Chapter 1 Communication
I General
(I) Study basis, scope and year
1 Study basis
(1) The General Turnkey EPC Contract for SEBETA-ADAMA-MIESO Section of
Addis Ababa - Djibouti Railway Project signed by China Railway Group Limited
and Ethiopia Railways Corporation in October, 2011 (Contract No.:
ET/ERC/CREC/11002).
(2) The Subcontract for Survey and Design of Lot 1 & 2: SEBETA - ADAMA -
MIESO Section of Addis Ababa - Djibouti Railway Project signed between China
Railway Eryuan Engineering Group Co., Ltd (CREEC) and the Addis Ababa -
Mieso Railway Project Management Department of China Railway Group Limited
on February 22, 2012.
2 Study scope
Scope of study is from SEBETA in southwest of ADDIS ABABA, capital of ETHIOPIA,
to MIESO, with a length of 328.959km.
3 Study year
Completion year: 2015; short term: 2025; long term: 2035.
(II) Project overview
1 Route proposal
The line starts from SEBETA to the southwest of Addis Ababa and runs eastwards,
successively passing AKAKI, BISHOFTU, MOJO, ADAMA, METEHARA, AWASH
and reaching MIESO, with a total length of 328.959km. The SEBETA - ADAMA
section is of double track while the ADAMA - MIESO section is of single track.

II Composition of Communication Network and Selection of Type and


Capacity for Main Communication Equipment
(I) Demand analysis of communication business
Transportation demanding and operation management can be provided with steady,
reliable and smooth means of communication, and also provided with comprehensive
businesses like voice, video and data communication to meet the requirements of high
speed, broad band communication business for railway. SDH transmission system is
suitable to this kind of business, for which has fixed band width and high requirement
on real time and safe transmission.
(II) Location and nature of communication stations
A new communication station- Labu Station will be established.
(III) Composition of communication network and selection of type and capacity for
main communication system
1 Composition of transmission system and selection of its equipment models
(1) Functions required
It is to gather, dispatch and transmit the main business, provide a bearing platform
for access network and other application systems, fulfill the support for the
business in physical level between the stations and the business at data link level,
and meet the demands of accessing, processing and transmission of TDM and
Ethernet business etc.
(2) Networking scheme of the transmission system
The transmission system of the line is structured by the transmission system of the
trunk line level and the transmission system of access level. The trunk line level is
to fulfill the business linking, gathering and dispatching between the major nodes;
the access level is to fulfill business accessing, gathering and switching at the
access points and gathering the business to the trunk line level.
The transmission system of the trunk line establishes an SDH 2.5Gb/s (1+1) MS
system by using the four-core optical fibers in the 32 core optical cables laid along
the railway; the transmission system of the access level establishes an SDH
155Mb/s (1+1) MSP system by using four-core optical fibers in the 32-core optical
cables laid along the railway.
(3) Calculation of the length of SDH 2.5Gb/s optical regenerator section
The Project applies ITU-T G.652.B monomode optical fiber. The working
wavelength of the trunk line transmission system is 1550nm which applies STM-16
L-16.2U optical interface.
Code for Design of Railway Optical Fiber Cable (Cable) Transmission
Engineering, the attenuation limit and dispersion limit of the 1550nm operating
wavelength of the regenerator section in STM-16 equipment shall be calculated.
1) Calculation according to attenuation limit

Ac - average attenuation of optical fiber connector (dB/location, as in 0.2
dB/location)
m - number of optical fiber connectors (in 2)
a0 - optical fiber attenuation constant (dB/ km, as in 0.22 dB/ km)
as - average attenuation of optical fiber fixing joint (dB/location, as in 0.04
dB/location)
Lf - length of one tray of optical cable (km, as in 1.85 km)
By calculation, the theoretical value of the regeneration section length of the
attenuation limit in the trunk line transmission system is approximately
87.3km.
2) Calculation according to limited dispersion

Dmas - the maximum dispersion value allowed in the passage between S and
P (ps/nm, as in 1600 ps/nm)
D - the optical fiber dispersion coefficient in the permissible operating
wavelength (ps/nm*km, as in 18 ps/nm*km)
By calculation, the theoretical value of regeneration section with dispersion
limit in the trunk line transmission system is approximately 88.9km and the
optical regenerator section length of the trunk line transmission system is
calculated to be 88.9km through dispersion limit. The lengths of optical
regenerator sections in the trunk line transmission system are shown in Table
1.Relay distance of super-long sections can be increased by adding dispersion
etc.

(3) Calculation of the length of 155Mbit/s optical regenerator section
The Project applies ITU-T G.652.B monomode optical fiber. The operating
wavelength of the access network system is 1310nm which applies STM-1 L-1.1
optical interface.
Code for Design of Railway Optical Fiber Cable (Cable) Transmission
Engineering, the calculation is only carried out for 1310nm working wave length
of regeneration section of STM-1 communication equipment, according to limited
attenuation. The regeneration relay distance impacted by dispersion limitation on

this level of SDH can be ignored.

By calculation, the theoretical value of optical regenerator section of the access
network of this line is approximately 40.1km.
The lengths of the optical regenerator sections in the access network system of the
line are shown in Table 2.For super-long relay sections, optical plate with
maximum average transmission power or L-1.2 optical interface may be adopted so
as to increase relay distance.

(4) SDH 2.5Gb/s (1+1) trunk transmission system
ADM equipment shall be provided at Labu, Adama, Metehara and Mieso, and be
connected with 155Mb/s access devices to protect important passage of access
network system.
(5) SDH 155Mb/s (1+1) access network system
One set of OLT equipment shall be provided at labu communication station, ONU
equipment shall be provided at other railway stations. Access network management
terminal shall be provided at labu for managing the access network system of the
whole line. A passage loop of SDH 155Mb/s (1+1) access network system can be

formed by trunk transmission system and voice, data and image of each station can
also be accessed by this system.
2 Telephone exchange network
(1) Requested function
The telephone exchange system shall meet the demands of fixed voice
communication business of the whole line. It shall also fulfill the businesses such
as voice calling from the access points along the line and the sections to the interior
and the voice calling to the PSTN network etc.
(2) Networking scheme
Labu communication station has new 1000L stored program control exchange.
The newly-added automatic telephone user of this line can access into the SPC
exchange at labu communication station by access network.
3 Dispatch communication system
(1) Requested function
1) It shall provide various voice communication businesses that have the
characteristic of dispatching communication which include but are not limited
to single call, group call, multiple priority call and swift call, so as to meet the
demand of dispatching communication.
2) It shall fulfill calling of fixed users.
3) It shall be capable of the businesses such as special communication, station
communication and inter-station communication etc and capable of accessing
other specialized businesses and data.
(2) System composition and network structure
The specialized digital dispatching communication system consists of the master
units of digital dispatching system, subsets of digital dispatching system,
dispatching console, station duty console and voice recorder etc.
The line has train dispatching telephone, cargo dispatching telephone and traction
power supply dispatching telephone. It applies specialized railway digital
communication system equipment. Labu dispatching room has newly installed
railway specialized digital communication equipment.
4 Mobile communication system
A 450MHz radio train dispatching system will be established to provide wireless
communication between station supervisors, assistant supervisors and train drivers
within the station.
The station supervisor will be equipped with station radio set; locomotive radio station
will be provided on the train. Assistant station supervisor and train guard will be
provided with portable radio set.
5 Inter-station travel telephone and other special-purpose communication system
The inter-station travel telephones are in the digital dispatching system.
The specialized communication systems such as working, electric power, train
management and hydropower employ automatic telephones provided by ONU
equipment for communication, which shall not form into independent communication
systems.

6 Station (yard) communication system


A station level communication system centered on the station communication
mechanical room is established. The station & yard communication system is
incorporated in the digital dispatching system to form a train travel command system
that is centered on the station operation controllers.
7 Synchronous network
The new clock synchronization system applies master-slave synchronization mode.
The trunk line transmission level SDH equipment receives the required timing signals
from BITS equipment of Labu Communication Station, while the access level SDH
equipment extracts clock signals from the trunk transmission level.
III Type and capacity selection, lighting protection and earthing for
communication power supply equipment
(I) AC power source and power supply mode
1 AC power supply
It is required to consider outer alternating current for communication equipment in each
communication station and station communication machine room based on load of
grade I
2 Power supply mode
DC supply of -48V shall be employed for all equipment of each station and block
station, and the power supply is from high frequency switching power source.
(II) Selection of type and capacity of power supply equipment
1 Wire communication
DC power supply system adopts high frequency switching power equipment and is
equipped with valve regulated sealed battery group, so that it can provide
efficient and reliable -48V DC power to communication subsystem. Communication
equipment of each station of this line is rated as Class-1 load. Standby time of battery in
communication station shall be considered as 1 hour, and that in intermediate station
shall be 3 hours.

(1) Configuration of battery
In case of AC outer power failure, DC power system shall supply DC power for
communication equipment through battery discharge.
Battery capacity based on relevant design and specification: Q≥kIT / η[1+a(t-25)]
Where: k- safety factor, in value of 1.25.

(2) Configuration of switching power
Switching power source supplies lasting and reliable -48V power for
communication equipment, and meanwhile provide supplementary charging
current of self-discharge for battery group. Rectification modules of switching
power supply shall be backed up in N+1 mode.

3) Allowance and needs of future capacity expansion shall be calculated and taken
into full consideration based on the above formula, and detailed configuration
conditions of high frequency switching power and battery group are as follows:

Therefore, Labu communication station shall be newly equipped with -48V/300A
high frequency switching power equipment and two groups of -48V /500Ah valve
regulating sealed lead acid batteries; station shall be newly provided with
-48V/100A high frequency switching power equipment and two groups of -48V
/200Ah valve regulating sealed lead acid batteries; other stations shall be newly
equipped with -48V/75A high frequency switching power equipment and two
groups of -48V /150Ah valve regulating sealed lead acid batteries.
2 Wireless communication
Locomotive communication equipment adopts 110V DC power supply furnished on the
locomotive.
(III) Power supply and environmental monitoring system
In order to find and eliminate the faults of the switching power supply, guarantee safe
and reliable environment of equipment room, guarantee safet and reliable operation of
the optical communication system and improve the capability of communication
operation and management. The line has the power supply system and environment
monitoring system to centrally monitor and manage the communication power supply
and communication, signal and information machine room.

Labu communication station has power supply and environment monitoring center
equipment. Each station is newly equipped with field monitoring equipment, and signal
machinery room and information machine room are newly installed with collectors.
Meanwhile, for the terminal server clients such as general maintenance workshops and
information centers etc, the anomalies in the machine rooms in their jurisdiction can be
monitored and managed according to the authorized clients.
The monitoring center mainly summarizes the various information sent from site
monitoring equipment and fulfills data analysis, processing, storage, display, printing,
provides multiple forms of alarm and release control commands to site monitoring
equipment and fulfills the control over equipment on site.
The site monitoring equipment mainly fulfills collection of communication power
supply output/input voltage and current data, provide alarm on rectifier faults, overload,
rectifier output over-voltage and under-voltage, startup, shutdown and resetting, collect
and process the environmental data such as room temperature/humidity, smoke, water
logging, door guard and window guard etc, fulfill local or remote control over the air
conditioner and collect the air conditioning power supply data, exchange data and
information with the center, accept the control commands from the center and fulfill the
related control functions.
(IV) Earthing device
Communication station and the communication machine room beside the line shall have
one grounding body group, including lightening grounding, working grounding and
protective grounding. The grounding resistance of communication station is ≤1Ω and
that of the intermediate station of communication machine rooms is ≤4Ω.
The fixed radio station and antenna shall have grounding devices whose grounding
resistance is ≤10Ω.The working grounding of station radios set is connected to the
integrated grounding of communication machine room.
(V) Lightening protection
The AC power supply input points in the communication machine rooms of the
communication stations and intermediate stations shall have lightening protection and
surge protection devices, so as to guarantee the safety of communication equipment and
maintenance personnel and normal operation of communication equipment and prevent
lightening hazard coming in through the power supply system
When the cables in the areas and stations along the line are connected into the
communication stations/communication machine rooms, the distribution frames/trays
shall be equipped with lightening protection units/protection devices etc to reduce the
hazard of lightening.
IV Communication lines
(I) Construction scheme of long-distance communication line
The type and capacity of long-distance communication line shall be determined
according to the constitution scheme of transmission system, which shall not only
satisfy the short-term requirements, but also consider the long-term development and
reserve certain allowance.
1 Type and capacity selection for long-distance communication lines
(1) Type and capacity selection for optical cable and optical fiber:
1) The requirements on construction method, mechanical strength,
electromagnetic interference protection, lightning protection and anticorrosion

shall be taken into consideration comprehensively when selecting the type of


optical cable.
The external protective layer of optical cable shall be capable of resisting
water, preventing humidity, resisting corrosion and defending rats and termite,
etc. Ointment shall be adopted for filling so as to prevent moisture from
entering and avoid transmission performance from degradation. It is required
that the cable has the tensile strain capability and the capability of resisting to
side pressure.
This works adopts outdoor communication optical cables with metal stiffener,
loose sheathed strain-type, aluminum-PE bonded sheath, longitudinal wrapped
wrinkle stall armor and polyethylene sheath, i.e.: GYTA53 embedded optical
cables.
2) G.652 optical cable (with the property of double window) is selected for this
line, and it is required that the attenuation of 1310nm wave length shall not be
larger than 0.36db/km, and that of the 1550nm wave length shall not be larger
than 0.22db/km.
3) A cable of GYTA5332B1 is newly laid on this line.
(2) Type and capacity selection of long-distance optical cable
According to the requirements of electrified railway that the shielding factor of
long-distance cable shall be ≤0.1, a low-frequency symmetrical oil-filled cable of
HEYFLT237×4×0.9 is newly laid on this line.

(II) Protecting and maintaining facilities for long-distance communication line
(1) Mechanical protection
For optical cables which cross railways and highways, steel tubes shall be adopted
for protection; for those cross access roads, channels and culverts, steel tubes and
cable trough shall be adopted for protection according to the specific condition; for
those laid along the road shoulder, cable trough shall be adopted for protection; for
those laid along the lithic sections and the depth can not satisfy the requirements,
steel tubes and cable trough shall be adopted for protection according to the
specific condition; those cross bridges shall be laid in the reserved cable trough of
the bridge, and those in the station shall be laid in the cable trough of the station.
In order to protect the transmission property of optical fiber, it is required that the
connections and joints of optical fiber shall be with the property of tightness and
easy for opening. All the joints shall be mechanically protected with optical fiber
connector.
(2) Other protections
Metal sheath and metal stiffener at the two sides of the connector for artery optical
cable shall be mutually insulated, and the metal sheath and the metal stiffener at the

same side shall be electrically connected. The metal sheath of optical cable will not
be earthing. If the optical cable is introduced to the intermediate station, insulating
head shall be made at the end of optical cable.
(3) Maintaining measures
In order to ensure the reliability of artery optical cable, the work amount for
maintaining long-distance communication lines shall be reduced with the
efficiency improved. In this works, long-distance communication optical cable of
oil-filled type is adopted with no gas-filling devices.
(III) Communication lines in regions and stations and yards
1 GYTA538B1 optical cable shall be adopted for electricity consumers such as power
distribution substation and electrified substitution and booth.
2 HYAT53 all-plastic local cable shall be adopted for station yards and regional
communication lines, and HEYFLT23 low-frequency oil-filled symmetrical cable for
infrared axle temperature communication lines. The capacity shall be determined as per
the demands.
V Principles of interfaces with the design of other disciplines
(I) Interface with civil engineering
The contents of the coordination at the interfaces between the disciplines of communication
engineering and civil engineering etc. shall include the cable tray and communication
equipment room etc. necessary for communication lines, and the involved disciplines shall
include bridge, tunnel and housing construction etc.
1 Interface with bridge discipline: The communication cable tray shall be provided at one
side of the bridge.
2 Interface with tunnel discipline: The communication cable tray shall be provided at one
side of the tunnel, and quadrate surplus cable chambers and ground wires shall be set at
a certain space at the bottom of the large refuge platform in the long and large tunnel.
Optic cable joints/reserved hand holes shall be set up, and the steel pipes crossing under
the rail and branching out shall be pre-embedded at hand holes to facilitate
communication optic cable to cross under the rail and branch out.
3 Interface with subgrade discipline: The communication cable trench position shall be
provided at one side of the line, and the steel pipes and cable trays crossing under the
rail and branching out shall be pre-embedded to facilitate the communication cable to
cross under the rail and branch out.
4 Interface with station and yard discipline: The communication cable trench position
shall be reserved at both sides of station and yard from ends of station to starting signal
for station and yard discipline. Both sides at both ends of the platform shall be provided

5 Interface with house build discipline: The cable tray shall be provided at both sides of
the station along the line, the branch tray to the communication equipment room shall be
provided, and the optic cable trough needs to be reserved before the communication
equipment room.
The communication discipline shall provide the area and location of the communication
equipment room and the requirements for the equipment room. The house building
discipline shall provide the required equipment room.

(II) Interface with E&M discipline


1 Signal
Communication discipline shall provide the required 2Mb/s dedicated line, cable cores
and voice communication function for signal discipline.
2 Electricity
The communication discipline shall provide the area, location, power consumption for
communication and electricity application requirements for the communication room.
The electrification discipline shall introduce power to the distribution box of
communication equipment room.
3 HVAC
The communication discipline shall provide area and location of communication
equipment room. The HVAC discipline shall install air conditioners and corresponding
fire prevention facilities.
VI Organization, jurisdiction, housing and personnel quota
The integrated repair and maintenance shop shall be equipped with a communication
work area with appropriate supporting instruments and tool cars, responsible for the
maintenance of communication line and communication equipment, while housing in
construction area and personnel quota will be uniformly proposed by the mechanical
discipline.

VII Issues to be settled

with the public communication network in Ethiopia.
