TOP PRIORITY:
Protecting nursing homes
and seniors.
Protecting Nursing Homes
We have implemented safety measures including:
• Restricting visitation, except for end-of-life visits.
• Requiring PPE for staff when interacting with COVID-suspected or
confirmed residents, and facemasks when interacting with all
residents.
• Requiring all staff be checked for COVID symptoms, including
temperature checks, every 12 hours.
• Requiring facilities notify all residents and family members within
24 hours of a COVID-positive test or death.
• Requiring facilities to separate residents and staff in the event of
an outbreak.

of nursing home residents of any
state in the country

Analysis by New York Times & NYS DOH
Today, we are taking additional
steps to
protect seniors in nursing homes.
Protecting Nursing Homes

• Most vulnerable population in the most vulnerable place.

• The rule is simple: a nursing home can only serve a resident if
they are fully capable of providing the level of individual care
staff, facilities, equipment if not, contact NYS DOH for the

• If a nursing home has a COVID-positive resident that they cannot

treat for any reason, contact NYS DOH for transfer.
Additional Measures

All nursing home staff must

be tested twice a week.
Additional Measures

Hospitals cannot discharge a

patient to a nursing home unless
that patient tests negative for
COVID-19.
Remember
• We have alternative facilities for nursing home patients
COVID or non-COVID.
• We created 90,000 hospital beds a surge capacity of
~40,000.
• We have constructed specialized COVID-only facilities
suitable for nursing home residents.
• We are operating all and are not reducing bed capacity
until this is over/end of year.

Update on Emerging Issue
• NYS DOH is investigating up to 85 cases of what may
be a COVID-related illness in children mostly toddler
to elementary school age with symptoms similar to
Kawasaki disease and toxic shock-like syndrome.
• The illness has tragically taken the lives of three young
New Yorkers.
• An additional two deaths are currently under
investigation and NYS DOH is today issuing a notice to
all other 49 state health departments to notify them of
this situation.
Update on Potential Treatment

The New York State

Department of Health
is actively pursuing
a new drug therapy.
Update on Potential Treatment

The Department of Health and Human

Services is distributing a promising treatment
called Remdesivir that has been shown to
help patients infected with COVID-19
recover more quickly.
Update on Potential Treatment

HHS has sent to New York enough antiviral

to treat 2,900 people at 15 hospitals that
HHS had identified.

More doses will be sent to us in the coming

week to treat 500 more patients, including
children, at additional NYS hospitals.
Next Week May 15

Regional Analysis
To Reopen
Two Factors

1 Does data indicate spread under control?

Does a region have their operation in place

2 hospital capacity/testing/tracing/isolating
and compliance function?
To move America forward
Washington must act.
States will do what they must!

But states have limits.

New York can handle reopening.
But almost every state
needs funding help.
Federal Funding
Due to the impact of COVID-19,
New

$61 billion
over the financial plan period of
FY 2021 to FY 2024.
Federal Funding

COVID-related expenses will cost

an additional $5 billion annually
over the next two years.
Federal Funding

And critical agencies like the

MTA and Port Authority are
also facing dire financial outlooks.
In the absence of federal support,
we must reduce spending:

Schools Local Govts Hospitals

20% 20% 20%

means deeper cuts somewhere else

Federal Funding

New York State needs

approximately $35 billion this year
to compensate for COVID-19 loss.
Alaska $3,396,739
Montana $2,747,253
Wyoming $2,133,106
Kentucky $337,697
Connecticut $47,204 Federal COVID-19 Funding
New Jersey $27,174 per Positive Case
New York $23,840
