TITLE: SAFETY PROCEDURE FOR DRAGON BOAT CLUB

1 PURPOSE

1.1 The safety procedure is intended to provide the awareness and in compliance
toward safety and health requirement set by Sekolah Menengah Jenis Kebangsaan
Chung Ling, Pulau Pinang Dragon Boat Club

1.2 The procedure is establish safety and health requirement to eliminate or


minimize risk to the members who may exposed to safety and health related
risk associated with its activities.

2 SCOPE

2.1 This procedure applied to Sekolah Menengah Jenis Kebangsaan Chung Ling, Pulau
Pinang Dragon Boat Club.

2.2 Where local regulations are more stringent, the local regulatory and others
relevant requirements must be fulfilled in addition to those of this
procedure.

4 RESPONSIBILITIES

4.1 Teacher Advisor

4.1.1 Ensure, establish and implement the club safety procedure and relevant
school procedure and requirement.

4.1.2 Ensure the club committee obtain the approval from State education
Department before the activity or event commence except the in house
training which will be carry out in the school premises

4.1.3 Any external visitor and or non Chung Ling High School student(s) involved
in the club organized activity or event, must obtain an approval from
teacher advisor and school authority according to the requirement set
before the activity or event take place.

4.1.4 During club organized and participate activities or event, the teacher
advisor shall present in club participated or organized activities and
events and ensure the present of club Chairman or Vice Chairman.

4.1.5 Teacher advisor shall cancel or delay the event or activity if the control
measure and or the progress of the activity or event do not met the
requirement and procedure set for the event or activity.

4.1.6 The teacher advisor shall ensure the club members met the requirement of
the club.

4.1.7 Teacher advisor shall provide corrective action upon receiving safety and
health related feedback to member parent and notify the school Safety
Management Team of the feedback and corrective action.

4.2 Club chairman

4.2.1 Coordinate and plan the club activities or events according to the
requirement and procedure set.

4.2.2 Implement, assess and follow up the risk assessment and planned control
measures of the activity and event, and coordinated the control measure
recommended by the team.

4.2.3 During recruitment, the club chairman shall ensure that the recruited
student met the basic requirement of the dragon boat club.

4.2.4 Ensure the member been briefed on the club requirement including the safety
procedure and aware of the club requirement at the first month of the
calendar year.

4.2.5 Coordinate the attendance of the member’s parents or guardians to attend


the club requirement briefing session and acknowledge and aware of the club
requirement.

4.2.6 Leading the committee members to develop the annual club activities and
event of the year and ensure all the activities and events shall be carry
up according to the requirement stated, including the risk assessment and
control measure in placed.

4.3 Team Secretary

4.3.1 Coordiinate and obtain the approval of the JPN before organizing an event
or activities

4.4 Team Treasurer

4.6 Team Members

4.6.1 Attend the annual

4.6.2 Participate the club activities

4.6.3 Commit and coorperation

4.6.4 obtain written approval from parents according to ALS before participate
and involve in the club activities and event.

4.6.5 Assist and participate In the event according to the basic requirement and
procedure of the club

4.7 Member Parents and Guardians

4.7.1 Attend annual club safety and health procedure briefing and acknowledge the
acceptance of the club requirement set.

4.7.2 Provide safety and health related feedback to the club for continual
improvement in their safety and health procedure.

4.7.3 Ensure their children under their care compliance to the school and club
related requirements.

4.7.4 Aware of the event and activity requirement, approved and allow their
children under their care to participate and attend the club organize and
or participate events and activities.

4.7.5 Member Parents shall withdrawn their children from the club organized and
or participated activity or event if they discover and found the activity
or event organized and participated is not follow and comply the
requirement stated and Member Parents shall immediately notify the teacher
advisor of the non-conformance of the requirement set.

5 PROCEDURE

5.1 Recruitment of club member

5.1.1 Must be at least 15 years old and above and must be Chung Ling High School
student only

5.1.2 Must be physically fit and know how to swim.

5.1.3 Obtain written approval from parent or guardians to be a member of the


club.

5.1.4 Must commit to abide the rules and regulation set by the school and club.

5.2 Physical Test

5.2.1 All recruit must pass the physical test to qualify as a dragon boat club
member.

5.3 Club Activities

5.3.1 There are two type club organized activities - In house training and Field
training. All club members must attend and participate in the club
organized activities. Any member that not feeling well and medically unfit
during the organized activity shall immediately notify that he is unfit to
participate in the activity to teacher advisor and Committee chairman.

5.3.2 All club organized activities must be conduct or organized according to the
set requirement.

5.4 Competition and non-club organized activities or events

5.4.1 The selected club members must obtain approval from the school, club and
their parents before participate in any competition and non-club organized
activities or events.

5.4.2 The selected club member must observe and abide the school, club and
organizer set requirement.

5.5 Hazard identification and Risk Assessment

5.5.1 A hazard identification and risk assessment shall be carried out to the
club related activities and events, control measure shall be put in placed
before commence of the activity and event.

5.5.2 The club shall appoint a committee member to lead the assessment for
activity or events that the club will organized, The team in their best
knowledge and experience in the activity and event develope the assessment
and control measure of the respective activity and event, and reviewed with
the teacher advisor of the outcome of assessment and recommended control
measure. The team will also coordinate in the updates of the contents of
the assessment and recommended action and procedure into the revision of
the assessment.

5.6 Assessment shall be revised after an incident or accident has occurred and or
any changes in the process, venue, control measure, participants, and
requirement of the activity or event.

5.7 Implementation of control to manage safety and health related risks during
activities.

5.8 Emergency preparedness and response

5.8.1 In house training

5.8.1.1 A equipped fist aid kit must be prepare and the first aid
trained club member must be appointed on duty during the
course of the in house training

5.8.1.2 The first aid kit shall be inspected weekly and refurnish
immediately after used.

5.8.1.3 The teacher advisor shall also ensure the available of


emergency service contact number if external emergency service
required.

5.8.2 Field training

5.8.2.1

5.9 Reporting of incident and accident

5.9.1 Members of the club are responsible to report any incident or accident
occurred during the club organized or participate activities and event to
their club chairman and teacher advisors.

5.9.2 The teacher advisor and club chairman is required to lead the investigation
team, and immediate notifying the school Safety Management Team of accident
or incident occurred.

5.9.3 The teacher and members of the club shall obtain the approval from the
school authority before communicate with any information to public media

6 SCHOOL REQUIREMENT

6.1 Obtain approval from school authority

6.2 Fill in ALS

6.3 Obtain Parent approval three days before the event

7 TRAINING REQUIREMENT

7.1 All members must participate and trained

7.1.1 Physical training

7.1.2 Basic life saving training

7.1.3 Basic first aid and CPR training

7.1.4 Boat rowing training

7.1.5 Annual club procedure briefing

8 COMMUNICATION

8.1 Annual communication of the safety procedure shall be carried out in 1st month
of the calendar year to all the club members and parents

8.2 An acknowledge form shall be circulated to all the parents for


acknowledgement immediate after the communication, the parents shall return
the form to the club.

8.3 Review

8.3.1 This procedure shall be review annually to ensure adequacy, effectiveness


and consistency.

8.3.2 The procedure shall also be review after an incident or accident has
occurred
