The Union of Students for the Advancement of Democracy, recognizing the challenged faced
by the student community and the Sanggunian, run in the Sanggunian General Elections,
believing that We Can Do Better, Together. We believe in a student government that is
oriented towards genuine democratic governance, one that addresses the needs of the
student body and the social community we belong to. Our Party thus runs in this elections with
an agenda to deepen democracy in every aspect. More than institution or process, we view
democracy as a way of life which must be embodied by those who strive for positions within
our student government.
Running for President, I envision a Sanggunian grounded on compassion and justice. Thus,
my plans for the Sanggunian are the following:
A. Creating a Student Government that Works for All
1. Opening spaces and facilitation dialogue between the Ateneo administration and
students for major suggested changes within the school (ex: 1.5 hour 4-day classes to reduce
expenses of going to school for 5 – 6 days, dress code, student–initiated facilities
improvement ie laboratory renovations and better internet services, mental health services,
enlistment, among others)
2. Department of Students Rights and Welfare (STRAW)
a. Institutionalization of student–centered mental health care and services in the
Sanggunian through the Commission on Mental Health to complement current university
services -- conducting needs assessment measures, surveys and focus group discussions
regarding causes of depression in campus, mental health awareness talks and workshops to
professors and administrators, and using these inputs to restructure the mental health
services in the Loyola Schools
b. Institutionalization of gender rights in the Sanggunian through the creation of the
Commission on Gender Equality to conduct gender sensitivity programs and events,
assessment of the possibility of gender neutral facilities and removal of dress code
c. Institutionalization of the STRAW Desk that receives concerns from the student body
(ie sexual harassment, academic concerns such as professors announcing exams less than 1
week before the date, & other actions that are contrary student rights guaranteed by the
Magna Carta)
d. Conducting of Magna Carta review to include provisions on gender rights, anti-sexual
harassment, rights of students with disabilities and special needs, among others
3. Student Consultation on Tuition Fee increase and Lobbying for Fiscal Transparency of
the Ateneo de Manila University
4. Expansion of financial assistance from the Sanggunian through printing / photocopying
subsidies, thesis and project grants, tuition subsidies in cases of immediate need (ie students
whose tuition financer suffer from sudden employment, terminal illness, or death), scholar org
subsidies, among others
B. Deepening Democracy
1. Ensure the implementation of Sectoral Representation through assisting the
organization and empowerment of sectors within the Ateneo Community
2. Democratizing Governance through Public Deliberation, Student Involvement, and Full
Transparency with Sanggunian Processes and Policies
3. Representation in School Councils and Committees of the Loyola Schools through
transparent and accountable appointment of Student Representatives to LS Councils and
Committees guaranteed by the Magna Carta and lobbying for additional seats in LS Budget
Committee and LS Agenda-Setting Committee
Given the political unrest happening in our country now, we have to be more watchful and
critical. As a country, we are called to respond to our brothers and sisters victimized by
several human rights abuses, weakening checks and balances and the perpetuation of
misinformation. In the premise of our national administration that we are embedded in,
students and student leaders are called to be more critical and engaging to the climate of
Philippine society.
As the Union of Students for the Advancement of Democracy (USAD) believes in a student
government that is oriented towards genuine democratic governance, we are called to
recalibrate where the Ateneans are in the face of all this political turmoil. School-wide issues
such as sexual harassment, mental health, yearly University tuition free increase also call for
engagement and advancement. As an institution, the Ateneo also faced changes in its
systems fitted to the changes brought about by globalization and labor migration. This
incoming freshman batch are aligned under a new curriculum to suit the needs of the K-12
program. Given that we now have a more mature audience and a relatively new calendar,
advancing a new response for the country’s needs and the needs of the Ateneo will be more
effective.
The Union of Students for the Advancement of Democracy, recognizing the challenges faced
by the student community and the Sanggunian, run in Sanggunian General Elections,
believing that We Can Do Better, Together. We believe in a student government that is
oriented towards genuine democratic governance, one that addresses the needs of the
student body and the social community we belong to. Our Party thus runs in this elections with
an agenda to deepen our democracy in every aspect. More than institution or process, we
view democracy as a way of life which must be embodied by those that strive for positions
within our student government.
Recognizing all the responses we have to make inside and outside the Ateneo, here are my
proposed platforms:
A. Creation of committees that will formulate and review policies that the university,
assist individuals and groups and conduct public hearing with the student body:
1. Committee on Financial Aid
a. Shall formulate and review the Sanggunian’s policy for affording financial assistance to
students in need.
b. Shall assist students in need in accessing existing financial assistance mechanisms
within the University
2. Committee on Sectoral Representation
a. Shall formulate and review the Sanggunian’s policy for encouraging sectoral
representation in the student community
b. Shall assist individuals and/or groups in vying for sectoral representation in the
Sanggunian
3. Committee on Student Rights and Welfare
a. Shall formulate policy for the protection of Student Rights and Welfare in the University
b. Shall review the Magna Carta for Undergraduate Students’ Rights
c. Shall conduct public hearings on the current needs of students
d. Shall formulate a quantitative research output aimed towards the assessment of needs
of students in the university
4. Socio-Political Engagement Committee
a. Shall ensure that the Sanggunian is adequately responding to issues the Assembly
collectively agreed upon to engage.
b. Duties shall include, but will not be limited to, drafting and finalizing official statements
or stands, establishing partnerships with current advocacy-based student groups and ensure
that the Sanggunian is providing them adequate assistance in lobbying efforts, monitoring
quality and performance of task forces
B. Mandate Review of all Sanggunian Resolutions
i. There is an apparent need for resolutions filed before the
Sanggunian to be assessed after it has been passed. We need an implementing body to
C. Lobby for the Advancement of Labor Rights within the University
i. Open spaces for dialogue between the students, the
administration, and the workers and employees inside the university (ie. AEWU, JSEC
Workers, and Faculty Association).
D. Bridging Campus Politics with National Politics
i. Social Awareness and Engagement:
- Political education for Sanggunian officers
- Institutionalize a formation program for leaders
- Reevaluate of current Ateneo formation program (INAF)
Given the platforms that I will lobby for, should I become Vice President, I shall ensure that
the Sanggunian, especially the Central Assembly, remains faithful to the Constitution that
aims to forward pertinent resolutions, programs and stands.
Through my year as the Vice President, I shall continue to support political engagement and
research as attainable and sincere methods that fulfil the pursuit of democracy in the context
of student participation. Indeed, We Can Do Better, Together.

SOSE Student Platform
Next year a good number of the current Sanggunian officers will be graduating while others
might not be running for any position, this will most likely cause a significant and negative
impact on the number of course representatives next year. It is important to note that the
current number of course representatives is already low to begin with. In order for those
students without course representatives to have a voice in the Sanggunian, I wish to develop
and set up an online platform for SOSE students to be able to raise their concerns and ideas.
Additionally, in instances of urgent issues, students will be able to request for a meeting with
their course representative or if they do not have a course representative, a meeting with me,
the SOSE representative or another elected member of the SOSE Sanggunian.
This platform should ideally be able to let the SOSE student body have a say in the affairs of
SOSE Sanggunian. They should be able to openly give critique and suggestions. I am
passionate in pursuing this because I strongly believe the constituents should have a say in
the endeavors of their student government. The constituents should be able to use their voice
in decision-making matters that affect all of them as students.
Training for Course Representatives
In line with the idea of being able to better accommodate the concerns of the constituents, I
want to initiate a system for new course representatives to be trained more efficiently. Well-
trained course representatives are a big part of the vision I have wanted to push for ever since
my first term as course representative. I envision this system as a partner-up between new
course representatives and veteran ones. This allows new course representatives to receive
one-on-one and hands-on training from more experienced representatives.
Through this training I envision the new course representatives to be better equipped in
handling situations that they may encounter throughout their term. They should be equipped
with the skills of policy writing, planning for projects, and developing ways to pursue the
interests of their constituents.
Better Promotion
One thing I have noticed as a course representative for 2 years is that most students do not
know what exactly the Sanggunian has power over. The student body is not completely aware
of what issues the Sanggunian can assist in. To address this, I wish to initiate a campaign to
let the students know what issues and concerns the Sanggunian can help them with. I
envision for this campaign to be both physical and online, and it should enumerate the issues
we handle. Examples of concerns the Sanggunian can help with are issues about professors,
appeals, etc. This campaign should also make sure to promote the contact details of the
SOSE Sanggunian.
This campaign is to ensure that as much students as possible know about the ongoing and
future endeavors of the SOSE Sanggunian. This is in the hopes that more students may be
able to participate in SOSE Sanggunian projects. By being relevant to majority of the student
body, SOSE Sanggunian will be able to achieve its goal of serving as many students as
possible.
Continuity and Transparency
It is also my goal to ensure the continuity of the projects of the current SOSE administration.
Alongside future projects, I wish for flagship SOSE Sanggunian projects, such as the SOSE
thesis subsidies and SOSE week, to not only be continued but also possibly be more
developed and better promoted.
Lastly, I plan for all the projects of the SOSE Sanggunian to be transparent to the student
body they serve. Regular updates on projects, meeting details, and expenses should be made
public to ensure that the SOSE Sanggunian is working in the best interests of its constituents
and that it is consistent in trying to achieve its goals.

Months of immersive participation in different organizations have taught me about the various
faces coexisting within the Loyola Schools. Through my work as a student journalist, I was
able to better understand the situations of the student groups in campus. As an organizational
head, I was able to discern the compatibility of the duty of leaders and the role of followers in
an institution. Most of all, as a course representative, I saw the potential of a greater
appreciation for the Sciences in molding the pioneers of tomorrow. With the technical skill and
the eagerness to instill reform, all while respecting the achievements of the past
administration, as SOSE Representative I will strive to put into effect the following…
a. SOSE must be able to continue its service in providing subsidies and grants that will
enable the students and organizations to conduct their dissertations and projects. The
members of the community must have the freedom to tackle their desired research areas, with
their interests honed in a supportive environment. SOSE is tasked to recognize its primary
role in facilitating initiatives to empower its members through the Sciences.
2. Student Support.
a. SOSE prides itself for having the biggest share of scholars in the University. Last year,
SOSE has already reached out to the scholars of the school to address their needs. This must
be complemented by the provision of aid through the allotment of budget for modes of
assistance such as printing and photocopying services.
3. Student-Department Partnership.
a. The students and departments must be able to establish a more cordial bond and
more transparent relationship. The school should provide mechanisms to allow student input
in evaluating laboratories and facilities to enforce stronger check and balance protocols. The
departments are also expected to provide updates to inform the student body of the current
thrusts and strategies.
4. Scientific Publications.
5. Science Communication.
a. A newsletter is to be issued for the Ateneo community to peer into the various
scientific investigations undertaken by the students and faculty
comelec.ls@obf.ateneo.edu
members. The newsletter may serve as a model for students to continue their support for
particular topics, which may eventually become research areas of the school.
6. Sustainability Efforts.
a. SOSE must exert greater effort in upholding sustainable activities that will not be
detrimental to the environment. Waste management practices in the campus must be re-
evaluated with the joint coordination of the Sanggunian, student organizations, and the
administration. In addition, the Ateneo Global Climate Change Week should once again be
used as a platform for the Ateneo community to be in greater solidarity with the environment.

view democracy as a way of life which must be embodied by those that strive for positions
within our student government.
There is a realization of the salience to speak up, to engage, and to mobilize our causes
because we are in the position to do so. And we choose to do so, given the responsibility that
comes with it. It is meaningless, therefore, to begin with a hardened heart and swollen ears;
for these render us angry and spiteful to a system that had resulted in past struggles. To
enact change, we must discourse as much as we discern. We need humbled eyes and an
open mind, to peek at the corners and crevices where infinitesimal hope resides – and grow
from there.
Yet situating this in our socio-political context proves to be difficult. The politics of the Duterte
administration is characterized by lawless violence, black propaganda, and antagonisms
between political parties. Exploitation all the while continues. What is more is that these are
problems that have characterized the Martial Law. Where can the School of Social Science
seek hope in a time of a declining economy, of ineffective development policies, and of
contentious politics?
I envisage a School of Social Sciences that locates hope within its own potential. By having
the reflexivity to identify manifestations of these issues in our own school, we can then enact
magnanimous change. As the SOSS Representative, I will push for action on both campus
and national issues. This can be done by leading a SOSS government that is efficient,
resilient, organized, and conscientious. I will ensure that the decisions made in the Central
and School Assemblies will be reflective of the concerns and opportunities of each SOSS
course.
In line with the current Sanggunian’s vision of a sturdy support for student organizations, push
for sectors’ representation, and heart of change, I will do my part to incentivize continuity and
enact change where it is needed.
Platforms
Continuity and Improvement
Currently, there is a SOSS Council that gathers SOSS home organizations’ presidents to
facilitate exchange and possible joint projects between these organizations and the school.
The Bakas ng Dahas campaign was a result of this. Taking this into account, the SOSS
Council shows achievements and corresponding potentialities. I will ensure that its continuity
will involve more projects that encourage cooperation among SOSS organizations. On the
other hand, The SOSS subsidies are effective means to help the constituents with its
research. Information dissemination between the Sanggunian and its constituents have not
been perfect, so while there is unrestricted access to these resources, they remain unknown
to many. On this note, I hope to facilitate a more active relationship between SOSS and its
constituents through better dissemination of information regarding aid and projects that can
help the latter and in turn, strengthen the latter. Finally, the ongoing Loyola Schools campaign
against sexual harassment has been an effective means to educate the community. I will
ensure its continuity and concretize access to materials that can protect and educate the
constituents.
Engagement of Constituents through Output-based Progress
The engagement of the students in the Sanggunian’s projects is vital because latter exists to
empower, represent, and address the issues of the former. As my rule as SOSS
representative, I will see to it that current and future projects of the SOSS Sanggunian will
have concrete output so that effectivity, efficiency and participation can be measured. On
another note, I will spearhead projects that cater to the specific interests and advocacies of
the SOSS courses. I will encourage research concerning labor, rural development, gender
equality, and other domestic issues that confront Philippine democratic life. By doing both
these things, I aim to foster greater participation from the constituency.
Awareness Education
It is incontestable that the issues that affect us daily are those that fall under the domain of
social sciences. This is not to say that other schools are not affected; rather, the political,
social and economic issues that confront the constituency and the whole of the LS community
fall directly into the fields of study under SOSS. By this, I hope to facilitate discussion among
the constituency about current issues in the Philippines and provide perspectives from
different courses. By this, I hope to encourage a more holistic and discursive approach to
issues. This can be done, for instance, by organizing discussion sessions and spearhead the
production of outputs from these that can inform the rest of the community.

Humanities in Practice
● By reviewing and reforming the INAF (INTACT, NSTP, JEEP) curriculum to better
accommodate the unique skills and interests of humanities students
○ The current INAF program can be tailored to better serve the development of
Ateneans as students of the humanities. I propose that the JEEP curriculum of
humanities students be altered to use their own discipline-specific skills in
existing JEEP areas. This curriculum change is one that looks forward to a
humanities-specific JEEP experienced in specialized areas wherein the
practice of humanities-related skills in itself is impactul to the partner institution.
○ JEEP output in particular should contribute something valuable to the partner
institution, in the form of a project proposal or points for the area’s
improvement for the mutual benefit of the student and partner institution.
● By offering regular student-led study sessions on interdisciplinary topics and how
they relate to the humanities and Filipino culture. Insights can be used as discussion
points for town hall meetings, which can be integrated periodically with the study
sessions.
○ Starting an Online Repository for readings and thesis papers for community
benefit
A Limitless SOH
● By establishing semestral Master Classes on specialized topics for humanities
subjects (Filipino, Theology, Philosophy, Creative Writing, Theater Arts, Information
Design, Art Management) in order to demonstrate how the humanities can be related
to other fields of study, or alternatively, how they can be related to timely socio-political
or cultural happenings
● By connecting and consulting with SOH students, humanities-oriented and
humanities-related organizations and Ateneo offices in order to to get a more
definitive pulse of the School of Humanities and what we can do for them. Through
extensive consultation, we may be able to achieve a more democratic student
government.
● By promoting SOH programs to students of other schools as potential double
major and minor courses which can serve to supplement and enrich their studies in
their own fields
● By pushing for the inclusion of more options for SOH students at the career fair
● By establishing a Student Opportunities committee, to be headed by the course
representatives, whose goals would be to actively search for offices or professors
within the Ateneo seeking assistance with research or other such tasks. These
opportunities will be disseminated to the student body by the Sanggunian.

Vision
Responsible Business Leadership. The vision for Ateneo School of Management
majors is to be enablers of change by thriving in their respective fields, and directing action
towards social development. As a community, SOM should foster an environment that is
conducive to effective discussion, innovation, and actualization of ideas. This year,
SOM Sanggunian will be a catalyst of this vision through collaboration, promotion of
advocacies, and support provision.
Collaboration
SOM is composed of competent individuals, who direct creativity using structured
thinking and problem-solving. It is composed of students coming from different and rich
management backgrounds. The SOM Sanggunian will be a place wherein they can engage
each other, and come up with multidisciplinary solutions to problems. The Sanggunian will
also provide opportunities to work with organizations within and without Ateneo for students to
affect change.
1. SOM majors will be at the forefront of Sanggunian’s ideation. They will be given the
platform to voice out what kind of community they want to develop. Establishing a
participatory government at the start will give them higher value as stakeholders.
2. SOM majors are known to be analytical and solution-oriented. With this, the vision of
the Sanggunian will be concretized through programs and projects organized and
headed by them. Teams will be composed of students from different courses,
enriching the project with multiple perspectives and skillsets.
3. Given that Business Cluster Organizations provide valuable services to SOM
students, it is right that the Sanggunian will work hand-in-hand with them to further
their cause. Vision Setting and consolidation of efforts will promote the spirit of
collaboration, and create lasting impact, given that the SOM Sangguinan will
capitalize on their strengths.
Advocacies
SOM students has within them the awareness and urge to participate in relevant
issues. The SOM Sanggunian will enable them to deeply understand and to have a more
active role in these engagements.
1. The SOM Sanggunian will raise awareness on and support the advocacies of
Business Cluster Organizations through unified projects. The SOM Sanggunian
will provide opportunities for students of different courses to participate in the
promotion of these advocacies. This is to approach projects in an interdisciplinary
way.
2. The SOM Sanggunian will be responsible in establishing a program which
encourages and supports the projects of individual SOM students which are
geared towards creating sustainable social impact.
3. To effectively facilitate discussions of topics of interest, the SOM Sanggunian
will create new platforms and re-invent existing current ones. This is to further
promote critical thinking on concerns that are usually out of sight.
Support
As students, SOM majors require support to fully reach their potential. The SOM
Sanggunian will provide for their pertinent needs, and further improve what is currently being
offered. It will be a safe space for students to raise their concerns, and will be a starting
point to fully resolve them.
1. The Sanggunian Subsidy System in place will be strengthened to fund academic-
related work, member formation projects of Business Cluster Organizations, startups,
and student initiatives that are for community development.
2. The SOM Sanggunian will encourage Responsible Business Leadership through
application in JSEC stalls, SOMBA, and other startup businesses in Ateneo. It will
promote effective business management by giving support in the processes within
the school.
Action Points
To be able to realize this vision for an empowered SOM Sanggunian, concrete
effective actions points must be done.
1. Sanggunian’s lack of presence is a recurring. In trying to solve this, the SOM
Sanggunian will analyze and evaluate the current communication channels, try to
improve them, and tap into new ones as to have a more effective information line.
2. In a participatory government, representation is an important key for it to be
effective. This year, the SOM Sanggunian will strive to complete seats in the
school assembly. With this, dissemination of information will be made easier and
more impactful.
3. The Sanggunian plays an important role in providing services or students. This is
why it is vital that its members are trained, and empowered. This year, the SOM
Sangguian will coach its members, and give them proper avenues to be independent.

PLATFORMS
To Communicate
Communication is important for any group/organization to succeed. Not many people are
aware of what the Sanggunian (Sanggu) is. Thus, there is a need for a better system of
disseminating information. This may be done by connecting Sanggu to the communication
systems of the Management Engineering Association (MEA). For example, Sanggu related
posts that are relevant to the sophomore MEA batch can be posted in MEA’s Facebook
group. Meetings between course representatives and 2YDCs should also be held so that all
issues of the sophomore batch are addressed, and all needs are met. Lack of
communication between 2YDCs and course representatives has been an issue in the past,
and must be addressed. Furthermore, the course representatives can also be in contact with
the organizations block representatives. This will ensure more direct communication.
To Unite
Unison will focus on two aspects. First, there should be unity between Sanggu and MEA.
Again, this can be done by active communication between the two groups (e.g. 2YDCs and
course representatives working together). Furthermore, course representatives can also
meet with the 2YDCs when it comes to matters that concern the batch. Through this, their
constituents could be served better. The course representatives may also be allowed to help
out in the batch projects held by the organization.
To Encourage Participation
Participation starts by ensuring that all members within the batch are made aware of what
they can do for the school, for Sanggu, and/or for MEA. From this, the members of the
sophomore batch can decide on what they want to do. Talks about the different projects can
be held so that freshmen can get more motivated to work for projects of the Sanggu, and/or
MEA.
To Support
Management Engineering is difficult in itself. Thus, systems should be in place to ensure
that members of the batch know that they have a good support system behind them. This
can be done by ensuring org-based support (through working with 2YDCs), or by giving the
sophomore batch other options outside of the org (counseling, career talks, etc.).
To Empower
Empowerment starts when individuals discover themselves, and find out what their skills and
passions are. It also comes with them knowing what they can contribute to the communities
they are a part of. Thus, workshops and opportunities inside the org and outside the org
could be given to the sophomore batch of MEA.
Overall, all the statements above are for the goal of ultimately empowering every member of
the sophomore batch of MEA. This is so they all could realize their potential as individuals,
and as a batch.

In my opinion, the Sanggunian has been doing a good job of taking care of the students as
well as giving them a voice. I think though that I would like to focus more on student
involvement and interaction with the student body. I feel that people should know that they
have a voice in this, and that their wish to be heard shall not go unrecognised. The platform I
am presenting is one with more student involvement and one where each student feels like
they have a hand and say in the student body.
As I am running for course representative for a relatively small or unknown course with few
student members, I feel like this platform should focus on showing them that they are still an
integral member of the student body considering that given the situation, these people may go
unnoticed at times. I feel like with the small number of course members, it gives a good
perspective into their opinions. This then allows them to have an equal say as other more
prominent courses, giving them the confidence and the knowledge that what they are part of
the big picture. I see this as an opportunity to give more opportunities and for them to feel that
they have an impact.

The Course Representative’s role is crucial in realizing this as it is mandated by the
Constitution to not only act as a liaison between my constituency and department, but also in
formulating and implementing policies, stands, resolutions, and programs on the
Sanggunian’s behalf.
In the previous school year, our collective campaign worked towards promoting engagement,
inclusivity, and transparency within the Sanggunian. Admittedly, doing so has been difficult
given the constantly changing campus climate; however, we will not stop at where we are. In
addition to the aforementioned goal, we will also vie for an advocacy-based, awareness-
inclined, and action-oriented course through the initiatives of our home departments in
conjunction with the projects of the Sanggunian. In line with these goals for the following
school year, I will initiate the following projects:
1. PROJECT POSIBLE: A charity fundraising project to be initiated by Political Science
majors late in February. This project will focus on catering primarily to victims of recent
calamities such as those affected by the eruption of Mt. Mayon, the displaced denizens of
Marawi, and the victims of Typhoon Vinta in Mindanao. Aside from this, PROJECT POSIBLE
will also aim to collaborate with various organizations within the Loyola Schools to push
forward key advocacies such as mental health awareness, child education and recreation,
human rights, and healthcare through its prospective projects. This initiative will aim to
continuously produce projects in order to help many charitable organizations and communities
in need of aid. PROJECT POSIBLE will also aim to provide a response to the ever-changing
political climate through the organization of various fora (ranging from issues like charter
change, federalism, the Bangsamoro Basic Law, Philippine sovereignty, press freedom, etc.)
and inclusive discourses with relevant stakeholders.
2. VOCES – An attempt at establishing feedback mechanisms between my constituency
and home department by initiating to voice out feedback or complaints to the concerned
offices. It will enable the course representative to actively gauge with students and coordinate
with the different offices in the Loyola Schools, especially the Department of Political Science.

This campaign comes with a promise to do more for the course and for the collective good of
the social community we all belong to. As an aspirant for the office of the Course
Representative, I shall aid in the engagement of students to participate in the discourse for
change, promote the inclusion of students in our continued effort to build up our democracy,
and ensure that the student governance remains truthful to the letter of the Constitution and
remain transparent in its execution. However, this campaign cannot be achieved without your
collective participation in the effort to build our course into a course that focuses on advocacy-
building, initiates discourse leading to political awareness, and incites socially inclined positive
action.
Together, let us work towards a genuinely representative and independent Sanggunian.
Together, let us deepen our democracy.
