo unt of
capacitance and indu ct ance so a transmiss ion line
co uld be regarded as shown in Fig. 2A. Eac h small
section of inductance limits th e rate at which each
small sect ion of capac itance charges up and the
effe ct is t o establish a relationship betwee n vo ltage
and current flowing in the lin e. Thus a transm iss ion
lin e has an appare nt resistance to alternating po we r
or what is called th e characteristic impedance. A lo (oh ms)= v LIe per unit length

symbol f or impe dance is Z. Th e indu cti ve va lu es of a
tra nsmiss ion lin e decrease wi th increased co ndu ctor
diameter and th e capacitive values dec rea se w ith
increased spaci ng between the lin es. Hence a line
with larg e diameter con du ct ors c losely spaced w ill
have a relatively low c haract eristi c impedance whilst
a lin e w it h w ide spacing and thinner co nductors w ill
have a hig h impedance. The comm on impedances of
open twin conduc tor li nes are bet ween 200 and 800 current is travelling along the lin e but the voltage is
ohms and for coaxial lin es between 15 and 175 ohms across the line and is therefore not reversed by this

re fl ect ed power is however dependent o n its
difference in phase to that of the forward power, both c R=Zo
of w hic h interact and set up w hat is kn ow n as a

w hat is measu red by a VSWR meter.

Standing Waves o R<Zo

The diagrams in Fig. 3 illustrate how a sta ndi ng

wave is created and in (A) we have an open ci rcu it at
th e end of the line wh ich prevents current fl owing
out. Th e c ircuit wave form at this point has zero
amplitude and thus in effect cance ls itself because of
a reversa l of polarity ie: the phase is reversed. The

the mi smatch the higher will be the VSWR and this
becomes more or less infinite with an open or short
circuit condition which incidentally should be avoided
as high reflected power can damage transistorised
transmitter output stages as well as creating a high
level of radiation from the feed cable itself.

used coaxial cables are those which have either a
single or stranded wire inner conductor moulded in a
solid dielectric (insulating surround). The screening
braid outside that with of course a PVC protective
outer cover as shown in Fig . 4C.
The continuation of this article next morith will deal
with suitable coaxial cables for 27MHz and include
essential technical data e.g. loss and velocity factors,
power rating and application etc. on those normally
available. Coaxial cable plugs and their proper
connection to cables will also be dealt with.

Coaxial Cable
The open wire tran smission line has virtually no
application in CB radio, particularly as all CB sets and
antennas have the now universal matching im- A
pedance of 50 ohms. Therefore, coaxial cables only
will be dealt with and which are available in a number
of different types. For example, ultra low loss and
almost fully airspaced cables as shown in Fig. 4A are
very expensive and in any case little used except for
certain very high frequency applications entailing
long cable run s. Next there are the semi-air spaced
types as in Fig . 4B in which the inner wire conductor
is interwoven with a polythene line both being
loosely enclosed in an insulating tube, usually
polythene as well. Outside this is the shielding braid
which for protec tion has a final outer cover of PVC. c
Semi-air spaced ca bles have a fairly low loss and

of SSB transmitters whic h would at first sigh t seem Fig 8.

output with an AVERAGE power rating anywhere in

have a field day.
Power is calculated by mu ltiply in g the voltage
present by th e current wit h a given load. With direct
current this is easy, just multiply the two together, (V x
I). With alternating currents th e RM S va lu es (ro ot,

has been reached the effect of trying to increase t he

to 'flatten', Fig 9. At this point there is NO further
increase in PEP but a very cons iderab le increase in
the distortion produced and the interference caused
to adjacent channels and television sets. The ONLY
way to increase the AVERAGE power output without
'Flat topping ' is to use a correct ly des igned speech
processor, (this is not a power mike which is some-
thing comp letely different and could in fact make the
'flat topping' worse). A correctly des igned speech
processor will remove the peaks from the speech
waveform and a llow the average leve l to be in -
creased without flat tops appearing on the peaks.
The actual amount of improvement will depend to a
smal l extent on yo ur vo ice as these differ betwee n
one person and another in the ratio of the Peaks of

A good 'rule of thumb' test for setting up your
modulation is to first wh istle into your microphone
and see what the ABSOLUTE MAX IMUM reading
obtained on either the rigs output meter or your SWR
bridge. Make a menta l note of this maximum reading.
Now, while speaking into the microp hone w ith a
normal conversational voice at a distance of four or
five inches from it, adjust any microphone gain
controls so that the average reading on the outp ut
meter is NOT MORE than ONE THIRD of the
maximum reading obtained on the whistle test. The
reason for this lower setting is that the meter is a
mechan ical device and simpl y CANNOT FOLLOW
TH E PEAKS of the speech waveform, it isn't quick
enough, the peak has happened before the meter
pointer can move and due allowa nce must be made
for this. 'Talking up' the output meter is one of the
main reasons why so many transm issions sound
distorted and a lso why they sp latter into adjacent
channels. It may g ive you more talk power, but onl y at
the expense of other operators' enjoyment and to say

signal and a good operator wi ll use the rig so that the
maximum output on peaks is slightl y below t he
absolute maximum th at can be obta ined. A reduction
of only 0.5 dB w ill often completely preve nt TV I and
suc h a small red ucti on wo uld not be noticeab le at the
receiving stat ion. Coup led w ith a good speech
processor the overa ll effect would be a general
reduction in splatter into adjacent cha nnels less
likelih ood of TVI yet with an ove ral l increase in
tran sm itter range. Worth thinking abou t ?
To be cert ain that maximum power is obtained from
any particu lar rig it is very important that att ention be
given t o its powe r supp ly. Simp ly co nn ecti ng up any
old 12/13 volt supp ly wi ll not do. Although an SSB

M40 FM has an attenuater switc h

The 840 FM is a vi rtua lly identical
unit to the M40 FM with the addition of
a regulated power supply and a stand
to make it operational as a home base

the attenuator switch on t he front
panel.
DNT are also manufacturing 2 Walkie
Talkies. The H F 12/3 is a 3 channel FM
set with 0.5 watts ou tput and is
powered by 12v battery e ither dry cell
or rechargeable. Both of the sets have
bu ilt in loudspeakers, microphones
and te lescopic aerials. A 40 channel
Walkie Talkie w ill be available in the
near future.

 Dear Sir,
Having 'run' a number of Ame rican -
style rigs for so me tim e now, I was
reall y looking forward to getting a new
legal CB rad io, built for th e UK market,
design ed for use in RIGHT-HAND
DRI VE cars, and el im inating th e has sl e
caused by a mike le ad which appeared
to hav e a mind of its own by end ing up
wrapped aro und the gear sti ck, steerin g
wheel and th e seat -cove rs appe nd-
age s. However, I find, from the vast
amount of pre-Iaunch literature w h ich
is now fallin g on my mat dai ly, that NO
ON E, I repeat , NO ONE, has thought to
change the mike lead to e nte r t he rig
on the RIGHT side. Su rely this, fo r
safety, shou ld have been a prime
consideration. Even the fact that many
mi ke leads needs re-threading after
peri ods of use, causi ng kinks in t he
lead, must have made prospective
new -r ig manu fac tu re rs th ink this over.
What do other breake rs think abo ut
t hi s? Surely it wou ld not ta ke mu c h to
have the lead on th e UK s id e?

least one with the lead on the righ t.

Why does our Governm e nt have to
be diffe re nt to everybody else? E.g.
Driving on the left -ha nd side of the
road instead of the right; 240 vo lts
mains in st ead of 11 0 volts; UHF
television instead of V H F te lev ision
and now CB on FM 27.60125 to
27.99 125. WHY?
If AM CB interferes wit h hospitals'
kidney machine s and h eart machines,
etc., then w hy do th e ca ller de vices
t hat alert the doctors of eme rgen c ies
in hospital s work on AM? (C hannel 2 in
the case of o u r loca l hos pit a l). Surely
they wou ld in terfere if CB doe s?
Eve ry loc al breaker I know stay s
clear of c hann e ls 1, 2 a nd 3 so as not to
interfere wi th the hosp it a l cha nn el and
all visitors are told that cha nn el 2 is the
hospit al channe l.
If the Governm e nt do so dearly want
CB on FM , I wouldn 't make any f uss if it
was FM 26.965 to 27.405 (t he same
fre quencies as AM but on FM).
Then it wou ld on ly cost about £ 1 0 to
£1 5 to convert an AM rig to FM, none of
th is £30 to £50 or buy a new rig
attitude that the Government is giving
us at the moment.
Pl ease leave th e 27 .60 1 25 to
27.99125 a nd 934.025 to 934.9 75 to
all the businessmen w ho think they 're
o nto a good t hin g with the legalisation
of CB and a re going to bung up the
airways wi th business d ea ls a nd give
th e Briti sh CB e nthu s iast FM 26.965 to
27.405 (an d perhaps sidebands fo r
DX-ing at a later date).

The problem with existing frequencies, i.e.
AM but converted to FM, would be AM
breakthrough which would virt ually negate
the use of FM. If you really do wan t FM then
like it or not legal FM is a better bet. Quite
honestly, your worry about businessme n is
totally unfounded. Many ot her publications
have harped on about small business use,
mainly for something to write! Imagine, if you
can, attempting to run a business with a CB
next to your secretary and all the rubbish of
CB blaring over. One-four for a copy, break
for a radio check and so on. It simply won 't
work without illegal coding or selective
paging! BUSinesses wou ld be better advised
to save their money and buy a RT.

CB Rad io and in pa rt icu la r the section
headed "Civil Di so rd er and CB", we
feel we mu st point out the section t hat
was taken on th e Wi rral durin g th e
weekend o f the m ai n ri ot in g o n
Merseys ide.
After M r. And e rt o n's c riti cism in the
Pr ess t hat CB was used to benefit the
rioters and loote rs in Manchester, The
Wirral Citizen Band Associat ion and
The Apol lo CB Cl ub held a j oint
meeting on th e Friday evening before
the ri oti ng was expec ted. We were
determ ined that Merseys id e wou ld not
be cr iticised in th e way Manchester
was a nd we ag reed that th ere was one
of t he two co u rses of action open to us,
e ither:
1. Comp letely wipe out the 2 7 megs
band plu s so me of the 26 a nd 28 megs
band or
2. M o n itor every c hannel wh ich
co ul d possibly be use d.
Eventually it was decided that it
wou ld not be fair f o r re s ponsible
CS'ers to wipe their ho bby o ut fo r a
co mplete w ee ke nd, so m o nitor ing
services were set up t o cover 26 megs
throug h to 28.3 meg s. Thi s service
co mmen ced 8.00pm on th e Friday
even ing th roug h to 8.00am the fol-
lowing M o nd ay morning w ithou t any
brea k whatsoever.
As a res ult we can safe ly assu re Mr.
Oxford (Chief Co nstabl e of Mersey-
side) and Mr. Whitelaw (Home Sec-
retary) a nd for that matter, a ny other
in terested parties, that in no way was
C B radi c. used o n Merseyside to
o rganise ri ot ing.
I and all my co ll eagues f ee l that th e
ope rati on was a co mpl ete s uccess and
alth oug h many bo ring hours were
spe nt mo n itori ng we have peace of
mind in th e know le dg e that nobody
can c riticise Merseysid e CS'e rs.
In hind s ight, th e o nly mistake we
made (ca ll it a n ove rsig ht rath e r than a
mi stake) was t hat the 49 meg walkie
talk ie ba nd was not covered.

Yes, here it is illegal, fetches around £300
and we must tell you not to purchase one.
It's a Ham International Jumbo or the
Exca/ibur, they're both similar and tune
across mid 25 to 28MHz with AM/FM and
SSB modes.

Th e latest info from CB-land beyo nd
'the pond'- direct from the FeC no less
- is that d ear Uncle Sam is close to
al locating a furth er 25 chan nels for
exclusive SSB. The FCC can fo re see
co nt inued overs u bscripti on and may
be willing t o extend the basic AM
provision as well. From the tone of
their letter it wou ld seem that they
have done what they ca n to influence
our H.O. in to accepting 27MHz AM.
Prob ably t o the .....point of severed
relati ons, as I hJ-ve been asked to
forward all and any news of progress in
the UK! Th ey had not even seen MPT
t 320 but should have a copy by now -
blow th e Crown Copyright, Rank Xerox

Still, whatever your preferences are,
AM v FM, no one can rightly disagree
that 2 watts ERP 40 chan nels on
oddball frequencies and cut down
twigs at near enough groun d leve l is
still open c hann el and not by any
means effective CB. Don't let us b e
conned into buying "Whitelaw rigs"
when next year could we ll see th e end
of them!
The article "B & P Don 't Mi x" is
ranking as one of the most responsible
answers to RF interference so far
printed. Having for some years been
in vo lved wit h the use of highly sen-
sitive electronic monitoring equ ipmen t
where fluctuations of ±O. 1 mill vo lt are
significant and micro volts are co m-
mon units, I have NE VE R had reason
to suspect CB as a sou rce of inter-
feren ce. Despite an international road
freight ya rd next door and col leagues
modulating in the adjacent car park.
Evey single spurious response on the
equipment has been positively traced
to such thi ng s as air co mpressor
switch gear, 'spikes ' in the 440v three-
phase c ircu it s and CEGB supply, even
dodgy flu orescent light units have
been pro ven guilty. Hospit als an d the
like are only too rea d y to blame CB for
malfun ction s in equipment th at is far
more lik e ly t o be du e t o other
equipm e nt o f th eir own. Hospital
equipment manufact urers have a
world-wide market and exactly the
same equipment is found in French ,
Italian, American and even. Kenyan
hos p itals and no question about it RF
screen in g is an absolute No . 1
consideration in its design - after all,
27MHz page systems are not exactly
hen's teeth in hospitals! Yet time and
agai n any Tom, Di c k or Harry of a
hospital spokesman can blame AM CB
and th e media splash it as headli ne
news wit hout question.
2 I ca n't ove r emphasise the import-
ance of individual eff ort in killin g off
one way or another this despicable
sham for CB. I refer to Mr. Whitelaw's
'Open Channel MPT 1320. Th e auth-
orities here and in Europe MU ST hea r
our aspirations or else we will get just
what our apathy deserves.

hearts, to all you lovely breakers. On
17 September, ou r daughter, Mini
Bi tch (Ka ren), aged 10, was admitted
to Ward 9, Wexham Park Hospita l,
Slough with heart failu re caused by
damaged kid neys. Some of our local
good buddies took a co llection for her
and another lent her a monitor w hich
we put bes id e her be d. This was tuned
to cha nnel 34 fo r th e loca l breakers to
say " Hello" to her when travelling to
and from work.
Word spread to the t ru ckers on
channel 19 and before we knew what
was happening she had card s, tele-
phone calls and flowers. Thank you all
very much for your concern and all the
lovely things yo u have sent. It is nice to
know that th ere are an awful lot of
ca ring people around. Th e good news
is that Karen is bett er and coming
home eve ry weekend, although her
treatm ent won't e nd for some time yet
and s he will have to have a kidney

I bought the August 1981 CB Radio,
more curious about what was goi ng o n
regarding legality tha n anything else,
but I finally got round to reading about
the Bi rmin gham and Cornwa ll convoys
and the surp rising finish to this arti c le.
For the Cornwal li tes to make their
protest in London wa s doomed fro m
t he start. Th ey shou ld have used one of
t he W.S.W. c ities where su pporters
co uld have been drawn in from all
directions. As it was they could only
c ru sade en route. But more imp ortant
(organ isers ta ke no te) is th e different
atti t ude of th e London publ ic t o
provi nc ial demos plus th e 'cu riou s'
Situation regard in g the two London'
police forces, which are under the
control of the Home Secretary and not
a Chief Constable who could report to
a Watch Committee. This iso la tes the
London forces from t he pub lic and as
these forces are used prima ri ly to
enforce Government measures the
people of London are not eage r to
upset the se forces by supporting any
provin c ial fracas. Added to this is the
biased ignorance of Londoners to-
wa rd s CB generall y (and here I might
add that a 10- 1 to CB publications is
not out of place, as th eir tear of the law
is anathema to breakers, who are law
breakers).
Th e CB mag s mu st give more
publicity to th e London C B c lub s. Also
these mags s hould be asking direct
questions of t he Government as to why
it is determined to co ntinue to ig nore
the rights of the people to use a natural
phenomenon to their advantage.

 Amstrads 900 and 901, a practical test
Now that CB is lega l we thought we
should kick off our rig spot with one 01
the first co mpanies to approach us
clasping operable 27 FM transceivers.
Obviously with th e short time in which
compa nies have had t o prepare for
legalisation, it is inevitable that equip-
ment first launched o r announced
wo uld be modified, improve d or even
tota lly changed.
Amstrad have actually restyled the ir
900 and 901 Quite co nsiderably sin ce
their first announcement. So bewa"re of
older reports detailing features, th ey
may be out of date. The difference is
quite easy to spot.
Firstly, the original prot otypes did
not carry the CB 27/8 1 mark and thus
this does not appear on any photos.
Secondly, Amstrad have improved
their 900 co nsiderably, adding two
controls, a tone and an RF gain. The
LED signal strength meter has also
been re-styled from round, sunken
LED's to sq uare, flush fitting. This
enhances the who le appearance of
th e rig .
With the 901 the same two controls
have been added, to ne and RF gain,
the LED's are again changed t o flush
and re-styled to balance, wit h the PA
and Roger LED 's si de by si de off-
se tting t he RX, TX (receiving and
tra nsmitting) LED 's. Th e prototype
901 showed five push buttons. Now
with the add ition of the tone , RF gain
as var iable co ntrols, this has left ju st
three push button s, a PA-C B, a Roger
tone and a c hannel 9 switc h. Th ese
have been moved closer together and
placed neatly between th e channel
change and th e RF gain contro l.
With these improvements both the
900 and the 90 1 are now ve ry smart,
clean and professional-looking rigs.
A practical test
The decision to even tu ally legalise
27 FM was unfortunate ly a Govern-
ment comprom ise made only because
27 AM exists and is in wide legal use.
Arguments by the GovernJl1en t used
against breake rs have alw~ ys quoted
interferen ce as the reason for Vlot
legalising AM. In retort, exist i ng
breakers have argued that FM is use-
less an d wi ll not work.
Therefore the tests we ca rri ed out
were pract ical a)1d designed to set the
re co rd straight or: at least let you
decide who is rigtit.

Base to mobile
The Amstrad 900 was set up as th e
base stati on using an antenna mounted
on a flat roof with its bas e ju st under
seven meters from the ground. Thus
attenuation at the base station was not
legally req uired.
Th e Amst rad 901 was placed in our
Escort van an d connected to a
Cheroke Half Breed mounted ce ntral ly
on the roof and an SWR reading of 1.1
to 1 was easi ly ach ieved.
Using chan nel 20 signal readi ngs
were taken over a g iven route of a
known distance. Th e readings were
ta ken at each end, both base and
mobile. For the purposes of the test
only good intelligible readable signals
we re recorded so the feasible oper-
abl e rang e co uld be determined, nC't
maximum range.
Ranges Obtained
All distances quoted are po in t to point
across country, not road distances. The
terrain is medium to flat, reasonably
we ll deve loped with a high building
denSity, average heig ht 35ft.

Beyond this rang e an intelligib le
co nve rsation proves difficu lt operating
a legally-placed base station antenna
not more than 1.5 metres in length and
7 metres high.
From the ta bl e one can see that con-
forming wi th all the legal require-
m e n ~s, three to four miles base to
mobile range is easil y obt ainab le.
However, whilst test ing we ca me
across someon e testing another 27
FM rig, using an Avanti Sigma IV
mounted over 28ft high. With thi s a
range of over 13 miles was easi ly
obtai ned from our mobile at Tedding-
t on to' his base at Croydon with
strength 7 reception .
Mobile to mobile
For thi s the Amstrad 901 was left ·in
the Escort van co nn ected t o the
Cherokee Hall Breed arid the Amstrad
900 was placed in an Escort Hatch-
ba ck u si ng a magnetic mounted
Cherokee Dial a Match. Again a 1.1 t0 1
SWR was obtained on chan nel 20 and
we se t off in opposite directions giving
Signal t ests at known landmarks.
Expecting a great reduction in range,
the first pleasant su rprise was that th e
squelch contro l cou ld be full y on, thus
losing all the background hush, ye t
retaining a nice clear sig nal streng th .

Beyond and around 4 to 4 '12 miles
distance, depend in g on terrain, aud-
ibility became lost in what AM break-
throug h there was.

reception was very good. Th e squelch
co ntrol cou ld be· left fully clockwise
interference for some 75 to 80% of th e
although the FM sig nal was slightly
more prone t o hilly terrain. The results
we obtained co mpare favourably with
mobile AM operation.
Repeated again
Not satisfied with our origin al results
and being of a doubting mind we
carried the tests out again in daylight
hours and at night. The night tests
proved that the normal laws o f physics
apply to FM and our ranges obtain ed
we re improved slightly.
It was whilst driving mobile to mobil e
that we copied another 27 FM mobile.
Fidelity were testing various antenna
in th e Denham area. Again th e rang es
obtained with a three:way conversa-
tion were arou nd three miles with a
reasonable strengt h signal.

in Hayes and th e Amstrad 901 mobile

When we open the post in at the

professionalism of many clubs. Beauti-

paper and obviously a well-organised
committee. All this seems to apply to
the All Breake rs Club of Deptford,
South East London - just look at their
club logo.
Although only re cently formed, the
club has adopted a charity and all their
fund-raising efforts will be directed to
helping that charity - the Inlantile
Hypercakaemia Foundation. The in-
formation on the Foundation that came
with ABC's letter indicates that the
charity is only small and very short of
funds, so its nice to see the support
that the club has pledged.

Newark Breakers Club do

their bit
Newark Breakers Club in Notting-
ham shire have been fund raising for
the Newark Mentally Handicapped Soc-
iety and re cently presented a cheque
for £1,000 to the SOCiety.
The money was raised through a
sponsored walk which, with a lot of
blisters and twisted muscles, started
the account with over £600. A Summer
Fayre raised the rest of the money,
which was prese nted to the Society by
the Lady Mayor, Mrs Dobson.

Du e to the vast growing interest in CB radio, many CB clubs have formed all over the country. Due
to this interest, added to th e legalisation of CB radio from 2 Novembe r 1981, Tony West and the
Chertsey 20-27 Club, one of the biggest CB clubs in the south, have got together to orangise
' Britain's Biggest National Eyeball',
It 's being held on Sunday, 22 November 1981 between 2.00pm and 11.30pm at Th orpe Park in Chertsey.
The event is aimed at both entertaining and inform ing anyone interested in CB. During the afternoon the re will be trade

Although feelings abou t the new
system are va ri ed, the one thing that
cannot be denied is that this will be the
biggest break that British CB has had
to date. Whether the vast majority of
existing breakers are w ill ing to accept
the legal system or not it is ce rt ain that
th e re will be a massive boom in trade.

band could not take th~ risk of running
to a phone box only to find it out of
order and that as it was the ambulance
and fire brigade were present within
minutes of the CB call going out.

Preacher's CB wife runs off

The wife of a church mini ster has
vanished wit h a man known as "Love
Machine", Jean Lewis, from Amble-
cote, West Midlands, found herself on
the'same wavelength as "Love Machine",
more commo nly known as David
Allport, after buying her CB radio little
more than a month ago. Reverend Jeff
Lewis sai d that he thought that hi s
wife's CB hobby was completely inno-
cent a nd that he trusted her implicitly.
" I blame CB radio for having brought
them together and let them into
temptation, " he said.
Jean, whose 'handle was "Blue
Angel ", had become interested in CB
through her 18-year-old stepson, Keith,
and became so hooked that she would
~i t up until S.OOam in her ca r outside
th e flat talking to othe'r breakers.
Jeff, a minister with the Unive rsal
Ufe Church of America, said that alth-
ough he had used the set a couple of
times he soon became fed up with
the way it was dominating Jean's life.
Jean vanished after setting off to pay
some bills. Shortly after, she was seen
with David and Sandra,her seven·year·
old daughter by a previous marriage.
Local breakers said that they had
heard "Blue Angel" calling "Ldve
Machine" shortly before the disap-
pearance.
Keith said, "I got her hooked on CB.
It's all my fault , but you can't really
blame a little black box for what
happens in two people's minds."

A channel for charities
"Eight CB radio enthusiasts are
heading for a new channel battle," we
are told by the "Express", "but not with
the Government." The breakers from
Downham Market, Norfolk, hope to
raise hundreds of pounds for charity by
crossing the English Channel on a raft
made from aircraft tanks bolted to-
gether.
The cross ing is being organised by
Nick Alien, alias "Soldering Iron ", who
is quite certai n that the raft will stand
up to the journey.

pensioner and her friend round the

day that th ey did not think that peopl~

RAF takes aim at CB radio
With only days to run before CB
radio becomes legal in Britain, both
RAF Strike Command and the Civil
Aviation ' Authority have issued warn·
ings that its use interferes with the
vital radi o beams which guide aircraft
to land at airports.
The RAF confirmed on Friday that a
CB transmission had c losed down the
instrument lan ding system at a military
air field in the early part of September.
A spokesman said that if there had
been aircraft approaching at the time
the con~eque n ces ~~:)Uld b~. p-o!e ntially
dangerous. Strike Comman dsubseq-
uently issued warnings to all personnel.
The Civil Aviation Authority strongly
opposes the proposed legal CB syst em
because of the problems which arise
from the harmoniC echoes about the
27MH frequency, Le. 54 and 108MHz.

Five hundred pounds ha s been
raised by the North Devon CB oper-

pubs and then repeated the course
i backwards to double the tally (18
pints? I was right, it was legless). The'
club's original intentions we re to
donate the money to the Lifeboat
Institution, but on realising that this
wou ld have gone into a national pool,
they decided to donate directly to the
lifeboat.

Lane, Northfield, is to be one of the
first schools in the country to offer
evening cfasses-in CB radio, provided
enough people enrol. The co urse of 11
weekly 1 V2·ho ur lessons will be chaired
by CBA Secretary Mr. Keith Townsend.
He will teach pupi ls the tri cks and
technicalities of CB in preparation for
legal CB. Mr. Townsend, who hold s one
of the Government's Testing Lic ences,
hopes to have exampl es of the new
legal sets t o show his c lasses.
The first couple of ,lessons wi ll be
fairly basic graduating to th e finer
points such as installation which can
be covered as soon as lice nces are
issued.

NEWS RELEASE
New service legal
next ;month
The new UK Citizens' Band radio
service will start on 2 November.
Licences to use CB will be obtainable
over the counter at Post Offices from
that date. Licence application forms
are also being packaged by some
manufacturers and distributors with
new legal CB equipment which will be
shortly on sale.
For an annual fe'e of £10, pros-
pective CB users will be able to license
the use of up to three sets using the
27MHz or 934MHz FM bands. Each
additional payment of £10 will cover
up to three more sets.
The licence governs:
-who can operate sefs under the
licence,
-the conditions of use,
-permitted types of transmission ,
and
-specified types of antennae.
The licence also carries examples of
the mark of compliance that sets sold
for the new legal service must carry on
the front panel, a circle containing the
legend CB 27/81 or CB 934/81.
The 27MHz AM sets being used
illicitly at present will remain illegal
because of the harm they cause to
television , radio and the emergency
services. They may, however, be
modified to meet the specification of
the new legal service , and H M
Customs and Excise will shortly
announce arrangements under which
this will be possible.
Mr. Timothy Raison, Minister of State
at the Home Office and the Minister
responsible for the CB service, said:
"We welcome the beginning ofthe new
legal CB system, which will give
everybody a chance to use a personal
radio communication service at work
or at leisure. The frequencies we have
allocated will meet the needs of CB
enthusiasts; the system will be reason·
ably cfieap and will cause much less
interference to other users of the radio
spectrum. We wish the new system
well and hope it will be entertaining
and successful.
What is CB?
CB is a personal two·way radio
service available on two wavebands,
27MHz and 934MHz. Initially, 27MHz
will probably be used by the vast
majority of CB operators because of

the availability of equipment.
The 27MHz CB service, which is for
speech only, will provide 40 FM
(frequency modulated) channels between
27.6 and 28MHz with a transmitter
power of 4 watts; a combination of
power and channels which is better
than any of its European counterparts.
Maximum range will be 10-12 miles,
depending on terrain.
Who can use CB?
Anybody whose equipment meets
Home Office performance specifica·
tions and the licence conditions, and is
covered by a current licence, can use
CB. A licence also covers: anybody
who lives at the licencee's home;
employees of the licencee using sets
on his business; and anybody who
hires sets from the licencee for not
more than 28 days.

three sets, and any number of addi·
tional fees can be paid to cover extra
sets the same basis.
What can CB be used for?
Apart from a ban on advertising or
soliciting goods or services, and on
obscene or offensive language, CB
messages are unrestricted. <;::B is a
service for speech only, however, so it
can't be used for the transmission of
music or· morse code, for instance.
There is no bar on business use, so if
firms want to use CB for office·to·site
or shop·to·van communication , for
example, they are free to do so.
What sort of equipment
does CB use?
The equipment for the service is
relatively simple and intended for use
by people who are not necessarily
technically skilled.
Typical sets include:
-base stations, comprising mains-
powered sets fitted in homes or
offices;
-car sets, Which are generally units
about the same size as a normal car
radio and are almost as easy to fit; and
-hand-held portables (walkie-talkies),
generally of lower transmitter power
and covering fewer channels than the
other types, which will be of particular
interest to anybody gn the move on
foot.
All these types of set will of course,
be able to contac t the others if Ihey
have access to the same channels.
Sets for the new service will have to
carry a mark of compliance with Home
Office specifications ; this is explained
below.
Do CB sets have to meet ..
certain standards?
Home Office standards for CB
equipment are designed to provide an
effective radio service while keeping
to a minimum interference with other
services (such as TV and radio).
They are set out in two Home Office
performance specifications: MPT 1320
(which deals with 27MHz equipment)
and MPT 1321 (which deals with
934MHz equipment). Both are avail-
able from HMSO, price £1 .95. All sets
sold for the service will have to carry a
mark of compliance on the front panel
showing that they conform to MPT
1320 or M PT 1321. The mark is a circle
carrying "he legend CB 27/81 or CB
934/81 , and examples are shown on
the licence form .
Among other details on the licence
form are antennae specifications. In
the case of 27 MHz FM, WhiCh is likely
to be the initial choice of most CB
users, the antenna is limited to a
straight rod or wire up to 1.5 metres
long with a base mounted loading coil.
(The c oil improves the efficiency of the
antenna).
Will 27MHz AM sets be
legalised?
No. Sets using the 27MHz AM
(amplitude modulated) system , are
causing widespread interference to
television and radio and are, at times ,
putting the emergen cy se rvices at risk.
More than 1,000 'c omplaint s of inter·
ference from AM sets are being received
every week.
There are companies who are pre·
pared to modify AM sets to meet the
new criteria. From the interferenc e

point of view, th e new legal FM system
shou Id be 1 times better.
Many AM se ts are still on the market,
so when buying a CB set the best
safeguard for people who want to buy
approved equipment is the mark of
compliance , described above.

Will the UK service meet
European standards?
There is no European standard. The
European Conference of Postal and
Tele co mmunications Administrations
(CEPT) recommendation made several
years ago al low s on ly 22 c hannels and
Y2 watt transmitter power, as opposed
to the UK's 40 c hann els and 4 watts
which is co mpa rable to the America n
AM system in illicit use in this count ry,
Furthermore, France, West Germany
and The Netherlands allow only FM , as
does the UK.

Much equipment in use in other
European countries is confined to its
particular country. French equipment,
for instance, with a higher permitted
power than many other countries in
Europe, may only be used in France,
and the illicit American equipment is
not al lowed in any of the major
countries of Europe. European countries
which permit CB do not prohibit FM-
the UK system - but the same is not
always true of AM , so any possibility of
a commo n standard is likely to rest on
the use of FM .

Long term Objections
The European Commission has
asked member states of the EC about
their CB specifications, to examine
their effect on trade . The UK will be
represented in any future discuss ions.
The Home Secretary said on 24 June,
1981 that the long-term objective was
to adopt the specification re com-
mended by CEPT.
CB is a short-range system, not
intended for international communica-
tion . People who want to use radio for .
that purpose can become licensed
Radio Amateurs.

The Official Launch
Saturday the 12th September saw
the official launch of REACT UK at a
reception held at Harold Hill in Essex.
Although using the same name and
some of the promotional material
REACT UK is in no way related to
REACT in the United States. However
REACT U K does owe a lot to the
Stateside organisation on which many
of its ideas are based.
The late Ivan Francis, who was one
of the original REACT (UK) organisers,
spent many years as an Emergency
Monitor both in the states and Canada
and it's his experience which has
made the inception of REACT UK run
so smoothly. REACT (U.S.) was started
in 1962 and they successfully lobbied
for a channel 9 emergency system and
have since been monitoring . and re-
porting on that channel 24 hours a day.
REACT Abides by the Law
REACT UK has always wanted a
legal CB system in the United King-
dom and has not been monitoring the
currently illegal AM CB frequencies.
The main reason for their reluctance

and with legal CB now upon us this has
.paid off. Official recognition has come
as a result of REACT UK's responsible
attitude towards training its Reactors

REACT UK and the more 'conven-
tional' emergency services.

have taken into consideration the quali·
fications of individual Reactors (Le.
first aid)wh ich are not part of the React
Training Course.

Local Organisation
REACT UK, whilst not being oper-
ational, have spent a lot of time setting
up local monitoring stations and are
now prepared to monitor the who le of
the country from legali sation date, 2
November. Th ey have divided the Brit·
ish Isles into seven regional zones
which are th e responsibility of seven
regiona l co -ordinators who in turn have
a number of County co-ordinators liaising
with them. Although REACT UK have a
national approach to emergency mon-
itoring , each region and county will
make their own decisions regarding
local monitoring policy.

How It Works
The main emp hasis of a ll REACT
UK's work is on th e team element. At
the moment. there are approximately
1,500 full members of the organisation
and they are organised into teams to
provide a 24-hour monitor of channel
9.
Trained to extract information from
anybody making an eme rg ency ca ll
and process this information to the
appropriate emergency service, each
team 's HQ wil l be equipped with 2 x
27MHz FM rig s one in permanent use
and one as a back up in case of failure
A telep hone and maps of the local area
are th e other two main requirem ents.
The station is then manned by a rota of
Rea ctors.
One thousand five hundred people
alone will not be capable of monitoring
channel9 for 24 hours a day, 365 days
a year for the entire cou ntry. REACT
(UK) have had a lot of enqu iri es from
CB clubs who have expressed interest
in starting their own teams. The maj-
ority of these clubs are well organised
which means that training could:Under-
taken on a wholesa le basis to groups
of people who already know each
other. A full REACT (UK) serv ice co uld
be feasible by mid 1982.
REACT (UK) and Money
As you can imagine, running and
equ ipping an organ isation like REACT
(UK) requires a lot of finance and the
mon ey so far has co me from members
paying a joining fee. A source of
in come which REACT (UK) are working
at securing, is sponsorship by manu-
facturers of CB equipment. The appro-
aches are curren tl y being made to the
larger compan ies involved in CB and
so me will be pac king REACT (UK)
information into the boxes containing
CB transceivers. Purchasers of this
equipment will find advice on how to
joi n REACT (UK) and how to make a
ca ll in case of emerg ency.

with teams who are willing to toe the
REACT (UK) line. REACT (UK)'s stance
while seemingly one being 'Holier than
thou' is co ncerned about keeping their
standard of training high.
REACT (UK) are th e on ly monitoring
service to have applied for and been
granted an Evaluation and Test licence
for the MPT 1320 Home Office Speci·
fication CB equipment. This is obvi-
ously helping REACT (UK) to assess
the su it ability of different rigs for their
own purposes. If REACT (UK) find a rig
which impresses th em enough it is
li kely that it will be given the REACT
(UK) seal of approval.

REACT (UK) are still looking for new
members and are now only accepting
applications from teams, clubs or groups_

How it works (see fig A)
The sire n is made up of two
osci llators and a n audio pa. Tran-
s istors Q1 and Q2 form a high
'frequency osc ill ator, 03 and 04 a low
frequency oscilla tor. 05 is the audio
amp. The output of 0 1, Q2 is coupled
to the bases of 03, 04 to va ry t he
frequency of the high fr equency
oscillator. The output from this stage is
amplified by 05 to drive the loud-
speaker.

Layout and identify the various
coded components on a piece of pape r
and write their value undernea th .
Using a solder in g iron with a small tip

Two police officers pose as courting couple
Lately th is feature seems to have
con cent rated on individ uals an d their
brushes wit h the law. This is not to say
that the breakers are the only people
getting busted , as local CB dealers are
finding out. We have had several
reports in the past few months of CB
shops having unwelcome visi ts from
the authorities. To redress the balance,
this month we cove r the sad story of
Roger D in Chiswick, London.
Situated in a busy side street in
Chiswick Roger 0 opened its doors at
the beginning of August. The shop
stocks a large range of accessories,
books and a nice li ne in CB Ch ristm as
cards and is run by lan Brown fo r Roger
Wright, th e owner.
Very soon after opening, lan was
getting fed up with hi s customers
asking if he stocked rigs. Because of
'public demand', lan started to keep a
few popular rigs in very small quantities.
However small the quantities it was
unfortun ately enough t o attract the
attention of th e local police, si nce they
kept an eye on the shop.
On 17 August , amongst his other
customers, lan had a 'court ing' couple
visit the shop and look around the
stock on display. Th ey also asked if

the re were any rigs available and lan
showed th em th e microphone section
of a 'one-hander'. At 5.45pm the same
day two men e ntered the s hop,
identified t hemselves as Customs an d
Excise Officers and asked lan if there
were any rigs on the premi ses. lan
immediately said " No", but they, of'
course, searched the premises any-
way, even taking up loose floorboards.

under the co un te r in the shop and th e
'one-hander' in lan's bri efc ase.
Sudden reappearance
To l an 's surp ris e, t he 'co urting
couple' ca me back an d iden tif ied
themselves as plain cloth es officers
from th e Cri me Squad. They helped the
Customs Officers search the whole
property. lan was also qu estioned
about hi s car and another set (bringing
the total to six) was found in the car.
lan had t o shu t up shop and drove
his c ar to t he loca l police station,
accompanied by a Customs Officer. Al l
the details of the rigs were taken and
everyone then proceeded to lan's
home to search there. Nothing was
found, so lan went back to th e police
st ati on where he was further ques-
tione d and given an official notice of
seizure. The GPO were ca lled to verify
that the sets were, indeed, CB and lan
·was released on unconditional bail to
re-appear ne xt Wednesday at th e
station.
"Keeping certain goods"
When la n went back to the station he
was charged w ith two offences against
Section 170 of the Customs and
Excise Management Act 1979. Th at is
"in t en t to evade the prohibition or
importation imposed by the Radio
Telep honic Transm itters (Control o f
Manufacture Order 1968) made under
the Wireless Telegraph y Act 1967 an d
was co nce rned in keeping certain
goods". So now you know! He was
fingerprinted and photographed and
went home to wait for the summons.
lan appeared at Acton Magistrates
Court on 28 September (remarkably
quick, compa red to oth er cases). He
had obtained a good sol icito r and had
been granted legal aid butfeil it best to
plead guilty as the circ umstances
were una rguable - the prosecution by
a Cus tom s Official who explained
about th e illegal importation of CB
equipment and the c laimed interfer-
ence ca used by AM CB. One of th e
police office rs co nce rn ed also made a
statement about the events of 17
August. In return , lan's defence
emphasized lan's unfami liarity wi th
the law and p ersonal aspects of the
case .
The magistrate, whi le not ve ry
fami liar wi th CB, was obviously wo rri ed
about the in te rference and asked lan if
he was aware of th is 'side effect'. Since
lan had pl eaded guilty, the magistrat e
fined him £25 for the set in th e ca r and
£75 for the five f ou nd in th e shop. Th e
prosecution we re not awarded costs
and lan was given time to pay the fine .
Compared to many other cases we
have heard of, this is very lenient. Did
th e individual mag istrate not co nsider
th e offence too serious? Or maybe
generally there is less pressure and
interest in illegal CB. Wh atever th e
rea son, lan an d Roger 0 have learned'
their lesson and will now on ly be
stocking duty-paid rig s and lega l FM .

H.H.O.T. Breakers
Just a short note to tell you about our
local club that has been running about
three months. The H.H.O.T. Breakers
(Hunters Heath and Orchard Town) of
Broadheath and Tenbury Wells have a
membership of 100+.
The club's aim is to promote CB
Radio , as well as enjoying ourselves.
This has been achieved through disco's
fox hunts, carnival floats and treasure
hunts, all of which have enabled us to
donate £200 10 the local hospital.
The club meets every fourth
Wednesday for official business at
Hanley Village Hall, but has several
drinks nights throughout the month.
Any new members can contact me at
the above drinks 20 or by calling for a
"HOr" Breaker on channel 14.

Scottish Truckers' Club
This is to advise you all that a new
club has been formed up here in
bonnie Scotland exclusively for truckers.
,The membership is open to HGV
holders only as that is the way the
members want it, otherwise we would
not be able to cope with the flood of
requests for membership; do I hear a
rumble heading towards Stirling
already?
The club was formed because there
was felt a need to unite all truckers,
especially in Scotland, to a common
interest. Their aims, oops ... , our aims,
are communication with each other in
order to promote a closer harmony'
between each other and to set up a ·
national system of assistance through-
out the UK to all members. A special
code detailing road conditions is
already being passed round to mem-
bers.which will help any message to be
passed clearly to each other.
However, the club is not just a club
for CB'ers but is open to any HGV
holders. A social calendar is being set
up to start a pool and darts teams and
to organise dances. As the club is still
largely in its infancy, things are bound
to take a bit of time but we should be
really geared up by the end of
September at the latest.
The club meets at the Bruce Inn io
Stirling at 2.30pm every three weeks
to allow for shift work/rotas and the
next meeting is due on Saturday,
October 31 at 2.30pm. nemember if
you're co ming along then you must
bring your HGV licence and the
membership fee is only £5 per annum.

The Northern Ireland Shamrock DX
Club, probably better known as the
Northern Shamrock Club, was formed by
a dedicated band of OX enthusiasts
around Christmas 1980. At the onset it
was deCided to restrict its member-
ship to 50 radio operators who were
practically hand picked as the founder
members were anxious to promote a
good impression of Northern Ireland
over the international airwaves.
The aims of the club are to make the
hobby of DXing as cheap as possible
for its members and to establish good
r~lations with other operators world-
wide. Already the club's call sign, North
Shamrock, is recognised in- countries
including Europe, America, Africa, New
Zealand, Australia, the Far East, Hong
Kong, and many of these contacts
f11f:1de by its members have enrolled as
a§sociate members with even more
applications being processed at present.

members, the club has printed an
international QSL card to accompany
its original club card. All members
receive an 11 x 8 colour certificate,
membership card, roster of members,
etc.

dovard scheme whereby any DXer
tfaving contacted 10 or more different
countries by QSO and QSL can qualify
for a certificate. Anyone interested

We are the Coaltown Breakers' Club,
based in Cannock, Staffs. Our club has
been formed since February 1981 and
our membership to date is 350 and
growing steadily.
We hold ou r Eyeball once a week
every Wednesday at the London Square
Public House.

any Breakers or truckers passing
through Cannock on Wednesdays to
break on 1-4 and ask for directions,

Zebra County Breakers
We wish to be recognised as a new
breakers' group. We go under the
name of Zebra County Breakers. We
are located between Great Yeldham
on the A604 and Earls Cross on the
same road, Bralntree and Great
Bardfield. Capital is Hedingham in
which the breakers meet once a week
on a Sunday night.
The club was formed in late February
with 36 breakers and at the end of April
the club had over 100 members, all
breakers.
The President of the club, Charley
Farley, has been a breaker for over
four years, the Chairman, Hunter, has
been a breaker for 2% years.
Each district in the county has its
own steward who is responsible for
introducing new breakers and giving
assistance wherever possible.
Profanity is strictly forbidden on
channel and is upheld by the
membership. All breakers in the
county are aware of their legal position
in regards to the use of their
equipment.
Any outside breaker is welcome to
attend our meeting and refreshments
are available. The club has a good
social programme with film shows,
visits from prominent speakers and
electronic experts, etc.
We are to be recognised and are
putting floats into most of the local
carnivals this summer advertising the
club and CB in general.
Dances and other outside activities
will be organised in the near future.
The aim of the club is to benefit
deprived chlldren by taking them out
for days on excursions. A news bulletin
once a week, there is also a policing
unit in the club to make certain
breakers behave properly at all times.
We break on channel 14 and 5 is a
reserve ; 8, 9 and 10 are avoided as
they are used by the local breakers'
emergency service operated by
Suffolk Ears.

The Citizen Bond Radio Licence
It is a pleasure this month to be able
to write abou t some positive aspects
of the law rather than what to do in
case you get busted. As FM CB is now
legal in this country it makes a change
to be able to tell you what you can do,
rather than what you can't.
Most official forms are a nightmare
to understand and fifl in ; the CB radio
licence form is no exception. As we
said last month , the lice nce is very
similar to the one currently used for
television reception equipment.
The licence is a three-part carbon-
ating set which is laid out with the
instructions on the front , the actua l
licence as the second copy and the
licenci ng centre's file copy on the
back. The form is available in all Post
Offices and you may only use a CB set
when you are in possess ion of this
licence. The fee has been set at £ 1 0
per yea r and this covers the purchaser
for up to three sets. One licence can
only be used for up to 15 sets and any·
body wishing to use more than 15 rigs

licence is the application form and is
only valid when the licence fee stamps

'hat the licence cover
The licence provides for the operation
of FM transceivers which comply to
MPT 1320and MPT 1321 Home Office
specifications. This means that on ly sets
which have either CB 27/81 or CB
934/81 stamped or engraved on them
and the only sets which shou ld have
these marks are ones which electron·
ically conform to the speCifications.
How long wi ll it be before a business
flourishes in stamping illegal sets?
Licence conditions
1. The licence only covers the use of
equipment by the licence holder or the
following ca tegories of people with the
licencee's permission:
a) Any person who resides at the
licensee's usual place of abode. (Well,
the budgie will be OK).
2. Any employee of the licensee
acting in the course of the licensee's
employment. (In other wOrd., your.taff).
c). Any person who hires the appara·
tus from the licensee for a period not
exceeding 28 days. (Will Radio Renta/s
actually start living up to their name?).
. 2. The licence is not transferable.
(No, you can't borrow mine).
3. The apparatus shall be so designed,
constructed , maintai ned and used that
its ' use does not cause any undue
interference to wireless telegraphy.
This paragraph is delightfully vague
because one man 's undue interfer·
ence is another man's Crossroads and
to be quite honest, I think it will be very
difficult to trace a source of interfer·
ence accurately enough to revoke
somebody's licence. However, inter-
ference is going to be a major prob-
lem .
4 . The apparatu s and this licence
shall be available for inspect ion on
demand by a co nstable or a person
acting under the authority of the
Secretary of State.
Yet another loose piece of phrase·
ology. Does this mean that any con-
stable can enter your home to inspect
your rig and licence without a sea rch
warrant which is c urrently required by
law? Such measures are normally res-
erved for terrorists and drug smug-
glers. Persons acting under the auth·
ority of the Secretary of State presum-
ably means Buzby (Post Office) and
does that make them legally enti tled to
enter your home without a warrant as
well?
5. All transmis s ions other than
selective calling signals or digital
transmission s designed solely to identify
the transmitter, shall be in plain
speech.
Which means in plain English that
you can talk and Roger Bleep to your
heart's content.
6. The equipment may not be installed
or used in any aircraft or airborne
vehicle.
7. No transmission which is grossly
offensive or of an indecent or obscene
nature may be sent.
8. The apparatus shall not be used

possession of any other type of antenna
will be subject to prosecution? Think
how many potentially illegal twigs your
local CB dealer has in stock.
The 934MHz aerial may consist of
up to four elements, none of which may

for the purpose of advertising or solic-
iting goods or services of any kind.
The last three points make common
sense and should hopefully leave the
FM airway free for the enjoyment of all
(except pilots) without having to be
bored with bucket mouths or boring
advertising.
Section 9 of the licence is written in
gobbledigook, a language which I fail
to understand despite having read
numerous books on the subject.
Rather than bore you by copying it all
out t he gist of it is that the Secretary of

State can revoke everybody's licence
after having given notice. The Secre-
tary of State needs ~f) give no reason at
all.
The rest of the licence consists of a
section cal/ed The Schedule which
reiterates sections of the Home Office
specification.
The Section 3 of the schedu le
relates to the type of antenna that the
Home Office will permit and nothing
new has emerged.
1. The antenna must be of the base
loaded type.

If you are using a home base set, the
aerial for such a set must not be affixed
to a point any higher than 7 metres
above ground level (10 metres for
934MHz). If you go higher than speci-
fied you must attenuate the signal by
10dB. All legal sets must have a
switchabJe attenuator for this mode of
operation. Just don't forget to f lip the
switch .
Antennas of other types must not be
used and neither must power ampli-
fiers.
The CB licence is generally aimed at
making CB use sensible. By virtue of
the way it is worded it does pose some
very serious questions and raise many
potential loopholes. Interpretation of
the licence by law enforcement
agencies is going to vary from area to
area and we will be interested to hear
from you if you encounter any dif-
ficulties whilst operating CB under the
ausp ices of this licence.

Unite
When we launched the idea of Clubs
Unite last month, we never imagined
that your response wo uld be so
positive or quite so speedy. Although
this initial success has rather over-
whelmed us, we are still capable of
handling and collating more replies to
o ur Nationa l Club Reg ister.
To t h ose of you who read last
month's article and rep lied, tha n ks. To
those who either didn't repl y or read
the artic le, it is time to read on and to
take some decisive action.
The future of your club
Now that it is lega l, I'm sure that
d ebates and arg uments are raging
furio us ly througho ut all the CB clubs in
the land. Many a pint will be sunk
whilst discussing the pros and cons of
FM vers us AM because at last FM is
available on whic h to lose a factual
argument rather than relying on myth.
If, as a result of your experiences
with legal CB yo ur club is changing its
policy and is now in favour of FM , let us
know. If, on the otherhand, you wi ll
to lerate both FM and AM breakers and
expect your cl ub to grow as a result ,
also inform us. Many clubs will doubt-

is almost certain that SSB will be one
area of CB breaking that will grow.

can really fulfill his hobby.
National Club Register
Regardless of choice and frequency
preference, registering you r club wi ll be
important , new 27 FM c lubs will spring
up along wi th 934 clubs, each with its
own aims and ideals.
Therefore we have decided to start a
totally seperate publication intending to
register every possible CB club , group
or organisation.
FM Clubs will find it an advantage to
regi ste r th ei r name and address, it
should stop co nfusion & identical names
in the same area, it may even prevent
them from choosi ng a similar name in the
first place . It will also let other clubs
know of your existence, how to contact
you and what channel you break on.
Being registered will also have a spin off
advantage, for instance many rig insur-
ance sche mes now mail the clubs with
preferential offers on rig theft insurance.
AM Clubs will find registration essential
because the Government want to make
you extinct. They will succeed unless
you open ly proclaim your support, com-
municate with similar active c lubs and
unite in any protests or demonstrations.
National Club Directory will contain info-
rmation that an organiser of any demons-
tration wou ld need to know, how to
obtain police permiss ion and who to
contact, planning the best possible route,
the time scale and how to plan you r
support, suggested media contacts and
promotional hints , tips on money saving
with banners and posters, along with
artwork for suggested campaign litera-
ture, (the most expensive part of any
campaign). In other words everything
you and your c lub should need to stage
an effective protest or demonstration.
SSB Clubs. Amongst all the other possible
cl ubs, Single Sid e Band is without doubt
the major argument for AM preference .
Yet to date th e Home Office have never
mentioned the subject and totally ignored
its existance. True we all know 27 AM,
SSB, long distance contact is illegal the
world over, bu!:o i! th::::t far removed from
28 MHz operation that there is no argum-
ent for legalisation? Many Hams cast
CB'ers aside as unlicenced pirates ,yet
more and more we have noted a tendancy
by some amateurs to ask why isn't the
RSGB pressing to incorporate it!
Registration for the QSO Club should
be an advan tage , other local SSB clubs
will know your frequency and either give
you a clea r band or be able to contact or
at least try British working with you.
Information listed wou ld be reasonably
exp licit, i.e . frequency, area, attitude, OX
local or long distance, the membership
response to QSL, if a purist QSO or OX
QSL Swap co nsidered. Whether the club
is active, interested in legalisation or just

li ked a yea r or so to travel the States
and report, I had t o be co ntent with a
few days in Cali forni a and Arizona.
CB started in America way back in
1945 and was introduced for th e pub-
lic's use in 1947. Since th e n its fre-
quency has changed from 460MHz to
its present 27MHz. This change hap-
pened in 1958 but it alone did not
cause the American CB boom. That
ca me in 1974 with th e introductio n of
the 55 mile an hour speed limit. Almost
everyo ne wanted a CB and at its peak
over half a million se ts were sold each
month.
Now in 1981 the bo o m is .long gone
and CB is ju st a means of com muni-
cat ion there to use if yo u feel like it.
Th e ori ginal users of CB, the truckers,
have almost got back their excl usive
use of mobile CB.

The Other Illegal
It is certain that Citizens Band Radio
is without doubt destined to be illegal
in some shape or form the world over.
As well as basic 40 channel SSB
operation long distance, American
CB'ers are getting really fond of high
high or low low illegal modifications.
So much so that these channels ca rry
a very high volume of users.
This and SSB OX communication
accounts for a vast amount of illegal
operation, combine this with the out-
lawing of high power and one can see
that the greater majority of American
CB, like around 90%,is totally illegal.
Linear amplifiers are banned. a CB
shop is not allowed to stock or se ll
them, yet like our own illegal system
almost all of the specialised shops do.
Popular makes like Tornado, Hurri-
cane and even Cobra, are openly avail-
able from under the co unter. Pricewise
a 150 watt Cobra would cost $'159.95
or 51'39.95 for a 125 watts.
As a comparison on legal-illegal
American CB, most smallish retail out-
lets will sell an average of 2-3 basic 40
channel sets compared with around
10 side band sets with modifications
each week, For a price guide a Cobra

Popular Pirate Frequencies
Initially th e use of illegal frequencies
must have stemmed from the desire by

PLL (Phase -L ocked Loop) Modifi-
cation is the in thing in Americ a and
although its not quite this simple it
entails swappi ng the existing PLL and
popping in a new crysta l.
Once done, d epending on the PLL
and the crystal used, frequencies from
25MHz up to 28 ca n easily be ob-
tained, Needless to say if such a modi -
fication is carried out on or with a kc
(kilocycle) shift in circuit then almost
any frequ ency within reasonable
parameters can be locked onto.
The standard US 40 channel2 lMHz
frequencies are from 26.965 to
27 .405MHz in units of 10 kc's spacing.
Using combinations of different PLL's
and crystals American pirates operate
on a vast amount of frequencies e9:
25.725 to 26.765, 26.065 to 26.355,
27.475 to 27.915 and 27.945 to
28.385 to name but a few.
Incidentally th ose last two cover th e
new British frequency range! So don't
be s urprised if an American Side
Binder appears in th e background on
legal British FM.
