“ Space and Property”

Users of inadequate public works facilities bear significant costs. Every

time a bridge is is closed to traffic or subjected to weight restrictions because

of deterioration. User’s time and money are lost. For example, operating costs

for small automobiles are almost one-third higher on poor roads than on well-
maintained road. In the worsts cases there may also be substantially

increased safety risks. The deterioration of existing facilities and their

insufficient capacity to accommodate future growth will eventually constrain

economic development. The nation’s Urban transportation network, services

both for industries and individuals where capacity is inadequate growth will be

stunted. Similarly, a community with badly deteriorated roads, brides or other

transportation facilities n a weak position to attract new business. Although

difficult to quantify, the cost of lost opportunities are no less real.

Infrastructure project are not ends in theme selves, rather their importance

to the economy and to society as a whole drives from the services they offer:

the opportunity to improve productivity or reduce costs. Although most easily

thought of a physical form like bridge and a waste water treatment plant, a

subway train the real output or infrastructure in service the movement of

people and goods, the provision clean water and so forth.

I realized that there are problems in infrastructure are we spending

enough? Although other of stating the problem can lead to more meaningful

sets of policy options, a brief review of recent public spending trends from

urban public works infrastructure provides a useful background.

“ Health “

In the Philippines, health services have been devolved to the local

government by virtue of the Local Government Code of 1991. The

devolution has its boons and bones. In the case of health care, most local

governments have been struggling to provide quality services to the


constituents. This may be due to the fact that some local leaders do not

prioritize health. They spend most their energy and money on

infrastructure and invest heavily on roads, waiting sheds, and schools

among others. This is coupled with the various challenges that the local

governments face in the provision of health services. One problem of the

fragmentation of health care. There is a huge gap in health services

between the central government and the devolved local government.

There is a need to find better ways on how to solve this problematic state

of health care at the local level.

I realized that it is necessary that we have doctors, good facilities and

IT in health care because they are important. The life of the hospitals

depends on the availability of doctors. Consequently patients prefer good

quality health facilities and the information age, IT is very useful to do

things easier and better. Another aspects of this need to innovative is the

alarming status of health in the province. There is a need to improve the

old system to have better health outcomes.

“ Pollution “

Pollution is such a controversial topic and why solving the problem is

so important. Think of years now, if we don’t stop pollution it will have

critical effects on everyone and everything. It can destroy habitat and

erase species from existence. People most likely will not be able to
survive and all because of the industrial revolution and our need to make

money and make things such as switching to a more energy efficient fuel

that pollutes less than fuels or putting in simple technologies that now help

reduce the amount of pollution on you produce in your home. If you could

actually want to do something about pollution. There are many ways to

help the cause. When you need a car, buy one that use natural gas to

heat your home instead of oil. If you live in a noisy environment you can

plan shrubby to help block and reduce the noise that could damage your

hearing. Also send letters to manufacturing companies urging them to use

better eco-friendly equipment and make the life suitable for the aquatic

environment they may be dipping into for cooling equipment.

In Urban environment hazardous waste pollution has big effect on you

and so does noise pollution. Your hearing can be damaged and the

temperature of your city could be higher than towns that surround you. In

rural areas water pollution usually affects you because of the fertilizers

and pesticides used on farms that poison the water supply. When you

think about it pollution doesn’t have a positive effect o anything unless you

like your city warmer or you like loud noises that destroy your hearing.

“ Congestion “

One big problem that the Philippines faces aside from poverty and

corruption is traffic congestion. It is an expensive problem especially in

Metro Manila. Everyday, billions of pesos are lost due to the traffic

congestion which happens everyday. Not only money is lost, but people
who commute going to work lose time that could have been used to earn

money and energy. When people get to work, they are already tired which

results to less productive workforce. Public utility vehicles are said to be

the cause of traffic, but what really is causing congestion is the volume of

vehicles in Metro Manila and the lack of discipline of the people. To solve

the problem at hand, Metro Manila needs a reliable mass transport

system, disciplined people and more efficient laws and law enforces.

I realized that those traffic laws and traffic enforcers are usually not

followed in the Philippines. All it takes to get away is money or a phone

call. The traffic laws in the Philippines are not followed by everyone and

the traffic enforcers are not strict as well but sometimes they can be

abusive. In order for our country to progress, the people must follow the

laws and regulation and must follow the laws and regulation and must

admit their fault. Drivers in the Philippines are not vary disciplined. Traffic

is caused not only by the volume of vehicles in Metro Manila, but also the

drivers who load, unload and park everywhere and people who just do not

seem to care. The traffic enforcers also d not apprehend people who load

and unload everywhere.

“ Traffic Problems”

Traffic has become a nightmare in the Philippines, specially in Metro

Manila. No one of any age, race, nationality, social status and religion can

escape the wrath of congested road due to the overpopulation of cars.It

has been recognized as on of the primary problems of the country and a


very hard problem to solve at that with about 16 million people living in

Metro Manila traffic is undoubtedly inevitable. However traffic can be

reduced by promoting mass transportation, car pooling to work and

construction of better an wider roads to encourage the citizens to walk or

bike.

The abnormality of the traffic all over Metro Manila has brought about

many effects in the country. One of the effects of traffic that has brought

the attention of the people in the congested road. Obviously, traffic entails

roads to be overcrowded with vehicles and this can bring many nuisances

to everyone on the road. Metro Manila might as well be compared to a

pack of sardines in a can. That is how tight are crammed the streets are

on daily basis. This effect can bring psychological and health effect on an

individuals.

I realized that as citizens who are affected by this, it is a right to pose

the question as to what causes to this to happen. One of the causes as to

why Metro Manila is jam packed on a daily basis is overpopulation in the

country. Metro Manila is a place where most people, especially those from

the province go in the hopes of finding a living to support their family in

achieving a comfortable life.

“ Flooding “

Flooding in different places in our country really breaks my heart after

how I see people suffering. Many infrastructure are devastated that affects

livelihood. There are survivors who lost lives of their family members.

There are also some which I can see it through their eyes that they don’t
know how they will come up with what happened. But then, I can still feel

hope because of those who still smiled when they saw cameras from TV

networks. This just showed and made me realized that no matter what

happened just believe and move on everything will be alright. But then I

came up with the decision, my choice is to protect the environment for the

sake of the future. This is the best way that I can only offer not only for

them but also for everyone else who lives in this planet.

There are many factors why these flash floods occur. We have o

identify them first for us to prevent it. Remember always “ Preventing is

better then Cure”. It is a quote about preventing diseases but think it is

applicable to the situation. Simply throwing away of trashes whenever you

want is one of the main reasons for these flash floods. Imagine there are

billions of people sharing to this earth. It takes only one trash per person

then multiples it to the billions of population this also produce billion of

trashes. Waste that are not properly disposed went to different place.

Most of it blocks canals so that water can’t flow freely. Some goes to the

bodies of water they harm aquatic animals by means of poisoning.

“ Peace and Security “

Peace and security shall be achieved in support to National

Development. The government shall exert all efforts to win peace and

ensure national security. The peace process shall center on the pursuit of

negotiated political settlement of all armed conflicts and the


implementation of complementary development tracks to address its

causes. This shall be anchored on conflict prevention and peace building

in conflict affected areas. On the other had, National security shall

involved the whole-nation approach, focusing integrity on internal stability

upholding the sovereignty and territorial integrity of the state, capability

and preparedness against natural calamities and disasters and reform

moderation of sectors.

I realized that a stable national security environment is crucial to

achieving development, human security and general welfare. Stability can

be threatened, however, by internal security concern such as recurring

armed conflict and criminality together with new global security treats,

such as terrorism, human trafficking, illegal arms trade and drug

trafficking.

“ Cities and Infrastructures “

Cities are attractive locations to both business and residents but do

not have unlimited space to accommodate them. As a result, commercial

and residential properties compete for space especially in city centre. The
threatens the economic success of cities. Increasingly, the most high-

skilled, productive firms are looking for a city centre location. Not being

able to offer than appropriate commercial space has implications not only

for the productivity of Philippines cities themselves but to the National

economy too.

In market- oriented economies, the urban process is the process by

which cities are largely urbanized as a venue for business to take place in

order to absorb both labor and capital surpluses. The process of land

privatization was he mechanism that made the transfer of land-use rights

from socialist to market system smooth and active
