C. Preparation of Bids
The language of the bid is: English
ITB 10.1
The Bidder must provide the following documentary evidence to
ITB 11.1 (h)
establish the conformity of the goods and Related Services with the
Bidding Document:

ITB 11.1 (j) The Bidder shall submit with its bid the following additional documents:
1. Manufacturers shall have quality assurance certificate.
Submission of a copy of such certificate shall be submitted
with the bid.
2. Bidders are required to provide details of their experience and
capacity to perform the contract and are required to include in
the bid submission the following:

a. Joint-Venture Agreement or intent to form joint venture if


the bidder is a Joint-Venture or intends to be a joint
venture
b. Technical descriptions, data sheets, catalogues and other
technical information.
c. Copies of type test reports conducted in accordance with
the reference standard as stipulated in the technical
specifications

ITB 13.1 Alternative bids are not permitted.

ITB 13.2 Alternatives to the Time Schedule shall not be permitted.

ITB 13.4 Alternative technical solutions shall be permitted for the following parts
of the Goods and Related Services, as further detailed in the
Specification: None
ITB 14.2 Prices shall be fixed.

ITB 14.5 The version of the Incoterms is: INCOTERMS 2010


ITB 14.6(a) The Incoterm for quoting goods offered from within the Purchaser’s

ITB 14.7 The prices quoted by the Bidder shall not be subject to adjustment
during the performance of the Contract.
ITB 14.8 Prices quoted for each lot shall correspond at least to 100 % of the
items specified for each lot.
Prices quoted for each item of a lot shall correspond at least to 100 % of
the quantities specified for this item of a lot.
The currency(ies) of the bid and the payment currency(ies) shall be as

(a)     The unit rates and prices shall be quoted by the Bidder in the Price
Schedules for Goods and Related Services, furnished in Section IV,
Bidding Forms, separately in the following currencies:
(i)      for those inputs to the Requirements that the Bidder expects
to supply from within the Purchaser’s country, in Rwanda
Francs (Frw), further referred to as “the local currency”; and
(ii) for those inputs to the Requirements that the Bidder expects
to supply from outside the Purchaser’s country (referred to as
“the foreign currency requirements”), in up to any three
currencies of any country.
(b)     Bidders may be required by the Purchaser to justify, to the
Purchaser’s satisfaction, their local and foreign currency requirements,
and to substantiate that the amounts included in the unit rates and
prices and shown in the Price Schedules for Goods and Related
Services, furnished in Section IV, Bidding Forms, are reasonable, in
which case a detailed breakdown of the foreign currency requirements
shall be provided by Bidders.

The Bidder shall submit with its bid, the Manufacturer’s Authorization.
ITB 16.2
The Bidder shall submit with its bid, evidence that it will be represented

by an Agent in the country.

The bid validity period shall be: 120 days.


ITB 18.1
- The Bidder shall furnish a bid security in the amount:

Lot 1: 15,000 USD.
Lot 2: 10,000 USD.
In addition to the original of the bid, the number of copies is: 3 copies

ITB 20.2 The written confirmation of authorization to sign on behalf of the Bidder
shall indicate:
A duly notarized Power of Attorney or Board Minute under
company seal, that is specific for this project.
In the case of Bids submitted by an existing or intended JVCA an
undertaking signed by all parties (i) stating that all parties shall be
jointly and severally liable, if so required in accordance with ITB
4.1(a), and (ii) nominating a Representative who shall have the
authority to conduct all business for and on behalf of any and all the
parties of the JVCA during the bidding process and, in the event the
JVCA is awarded the Contract, during contract execution.

D. Submission and Opening of Bids


Bidders shall not have the option of submitting their bids electronically.
