We conducted an interview with our Brgy. Captain Edwin A.
Daguro and with the SK Chairman Mark Darell Antonio about the projects and programs in our own barangay.
Data Gathered
As the interview goes on, Brgy. Captain Daguro stated
the projects, activities and programs in the barangay like the Clean and Green Program, Anti-Drug Campaign, Peace and Order and Sports. In every programs and activities he rated it in 1 to 10. 1 will be the lowest and 10 is the highest. In the Clean and Green Program, he rated it in 6% because the SK Chairman doesn’t implement planting trees on time in every sides of the roads. In Anti-Drug Campaign and Peace and Order, he rated it in 10%. The barangay is Drug Free community and in terms of peace, there is no problem. He also told us about the upcoming celebration of Women’s Month and this will be on March 17, 2019 which is that, all the women and Brgy. Officials of Dabubu Grande will lead the program. We also interviewed our SK Chairman about his plans and projects, he said that there is a project in the barangay which is the Solid Waste Management “Paggawa ng mga basurahan” but this is not yet implemented. He also told that in order to influence the youths, they will conduct Sports in the barangay and lectures and Symposiums about Drugs in youths ages 15-30 years old. The said Sports includes Basketball, Voleyball, and the Laro ng Lahi.
Assessment
Leaders want to be successful in their subjected plans
and programs. They want to be success for the betterment of the community and to have peace in every people living on their rules. In the interview, I notice about the Clean and Green Program which is really good in the barangay but there is a little disappointment because the program is not yet implement. They must pay attention about the program because our surroundings become hotter, effect by the global warming that we are now experiencing. This is the time to implement this kind of program because we must mitigate the hotness of the environment by planting trees, we need also to practice now the waste management so that we can control the increase of garbage in our community. We need to take the action now when there is still a chance. We can’t predict what will happen tomorrow so we must apply the Clean and Green program as soon as possible in our barangay. Project Proposal
Clean environment has been a question of importance
and has grabbed a lot of attention lately. People are now gaining insight and becoming aware about the importance of a clean environment as it is important for the healthy life and a safe future. Maintaining the cleanliness is not the responsibility of one person alone but it is a collective responsibility. It is good for our health therefore it is of great importance to keep our surroundings clean. People throw litter here and there. On the roads, in the society compounds, we see litter. So we must inculcate the habit of using dustbins and clean the litter as much as we can. Cleanliness should be initiated in all the offices, schools, societies and colleges. In fact many cleanliness projects and campaigns such as Go Green and Solid Waste Management. The reason these campaigns had to start were the amount of pollution which was increasing day by day due to the excessive use of technology and science. Therefore, more and more industrialization and urbanization has been accountable for our environment. Keeping the environment clean is something which can’t be ignored. The health of humans depends on the cleanliness of the environment. Dirty environment serves as an abode for lots of diseases. Cleanliness portrays your image like a mirror so if you like to keep your surroundings clean, it depicts your image and vice versa. As humans we must take steps as little as they may be to help our environment, we must plant trees and we must be eco-friendly and also encourage others as well. Use stairs instead of elevators, use bicycles instead of cars, save water and plant more trees and recycle plastic material are a few measures that we must take. By implementing these ideas, we can reduce the ill effects of pollution and begin living a peaceful life. In the words of George Bernard Shaw “Better keep yourself clean and bright; you are the window through which you must see the world”. So ask yourself how you wish to see this world for yourself and the future generation. Legal Basis
REPUBLIC ACT 9003 ECOLOGICAL SOLID WASTE
MANAGEMENT ACT OF 2000 In partnership with stakeholders, the law aims to adopt a systematic, comprehensive and ecological solid waste management program that shall ensure the protection of public health and environment. The law ensures proper segregation, collection,storage, treatment and disposal of solid waste through the formulation and adaptation of best eco- waste products. REPUBLIC ACT 8749 PHILIPPINE CLEAN AIR ACT OF 1999 The law aims to achieve and maintain clean air that meets the National Air Quality guideline values for criteria pollutants, throughout the Philippines, while minimizing the possible associated impacts to the economy. PRESIDENTIAL DECREE 1586 ENVIRONMENTAL IMPACT STATEMENT (EIS) STATEMENT OF 1978 The Environment Impact Assessment System was formally established in 1978 with the enactment of Presidential Decree no. 1586 to facilitate the attainment and maintenance of rational and orderly balance between socio- economic development and environmental protection. EIA is a planning and management tool that will help government, decision makers, the proponents and the affected community address the negative consequences or risks on the environment. The process assures implementation of environment-friendly projects. Recommendations Besides to the activities in Clean and Green Program like tree planting, beautification, and solid waste management, there are some possible activities and programs related that will help the barangay as well as the people living in the barangay to cool and improve the environment. 1. Bayanihan CLEAN & GREEN Bayanihan CLEAN& GREEN Program is MDG- responsive, savings-driven financial intermediation and environment-friendly income generating livelihood skills enhancement system. It helps establish triple bottom-line supply chain of social enterprises and develops life-long habits of active citizenship and environmental stewardship. It envisages learning and earning through community participation, group savings mobilization, simple environmental watching/ assessment, network praying/intercession, livelihood skills training and operation of social enterprises owned and managed by the people. 2.Oplan Linis Program (Clean and Green Campaign) Oplan Linis has three major components: Cleanliness, Beautification, and Information and Education about Clean and Green Program in the barangay. 3. 4 Rs Competition Every Purok in the barangay will conduct a contest in every purok must have at least 3 Recycled output. In each output, it will be critique or evaluated by the judges and by that manner, we can be an instrument in helping the environment. 4.Lectures and symposiums about Clean and green programs. 5.Jingle contest about Clean and Green. Just like in 4 Rs Competition, every purok must prepare a jingle piece about Implementing the Clean and Green and it will be critique or evaluate by the judges. General Reflection Cleanliness in the environment contributes a lot in maintaining a clean and green surrounding. Cleaning is a simple but helpful way of improving a healthy environment. As a youth, we are obliged to take care of the things that God gave us. Our little ways help a lot in improving a healthy environment . There is a saying that goes “ Big things comes from small ones.” We must start in ourselves and encourage others to achieve change. Maybe our single efforts may seem small but if thousands of youths can unite together towards nature conservation then one day our efforts will be a drastic step to protect our motherland Earth from destruction. We won’t have a society if we destroy the environment so to prevent destroying it , we must take actions to help it.
