1. Purpose
- To define sequences of events and responsibilities to ensure that necessary precaution are taken
and relevant instructions and regulations are followed during CLC (Centralized Load Control)
Process
- To define necessary back-up procedures.

2. Scope
The procedure applies to all Norwegians Schedules flights operated by B787 and wet leased aircraft for
Longhaul operation.

4. Help Desk
Handling agents will primarily use Altea FM to perform a ramp release to confirm the final loading of the
aircraft to CLC. If the handling agent encounters problems during the ramp release process they must
contact CLC for assistance, preferably by using the Altea Messenger.
If the CLC encounters system outages or critical system errors with Altea FM, they should first contact
their local service provider to confirm whether it is a local issue, for example with the network
connectivity from CLC to Amadeus.
If the issue is confirmed not to be local, CLC must escalate the problem to Norwegian IT Support as soon
as possible using the following contact information:

When contacting Norwegian IT Support, CLC must provide a description of the problem with as much
detail as possible. Norwegian IT Support will then create an IR Report to Amadeus. Norwegian IT Support
will follow up with Amadeus until normal system behavior has been restored and confirm to CLC that
regular operations can resume. Norwegian IT Support will not provide functional support for Altea FM.

7. Responsibility
The following roles are involved in this procedure:

 Manager of the CLC office is responsible for:

 Maintaining agreed level of qualification of staff


 Maintaining staff training records
 Flight and resource allocation
 Preparing work roster
 Coordinating possible changes for the work roster
 Co-operating with Norwegian and being primary contact for Norwegian in load control
issues.

 CLC Agent / Load Controller (LC) is responsible for:

 Monitoring that load control process for all allocated flights progress as planned
 Optional task to input cargo, mail and DG/SL data to Altea FM if it cannot be done
automatically processed.
 Ensuring that correct aircraft registration is entered to Altea.
 Updating restricted ZFW, TOW or LAW to Altea if additional information is received
from pilots or dispatch.
 Controlling that load distribution takes place according to GOM for operating airline.
 Considering fuel-efficiency when preparing loading instructions
 Sending Loading Instructions to OS
 Verifying that actual load distribution after Ramp Clearance takes place according to
GOM.
 Inputting final passenger figures received from OS to Altea FM in case flight is not
check-in linked.
 Checking actual balance conditions
 Adding required information to Loadsheet SI-element (e.g. AVI, WEA or ICE as
baggage)
 If some mandatory information is missing requesting it from the source
 Sending Loadsheet and other necessary documents to the OS.
 Sending new Loadsheet to flight deck if changes to already produced Loadsheet
 Dispatching flight related messages (LDM, CPM, UCM OUT, SLS, DUO)
 Filing necessary flight documents (if automated filing not applicable, e.g. manual

 Ramp Agent (RA) is Responsible for:

 Loading of the aircraft according to Loading Instruction/Report and operating airlines


procedures.
 Consulting CLC in case of major changes in Loading Instruction/Report is necessary.
 Informing CLC about registration, final fuel figures, crew, correct fuel density and DOW/DOI
 Informing CLC in case potable water level differs from standard water level
 Informing CLC about restricted RZFW/RTOW/RLAW
 Checking that Loadsheet and relevant documents are approved.
 Informing CLC if there are discrepancies in Loadsheet
 Delivering NOTOC to PIC when applicable
 Informing CLC about actual loading and ULD-numbers by performing Ramp Clearance
 Informing CLC about location of special baggage (e.g. AVI, WCH, WEA)
 Updating LDM/CPM SI-element about special loads (e.g. detailed transfer baggage
info, WEA)
- Informing cockpit and CLC about changes to Loadsheet after Ramp Clearance is performed.

 Originating Station (OS) is Responsible for:

 Performing Turnaround Coordination


 Informing CLC about unexpected ACARS failures if ACARS are applicable.
 Handling Agent at origin station must report to CLC and Maintenance as soon as possible when an
unserviceable lock is verified
 Sending Delay-messages when applicable
 Sending Return to Ramp-message when applicable
 Sending Return From Airborne-message when applicable
 Sending Diversion-message when applicable
 Sending MVT-message
 Defining delay-code(s) when applicable, send copy of delay report to CLC if code GD.
 Filling ISR report when applicable
 Sending UCM in-message only when required
 Report Stock Check every Monday using ULD Tracking System.

 Check In Agent is responsible for:

 Informing CLC when checking in Ad-hoc live animals (AVI), firearms (WEA), heavy
items (HEA), dry ice, (ICE), battery driven wheelchairs (WCH) or groups with
exceptionally large amount of bags by using messenger.

 Gate Agent is responsible for:

 Ensuring that aircraft registration, configuration etc. conform with published information
 Briefing CC about abnormalities
 Ensure flight is Acceptance Closed AC
 Ensure flight is Acceptance finalized AF when boarding is completed
 Delivering Passenger Information List (PIL) to CC.
 Informing CC about total amount of passengers boarded
 Informing CC, flight deck and CLC if changes in passenger count occur after
flight was closed in DCS
 Informing CLC about total number of passengers on board and passenger area
distribution if flight is not check-in linked.
 Filing necessary passenger related documents
 Filling ISR-report when applicable

 Pilot in Command (PIC) is responsible for:

 Informing Gate Agent about final fuel figures and crew DOW/DOI
 Informing Gate Agent about restricted ZFW/TOW/LAW
 Checking and approving Loadsheet and relevant documents
 Informing Gate Agent if there are discrepancies in Loadsheet
 Informing ground handling staff if ACARS is inoperative if ACARS is applicable

 Cargo Agent is responsible for:

 Informing CLC and/or GHA about booked cargo, mail weights and ULD numbers, also
inform if no cargo and mail is booked.
(Deadlines before STD: Estimated Cargo -16 hrs. Final Cargo -150 min)
 Inform CLC about dangerous goods and special load when applicable in SI-column.
 Send NOTOC to CLC if they are to enter the DG/SL into the system.
 Use commodity C/M/X/L/U to indicate Cargo/Mail/Empty ULD’s/Pallet stack base/Unserviceable
 Use SI-column to indicate that for example mail is not included in this message and will be
informed by another department
 Using priority-column to indicate priority-order of shipments in case something has to be
offloaded
 Sending stack of pallets include all ULD-numbers in SI-column

Use UWS-message to send cargo and mail figures both estimated and final.
If automated UWS is used there must also be sent NTM to inform about DG/SL elements.
Cargo and mail data should also be sent by mail or fax if needed or mandatory.

 Norwegian Ground Operation is responsible for:

 The CLC process


 Maintaining aircraft data in Altéa FM DBM
 Updating business rules

8. Communication between station and CLC


The preferred communication between CLC and ground handling at OS and v.v. is the FM built-in
Messenger.

Ramp GUI Messenger can also be used for CM issues (passenger service) in connection with the load
control process and communication relay between CLC and ground handling at OS and v.v.
CLC may contact Commander directly through ACARS if applicable free messages and v.v. otherwise by
telephone.
When the messenger is not feasible for the kind of communication e-mail may be used any time.

Telephone should be avoided as far as practical and only in urgent time critical cases a call to/from CLC
should be made.

9. Send messages to CLC


Final Fuel figures have to be sent to CLC by the handling agent as soon as they are provided at the
departure station.

Registration, Crew configuration, Block fuel, Taxi fuel, Trip fuel and actual Fuel Density are mandatory
FM fuel entries for CLC. Additionally changes to potable water level, RTOW, RZFW or RLDW when
applicable are required for correct weight calculations.

Handling agent is to hand over Final Fuel document sheet to Commander at gate –90 min STD/ETD with
actual Fuel Density and EZFW if needed. You will find the EZFW information if you tick ZFW in the Load
Control screen in Altea FM.

Commander will provide you with the information needed on the Final Fuel Form; you will find this on
the extranet.

To be able to use Messenger it is necessary to Subscribe Messages and Add Agent

Click on Subscribe Messages, and then OK

When you click OK you will be able to receive messages from Loadcontroller

Then click Add Agent:

Add your name and telephone number so that CLC can reach you in urgent matters.

To send message to CLC click Publish Message in the bottom and you are able to write free text:

The registration, crew configuration, final fuel figures and fuel density, should be sent to CLC in following
format.

Always check that it is ticked for the correct receiver of the message, and then press Publish.

By using the messenger for fuel figures, the message will directly pop up on the screen of the assigned
load controller.

If updates to potable water level, DOW/DOI, RTOW, RZFW or RLDW it’s necessary to add this to the
Message:

10. Loading Commodities


The following commodities are used:

BB Local baggage
BBr Local baggage rest locator
BT Transfer baggage
BTr Transfer baggage rest locator

D Crew baggage

C Cargo

L Equipment in compartment
EF Flight KIT (included in DOW/DOI)
E Equipment in compartment (Included in DOW/DOI)
U Unserviceable ULDs

When stack of pallets are to be loaded, use commodity L. All serial numbers for stack of pallets has to be
communicated to CLC using UWS, mail, messenger or by direct Altea FM entry as soon as possible.

11. Rush Baggage (Expedite)


In case of EXP/Rush baggage on your flight, please send message to CLC ASAP informing them about
number of pieces and location.
If large amount of EXP/Rush baggage loaded in ULD please send message to CLC so that a ULD can be
created for the Bag type. All Rush baggage will be created under commodity L.
No SI is needed when EXP code added as L-commodity.

If departing station are issuing Rush Bag tags from Altea CM the baggage will be transferred as BB (Local
bags) to Altea FM. If any of the Rush bags are BT (Transfer bags) a baggage variation needs to be
performed between commodities.
Please add SI on LDM and CPM about number of EXP loaded, and the location.

E.g. 5 EXP/CPT 5 1 EXP in 33L

12. Unit Load Device (ULD)


Only the following ULDs are allowed on Norwegian aircraft:

PMC Pallet
AKE Container
ALF Full with container (cargo only)

Serial number of all Norwegian ULDs must always be entered with five (5) digits and correct owner DU or
D8 - E.g.: AKE12345DU, AKE15123D8

Standard number of AKEs for baggage:

B787-8 6 AKE
B787-9 8 AKE

13. Flight Status Indicators


At the bottom of the screen in Altea FM a status bar is displayed with information about the different
statuses of the flight.
The following indicators are displayed on the right hand side of the status bar:

14. Ramp Clearance

A Loadsheet without ramp clearance is not possible.

Final Ramp Clearance shall be done at load control status LC and acceptance status finalized (AF) only.

Ramp cleared positions/compartments are indicated in grey and Ramp status changes to finalized (RF)
when the final ramp clearance has been applied.
If you need to do Baggage Variations this has to be done in the Rest compartment (normally cpt. 5) after
all other positions has been Ramp Cleared and Acceptance Status Finalized (AF):

Baggage variation must only be used to remove/reduce the number checked in baggage when no show.

All bags carried in the hold must be registered in the customer’s record and appropriate to the flight.

Adjustments within limits are possible without approval of CLC (load control status remains LC),
larger adjustments need re-approval of CLC (load control status changes to LL) and ramp clearance is not
possible. CLC must then re-approve distribution (load control status changes back to LC) and ramp can be
cleared. The limit for doing adjustments is +/- 1000 kg.

Pressing F5 will always update your screen (Also to be used when the message Simultaneous update
occurs).

For any additional load, where no commodity has been planned, the handling agent must inform CLC
with details of load and request load to be included in load distribution (when already ramp cleared,
status will change from RF to RO and ramp clearance must be applied again). Depending of situation, this
might requires a new edition of LIR.

Any larger deviation/changes has to be checked with CLC and a new LIR will be issued when required.

Final Ramp clearance must be given as soon as possible after AF.

If the link between CM and FM has to be broken then Baggage Variations is not possible, if variations
exist, CLC has to be notified.

When all the holds are cleared the Ramp Agent has to confirm Ramp Clearance by typing Password.

Altea FM is set up to automatically trigger the provisional and final loadsheet when certain preconditions
are met.

Preconditions for Provisional Loadsheet (earliest execution -60 min to ETD):

If any Baggage variation done on the flight this will prevent Final loadsheet from being issued.
All Baggage variations must be acknowledged by Loadcontroller in accordance with below tolerance:

15. LMC Procedure in Altéa FM


 Manual LMC entry on already printed Loadsheet:

- Allowed only when within LMC limits


- LMC will be adjusted by PIC or ramp agent on initial Loadsheet and approved by PIC
- Aircraft can depart
- Communication required between GA and CLC not to send MVT before all adjustments are made
- GA notifies CLC to reopen flight.
- GA adjustments done and set flight back to AF.
- CLC must trigger Loadsheet again but will not send Loadsheet to station neither Aircraft but only
to dummy account to enable proper further FM functions (LDM/CPM etc.)
- GA informs CLC when ready
- GA sends MVT – general status GD

Maximum allowable LMC per aircraft for B787 is +/- 1000kg

 LMC update and new Loadsheet required

- If changes to both Pax and Bags:


- Notify CLC ASAP to reopen the flight when status LFS, AF and RF.
- Flight needs to be reopened both for Acceptance and Ramp. After all changes done and flight
statuses back to AF/RF send info to CLC that new LS is required. NB: When changes to baggage a
new Ramp Clearance must be done.

- If changes to Pax only:


- Notify CLC ASAP to reopen flight to AC.
- Offload/onload pax and set flight to AF
- Notify CLC that new Loadsheet is required

If changes to bag only:


- Notify CLC ASAP to reopen Ramp status to RO.
- Do baggage variation and sign for Ramp clearance (status RF)
- Notify CLC that new Loadsheet is required.

REMEMBER ALWAYS TO SET FLIGHT TO AF STATUS AFTER DOING LMC CHANGES .


OTHERWISE IT IS NOT POSSIBLE TO PRODUCE LOADSHEET

Only CLC is able to reopen flight after GD

16. Printing of Onboard Service Lists


When acceptance of costumers is finished, the handling agent must print onboard service lists from
Altea.
From the Boarding application, the function for printing onboard service lists is available from the Flight
menu at the left side of the screen.

When “Display Onboard Service List” selected, Altea will display a new screen with the various onboard
service lists:

The following lists must be supplied to the cabin crew:

1: CABIN SERVICES MANAGER SPECIFIC -please print 1 copies


2: SEATING PICTORIAL -please print 2 copies

After selecting the type of list to print, select “Print”. The list will then be printed to the local document
printer. Alternatively, first select “Display” to display the list on the screen, and then select “Device” -
>”Print Cryptic Output to Other” to display other printing options.

17. Broken locks


When locks are found to be unservicable, loadcontroller must be informed.

Handling Agent at origin station must report to Loadcontroller and Maintenance as soon as possible
when an unservicable lock is verified. The following information must be sent to loadcontroller:

 Aircraft subtype
 Aircraft registration
 The ULD position on the aircraft - e.g. 13P
 The location of the lock(s) - fwd or aft and lock number – e.g. FWD lock no 2
If possible, maintenance should be able to give exact name/description (e.g. SP401,9-4 INOP)

Loadcontroller will set reported locks to unserviceable in weight and balance system for specific flight
and registration.

Weight and balance system will automatically restrict the weight allowed.

18. Wetlease
When a flight is operate by wetleased aircraft and the subtype not approved for automated Loadsheet in
Altea FM, Loading Instruction Report and Loadsheet must be done manually by the pilots.

The same applies if the flight is approved for automated Loadsheet but for some reason Loadsheet is not
completed in Altea FM.

The departing station must send manual LDM and CPM after departure.
Correct addresses can be found in Altea FM, Documents for applicable origin/destination.

All serial number for the ULDs used on this flight must be sent as a mail to dyuldmanager@air-
dispatch.com and booking@norwegiancargo.com. The ULDs will be moved manually in the ULD
Tracking system.

19. System outage procedures


When CM or FM is out of operation, the handling agent at the departure station must immediately
inform CLC about the outage. This can be done by either email, SITA or phone.
Procedures to be followed during an outage of CM and/or FM are outlined in the document
CLC Contingency Plan which is available at http://www.norwegian.no/extranet.
There are 4 different outage scenarios:

 Station – FM down: Altea FM is unavailable at the station but is still operational at the CLC-
office. CM still working.
 Station – CM down: Altea CM is unavailable at the station, but FM still working. FM remains
operational
 Station – All systems down: Both CM and FM are unavailable at the station, but systems still
available at CLC
 Station – FM/CM down worldwide: CM and FM are unavailable both at the departure airport and
at the CLC-office

In the CLC Contingency Plan, all necessary actions are outlined, as well as who is responsible for the
action (station or CLC).
During outages, data must be confirmed from the station to CLC by either fax, SITA or email. Fuel figures,
loading or passenger data must not be handed over by phone.
