401st District Court Collin County, Texas

Notice Bill of Costs Objections, Questions, Detailed Billing Request, and
Concerns about Community Service (Essential Position or Ethical) with Corona COVID-19 Virus

Gordon-Eugene: Scott
Appellant
v.
The State of Texas
Appellee

Memorandum

I, Gordon-Eugene: Scott give notice of my objection to the Bill of Costs, whereby I question the applicable fees, and I would like to get a
detailed Bill of Cost receipt with dates to accompany all transactions. What is the following: Approving Bond by Sheriff $10.00 what date
assessed? Clerk Fee cost of $40.00? Who is the consolidated Court who is charging $133.00? Court Technology Fund $4.00, what does this
cover? Courthouse Security $10.00, so my taxes do not cover this? Indigent Defense Fee $2.00 (I am indigent). Judicial Support fee $5.00
what am I supporting, what if I object to this support? Jury Reimbursement Fee $4.00 there was no jury trial why do I pay this? Records
Management Fee $25.00. I am already paying clerk fee of $40.00 so what exactly does the Clerk Fee cover nothing? Specialty Court County
Fee $25.00 what is a specialty court? I thought I was in a Court of Common Law I never agreed to this Specialty Court! Ticket or Arrest
Without Warrant $5.00 There was a warrant for my arrest and I was arrested, are you saying that there was no warrant for my arrest? Time
Payments $ 15.00 so now the time it takes to pay cost money? Whose time am I being charged for? Warrants $50.00 what does this mean
earlier you stated arrest without warrant? CR Conviction Fee (HB 2302) Line 15 (e) states: A court may waive payment of a court cost or fee
due under this section for an individual the court determines is indigent.
Questions concerning Possible Additional Fees and Adjudged Assessments. DNA Testing $34.00 I have already had my DNA taken from
me and submitted I do not wish to go through this procedure again. Restitution Fee $12.00 For what I am not ordered to pay any
Restitution. Time Payment $15.00 I'm indigent but your charging me for not paying the full balance in 30 days huh? So are you saying that
each time there is a transaction you are going to charge me $2.00 there has to be a better payment choice than this!
The prior paragraph ends stating that the court may waive payment of a court cost or fee due for an individual the court determines is
indigent. I would kindly like to request that all court cost or fees concerning my Bill of Costs be waived. I do not have a job; the job market is
nearly nonexistent with this Corona COVID-19 Virus that is present. Furthermore, I am ordered to do 120 hours of Community Service. Are
Community Service Hours deemed necessary and essential operations in Collin County? I am currently living with my parents and children.
They both have underlying medical conditions where they have not left the home in weeks and ask me run errands for them out of fear of
catching the virus and perishing away before seeing their grandchildren grow. I will not put the lives of my family at risk and I need
documented evidence that this is legal or ethical for that matter. As well as alternative methods of Community Service.

Sincerely,

Gordon-Eugene: Scott (U.C.C. 1-308)
