Context and Rationale

 Description and context of the study

Nowadays, most learners are experiencing with so many disturbances in
the environment and diverting their attention into social media, peer
pressures, bullying, drugs, family conflicts, early pregnancy, child labor,
environmental factors, and the like. These are the contributions that lead
the students inattentively in school instead of focusing their attentions in
their academic skills. And at the end, they lost their interest in school
which cause them to be a candidate for SARDO and PARDO. Education in
the Philippines faces two serious and major problems. These are the low
performance of the students and high drop-outs. In order to solve these, a
lot of interventions and programs have been implemented from national
down to the school level. To save these students, the Department of
Education implemented the DORP to achieve its goal to provide education
for all (EFA) and save and retrieve these students to bring them back to
school. These must be properly addressed so that the EFA goal of making
every Filipino functionally literate by 2015 will be attained. With an
intractable high dropout rate and graduates not mastering the basic
education competencies, how then can the Philippine EFA Action Plan
achieve its goal of making every Filipino functionally literate by 2015 and
beyond?

 Reason for conducting the study

Based on the LIS result, the SARDO and PARDO are increasing in its
number.
This action research will be conducted to address the issue of DORP and
SARDOs in the Division of Santa Rosa City; and design a program to
eradicate or minimize SARDOS and PARDOS. This is also to help the

government to minimize the waste of fund being spent to the SARDOs and
PARDOs.

 How the results could be used in action planning

The results will be used as basis not only to help the students to bring
them back to school but also to support the government to maximize the
fund being spent to educate the public school students. This will be done
through a quarterly monitoring to ensure that the government fund is
being utilized fully to educate the young Filipinos

This action research aims to:

1.monitor and track SARDO;

2.design appropriate program for SARDO ;
3.evaluate the sustainability of the designed program for SARDO.

Action Research Questions

This study will seek to minimize if not eradicate the SARDO. It shall answer the
following specific questions.
1.What is the profile of the SARDO in terms of the following:

1. Baseline data of SARDO and PARDO for the past three years
2.

 Identify the problem/s which will be addressed by the research

Proposed Innovation, Intervention and Strategy

 Idea
This action research is being proposed to monitor those students who are
at risk of drop-outs and repeaters and design necessary program to
minimize if not totally eradicate the SARDOs and PARDOs.
 Problem
During the past three years, based on the LIS reports that a lot of students
are considered drop-outs but actually they are repeaters. This is a
dilemma
 Procedure/system
The proposed programs will be monitored quarterly to ensure its
effectiveness.
 Solution
 The proponents will design a program to monitor the SARDOs and PARDOs
 Phenomenon
 Combination of any of these that were used to solve the research problem

The target participants will be the LIS coordinators, School Heads and
Guidance Counselors of 28 public schools in the Division of Santa Rosa
City.
