disorder. But I think this brochure and
prescription might help????
My Analysis:
• The parent went to seek help for his child’s poor grades. So he
went to a doctor?

• The doctor says the poor grades are due to attendance deficit
disorder.

• This is about how a child has poor grades due to the lack of
attendance at school.
Absenteeism
• What it means?
- Frequent or habitual absence from school without providing
a genuine or any reason for not attending classes. It is a
truant behavior that affects the performance of students.

• Causes of absenteeism are:


- Lack of interest
- Illnesses
- Teacher approach
- Lack of resources in school
- Difficulties with housing and food at home
Campbell v. Board
of Education (1984)

• John A. Campbell sued the New Milford Board of


Education because he thought the New Milford
Attendance policy was ultra vires and
unconstitutional.

• Campbell had missed 38 school days; 31 were


excused and the other 7 were unexcused.

• He was passing his courses but he was given no


credit because of the amount of absences he had.
Campbell v. Board of Education (1984) cont.
• The New Milford attendance policy provides 2 sets of academic sanctions for students who are
absent from school. Course credit is withheld from any student who is absent from any year-long
course for more than 24 class periods. In the 24 maximum absences, all class absences are
included except absences on school-sponsored activities.

• In addition, after the first unapproved absence the grade of the student is reduced 5 points for
each unapproved absence. However, the grade may not be reduced lower than 50.

• The Supreme Court of Connecticut noted that the school board’s policy of reducing grades for
unapproved absences was more academic than disciplinary, in intent and effect.

• The Court found that a board’s determination that grades should reflect more than exams and
papers “constitutes an academic judgment about academic requirements.”

• The trial court gave judgment to the New Milford Board of Education and Campbell appealed.
